1.0 GENERAL

Radar Tank Gauges are required to be installed on the tanks for Diesel and Gasoline.
This Specification establishes the minimum guidelines for the design, manufacturing,
Installation supervision, testing and commissioning of the complete Radar Tank Level
Gauging system.

3.0 SCOPE OF SUPPLY

3.1 The scope of supply is to design, manufacture, test and deliver to site, a Radar Tank
Gauges system with Custody Transfer Accuracy: The specification covers but is not limited to
following:

Radar Tank Gauges


All the hardware accessories required
Average Temperature Instrument associated with RTG system
Local LCD display for installation near the tank at the Grade level
Tank gauging management PC with software and dedicated PC at control room

Installation, supervision of Instruments and cabling between antenna and Transmitter.


Cabling between Temperature probe and Transmitter. Cabling between Transmitter and local
Gauge at the bottom

Calibration of all tank gauges

Site testing and Third party certification. Co-ordination between the third party surveyor and
user representative will be in the vendor scope.

Calibration adjustments after the tanks are put to use and re-certification.

Vendor to provide specification for Power cabling and twisted pair shielded cabling for
communication. Scope shall also include supply and installation of the cables.

Cable specification before purchase will have to be approved by the client’s representative.

3.2 The vendor shall be responsible for supplying the total functioning system in all
respect.

3.3 Specific Requirements of the Project

The scope of this project includes Tank Gauges as described in this specification.
Tank gauges shall be supplied with temperature probe, local LCD display to be
installed at the grade level.

All tank gauges shall be connected to Inventory Management station installed in the
control room. The Gauges supplied shall have all the necessary electronics and
communication protocols built in order to connect to inventory station.

Vendor responsibility shall include supply of all the hardware, testing and
commissioning of the total system.

4.0 TECHNICAL REQUIREMENTS

4.1 Level Gauge Design

All Radar gauges shall measure level based on the frequency shift technology. The
device shall use Frequency Modulated Continuous Wave (FMCW) or pulse time of
flight principle. The method used shall be well proven.

The gauge shall operate in a stand-alone mode (single gauge installation) or in a


network of up to 200 gauges with an operator interface workstation in the control
room. The gauges shall communicate with the workstation via a vendor supplied
field bus.

4.2 Radar gauges suitable for still Pipe (stilling well) mounting-

4.2.1 The vendor shall supply antennas designed for still pipe operation in accordance with
size specified on the instrument specification table. The antenna design shall be
suitable for mounting on flange size and type specified in the data sheet. The design
shall be such that product condensation on the antenna shall not affect the rated
accuracy of the gauge.

4.2.2 The gauge shall be provided with remote mounted, local, digital level and
temperature indicators. The readout devices shall be user configurable in Metric or
Imperial units.

4.2.3 The vendor shall provide data acquisition and/or control units and field junction boxes
as required.

4.2.4 The antenna for still pipe gauges shall operate in the low loss circular transmission
mode to prevent loss of rated accuracy due to rust and deposits on the still pipe.

4.2.5 The vendor shall identify any potential RTG accuracy or reliability affects associated
with still pipe slot area, encrustation of still pipe with rust or hydrocarbon deposits,
and still pipe inconsistencies or lack of straightness.

4.2.6 The antenna for still pipe gauges shall be a factory designed to be easily removable
from the still well to allow access for manual gauging, temperature dipping and
sampling.

4.3 Temperature System

4.3.1 Spot and averaging temperature elements shall be Platinum resistance temperature
detectors (RTD), rated 100 ohms at 0 degrees C (+32 degrees F). The RTD system
measurement accuracy shall be ± 0.5 degrees C (± 1.0 degrees F) or better. RTD
element configuration, thermowell material, and dimensions shall be as specified on
the Instrument specification table. The field electronics shall be capable of
automatically determining and averaging the signals from only the submerged RTDs.

4.3.2 Averaging temperature elements shall include a specified number of RTD elements of
graduated lengths housed in a common flexible metal thermowell. The system shall
conform to API MPMS 7-4.

4.3.3 The spot or multipoint temperature RTDs shall be wired directly into the local data
acquisition or control unit and the temperature signals shall be communicated to the
remote workstation via the vendor supplied communications bus.

4.3.4 The averaging temperature element shall be supplied with 316 SS outer sheath.

4.4 Performance Criteria

For custody quality applications, the intrinsic or bench tested accuracy of the
level gauge shall be equal to or better than ± 1 mm over the entire measuring
range of the RTG (Radar tank Gauge). The vendor shall provide accuracy
certification documentation from one of the following international agencies:
The Dutch NMI, the German PTB or equivalent subjected to approval from the
employer to support their claims.

