THE 2013 CONSTITUTION

OF THE
POLYTECHNIC UNIVERSITY OF THE PHILIPPINES
JUNIOR PHILIPPINE INSTITUTE OF ACCOUNTANTS
MANILA

PREAMBLE.

We, the members of the Polytechnic University of the Philippines Junior Philippine Institute of
Accountants Manila, imploring the aid of the Almighty God, assert our inherent democratic right
to pursue an independent and genuine academic student organization that shall inspire us to
become true PUPian achievers for God and country, reinvigorate our formation as PUPians who
secure harmony, unity, and cooperation among ourselves and with those who, together with us,
make up the PUP community of scholars, learners, and citizens, commit to the advancement and
defense of our academic rights and welfare as undergraduate accountancy students, safeguard
the academic freedom and integrity of the University, affirm the student-citizen’s dignity and
worth, promote the common good, actualize our roles as catalysts for social change and action,
inculcate social consciousness that will strike a balance between self and service to others,
healthy competition and cooperation, privilege and responsibility, and embody our nationalist
ideals and aspirations, and noble vision of a humane and sovereign society where truth, justice,
freedom, love, equality, and peace reign, do hereby solemnly ordain and promulgate this
Constitution.

ARTICLE 1. NAME AND PRINCIPAL OFFICE

Section 1. The name of this organization, established under this Constitution, shall be known
as the Polytechnic University of the Philippines Junior Philippine Institute of
Accountants Manila, which shall hereinafter be referred to as PUP JPIA Manila.

Section 2. The seat of PUP JPIA Manila shall be in Room E-500A, Fifth Floor, College of
Accountancy and Finance, Main Building, Mabini Campus, Polytechnic University
of the Philippines, Anonas Street, Sta. Mesa, Manila 1016, Metropolitan Manila,
Republic of the Philippines.

ARTICLE 2. DECLARATION OF PRINCIPLES, PURPOSES, AND POLICIES

PRINCIPLES
Section 1. PUP JPIA Manila shall have the power which emanates from its members. It shall
be the sole, unified, independent, and democratic academic organization of the
undergraduate accountancy students in the University.

Section 2. PUP JPIA Manila shall recognize the importance of the University’s mission
statement.

2.1. The University’s mission statement shall serve as the guide of PUP JPIA
Manila in achieving the collective interest of the undergraduate
accountancy students.
2.2. PUP JPIA Manila believes that the true importance of the mission
statement lies in putting these ideals into action.

Section 3. PUP JPIA Manila believes that quality and relevant accountancy education is a
potent tool in enhancing nationalist consciousness and propagating the peoples’
interest. It further believes that accountancy education should enhance creative
and critical thinking and the ability to make informed judgment, free of dogma and
myths.

Section 4. PUP JPIA Manila is founded on the principles of representation, participative


democracy, decentralization, collaboration, equitability, accountability, unity and
cooperation, and efficiency and efficacy in the delivery of services.

Section 5. PUP JPIA Manila believes that the University is an academic institution supported
by the wealth of the Filipino people. Therefore, while it carries out its obligations
to pursue and find abiding and universal principles, PUP JPIA Manila shall equally
relate its activities to the need and aspirations of the Filipino people. As such,
PUP JPIA Manila, being part of the University’s College of Accountancy and
Finance, shall produce future Filipino professional accountants responsive to the
needs and aspirations of the Filipino nation.

Section 6. PUP JPIA Manila shall adhere to the policy of cooperation with all the other
sectors of the PUP community.

PURPOSES
Section 7. PUP JPIA Manila shall be at the forefront of the students’ struggle for their
academic rights and welfare, as embodied in Article 3 of this Constitution, the
University Student Handbook, and the laws of the land.

Section 8. PUP JPIA Manila shall help foster both the academic and co-curricular (i.e.,
physical, moral, cultural, civic, and spiritual) interests of the undergraduate
accountancy students, provided that these interests are parallel to the University’s
vision and mission.

Section 9. PUP JPIA Manila shall develop critical thinking among the studentry and
encourage all the undergraduate accountancy students to unite themselves, and
make use of their knowledge, skills, and resources to contribute to nation-building.

Section 10. PUP JPIA Manila, recognizing the vital role of youth in nation-building, shall
encourage all the undergraduate accountancy students to become aware and
sensitive to the universal needs of their time.

Section 11. PUP JPIA Manila shall foster the University as a progressive, innovative, and
leading academic institution.

POLICIES
Section 12. PUP JPIA Manila shall be in solidarity with the Filipino people by partaking in the
efforts of working towards genuine independence and democracy.

Section 13. PUP JPIA Manila shall pursue an independent stand not dictated by any other
sector, other than the undergraduate accountancy students.

Section 14. PUP JPIA Manila shall value academic freedom, and peace based on justice and
the equality of gender, religion, and race.

Section 15. PUP JPIA Manila shall encourage student and sectoral organizations to promote
the welfare of the undergraduate accountancy students.

Section 16. PUP JPIA Manila shall establish and maintain relevant linkages with various
offices, and sectoral and cause-oriented groups within and outside the University
to create venues for resource-sharing.

Section 17. PUP JPIA Manila shall pursue a policy of dialogue with other academic student
organizations consonant with its principles and purposes.

Section 18. PUP JPIA Manila shall pursue a PUP accountancy education that is holistic,
competitive, and of high standards, ensuring that it develops PUPians for the
Filipino nation. PUP JPIA Manila shall also fight for a relevant, nationalistic,
scientific, liberating, and mass-oriented system of accountancy education.

Section 19. PUP JPIA Manila shall struggle against all forms of exploitation, oppression, and
corruption.

Section 20. PUP JPIA Manila shall renounce instruments of policy, activities, and
undertakings which are violent in nature, and contrary to the rules and regulations
of the University or the laws of the land.

Section 21. PUP JPIA Manila shall adopt and implement a policy of public disclosure of all its
transactions involving the interest of its members.

ARTICLE 3. BILL OF RIGHTS OF MEMBERS

Section 1. Every member has the right to be properly informed of the programs, rules and
regulations, and policies of PUP JPIA Manila.

Section 2. Every member has the right to inspect the records, financial reports, and other
pertinent documents and papers pertaining to official acts, transactions or
decisions at a reasonable time and within the University premises.

Section 3. Every member has the right to proper representation and participation in the
policy-making body of PUP JPIA Manila.

Section 4. Every member has the right to join and actively participate in clubs, organizations,
groups, and other associations for purposes not contrary to existing policies.

Section 5. Every member has the right to apply for a PUP JPIA Manila position.

Section 6. Every member has the right to suffrage.

6.1. Every member has the right to vote for officers of PUP JPIA Manila.
6.2. Every member has the right to exercise other electoral practices.

Section 7. Every member has the right to due process.

Section 8. Every member has the right to legitimate and responsible use of adequate, safe,
clean, and efficient school facilities of the University.

Section 9. All other rights as specified in the University Student Handbook and the laws of
the land, but are not specified herein, are included as rights of the members.

ARTICLE 4. DUTIES AND RESPONSIBILITIES OF MEMBERS

Section 1. Every member shall observe and uphold the laws of the land, the rules and
regulations of the University as stipulated in the University Student Handbook,
and this Constitution.

Section 2. Every member shall exercise his rights responsibly, and in good faith.

Section 3. Every member shall uphold the academic integrity of the University by striving to
achieve academic excellence, and by abiding to the rules and regulations of the
University governing his academic responsibilities.

Section 4. Every member shall promote and maintain the peace and tranquility in the
University by observing the rule of discipline, and by exerting efforts to attain
harmonious relationships with fellow undergraduate accountancy students and the
University personnel.

Section 5. Every member shall uphold, preserve, and maintain the integrity of PUP JPIA
Manila.

