I. Visit the Youtube website and search for Pepe Diokno’s (2013) TEXxADMU talk entitled
“Who Killed Philippine Cinema?” After watching the clip, answer the following questions.
1. Who killed Philippine Cinema? What would explain the poor state of the country’s
movie industry?
The Filipino people are the reasons behind the downfall of the Philippine cinema,
especially the government and the Filipino audience. This is primarily due to the lack of
support that the Philippine cinema is receiving from the Filipino community.
To start off, our economy already makes it hard for producers to create movies.
Aside from the 12% VAT, the government imposed a 30% amusement tax, which leaves
the filmmakers only 58% of the ticket sales. As a result, producers can hardly make
profit out of the film industry. This made the Philippine cinema a risky investment for
producers, resulting to the decline on the number of Philippine movies produced each
year for the past decades. Aside from that, Filipino audiences choose to patronize
foreign movies, especially those from Hollywood, while generalizing locally-produced
films to be predictable and sloppy. This makes it harder for Filipino films to compete with
foreign films, because aside from the budget, locals already hesitate to watch the
Philippine cinema.
2. Why is the South Korean film industry so rich, abundant and successful as
compared to the Philippines?
The South Korean film industry is way more successful than the Philippine film
industry simply because they have the Korean Film Council (KOFIC). KOFIC is
supported by their government while it strives to promote and support Korean films both
in Korea and abroad. They strictly set a quota for the number of Korean movies that
must be created every year. Also, their government heavily invests in their film
production, which is a really strong motivation for their filmmakers to create world-class
and quality movies. With their government’s support, even new filmmakers are given the
chance to showcase their talents in filmmaking, giving the industry another set of fresh
and young ideas to add richness in their movies.
3. How is the film industry related to other industries in the market?
The film industry contributes a lot to other industries in the market. Through films,
cultures and products are being showcased. Seeing the actors eat “adobo”, go on a date
at Jollibee, or wear Marikina shoes, is already a promotion of those local goods. Viewers
will develop curiosity on whatever the actors on the film are eating, wearing or using, and
they will soon grow interest for those products that will push them to purchase. Films
also include montage of some beautiful places like Boracay, Palawan and Puerto
Prinsesa. This is already helping promote the tourism of the country, because once
viewers get captivated by the beauty of landmarks, they will immediately include that in
their bucket-list of places to visit.
We can revive the Filipino film industry if there is a collaborative effort between
filmmakers, the government, and the Filipino audience. First, the government should
allot a budget for the film industry as their investment to improve the set, technologies
being used and for movie promotions. Also, the industry should welcome the artistry of
the new generation of filmmakers and give them the chance to produce, instead of just
sticking with veteran producers. In that way, the young ones could add more flavor and
different strikes on the viewers. For the entire Filipino audience, we must learn to
support Filipino movies, and be not quick to generalize these movies just because of one
awful Filipino movie you have watched, because there are many Filipino movies that are
truly captivating and heart-warming.
5. How important are films in the preservation and the enrichment of the Filipino
culture?
Films play a significant role in preserving and enriching the Filipino culture. For
example, the film “Himala” portrays about the Filipinos’ faith in religion and the society. It
is the most effective record of the past because through it, we can see the practices of
our forefathers during their time. Films connect us with our history, and because of it we,
in the present time, get to widen our perspectives. Most importantly, records from old
films make us realize how the Philippines has been through a lot of development, and
that is something that we should be proud of.