The installed accuracy shall be as follows:

4.4.1 The installed accuracy for custody transfer application shall be equal to or better than
± 1 mm, when compared to hand dips. Field calibration shall be in compliance with
API MPMS 3. lB.4.4.

The Installed accuracy shall be verified jointly by the vendor and the proponent
representative during the commissioning period. The verification procedure shall be in
compliance with API MPMS chapters 3.lA and MPMS 3.lB.

4.4.2 Local level indicator integral to the field control unit shall display exactly the same
level as indicated in the control room operator console.

4.4.3 Level alarms shall be configurable from the software residing in the operator interface
unit in the control room.

4.4.4 Radar gauges shall be suitable to communicate with PLC on latest Modbus protocol.
Modbus communication cards are installed on PLC marshalling.

4.4.5 Wave integration time, i.e. time to inhibit the Radar response to transient level
fluctuations, shall be adjustable between a range of 2 to 10 seconds.

4.6 Tank Inventory station

4.6.1 The Tank Inventory station shall consist of a PC based, user configurable graphical
interface. It shall perform calculations, system management, configuration and data
storage. As a minimum, the personal computer shall be minimum Intel Pentium 4
microprocessor with 256 Mbytes of RAM, 21 inch color monitor, 101 Key IBM style
keyboard, mouse, 3-1.2 inch disk drive, 80 Gigabyte Hard drive, two serial, two USB,
one parallel port and all interconnecting cables. An industrial grade printer shall be
provided with each Tank Inventory station.

The Tank Inventory station shall provide as a minimum the following general
categories of standard functions:

4.6.2 The Operator interface graphics shall be designed for normal plant operation
information and shall have the following functionality:

4.6.3 An alarm log shall be provided which displays all current acknowledged and cleared
alarms. An alarm inhibit function shall be provided by which a single or group of
associated alarms could be dc-activated. The ability to inhibit any alarm shall be
password protected.

4.6.4 A group view function shall be provided which displays all process values for a pre-
defined group of tanks. The tank groupings are defined during configuration.

4.6.5 A specific tank view function shall be provided which displays predefined process
values for a selected tank.

4.6.6 A tank inventory function shall be provided which displays all inventory information for
a selected tank.

4.6.7 A group inventory function shall be provided which displays all inventory information
for a selected group of tanks.

4.6.8 A group configuration function shall be provided which permits the plant operator(s) to
define the groupings of tanks for display on the group view screen and the group
inventory screen.

4.6.9 A value entry function shall be provided which permits the plant operator(s) to
manually enter process values and operating parameters for each tank.

4.6.10 An engineering function interface shall be provided for system configuration and set-
up. All configuration changes shall be password protected. As a minimum, the
engineering interface shall have the following functionality:

4.6.11 A system configuration function will allow the Systems Engineer to define the system
configuration, including the engineering units for level, volume, temperature and
pressure.

4.6.12 A local communication gateway configuration function will allow the Systems
Engineer to define the name and input/output address of each gateway within the
tank gauging system.

4.6.13 A tank configuration function will allow the Systems Engineer to configure the
parameters for entering a new tank to the system or to reconfigure the parameters for
an existing tank.

4.6.14 Connectivity-
It shall be possible to connect this PC on Ethernet to Host PLC system. Suitable
protocol gateway shall be pre-installed and kept ready by the supplier.

4.7 Tank Inventory Management Software

The Tank Inventory Workstations (at control room) shall be supplied with standard
tank inventory management software of the latest revision. The software
shall be designed to collect the raw levels, temperatures and pressure signals
from the communication interface units for each of the storage tanks, perform the
calculations required using pre-defined correction factors, display all system
information on the operator screen(s), calculate and display all process alarms
on the operator screen.

As a minimum, the software shall be capable of generating and displaying the
following raw and calculated values based upon the field measurements,
manual data inputs and the pre-programmed parameters.

4.7.1 Ullage Measurement: Which is the distance from the surface of liquid to the reference
gauging point or Ullage Volume which is the volume of available space in a storage
tank unoccupied by contents.

4.7.2 Total Observed Volume (TOV): Which is the total measured volume of all petroleum
liquids, sludge, sediment and water and free water at an observed temperature and
pressure.

4.7.3 Gross Observed Volume (GOV): Which is the total volume of all petroleum liquids
and sediment and water, excluding free water, at observed temperature and
pressure.

4.7.4 Gross Standard Volume (GSV): Which is the GOV, corrected by the appropriate
volume correction factor for the observed temperature and API gravity, relative
density or density, to a reference temperature. For pressurized vessels, the gross
standard volume shall also be pressure compensated to the reference pressure. The
volume and pressure corrections shall be in accordance with the applicable American
Petroleum Institute (API) standards.