Section 6. Every member shall participate actively in academic and co-curricular affairs, and
in the promotion of the general welfare (particularly in the social, economic, and
cultural development of his community), and in the attainment of a just,
compassionate, and orderly society.

Section 7. Every member shall contribute to the fund by paying the membership fee and all
other appropriate fees set by PUP JPIA Manila, provided that collection of such
fee is in accordance with this Constitution.

ARTICLE 5. GENERAL PROVISIONS AND DEFINITION OF TERMS

Section 1. PUP JPIA Manila is the organization of undergraduate accountancy students in


the University. Unless there will be a new accounting-related or ladderized course
to be offered by the University, only undergraduate students who are currently
pursuing the Bachelor of Science in Accountancy (BSA) program will be deemed
an undergraduate accountancy student.

Section 2. PUP JPIA Manila is an independent, democratic, non-partisan, non-political, and


non-profit academic student organization.

Section 3. PUP JPIA Manila is the legitimate student counterpart in the University of the
Philippine Institute of Certified Public Accountants, the national organization of
professional accountants in the Philippines.

Section 4. University shall mean the Polytechnic University of the Philippines Manila. It shall
be under the jurisdiction of the University President or his duly authorized
representative.

Section 5. College shall mean the College of Accountancy and Finance. It shall be under the
jurisdiction of the College Dean or his duly authorized representative.

Section 6. Academic year shall commence on the first day of the first semester, and shall
cease on the last day of the summer term.

Section 7. Federation year shall commence on the first day of the summer term of the
preceding academic year, and shall cease on the last day of the second semester
of the current academic year.

Section 8. A position in PUP JPIA Manila shall mean any executive office whether electoral
or appointive.

Section 9. Quorum shall mean 2/3 of the total number of members. Any decision from non-
quorum transaction of PUP JPIA Manila is not final and revocable unless ratified
by the remaining members.

Section 10. Majority shall mean 50% plus 1 of the total number of present members. No
business of PUP JPIA Manila may be agreed without a majority vote.

Section 11. Regular school days shall be from Mondays through Saturdays, and shall exclude
Sundays and holidays.

ARTICLE 6. SEAL OF THE ORGANIZATION

Section 1. The symbols and colors of the seal of PUP JPIA Manila are defined as follows:

1.1. The eight spokes represent the core values within PUP JPIA Manila, as
follows: discipline, excellence, integrity, objectivity, professionalism,
transparency, unity, and fear of God.
1.2. The wheel represents PUP JPIA Manila’s continuing efforts to develop its
members into well-rounded individuals and future professional accountants.
1.3. The laurel leaves and its green color shall signify the members’ intelligence,
emerging knowledge and wisdom, and academic excellence.
1.4. The star and its yellow color shall signify the logo of the University.
1.5. The light green color shall signify unwavering legacy.

ARTICLE 7. OBJECTIVES OF THE ORGANIZATION

Section 1. PUP JPIA Manila shall aim for:

1.1. Academic Excellence.


PUP JPIA Manila shall adopt measures necessary to foster educational
advancement in accountancy and its related fields through:
a. Seminars, symposia, workshops, conferences, congresses, and
conventions.
b. Inter-scholastic functions, and
c. Other academic and co-curricular services to its members.
1.2. Fellowship and Solidarity.
PUP JPIA Manila shall establish unity and harmonious relationship among
its members, other undergraduate students of the University, and other
multi-sectoral organizations for the advancement of a world-class and
nationalist-oriented student academic organization.
1.3. Socio-Civic and Cultural Consciousness.
PUP JPIA Manila shall broaden the awareness and consciousness of its
members through social, economic, and cultural development projects.
1.4. Organizational Culture.
PUP JPIA Manila shall acquaint its members with the business environment
and activities of the accountancy profession.
1.5. Moral Integrity.
PUP JPIA Manila shall promote and uphold all the moral values beneficial
to its members and the accountancy profession.

ARTICLE 8. MEMBERSHIP INTO THE ORGANIZATION

Section 1. Membership into PUP JPIA Manila is open to all undergraduate accountancy
students of the University. Membership into PUP JPIA Manila is voluntary and is
highly encouraged.

Section 2. Only bona fide members may be called JPIAn. No member shall use the name
and property of PUP JPIA Manila for personal use and personal gain.

Section 3. A member must pay the membership fee set by the Executive Board.

Section 4. Membership in PUP JPIA Manila is valid for a period of one semester and is
renewable every start of a semester.

Section 5. A member shall cease his membership to PUP JPIA Manila by way of:

A. Graduation.
After successfully completing all the academic requirements prescribed in
the undergraduate accountancy program of the University.
B. Shifting/Transferring.
After non-qualification in some or all of the course requirements prescribed
in the undergraduate accountancy program of the University.

Section 6. Honorary Membership.


PUP JPIA Manila shall have an honorary membership composed of graduates of
the undergraduate accountancy program of the University. Honorary members
shall have the same rights as provided in this Article, except for Article 15 of this
Constitution.

Section 7. Violations of Members.


Violations of members shall include, but is not limited to, the following:

7.1. Culpable violation of any provision of this Constitution.


7.2. Gross misconduct, dishonesty, discourtesy, and disloyalty to PUP JPIA
Manila.
7.3. Inefficiency and incompetence in the performance of official duties.

Section 8. Any member of PUP JPIA Manila shall have the right to file a complaint against
any member who commits a violation, as enumerated in Section 7 hereof.

Section 9. All complaints shall be in writing and duly signed by the identified member.
Complaints received through electronic mail shall be construed as originating from
the identified owner of the e-mail address used.

Section 10. No member shall be subject to remedies and sanctions without just cause and
due process.

Section 11. Remedies and Sanctions.


Violations of the duties of a member shall mean the enforcement of any of the
following:

11.1. Full compliance of the duty.


11.2. Probation and/or suspension of membership.
11.3. Such other remedies and sanctions deemed appropriate by the Executive
Board in accordance with this Constitution.

Section 12. The decision of the Executive Board on all complaints, after due notice, shall be
final and executory.

ARTICLE 9. STRUCTURE OF THE ORGANIZATION

The organizational structure of PUP JPIA Manila, deemed to be jurisdictional in form, shall be
as follows:

ARTICLE 10. THE EXECUTIVE OFFICERS

Section 1. The Executive Officers shall be the highest governing body and representative
authority of PUP JPIA Manila.

Section 2. Term of Office.


The Executive Officers shall hold office for one federation year or until their
successors have been duly elected and qualified.

Section 3. Composition.
The Executive Officers shall be composed of the following:

3.1. President;
3.2. Vice President for Academic Affairs;
3.3. Associate Vice President for Academic Affairs;
3.4. Vice President for Non-Academic Affairs;
3.5. Associate Vice President for Non-Academic Affairs;
3.6. Vice President for Finance;
3.7. Vice President for Audit;
3.8. Vice President for Membership;
3.9. Associate Vice President for Membership
3.10. Vice President for Information and Publicity; and
3.11. Secretary General.

Section 4. The Executive Officers shall have the following powers, duties, and
responsibilities:

4.1. To uphold and enforce the provisions stipulated in this Constitution;


4.2. To outline and enforce basic policies that shall facilitate the performance of
its duties and responsibilities;
4.3. To discuss and deliberate University and College-wide issues, and plan
academic and co-curricular matters, projects, programs, and campaigns to
be presented to the Executive Board;
4.4. To ensure fair, efficient, and effective representation in all committees
whose services and decisions affect the welfare of the members; and
4.5. To create special committees and ad hoc committees as may be necessary
to discharge its functions.

