RESOLUTION NO.3, S.

2014

DECLARING A PORTION OF THE ILOILO CITY CENTRAL BUSINESS DISTRICT


A HISTORIC CENTER

WHEREAS, the Constitution of the Republic of the Philippines provides that "The
State shall promote and popularize the nation's historical and cultural heritage and
resources;"

WHEREAS, the National Historical Commission of the Philippines, by virtue of


Republic Act No. 10086, is vested with the power to declare national historical
landmarks, sites, shrines, monuments, and heritage zones/historic centers;

WHEREAS, Iloilo City is the capital of the province and one of the progressive

centers of the Western Visayas Region since mid_19 century;

WHEREAS, the massive development of Iloilo began in 1855 when the city
opened its ports to foreign trade and businessman settled, among them Nicholas Loney,
a British consul who paved the way for the development of the sugar industry and
export trade;

WHEREAS, Calle Real was the melting pot of the City's European, Chinese and
American commercial stores, where property values rose owing to the presence of the
foreign firms;

WHEREAS, from 1884 to early 20th century, Iloilo continuously improved with
stone-paved streets and preserved buildings of various architectural styles:
neoclassical, art deco, beaux arts, and post modern as exemplified by the following:

WHEREAS, one of the biggest concentrations of Art Deco building in the


Philippines is in Iloilo City;

WHEREAS, the City Government of Iloilo supports the declaration of the heritage
zone by virtue of City Ordinance No. 00-54 with Regulation Ordinance No. 2001-071
and its Implementing Rules and Regulations (IRR), including the creation of the Iloilo
City Cultural Heriatge Conservation Council (ICCHC);

NOW THEREFORE, the National Historical Commission of the Philippines


hereby declares a portion of Iloilo City Central Business District a Heritage Zone
bounded by the following streets and points:

(a) Iznart (from Yulo to Gen. Blanco);


(b) Rizal (from Iznart to Gomez);
(c) Zamora (from Burgos to Melliza);
(d) J.M. Basa (from Iznart to Burgos);
(e) Aldeguer (from Iznart to J.M. Basa);
(f) Santo Nino (from Rizal to Muelle Loney);
(g) Mapa (from Rizal to J.M. Basa);
(h) Macario Peralta (from J.M. Basa to Muelle Loney);
(i) Ortiz (from Rizal to Hervas);
0) Dela Rama (from J.M. Basa to Hervas);
(k) Calasanz (from Ortiz to Zamora).

RESOLVED FURTHER, that the buffer zone extends 10 meters from the center
line of the roads forming the perimeter of the heritage zone, provided that all new
developments surrounding the heritage zone and buffer zones shall conform to the
prescribed development guidelines of the city ordinance
