If the UE needs to send or receive data the required signaling from Cell/URA_PCH state is only a
fraction of the signaling needed in starting from IDLE mode.

Operator benefits
Some smart phones do not wait for network command to move to Cell/URA_PCH states, and
instead move directly to IDLE. Such UEs that move to IDLE mode, for example, after keep-alive
message regardless of network instructions, create an excessive amount of unnecessary
signaling.
Fast dormancy gives a possibility to guide the UEs to Cell_PCH (or URA_PCH) state instead
when the data session ends. Cell_PCH state is a low battery consumption state, which saves
significantly on the signaling load compared to going to IDLE mode.
Functional overview
Currently, when the RNC receives a SIGNALLING CONNECTION RELEASE INDICATION
(SCRI) message from UE without IE "SCRI Cause" it must request the release of the signalling
connection and move UE to IDLE mode. With other UEs, the RNC must use inactivity timers and
make inactivity decisions according to those timers before moving UE to Cell/URA_PCH. If
inactivity timers are long, UE batteries are suffering, because UEs are uselessly kept in
Cell_DCH/FACH state.
With Fast Dormancy feature the UE sends a SCRI message with “SCRI Cause” with the cause
value UE Requested PS Data session end to the RNC. This cause indicates to the network that
the UE has determined that it has concluded an active PS data transfer.
The RNC receives the message and starts immediately the UE state change from Cell_DCH to
Cell_PCH or URA_PCH state by sending a RADIO BEARER RECONFIGURATION message to
the UE, instead of letting the UE to go to IDLE mode. Cell_PCH has a very low battery
consumption, and sending/receiving data requires only a fraction of the signaling compared to
starting from IDLE state.

Implementation in RAN
This feature affects only the RNC functionality. It does not have any effect on the BTS.

Impact on interfaces
This feature has impact on the amount of signaling transmitted through Iub and Uu interfaces. If
the UE is kept in Cell_PCH state instead of IDLE mode, the amount of signaling needed to
change UE state to Cell_DCH state is reduced significantly. This results in lower load on the RNC
and less signaling over Iub and Uu interfaces.
However, if the Cell_PCH state is not used in the network (RNC), UE is moved to IDLE mode
when UE indicates data transfer ends.