Section 5. The Executive Officers shall appoint the Chairperson of each special committee
under their respective offices as this Constitution provides. Such appointment
shall, however, be subject to the approval of the President, and the confirmation
of the Commission on Appointments.

Section 6. No Executive Officer shall be allowed to hold the same office for more than two
terms.

ARTICLE 11. AUTHORITIES AND DUTIES OF THE EXECUTIVE OFFICERS

Section 1. The President shall be the Chief Executive Officer of PUP JPIA Manila and shall
have the following authorities and duties:

a. To uphold and enforce the provisions stipulated in this Constitution.


b. To report directly and be accountable to the Board of Advisers and submit a
monthly, semi-annual (semestral), and annual accomplishment report of his
office.
c. To take active supervision and control over all the businesses, and internal
and external affairs of PUP JPIA Manila.
d. To initiate the implementation of all the decisions of the Executive Board.
e. To supervise, direct, and control subordinate officers in the effective
discharge of their authorities and duties.
f. To delegate to any officer any of his authorities and duties, whenever in his
judgment such a delegation is expedient and practicable.
g. To lead the members in carrying out the projects and programs geared
towards the achievement of the purposes and objectives of PUP JPIA
Manila.
h. To create special committees and prescribe its duties, as he may deem
necessary, in accordance with this Constitution.
i. To monitor, directly or indirectly, the performance of all offices and special
committees.
j. To preside over all the meetings of the Executive Board.
k. To authorize expenditures necessary in carrying out PUP JPIA Manila’s
projects and programs in accordance with the budget appropriation duly
approved by the Executive Board.
l. To act as one of the signatories in all cash disbursements from the bank
account of PUP JPIA Manila.
m. To enter into a contract or agreement, on behalf of PUP JPIA Manila,
provided that the same has been approved by the Executive Board.
n. To represent PUP JPIA Manila in his official capacity as the President on
occasions and events where PUP JPIA Manila needs representation.
o. To perform other functions to facilitate the discharge of his responsibilities
or acts prescribed herein and be answerable to the members for the
consequences of such.
p. To perform other duties which are inherent to the position.

Section 2. The Vice President for Academic Affairs shall be the Chief Academic Officer of
PUP JPIA Manila and shall have the following authorities and duties:

a. To uphold and enforce the provisions stipulated in this Constitution.


b. To report directly to the President and submit a monthly, semi-annual
(semestral), and annual accomplishment report of his office.
c. To perform and discharge the authorities and duties of the President in the
latter’s absence or inability, or if so directed by the Executive Board.
d. To act as officer-in-charge in all academic matters, projects, programs, and
campaigns of PUP JPIA Manila.
e. To be the principal author of the implementing rules and regulations of all
the academic matters, projects, programs, and campaigns of PUP JPIA
Manila.

f. To determine the degree of participation and plan the preparation of PUP


JPIA Manila in the all the intraschool, intershool, regional and national
academic programs and projects.
g. To be acquainted and updated with all the academic matters, projects,
programs, and campaigns of other schools and universities offering
accountancy program, and the regional council and the national federation
of JPIA.
h. To perform other such duties and responsibilities related to and/or implied
from the above enumeration of duties and responsibilities.
i. To perform other duties delegated by the President which are inherent to
the position.

Section 3. The Associate Vice President for Academic Affairs shall have the following
authorities and duties:

a. To uphold and enforce the provisions stipulated in this Constitution.


b. To report directly to the Vice President for Academic Affairs and submit a
monthly, semi-annual (semestral), and annual accomplishment report of his
office.
c. To directly supervise the implementation of all academic matters, projects,
programs, and campaigns of PUP JPIA Manila.
d. To be the secondary author of the implementing rules and regulations of all
the academic matters, projects, programs, and campaigns of PUP JPIA
Manila.
e. To be acquainted and updated with all the academic matters, projects,
programs, and campaigns of other schools and universities offering
accountancy program by attending the meetings of the regional council and
the national federation of JPIA.
f. To perform other such duties and responsibilities related to and/or implied
from the above enumeration of duties and responsibilities.
g. To perform other duties delegated by the President which are inherent to
the position.

Section 4. The Vice President for Non-Academic Affairs shall have the following authorities
and duties:

a. To uphold and enforce the provisions stipulated in this Constitution.


b. To report directly to the President and submit a monthly, semi-annual
(semestral), and annual accomplishment report of his office.
c. To perform and discharge the authorities and duties of the President in the
absence or inability of both the President and the Vice President for
Academic Affairs, or if so directed by the Executive Board.
d. To act as officer-in-charge in all co-curricular matters, projects, programs,
and campaigns of PUP JPIA Manila.
e. To be the principal author of the implementing rules and regulations of all
the co-curricular matters, projects, programs, and campaigns of PUP JPIA
Manila.
f. To determine the degree of participation and plan the preparation of PUP
JPIA Manila in the all the intraschool, intershool, regional and national co-
curricular programs and projects.

g. To be acquainted and updated with all the co-curricular matters, projects,


programs, and campaigns of other schools and universities offering
accountancy program, and the regional council and the national federation
of JPIA.
h. To perform other such duties and responsibilities related to and/or implied
from the above enumeration of duties and responsibilities.
i. To perform other duties delegated by the President which are inherent to
the position.

Section 5. The Associate Vice President for Non-Academic Affairs shall have the following
authorities and duties:

a. To uphold and enforce the provisions stipulated in this Constitution.


b. To report directly to the Vice President for Non-Academic Affairs and
submit a monthly, semi-annual (semestral), and annual accomplishment
report of his office.
c. To directly supervise the implementation of all co-curricular matters,
projects, programs, and campaigns of PUP JPIA Manila.
d. To be the secondary author of the implementing rules and regulations of all
the co-curricular matters, projects, programs, and campaigns of PUP JPIA
Manila.
e. To be acquainted and updated with all the co-curricular matters, projects,
programs, and campaigns of other schools and universities offering
accountancy program by attending the meetings of the regional council and
the national federation of JPIA.
f. To perform other such duties and responsibilities related to and/or implied
from the above enumeration of duties and responsibilities.
g. To perform other duties delegated by the President which are inherent to
the position.

Section 6. The Vice President for Finance shall be the Chief Finance Officer of PUP JPIA
Manila and shall have the following authorities and duties:

a. To uphold and enforce the provisions stipulated in this Constitution.


b. To report directly to the President and submit a monthly, semi-annual
(semestral), and annual accomplishment report of his office.
c. To be the official custodian of all the funds, financial documents and
records, and properties of PUP JPIA Manila.
d. To formulate and enforce a plan for the management of funds under the
jurisdiction of PUP JPIA Manila, and standard operating procedures within
PUP JPIA Manila with regards to the financial system and resources.
e. To be in charge of the preparation of the annual budget plan, of which
allocation shall be given to all the offices under the structure of PUP JPIA
Manila, to be approved by the Executive Board.
f. To be responsible for the prompt collection of all fees and inflows from the
members and other stakeholders.
g. To finance the projects and programs of PUP JPIA Manila through
solicitations and sponsorships.
h. To propose, subject to the approval of the Executive Board, and monitor
fund-raising activities.
i. To safeguard cash temporarily on hand and maintain banking connection
for the regular deposit and savings accounts of PUP JPIA Manila.

j. To act as one of the signatories in all cash disbursements from the bank
account of PUP JPIA Manila.
k. To keep, update, and maintain an accurate record of all cash receipts and
disbursements including its entire source documents.
l. To keep track and maintain an updated record of all the assets,
receivables, and payables of PUP JPIA Manila.
m. To require financial documents necessary for the maintenance of an
effective monitoring system.
n. To collect and summarize needed data in the preparation of financial
reports dealing with all phases of the financial, accounting, and operating
activities of PUP JPIA Manila.
o. To prepare a semi-annual (semestral) financial report to its members within
seven regular school days after the last day of the final departmental
examination every semester or term in the academic year.
p. To prepare an annual financial report to its members and other
stakeholders within seven regular school days after the last day of the final
departmental examination on the second semester of the academic year
subject to the examination of the Vice President for Audit.
q. To perform other such duties and responsibilities related to and/or implied
from the above enumeration of duties and responsibilities.
r. To perform other duties delegated by the President which are inherent to
the position.