4.7.5 Net Standard Volume (NSV): The total volume of all petroleum liquids, excluding
sediment and water and free water, corrected by the appropriate volume correction
factor for the observed temperature and API gravity, relative density, or density to a
reference temperature and also corrected by the applicable pressure correction
factor.

4.7.6 Leakage Alarm: The application program shall generate alarms based on the rate of
change in the Net Standard Volume of the products in the storage tanks.

4.7.7 Rate of Change Computations: The system shall provide a calculated volume rate of
change from change in temperature-corrected volume over a specified time period.

4.7.8 Alarming Capabilities: The system shall generate multiple High, Low, and Safe
alarms for level, temperature and pressure. Configurable time delays shall be
provided for each process variable to minimize nuisance alarms.

4.7.9 Flow Rate Computations: The system shall provide importing and exporting flow
indications based on volume movements in the tank. Indications of “time until full” and
“time until empty” shall be provided as well as high and low flow alarms based on
user set points.

4.8 System Diagnostics

The system diagnostics shall be capable of performing self-checks on each tank


gauge and data collection or control units. As a minimum, the following features
shall be included:

4.8.1 All field inputs, including level, temperature and pressure signals shall be monitored
for faults. All faults shall be annunciated and logged.

4.8.2 All diagnostic information shall be displayed, alarmed, stored in historical files and
included in reports. This diagnostic information shall include details of all types of
failures, system status and configuration modifications.

4.8.3 Any re-configuration or modifications after repair or replacement of hardware shall be


password protected.

4.9 System Security

The MMI and resident application software shall have a minimum of two levels of
password protection. Each level of password shall permit pre- programmed types
of activities. i.e. Minimum security shall be required for viewing standard graphics,
entering operator information and printing reports. Maximum security shall be
required for configuration and alarm set-points changes.

4.10 Strapping Tables

The application software shall be capable of storing unique strapping table correction
factors, with at least 100 strapping points for each storage tank. These tables will
provide correction factors for the tank diameter at each increment of liquid level in
the tank. The Total Observed Volume calculation shall be based on these strapping
tables.
Mechanical calibration for the tank shall be carried out by the contractor and the data
shall be provided to the Radar Tank Gauging vendor for software configuration.
Vendor will be responsible for entering the tank calibration data into the Radar
Gauging system.

4.11 System and Data Recovery

The tank gauging software shall be capable of automatic data backup of all system
configuration and process parameters. The system shall also be capable of retrieving
all configuration parameters once a system failure has cleared. The vendor shall
provide details of the data backup and data recovery features of the system software,
in their proposal.

4.12 Electrical Requirements

4.12.1 The tank mounted antenna unit, associated data acquisition units, pressure
transmitters, multiple RTD elements and related equipment shall be powered from a
single 230 Volt, 50 Hertz, power supply connection in the field. The vendor shall
specify the power requirements for each RTG sub-system to facilitate the design of
segregated power circuits.
4.12.2 All components installed in the tank or in contact with the process shall be bonded to
the gauge housing.
4.12.3 All equipment shall be designed for continuous operation in Zone-1area. The RTG
installation shall meet or exceed the requirements of NFPA 70, the National Electrical
Code.

5.0 TESTING & INSPECTION

5.1 The Vendor shall conduct a Factory Acceptance Test (FAT) conducted at the
manufacturing facility. This test may be required to be witnessed by purchaser or the
third party authorized by the purchaser.

5.2 The FAT shall be completely documented such that after the successful completion of
the FAT a complete record of various activities and the results shall exist. This shall
be submitted to the purchaser before the shipment of the unit.

5.3 After successful completion of the FAT, vendor shall deliver the system to the site.
A site acceptance test (SAT) shall be conducted. This shall include site calibration
by vendor according to Tank calibration tables. This calibration has to be certified by
third party inspection surveyors of International standing such as SGS, LRIS, DNV,
BV etc. This certification will be in the scope of Vendor.

5.4 At the time of calibration all the readings may not be available with liquid inside the
tanks. This can be made available to the vendor only after tanks are put to use.
Vendor scope includes these fine calibration adjustments for different readings to
the satisfaction of the Purchaser and certification by the third party surveyor involved
at the time of SAT and calibration.

Vendor shall consider one year duration for getting all the readings throughout the
tank range. Each time any fine adjustments are made to calibration of Instruments
third party surveyor must be brought to site to witness and certify the calibration.

5.5 The SAT shall be completely documented such that after the successful completion
of the SAT a complete record of various activities and the results shall exist.
The responsible Vendor’s representative, Purchaser’s representative and Third
party surveyor shall sign all the final documents.

