1.0 GENERAL

1.1 This standard together with relevant specification sheets covers the minimum
engineering requirements for supply of Fans & Blowers.

1.3 Deviation and / or exceptions to the enquiry specification sheet, enclosures,

applicable standards etc. must be listed for each document clause wise with proper
reason in a separate Appendix in the bid. Otherwise it shall be assumed that all the
requirements of the enquiry are acceptable without any reservation and shall be
binding to the bidder.

1.4. Complete coordination between the Fan / Blower and driver will be the responsibility
of the vendor of the driven machine in case driver is included in vendor's scope of
supply.

1.5 Fan / Blower shall have SI dimensions and comply with applicable ISO standards
except for piping connections which shall be as per ANSI standards.

1.6 Fan / Blower vendor shall be fully responsible for the design, engineering,
manufacture, inspection, testing, delivery, supervision of erection and commissioning
as per the requirements of the purchase order.

2.0 BASIC DESIGN:

2.1. The arrangement of Fan/Blower, driver and the auxiliaries shall be mutually agreed
between the vendor and the purchaser.

2.2 Shaft seals shall be accessible for maintenance without dismantling ducts or fan
casing.

2.3 Forced and induced draught fans shall be directly coupled to drivers through flexible
coupling, and the complete assembly shall be mounted on a substantial bedplate.
Belt pulley arrangement shall not be used.

2.4 First critical speed of the rotor shall be higher than 120% of rated speed. Rotor
assembly shall be dynamically balanced.

2.5 Capacity control shall be achieved by means of dampers (Preferably on suction side)
especially for constant speed fans.

2.6 SS bolts and nuts shall be provided for the split casing joints of fans for corrosive
service.

2.7 The drive motors of the fans should be designed with additional capacity to take care
of surge loading. However Motor rating shall be minimum 125 % of shaft power for
shaft power up to 22 KW, 115 % of shaft power for shaft power between 22 – 55 KW
and 110 % of shaft power for shaft power above 55 KW.

3.0 ACCESSORIES:

3.1 The inlet guide vane, if specified, shall be provided with the following:

i) An external guide vane position indicator

ii) Spindles shall be supported at both ends

iii) Manual operation of the guide vane from grade level shall be possible

iv) The guide vane ring shall be protected by a dust cover which shall allow full
access to all parts for inspection

v) Dampers shall be louvre type with opposed blade.

4.0 INSPECTION, TESTING AND PREPARATION FOR SHIPPING

4.1 The Fans & Blowers shall be subjected to stage inspection by PDIL Inspector /
Inspector of Purchaser or authorised Inspecting agents as defined in the purchase
order. Test and Inspection Plan shall be submitted to the Inspector for approval.

4.2 Test and Inspection shall be carried out as per national / international codes &
standards.

4.5 Acceptance of shop tests does not relieve the vendor of his responsibility in any way.

4.7 Vendor / Manufacturer shall compile all the tests and inspection reports relevant to
Purchase order scope of supply in folders. Following reports must be included.

a) Material certificates

b) Results of non - destructive inspection

c) Records of dimensions

d) Results of hydrostatic test

e) Records of mechanical running test

f) Results of dismantling inspection

g) Performance test report

h) Report of other specified tests

I) Inspection reports of all other auxiliaries.

5.0 VENDOR’S DATA

5.1 The bidder shall furnish along with offer an installation list of similar Fans & Blowers
supplied. The installation list shall include the following:

a) Client, location and year of installation

b) Driven Equipment
c) Model No. and type of Fans & Blowers
d) Steam Parameters.
e) Speed and KW rating.

5.2. Number of vendor’s personnel required and the estimated period for erection and
commissioning supervision, their per diem rates and other terms and conditions
should be mentioned in the offer.

5.3. Drawings:

a) The vendor shall furnish all the documentation in required number of copies
and within the time schedule as specified in Appendix - I of this standard.

b) The approval of the documents by the Purchaser does not absolve the
manufacturer or dilute his responsibilities with respect to the requirements
specified in this standard, datasheets and other enquiry documents.

5.4. The vendor shall submit along with quotation :

a) List of Erection and Commissioning spares as recommended by OEM/supplier.

b) Mandatory spares for Fans & Blowers as mentioned in NIT document. It shall
include but not be limited to the items listed in Mandatory Spare Part List and as
mentioned in enquiry document elsewhere.

c) Two years normal Operation & Maintenance spares as per provided BOQ/SOR
format. These spares shall not be considered for evaluation hence shall not be part of
order at this stage but can be order by client in future.

6.0 PERFORMANCE GUARANTEE

The vendor shall guarantee the data of offered ID/FD Fan in data sheet with the
mentioned tolerances.

7.0 ACCEPTANCE TEST

The acceptance test and measurements (at shop and/or) (at site) are to be executed
in accordance with ASME Power Test Code 6 / Equivalent test code for Fans &
Blowers within the warranty period. All special instruments, tools etc. required for
performance test shall be brought by the supplier on draw back basis.

The acceptance is to be effected as soon as the equipment supplied complies with all
essential requirements of the specifications, and any evident faults or defects have
been removed or an agreement referring to their correction has been arrived at.

8.0 PAINTING

8.1 Painting specification of M/s IOCL shall be followed by the manufacturer.

8.2 All exterior non-stainless steel surfaces subject to atmospheric corrosion with the
exception of machined surfaces shall be epoxy painted.

8.2 All exterior machined surfaces shall be coated with suitable rust preventives.