Section 7. The Vice President for Audit shall be the Chief Audit Executive of PUP JPIA
Manila and shall have the following authorities and duties:

a. To uphold and enforce the provisions stipulated in this Constitution.


b. To report directly to the President and submit a monthly, semi-annual
(semestral), and annual accomplishment report of his office.
c. To ensure the proper, efficient, and effective operation of PUP JPIA
Manila’s assets and resources.
d. To ensure that PUP JPIA Manila, as an academic student organization, is
in compliant with the policies, and rules and regulations of the University,
and the regional council and the national federation of JPIA.
e. To thoroughly evaluate all the actual expenditures based on the approved
budget plan.
f. To make periodic reviews of the income and expenditure status of each
budgetary unit for any needed remedial action.
g. To thoroughly review and monitor on a monthly basis the validity of all the
receipts and disbursements of funds within PUP JPIA Manila.
h. To render an audit report as to the fairness of the financial report submitted
by the Vice President for Finance. In any case, the Vice President for Audit
cannot attest to the fair presentation, the reason shall be stated in the audit
report.
i. To perform other such duties and responsibilities related to and/or implied
from the above enumeration of duties and responsibilities.
j. To perform other duties delegated by the President which are inherent to
the position.

Section 8. The Vice President for Membership shall have the following authorities and duties:

a. To uphold and enforce the provisions stipulated in this Constitution.


b. To report directly to the President and submit a monthly, semi-annual
(semestral), and annual accomplishment report of his office.
c. To keep a complete and updated database of all the members of PUP JPIA
Manila.
d. To monitor the attendance, performance, and degree of participation of the
members in all the projects and programs of PUP JPIA Manila.
e. To act as the coordinator of PUP JPIA Manila in the PUP Federation of
JPIA.
f. To act as officer-in-charge in all projects and programs involving the
participation of all the members of PUP JPIA Manila.
j. To be acquainted and updated with all the membership requirements of the
regional council and the national federation of JPIA.
g. To perform other such duties and responsibilities related to and/or implied
from the above enumeration of duties and responsibilities.
h. To perform other duties delegated by the President which are inherent to
the position.

Section 9. The Associate Vice President for Membership shall have the following authorities
and duties:

a. To uphold and enforce the provisions stipulated in this Constitution.


b. To report directly to the Vice President for Membership and submit a
monthly, semi-annual (semestral), and annual accomplishment report of his
office.
c. To perform other such duties and responsibilities related to and/or implied
from the above enumeration of duties and responsibilities.
d. To perform other duties delegated by the President which are inherent to
the position.

Section 10. The Vice President for Information and Publicity shall be the Chief Information
Officer of PUP JPIA Manila and shall have the following authorities and duties:

a. To uphold and enforce the provisions stipulated in this Constitution.


b. To report directly to the President and submit a monthly, semi-annual
(semestral), and annual accomplishment report of his office.
c. To assist all the Vice Presidents and be the official spokesperson in the
promotion of all matters, projects, and programs of PUP Manila JPIA.
d. To disseminate valuable information to all the members of PUP JPIA
Manila.
e. To prepare and disseminate notice of all meetings of the Council of
Leaders.
f. To handle all position papers, publicity (press release), advertisements,
publications, and all other promotions of all projects and programs of PUP
JPIA Manila.
g. To be responsible for the release of JPIA Link at least twice in an academic
year.
h. To contribute news articles in JPIA Link, the official publication of PUP JPIA
Manila.
i. To prepare press releases, news articles, and write-ups for submission to
the campus media.

Section 11. The Secretary General shall be the Chief Administrative Officer of PUP JPIA
Manila and shall have the following authorities and duties:

a. To uphold and enforce the provisions stipulated in this Constitution.


b. To report directly to the President and submit a monthly, semi-annual
(semestral), and annual accomplishment report of his office.
c. To be responsible for the efficient office management in PUP JPIA Manila.
d. To take charge of the daily and administrative matters of PUP JPIA Manila,
and advice the President on the same.
e. To be the official custodian of all papers, documents, and records of PUP
JPIA Manila.
f. To coordinate with other offices to facilitate the maintenance of a complete
and effective filing system of PUP JPIA Manila.
g. To be responsible for the training and development, and other concerns
and needs of PUP JPIA Manila officers in the discharge of their duties.
h. To be responsible for the procurement, inventory, and maintenance of
supplies and equipment needed by PUP JPIA Manila.
i. To keep accurate and maintain an organized record of the minutes of the
meetings of the Executive Board.
j. To prepare and disseminate notice of all meetings of the Executive Board.
k. To prepare and process all correspondences and documents necessary for
any program of project of PUP JPIA Manila, both within and outside the
University.
l. To prepare the annual accomplishment report of the federation year.
m. To call the roll of the members of the Executive Board before the opening of
any meeting.
n. To perform other such duties and responsibilities related to and/or implied
from the above enumeration of duties and responsibilities.
o. To perform other duties delegated by the President which are inherent to
the position.

Section 11. The outgoing Executive Officers shall have the duty to efficiently turnover all
pertinent records of PUP JPIA Manila to the incoming Executive Officers within
twenty regular school days after the general election or at the time agreed by both
parties.

ARTICLE 12. THE EXECUTIVE BOARD

Section 1. The general management of PUP JPIA Manila and its business transactions shall
be exercised by the Executive Board.

Section 2. Composition.
The Executive Board shall be composed of the:

2.1. Executive Officers; and


2.2. All Chairpersons of Special Committees.

Section 3. The Executive Board shall have the following powers, duties, and responsibilities:

3.1. To uphold and enforce the provisions stipulated in this Constitution;


3.2. To safeguard all the properties, interests, businesses, and affairs of PUP
JPIA Manila;
3.3. To study, devise, and adopt policies, criteria, and guidelines as may be
necessary and convenient to carry out, effectuate, and implement in the
most effective and economical manner, the purposes and objectives of
PUP JPIA Manila;
3.4. To discuss, decide, and implement academic and co-curricular matters,
projects, programs, and campaigns in accordance with the purposes and
objectives of PUP JPIA Manila;
3.5. To attend meetings and functions of PUP JPIA Manila where their
participation is required for deliberation, coordination and cooperation, and
decision making;
3.6. To suspend or impeach any officer by a majority vote of the Executive
Board sitting en banc; and
3.7. To impose sanctions under each ground and proceeding this Constitution
provides.

Section 4. Regular Executive Board Meetings.


The Executive Board shall hold regular board meeting at least twice every
semester within the University premises on such time and date as may be agreed
upon. Notice of the meeting shall be sent out through the Vice President for
Information and Publicity at least five regular school days prior to such meeting.

Section 5. Regular Executive Officers Meetings.


The Executive Officers shall hold regular meeting at least once a week within the
University premises on such time and date as may be agreed upon. Notice of the
meeting shall be sent out through the Vice President for Information and Publicity
at least one regular school day prior to such meeting.

Section 6. Special Meetings.


Any member of the Executive Board may call for a special meeting for agendas
not dealt with in the regular meetings. Such meeting shall be held within the
University premises on such time and date as may be agreed upon. Notice of the
meeting shall be sent out through the Vice President for Information and Publicity
prior to such meeting.

Section 7. Transitional Board Meeting.


There shall be a transitional board meeting of the incumbent and upcoming
members of the Executive Board within the University premises twenty regular
school days after the general election for the purpose of final accounting and
turnover of records, and financial matters and reports.

Section 8. Notice of Board Meeting.


Whenever a regular or a special board meeting is to be held, the President shall
direct the Vice President for Information and Publicity to notify the members of the
Executive Board of the time, date, and purpose/s for which such meeting is called
upon.

Section 9. Quorum.
Whenever there is no quorum, any decision is not final and revocable. A majority
of the quorum shall decide in every agenda or matter at any meeting. Failure to
reach a quorum can be a ground for the unenforceability or invalidity of whatever
agreement is perfected in the course of the affected meeting.

Section 10. Presiding Officer.


The President, or in his absence or incapacity, the Vice President for Academic
Affairs or any executive officer appointed by the President, shall preside over all
the meetings.

Section 11. The outgoing members of the Executive Board shall have the duty to efficiently
turnover all pertinent records of PUP JPIA Manila to the incoming members of the
Executive Board within twenty regular school days after the general election or at
the time agreed by both parties.

ARTICLE 13. THE SPECIAL COMMITTEES

Section 1. There shall be special committees under this Constitution, as follows:

1.2. Academic Development Committee;
1.3. Education and Research Committee;
1.4. JPIA Finests;
1.5. Athletic Development Committee;
1.6. JPIA Talent Center;
1.7. Social Welfare Committee;
1.8. Corporate Linkages Committee;
1.9. Marketing Committee;
1.10. NF and PUP Fed Adhoc Committee;
1.11. Online Media Committee;
1.12. JPIA Link;
1.13. Arts and Design Committee;
1.14. Documentation Committee;
1.15. Technical Committee.

Section 2. Terms of Office.


The terms of office of all appointed Chairpersons of special committees shall
commence immediately after confirmation of the Commission on Appointments,
and shall cease when their successors have been duly appointed and qualified.

Section 3. The Chairperson of each special committee shall become a part of the Executive
Board, as stipulated in Section 1 of Article 12 of this Constitution, and shall
administer the overall operations of his respective special committee.

Section 5. The completion of appointment, approval, and confirmation of all Chairpersons


shall be at most three months after the general election.

The Chairperson of each special committee shall hold office for one federation
year.

Section 7. The Chairperson of each special committee shall be given the prerogative to
recruit members who shall help him in discharging his functions. The Chairperson
shall appoint a Vice Chairperson, a Secretary, and a Treasurer.

Section 8. The Chairperson of each special committee shall preside over all proceedings and
shall be the spokesperson of his respective committee.

Section 9. The Vice Chairperson of each special committee shall be a non-graduating


undergraduate accountancy student during his term.

Section 10. Regular Committee Meetings.


The Chairperson of each special committee shall determine the frequency and the
time of their meetings.

Section 11. Special Committee Meetings.


Any member of each special committee may call a special meeting if he deemed it
necessary.

Section 12. Notice of Committee Meeting.


Whenever a regular or a special committee meeting is to be held, the Chairperson
of each special committee shall notify the committee members of the time, date,
and purpose/s for which such meeting is called upon.

Section 13. Each special committee shall be composed of at least five committee members
excluding the Chairperson, Vice Chairperson, Secretary, and Treasurer.

Section14. The Chairperson of the Alumni Relations Committee shall report directly to the

alumni of PUP JPIA Manila and for seeking support in conducting the various
matters, projects, programs, and campaigns of PUP JPIA Manila.

Section 16. He shall perform other duties which are inherent to the position.

ACADEMIC DEVELOPMENT COMMITTEE


Section 17. The Chairperson of the Academic Development Committee shall report directly to
the Vice President for Academic Affairs.

Section 18. He shall be responsible in providing assistance and in managing the conduct of
reviews and academic seminars.

Section 19. He shall perform other duties which are inherent to the position.

EDUCATION AND RESEARCH COMMITTEE


Section 20. The Chairperson of the Education and Research Committee shall report directly to
the Vice President for Academic Affairs.

Section 21. He shall be responsible in the producing and providing materials and reviewers
necessary in the conduct of seminars and review sessions.

Section 22. He shall perform other duties which are inherent to the position.

JPIA FINESTS
Section 23. The Chairperson of the JPIA Finests shall report directly to the Vice President for
Academic Affairs.

Section 24. He shall be responsible in ensuring the representation of the College in all the
academic competitions within and outside the University.

Section 25. He shall perform other duties which are inherent to the position.

ATHLETIC DEVELOPMENT COMMITTEE


Section 26. The Chairperson of the Athletic Development Committee shall report directly to
the Vice President for Non-Academic Affairs.

Section 27. He shall be responsible in ensuring the representation of the College in all the co-
curricular and athletic competitions within and outside the University.

Section 28. He shall perform other duties which are inherent to the position.

JPIA TALENT CENTER


Section 29. The Chairperson of the JPIA Talent Center shall report directly to the Vice
President for Non-Academic Affairs.

Section 30. He shall be responsible in ensuring the representation of the College in all the co-
curricular competitions within and outside the University.

the social welfare of various communities outside the University.

Section 34. He shall perform other duties which are inherent to the position.

CORPORATE LINKAGES COMMITTEE


Section 35. The Chairperson of the Corporate Linkages Committee shall report directly to the
Vice President for Finance.

Section 36. He shall be responsible for the assessment, recruitment, and maintenance of
stakeholders, partners, and external parties who may have direct interest in PUP
JPIA Manila.

Section 37. He shall perform other duties which are inherent to the position.

MARKETING COMMITTEE
Section 38. The Chairperson of the Marketing Committee shall report directly to the Vice
President for Finance.

Section 39. He shall be responsible in promoting the income generating projects of PUP JPIA
Manila.

Section 40. He shall perform other duties which are inherent to the position.

NF AND PUP FED ADHOC COMMITTEE


Section 41. The Chairperson of the NF and PUP Fed Adhoc Committee shall report directly to
the Vice President for Membership.

Section 42. He shall be responsible in representing PUPJPIA Manila in various academic and
co-curricular matters, projects, programs, and campaigns involving the regional
council, national federation, and PUP federation of JPIA.

Section 43. He shall perform other duties which are inherent to the position.

JPIA LINK
Section 44. The Chairperson of the JPIA Link shall report directly to the Vice President for
Information and Publicity.

Section 45. He shall be responsible for the overall production and dissemination of JPIA Link,
the official publication of PUP JPIA Manila.

Section 46. He shall perform other duties which are inherent to the position.

ONLINE MEDIA COMMITTEE


Section 47. The Chairperson of the Online Media Committee shall report directly to the Vice
President for Information and Publicity.

ARTS AND DESIGN COMMITTEE


Section 50. The Chairperson of the Arts and Design Committee shall report directly to the
Secretary General.

Section 51. He shall be responsible in the overall creativity and design of academic and co-
curricular matters, projects, programs, and campaigns of PUP JPIA Manila.

Section 52. He shall perform other duties which are inherent to the position.

DOCUMENTATION COMMITTEE
Section 53. The Chairperson of the Documentation Committee shall report directly to the
Secretary General.

Section 54. He shall be responsible for the compilation and documentation of relevant paper
works necessary for the efficient operations of PUP JPIA Manila.

Section 55. He shall perform other duties which are inherent to the position.

TECHNICAL COMMITTEE
Section 56. The Chairperson of the Technical Committee shall report directly to the Secretary
General.

Section 57. He shall be responsible for the supervision of all the technical aspects of various
academic and co-curricular matters, projects, programs, and campaigns of PUP
JPIA Manila including, but shall not be limited to, audio-visual and PowerPoint
presentations, lights, and sounds necessary for holding such events.

Section 58 He shall perform other duties which are inherent to the position.

ARTICLE 14. THE COUNCIL OF LEADERS

Section 1. The Council of Leaders shall be the union of all the classroom presidents in the
College. The Council of Leaders shall create and maintain conditions and
opportunities for the full realization of the purposes and objectives of PUP JPIA
Manila. It shall deliver quality services and activities, and develop proactive and
dynamic student leaders.

Section 2. The Council of Leaders shall be an assembly that shall work closely in
coordination, in the principle of synergy, with the Executive Board.

Section 3. The Council of Leaders shall have the following powers, duties, and
responsibilities:

3.1. To uphold and enforce the provisions stipulated in this Constitution.


3.2. To adhere to the policies of cooperation and harmonious relations with
PUP JPIA Manila.
3.3. To spearhead the execution of all policies and directives issued by the
Executive Board which are pertinent to their respective classroom
organizations.
3.4. To directly disseminate information to his classmates regarding the
academic and co-curricular matters, projects, programs, and campaigns of
PUP JPIA Manila.
3.5. To implement full decision-making capability and be responsible on
matters concerning his classmates.
3.6. To collect membership fees and dues from his classmates and to remit the
same to the Vice President for Finance.
3.7. To maintain a complete and updated database of his classmates and to
provide a copy of the same to the Vice President for Membership and the
Vice President for Information and Publicity.
3.8. To be empowered to make stands on all issues in PUP JPIA Manila which
affect his classmates.
3.9. To be prohibited from endorsing any political party or candidate for any
election, whether within PUP JPIA Manila or otherwise.
3.10. To suggest academic and co-curricular matters, projects, programs, and
campaigns to be implemented by PUP JPIA Manila.
3.11. To assess the performance of the Executive Board and recommend
necessary steps to further attain its objectives.
3.12. To perform such other duties and responsibilities related to and/or implied
from the above enumeration of duties and responsibilities.
3.13. To perform other functions as may be assigned by the Executive Board.

Section 4. Chairperson.
There shall be a Chairperson who shall be elected by a majority of the classroom
presidents comprising the Council of Leaders. Such Chairperson shall become a
part of the Executive Board, as stipulated in Section 1 of Article 12 of this
Constitution, and shall report directly to the President.

Section 5. Batch President.


There shall be a Batch President who shall be elected by a majority of the
classroom presidents comprising the batch. The four Batch Presidents shall
assist the Chairperson of the Council of Leaders in the efficient and effective
delivery of services to the members of PUP JPIA Manila.

Section 6. Each Batch President shall report directly to the Chairperson of the Council of
Leaders, and shall be given the prerogative to appoint a Batch Secretary and a
Batch Treasurer who shall help him in discharging his functions.

Section 7. Classroom President.


There shall be a Classroom President duly elected by the members of the
classroom organization to which he belongs. The classroom president shall report
directly to the Batch President, and shall be the official representative of the
classroom organization to the Council of Leaders.

Section 8. Terms of Office.


The classroom presidents shall hold office for one semester. The Chairperson
and four Batch Presidents shall hold office for one academic year which shall
commence immediately after their election on the first semester of the academic
year, without the need for confirmation by the Commission on Appointments in the
case of Batch Presidents, and shall cease when their successors have been duly
elected and qualified.

Section 9. The election of classroom officers, specifically the president, vice president,
secretary, treasurer, muse, and escort, shall be at most within the week following
the opening of a semester or term of an academic year. The Vice President for
Membership and the Vice President for Information and Publicity shall be provided
with the list of duly elected classroom officers.

Section 10. The Chairperson of the Council of Leaders shall determine the schedule of the
regular membership meetings, as stipulated in Section 4 of Article 12 of this
Constitution.

ARTICLE 15. THE CONSTITUTIONAL COMMISSIONS

Section 1. There shall be two independent commissions under this Constitution, as follows:

1.1. Commission on Elections; and


1.2. Commission on Appointments.

Section 2. The Executive Board shall prescribe the qualifications of the Commissioners of
the Constitutional Commissions.

Section 3. The completion of appointment, approval, and confirmation of all Commissioners


shall be at most one month after the general election.

Section 4. Term of Office.


The Commissioners shall hold office for one academic year.

Section 5. All Commissioners shall be prohibited from being appointed to any electoral or
appointive position in PUP JPIA Manila.

Section 6. The Commissioners of each Constitutional Commission shall elect among


themselves a Chairperson, a Vice Chairperson, a Secretary, and a Treasurer.
They shall also be given the prerogative to recruit members who shall help them
in discharging their functions.

Section 7. The Chairperson of each Constitutional Commission shall not be eligible for any
reappointment. The Vice Chairperson of each Constitutional Commission shall be
a non-graduating undergraduate accountancy student during his term.

Section 8. The Chairperson of each Constitutional Commission shall preside over all
proceedings and shall be the spokesperson of his respective Constitutional
Commission.

COMMISSION ON ELECTIONS
Section 12. The Commission on Elections, which shall hereinafter be referred to as
COMELEC, shall decide on all electoral exercises in PUP JPIA Manila.

Section 13. Composition.


The COMELEC shall be composed of nine commissioners. The Commissioners
shall be non-graduating undergraduate accountancy students during their
appointment.

Section 14. The Commissioners shall be appointed by the Executive Board, approved by the
President, and confirmed by the Commission on Appointments. Their terms of
office shall commence immediately after such confirmation, and shall cease when
their successors have been duly appointed and qualified.

Section 15. The COMELEC shall have the following authorities and duties:

15.1. To create the PUP JPIA Manila Election Code subject to the approval of the
Executive Board.
15.2. To adopt and uphold such PUP JPIA Manila Election Code.
15.3. To serve as the steering committee for the PUP JPIA Manila election.
15.4. To certify qualifications of candidates, and to penalize or disqualify
candidates who will violate the PUP JPIA Manila Election Code.
15.5. To encourage the member-voters to vote, and to educate the member-
voters on the voting process to be used in the PUP JPIA Manila election.
15.6. To enforce and administer all rules and regulations relative to the conduct
of an election, plebiscite, initiative, referendum, and recall.

Section 16. The COMELEC shall constitute a quorum in order for a business to be transacted.
A final decision must be reached via a majority of those Commissioners present.

Section 17. The decision of the COMELEC on all electoral practices shall be final and
executory.

COMMISSION ON APPOINTMENTS
Section 18. The Commission on Appointments, which shall hereinafter be referred to as
COMAP, shall decide on final confirmation of all appointments of forthcoming
officers submitted to it by the Executive Board.

Section 19. Composition.


The COMAP shall be composed of seven commissioners. The Commissioners

Section 20. The Commissioners shall be appointed by the Executive Board and confirmed by
the President. Their terms of office shall commence immediately after such
confirmation, and shall cease when their successors have been duly appointed
and qualified.

Section 21. The COMAP shall act on all appointments submitted to it by the Executive Board
within five regular school days. The COMAP shall confirm the Chairperson of
each special committee, and other officers whose confirmation are vested in them
in this Constitution.

Section 22. The COMAP shall rule by a majority vote of all the Commissioners.

Section 23. Confirmation of appointments in PUP JPIA Manila shall be made only according to
merit and fitness to be determined, as far as practicable, and, except to positions
which are policy-determining, primarily confidential, or highly technical, by
competitive examination.

Section 24. One month immediately before the next general election and up to the end of his
term, the President shall not make any appointment to executive positions, except
temporary appointments where continued vacancies therein will prejudice efficacy
in the delivery of services.

Section 25. No candidate who has lost in any election shall, within three months after such
election, be appointed to any office in PUP JPIA Manila.

Section 26. No appointed officer shall hold any major position in any other organization, both
within and outside the University.

ARTICLE 16. ELECTIONS

Section 1. There shall be two elections of PUP JPIA Manila officers every federation year
which shall be held within the University premises, as follows:

1.1. General Election.


The general election shall be held every second semester of the preceding
academic year.
1.2. Special Election.
The special election shall be held to fill up all the vacancies in any office
following the general election, and shall be held not later than the fourth
week after the opening of classes during the first semester of an academic
year.

The specific time and date of all elections shall be determined by the COMELEC.

Section 2. PUP JPIA Manila officers shall be elected by the plurality of all votes cast. PUP
JPIA Manila officers shall be voted into office by the members of the entire student
body.

Section 3. Protest of a majority number of members against any PUP JPIA Manila officer by
his constituent population shall render the election of such PUP JPIA Manila
officer invalid.

Section 4. The qualifications to be a candidate for the PUP JPIA Manila election shall be
specifically provided in the PUP JPIA Manila Election Code.

Section 5. Minimum Qualifications and Documentary Requirements.


The following shall be the minimum qualifications and documentary requirements
for any electoral or appointive position in PUP JPIA Manila:

1.1. He must be a bona fide member of PUP JPIA Manila, at least on the
semester where he is seeking to run for office.
1.2. He must currently be a non-graduating undergraduate accountancy student
during his term preceding his election, if applicable.
1.3. He must have a general weighted average (GWA) of at least 2.00 or better
in the semester immediately preceding his election or appointment
(whichever is applicable).
1.4. He must not have incurred any failing grade in any semester.
1.5. He must pass all the retention requirements enforced by the College.
1.6. He must not hold any major position in any organization, both within and
outside the University, after election or appointment (whichever is
applicable).
1.7. He must not have been accused and convicted of any violation of existing
penal laws or University rules and regulations.
1.8. He must possess good moral character imbued with a strong and sincere
desire to take the responsibilities of leadership.
1.9. He must have attended at least three activities of PUP JPIA Manila.
1.10. He must submit the following minimum documentary requirements:
a. Duly accomplished curriculum vitae;
b. Temporary Transcript of Record or certified True Copy of Grades duly
certified correct by the University Registrar or the College Dean;
c. Duly accomplished Certificate of Candidacy issued by the COMELEC,
if applicable;
d. Endorsement of the incumbent Chairperson of the Council of Leaders
and the Board of Advisers;
e. Internal Audit Clearance and Certificate of Good Moral Character
issued by the University;
f. Certification from the University’s Office of Student Affairs that the
member is not holding any major position in any organization within the
University; and
g. Four pieces of most recent 2” x 2” ID pictures in white background.

ARTICLE 17. BOARD OF FACULTY ADVISERS

Section 1. The Executive Board shall appoint the Board of Faculty Advisers at the start of
every federation year. The Board of Faculty Advisers shall be composed of
faculty members of the College.

Section 2. The Board of Faculty Advisers shall serve as a link between the University and the
College administration and faculty, and the members of PUP JPIA Manila.

Section 3. The Board of Faculty Advisers shall guide PUP JPIA Manila on matters which
require critical analysis and synthesis towards the fulfillment of its purposes and
objectives. The Board of Faculty Advisers shall, however, not be accorded any
voting power in PUP JPIA Manila’s decision making.

Section 4. The Board of Faculty Advisers shall have the right to be informed of all the
projects and programs of PUP JPIA Manila, and to attend the meetings of the
Executive Board and give their professional judgments and opinions in all matters
pertaining to PUP JPIA Manila.

Section 5. Any matter, program, and project shall be communicated to the Board of Faculty
Advisers to verify if these may cause a violation to any rule and regulation of the
College and of the University. Thus, all matters, programs, and projects shall be
consulted to, and subsequently evaluated by, the Board of Faculty Advisers.

Section 6. The Board of Faculty Advisers is presumed to act ethically with their
corresponding authority to strictly observe and respect the provisions of this
Constitution with their utmost knowledge and ability.

Section 7. The Board of Faculty Advisers shall serve for one federation year. They shall
efficiently turn over all pertinent papers at the end of their term to the succeeding
Board of Faculty Advisers.

ARTICLE 18. VACANCIES

Section 1. The Executive Board shall decide on actions required for vacancies in PUP JPIA
Manila subject to the confirmation of the COMAP.

Section 2. In case of incapacity in the discharge of duties, removal from office or resignation
of the President, the Vice President for Academic Affairs shall take the position of
the President for the unexpired term, while maintaining his functions and powers
as the Vice President for Academic Affairs, until the necessary appointment by the
Executive Board is made.

Section 3. In case of incapacity in the discharge of duties, removal from office or resignation
of any member of the Executive Board excluding the President, the President
shall endorse a PUP JPIA Manila officer to the Executive Board and the COMAP,
who shall confirm on the appointment of the PUP JPIA Manila officer into position.

Section 4. In case of incapacity in the discharge of duties, removal from office or resignation
of the Chairperson of a special committee, the Vice Chairperson shall take the
position of the Chairperson of such special committee for the unexpired term,
while maintaining his functions and powers as a Vice Chairperson.

Section 5. In case of incapacity in the discharge of duties, removal from office or resignation
of the Chairperson of the Council of Leaders, the most senior Batch President
shall take the position of the Chairperson of the Council of Leaders for the
unexpired term, while maintaining his functions and powers as a Batch President.

Section 6. In case of incapacity in the discharge of duties, removal from office or resignation
of the Batch President, the Batch Secretary shall take the position of the Batch
President for the unexpired term, while maintaining his functions and powers as
the Batch Secretary.

Section 7. Resignation shall only be valid if it concerns health issue and academic matter,
among others, subject to the endorsement of the Board of Advisers. If a fixed
date for resignation is indicated, such shall not be effective until acted upon by the
Executive Board within five regular school days from the receipt of the resignation
letter.

Section 8. The resigned officer shall have the duty to efficiently turn over all pertinent records
of PUP JPIA Manila within five regular school days after the effectivity of his
resignation.

Section 9. There shall be no leave of absence from PUP JPIA Manila duties, except for the
case of incumbent PUP JPIA Manila officers seeking to run for office in the next
general election. Such officers are, however, required to resume their original
posts and complete the term of their original office after the general election.

ARTICLE 19. ARTICLES OF IMPEACHMENT

Section 1. All officers must, at all times, be accountable to the members, serve them with
utmost responsibility, integrity, loyalty, and efficiency; act with nationalism and
justice, and lead modest lives. All officers shall take an oath or affirmation to
uphold and defend this Constitution.

Section 2. Any PUP JPIA Manila officer may be removed from office, on impeachment for,
and conviction of, culpable violation of this Constitution, treason, bribery, graft and
corruption, other high crimes, or betrayal of public trust.

Section 3. The following may be grounds for impeachment:

3.1. Any willful violation of this Constitution, and internal rules and regulations of
PUP JPIA Manila.
3.2. Gross negligence of duties and responsibilities arising from non-attendance
and non-participation to the endeavors of PUP JPIA Manila.
3.3. Malversation and illegal disbursement of funds.
3.4. Any behavior which undermines the integrity of PUP JPIA Manila, the
University, or both such as, but are not limited to, the following:
a. Grave abuse of authority;
b. Gross insubordination;
c. Immoral acts;
d. Guilt of acts involving moral turpitude;
e. Lack of independence; and
f. Loss of confidence.
3.5. Failure to enroll in the semester during his term.
3.6. Any other form of gross misconduct as provided for in PUP JPIA Manila
policies.

Section 4. Any member or officer of PUP JPIA Manila may file a resolution of impeachment
against any PUP JPIA Manila officer. The resolution must be addressed to either
the Executive Board or the Board of Advisers.

Section 5. The policies on impeachment shall be as follows:

5.1. The Executive Board shall order investigation on cases of impeachment at its
own discretion or on the basis of written complaints from any member or
officer of PUP JPIA Manila within five regular school days.
5.2. The Executive Board shall then decide whether to initiate impeachment,
recall proceedings, or not. Should the Executive Board fail to meet this
deadline, complaints shall automatically be dismissed.
5.3. The Executive Board shall serve notice of impeachment to the officer/s
concerned at least two school days before the set hearing date. Any PUP
JPIA Manila officer must take a leave of absence once notice of
impeachment is served to him.
5.4. All matters of impeachment shall be heard and tried with all the members of
Executive Board sitting en banc within five regular school days. Decisions on
impeachment shall be made upon two-thirds vote of the Executive Board.
5.5. The Executive Board shall impose the necessary sanctions. All decisions of
the Executive Board on matters of impeachment and recall shall be final and
executory.

Section 6. Judgment in cases of impeachment shall not extend further than removal from
office and disqualification to hold any position in PUP JPIA Manila.

Section 7. The impeached officer shall have the duty to efficiently turn over all pertinent
records of PUP JPIA Manila within five regular school days after the effectivity of his
impeachment.

ARTICLE 20. FUNDS OF THE ORGANIZATION

Section 1. The funds of PUP JPIA Manila shall emanate from membership fees and inflows
from all other fund-raising activities not contrary to public laws, morals, and
customs.

Section 2. PUP JPIA Manila shall maintain an organization fund consisting of:

2.1. General Funds.


The general fund shall be drawn from membership fees.
2.2. Special Funds.
The special fund shall be coming from donations, solicitations, and all other
inflows.

Section 3. Membership fees shall be collected during enrollment periods (i.e., every semester
or term) set by the University.

Section 4. Membership fees shall be collected by PUP JPIA Manila officers duly designated by
the Vice President for Finance not later than the midterm departmental examination
after the opening of the semester or term, except for meritorious cases.

Section 5. PUP JPIA Manila shall formulate and adopt a budget plan, which shall embody a
work plan for the federation year, duly deliberated and approved by the Executive
Board. No disbursement of funds shall occur, except in the pursuance of a budget
appropriation approved by the Executive Board.

Section 6. Funds shall be deposited under the name of PUP JPIA Manila, in a bank of good
reputation, wherein the authorized signatories shall be the President and the Vice
President for Finance.

Section 7. The passbook must be maintained under the safekeeping of the Vice President for
Finance. Automated Teller Machine (ATM) access to the fund is fully prohibited.

Section 8. Disbursements from the fund should only be allowed through the authorization of
the President and the Vice President for Finance, and should be subsequently
reviewed by the Vice President for Audit after a careful consideration on the
legitimate nature of the expenditure.

Section 9. The Executive Board shall retain at least five thousand Philippine pesos
(₱5,000.00) of the fund as the starting fund of the succeeding Executive Board.

Section 10. All fund balances shall be returned at the end of the federation year to the
succeeding Executive Board.

ARTICLE 21. GENERAL PROVISIONS

Section 1. The results of all referenda and plebiscites not provided herein shall be valid upon a
majority turnout of voters.

Section 2. All incumbent COMELEC Commissioners shall remain in office until after the newly
elected members of the Executive Board assume their office.

ARTICLE 22. AMENDMENTS AND/OR REVISIONS

Section 1. Any amendment and/or revision of this Constitution may be proposed through an
initiative upon an affirmative vote of at least two-thirds of the members of the
Executive Board.

Section 2. Composition.
There shall be a Constitutional Commission composed of nine Commissioners.
The Commissioners shall be appointed by the Executive Board, approved by the
President, and confirmed by the Commission on Appointments. Removal from
office shall be manifested in the same way they were appointed.

Section 3. The Constitutional Commission, after application of Sections 5 and 6 hereof, shall
be vested with the exclusive power to revise and amend this Constitution. It shall
function as an independent constitutional body.

Section 4. Any amendment to and/or revision to this Constitution may be proposed by any
member upon a written request of such member, stating the reason thereto.

Section 5. Any request for amendment and/or revision must be initially reviewed by the
Executive Board, and then forwarded to the Constitutional Commission for
discussion, editing, and final approval.

Section 6. The Constitutional Commission shall have the right to debunk any proposed
revision and amendment, submitted to them by the Executive Board, which they
deem unnecessary. The Constitutional Commission shall have the final decision on
any inclusion and exclusion to this Constitution, after application of Section 5
hereof, regardless of the Executive Board’s decision after initial approval.

Section 7. Proposed amendments and revisions of this Constitution shall be approved by the
majority of the Constitutional Commission before the presentation to the Council of
Leaders for plebiscite.

Section 8. Proposed amendments and/or revisions shall be valid and shall form an integral
part of this Constitution when presented and ratified by the Council of Leaders in a
plebiscite called for such purpose.

Section 9. No amendment or revision of this Constitution shall be authorized within three years
following the ratification of this Constitution.

ARTICLE 23. TRANSITORY PROVISIONS

Section 1. All existing resolutions, codes, rules and regulations, and policies consistent with
this Constitution shall remain operative until amended, repealed or revoked.

Section 2. The term of incumbent officers shall be extended until such time that matters
pertaining to their term of office require representation of the studentry.

Section 3. The recently elected Junior President last February 20, 2013 will be the new
Associate Vice President for Academic Affairs.

Section 4. The recently elected Vice President for Internal Affairs last February 20, 2013 will
be the new Vice President for Non-Academic Affairs.

Section 5. The recently elected Treasurer last February 20, 2013 will be the new Vice
President for Finance.

Section 6. The recently elected Senior Vice President last February 20, 2013 will be the Vice
President for Membership.

Section 7. The recently elected Business Manager last February 20, 2013 will be the new
Secretary General.

Section 8. The recently elected Senior President last February 20, 2013 will be the new Vice
President for Information and Publicity.

Section 9. The recently appointed President last May 10, 2013 will remain as President.

Section 10. The recently appointed Deputy Secretary last May 10, 2013 will be the new
Associate Vice President for Membership.

Section 11. The recently appointed Junior Vice President last May 10, 2013will be the new
Associate Vice President for Non-Academic Affairs.

Section 12. The recently appointed Deputy Officer last May 10, 2013 will be the new Associate
Vice President for Membership.

Section 13. The first special election under this Constitution shall be held on the fourth week
after the opening of classes for the first semester of academic year 2013-2014.

Section 14. The first general election under this Constitution shall be held on the second week
of February of calendar year 2014.

Section 15. The Executive Board shall set the policies and procedures for the immediate
implementation of honorary membership in PUP JPIA Manila.

ARTICLE 24. SEPARABILITY CLAUSE

If any provision of this Constitution is declared invalid, the remainder thereof not affected thereby
shall continue in full force and effect.

ARTICLE 25. EFFECTIVITY

This Constitution shall take effect immediately following the ratification by a majority of votes cast
by the Council of Leaders at a plebiscite called for this purpose and shall supersede all other
previous constitutions.

The foregoing proposed Constitution of the Polytechnic University of the Philippines Junior
Philippine Institute of Accountants Manila was approved and accordingly signed by the Students’
Regents of 2013 on the 8th day of July in the Year of Our Lord Two Thousand Thirteen, at the
Punongbayan & Araullo Audio Visual Room, Room E-502, Fifth Floor, College of Accountancy and
Finance, Main Building, Mabini Campus, Polytechnic University of the Philippines, Anonas Street,
Sta. Mesa, Manila 1016, Metropolitan Manila, Republic of the Philippines, by the Commissioners
whose signatures are hereunder affixed.