6.0 WARRANTY REQUIREMENTS

6.1 The Vendor shall warrant the equipment, instruments and various other components
of the Tank Gauging system free from defects in material and workmanship for the
duration of the warranty period of 2 years from the delivery of the unit to site. The
Vendor shall further warrant that all such items are in compliance with this
Specification.

6.2 The Vendor shall at no cost to the Purchaser, replace or repair any components
which fail during the Warranty period of which are found to contain manufacturing
material or design defect. The Vendor has no obligation under this Warranty for
failures that are shown to be direct or indirect result of abuse, accident or misuse by
Purchaser’s Representative or Contractor’s Representative (other than Vendor’s
Representative.)

Delivery and safe keeping of Instruments at site is the responsibility of the contractor.

6.3 Throughout the Warranty period, the Vendor shall provide qualified personnel for
trouble-shooting, repair, replacement of components and other services as required
to support the Warranty. The Vendor shall maintain complete and accurate records
of all warranty trouble reports and associated diagnoses, repairs, replacements,
changes or other action taken to correct the failures. Additionally, Vendor shall at no
cost to Purchaser update the manuals, drawings and associated documents as and
when necessary during the warranty period.

6.4 The Purchaser will timely notify the failure of any component of the Tank Gauging
System to the Vendor’s local office or to Vendor’s home office by telex or fax, as
appropriate. Vendor shall respond within 24 hours with corrective action.

7.0 GLOSSARY

The Following terminology shall be used in all documentation related to specification and
purchase of Radar Tank Gauging systems for measurement of crude oil and petroleum
products:

API GRAVITY: A term used by the petroleum industry to express the relative density of
petroleum liquids. API gravity is measured by a hydrometer instrument having a scale
graduated in degreess API. The relationship between API gravity and relative density is as
follows:

API Gravity at 60 degrees F = (141.5/Relative Density @ 60 F)- 131.5

RELATIVE DENSITY @ 60 DEGREES F: The ratio of the density of a substance at 60 F to


the density of pure water, also at 60 degrees F.

REFERENCE CONDITIONS: The condition of temperature and pressure to which measured


volumes are to be corrected. e.g. 60 degrees F and 0 psig or 15 degrees C and 1.01325 bar.

MINIMUM LEVEL VOLUME: Represents fixed volume of liquid in the tank that may contain
water and cannot be pumped out.

NET VOLUME: Represents product volume without minimum level volume.

NET WEIGHT: Weight (metric/long tons) computed by multiplying net volume by API gravity.

STRAPPING TABLE: Provides a correction factor for the tank diameter at each increment of
liquid level in the tank. The correction factor is used in the calculation of Total Observed
Volume.

SUSPENDED SEDIMENT: Non-hydrocarbon solids present within the oil but not in solution.

BOTTOM SEDIMENT: Non-hydrocarbon solids present in a tank as a separate layer at the
bottom.

DISSOLVED WATER: The water contained within the oil forming a solution at the prevailing
temperature.

SUSPENDED WATER: The water within the oil, finely dispersed as small droplets.

FREE WATER: The water that exists as a separate layer.

TOTAL WATER: The sum of dissolved, suspended and free water.

For definition of other related terms, refer to API MPMS Chapter 1-Vocabulary.

8.0 QUALITY ASSURANCE AND QUALITY CONTROL

8.1 It is the responsibility of the Vendor to comply with all relevant Codes,
practices, procedures and technical requirements mentioned in this
specification.

8.2 The Vendor shall implement and maintain an acceptable quality program
equivalent to the ISO 9000 series, which shall include clearly defined and
documented procedures for the relevant quality systems functions. The
quality program documents shall be made available to the Purchaser’s
Representative for review and audit.

8.3 Following documents shall be maintained and submitted to Purchaser


before shipment of the unit.

8.3.1 Vendor’s quality control procedures for manufacturing.


8.3.2 Material certification
8.3.3 All test procedures and results.
8.3.4 Any deviation from governing standards, Codes and designated
practices approved by Purchaser.

9.0 DRAWINGS & DOCUMENTS REQUIREMENTS

9.1 Four (4) copies of the following drawings and documents shall be
submitted along with the Tank Gauging system.

9.1.1 Approved copies of equipment and instruments data sheets.

9.1.2 Factory acceptance test report, Warranty certificate and other


certificates as required by Codes.

9.1.3 Installation and wiring drawings

9.1.4 List of warranty spares and list of recommended spares

9.1.5 Operation and maintenance manual

9.2 All Drawings, literature, certificates, reports, records etc. supplied by the
Vendor shall show the following information:
