1.0 GENERAL
1.1) Drawings to be submitted through Baladiya System Portal must be in *.DWF file format,
purge, bonded with corresponding model space & paper space layouts for review.
1.2) Each drawing file name shall be according to the drawing index information for consistency
and convenient tracking/verification. (e.g. FA00-Cover/Front Page; FA01-Site Plan; FA02-Floor
Plan, etc.). Drawing layouts shall follow the standard QCD Title Block format.
1.3) All drawings, calculations & related design reports shall be signed/stamped by the
designated endorsing Consultant Engineer, attested by the Engineering Company to where
he/she is employed.

2.0 PLANS AND DOCUMENTS TO BE SUBMITTED


2.1) Detailed Design Report – A narrative report that provides the following (where applicable):
- Description of the building, uses and occupancies of each spaces, passive and active fire
alarm system that will work together with the smoke control system.
- Design criteria and objectives.
2.2) Cover/Front Page, Floor Plans, Building Elevation & Sectional Drawings, Miscellaneous
Details, Riser Diagram, Calculation & Details as listed on the Approved Building Plan.
2.3) This document, the Guidelines for plan submission to serve as review checklist duly
signed/stamped by the endorsing engineer.
2.4) Active Fire Safety provision shall be in accordance with the minimum requirements in
accordance to NFPA Standards and QCD General Requirements. The owner/client in writing to
the design consultant shall confirm non-coverage requirements.

3.0 STANDARD DETAILS TO BE SHOWN ON TITLE BLOCKS


3.1) Provision for proper endorsement e.g. “The consultant shall certify on every drawing layout
that the fire safety plan submission is designed with the provision of NFPA 70, 72, 101, 170, 5000,
other applicable NFPA standards and QCD requirements. Declare that the equipment and all
devices installed for fire alarm devices shall be of QCD approved type.”, drawing title & QCD
space for stamps shall be shown.
3.2) Indication of listing applicable codes used in the design of the project complete editions &
date. Placement of logo/stamp for the consultant complete with address/contact details.
3.3) Indication of owner’s name, contact details, complete address (location/PIN) of the project
shall be shown
3.4) Indicate actual plan scale and history or revision in each drawing page consistent with the
layout and drawing index.
3.5) Sheet/Page number to total sheets/pages being submitted as per drawing index.

4.0 COVER / FRONT PAGE (See latest QCD cover/front page sample for reference)
4.1) Drawing index with corresponding paper size and scale must be provided clearly and
consistent with each page of the drawings.
4.2) Area statement of every floor, level, room, area and/or occupancy.

4.3) Project description shall be provided to indicate the intent and purpose of the submission,
building classification, construction type, building occupancy and hazard classification, type of
commodities and storage arrangement shall be included in the description. Such description shall
be consistent with the design report.
4.4) Scope of work: A summarized design intent (based from design report), proposed project
details/activity must be clearly indicated.
4.5) Design parameters / criteria with complete description of the system shall be properly
declared and supported with engineering calculations.
- Alarm Initiating/Notification/Indicating Devices, Mass Notification, Emergency Lighting and
Signage, Two-way Communication System, Type of Fire Alarm System (Addressable,
Conventional or Analogue/Addressable, EPSS class and type, type of emergency lighting
system, self - contained battery pack or central battery system), class of wiring installed per
NFPA 72.
- Installation limitation and restrictions maximum spacing/area coverage of detectors.
4.6) Equipment Schedule:
- Type of alarm initiating-indicating devices, notification devices, controllers, interface
modules and panels schedule must be provided.
- Quantity and tabulation with description of all fire alarm equipment/devices shall be
provided and shall be consistent with the succeeding floor layouts.
4.7) General notes applicable for the project shall be provided and shall include the following:
- System Input/Output Performance Table shown is defined to constitute the design of the
fire alarm system herewith and is only indicative.
- Sequence of operation for Mechanical Ventilation Systems shall be submitted in the ACMV
drawings.
- All conduits/cable trays for fire safety application penetrating thru walls and slabs shall be
sealed with fire retardant material with rating of not less than the fire rating of the wall or
slab being penetrated.
- Contractor/consultant shall coordinate with other trades prior to installation. Any
conflict/obstructions shall be resolved or provided with additional detectors (or relocation)
if necessary (or other fire safety equipment where applicable).
- Zone Chart or Fire Evacuation Plan requirement, shall be as-built drawing plan of the
building and required in each of every floor of the common area's (e.g. lift lobby, corridor,
etc.). Whereas noticeable to the occupant / tenant / public. The plan shall indicate all
manual initiating device, exit sign, and other applicable fire measure.
- Single fault on a pathway connected to the addressable devices shall not cause the loss of
more than 50 addressable devices as per 23.6.1 as per NFPA 72, and system shall have a
spare capacity.
4.8) Provide only the applicable legends & symbols making sure that all floor plan layouts shall
be consistent with the schematic riser diagrams.
4.9) Brief material specification related equipment/devices, shall be provided (audible/visible
notification device ratings, lux level of emergency lighting system, wire/conduit specification).

4.10) System Input/Output Performance Table Matrix (I/O Matrix) shall be provided (can be on a
separate sheet for complex/wide area coverage) relative to the design sequence of operation.
(see Figure A.14.6.2.4 of NFPA 72).

5.0 SITE PLAN, Scaled to fit to A0 or A1 size drawing sheet and shall indicate the following:
5.1) Means of access to the site and to the perimeter of each building showing the location of
the fire alarm control panel and/or conduit/junction boxes outside the building (e.g. substation
or generator room, etc.)
5.2) For multiple buildings being served by a main fire alarm control panel, external cable
routing with supervising station shall be shown in the site plan. For stand alone, declaration on
the location of the fire alarm control unit/panel.
5.3) Grid Line References (x, y) and shall be same with other floor plan drawings.
6.0 FLOOR PLANS (BASEMENT/S, GROUND, MEZZANINE, TYPICAL FLOORS, ROOF/SERVICE FLOOR)
6.1) Provision for alarm initiating/notification/indicating devices complete with wiring/conduit
and labels to have consistency with the fire alarm schematic diagram.
6.2) Interfacing modules shall be properly identified/labeled for mechanical ventilation,
firefighting and related emergency service purpose.
6.3) Conduit layout shall show the starting-ending points and location of the up-feed / down-
feed risers from-to the fire alarm control panel. Pathway/conduit risers for fire alarm & detection
system (FDAS) / Emergency Communication System (ECS) / Mass Notification System (MNS) &
Emergency Central Battery System (CBS) shall be indicated on plan layout.
6.4) Location of the audible / visible notification devices except/excluding those inside the
staircase and at exit doors (visual/audible impairment hazard) shall be show in all common
area/room, floors and/or each room/areas (as applicable on occupancy use).
6.5) Where emergency / two-way communication is required. Two way fire telephone shall be
provided on the following locations as per NFPA 72 (each floor level, each notification zone,
elevator lobbies, elevator machine room, EPS room, fire pump room, on each stairway level, each
elevator cab as required by NFPA 72) where applicable.

7.0 SECTIONAL DRAWINGS Scaled to fit an A0 or A1 drawing sheet and shall indicate the following:
7.1) Full height of each floor/storey and the depth of void spaces (raised floor/ceiling void)
relative to Level of Exit Discharge (LED) showing the fire alarm devices. Declare anticipated
existing conditions on any void space as per Chapter 17 of NFPA 72.
7.2) Where no ceilings (exposed) / or waffle type ceilings / joist / sloping / or other special ceilings
configurations are applicable to the project. Designer should coordinate with architect, or other
discipline, these factors should be included into consideration for location/spacing of detectors
in accordance to NFPA 72.

8.0 SCHEMATIC DIAGRAMS


8.1) Schematic diagram showing all the alarm initiating / notification / indicating devices /
interfacing modules with labels to have consistency with the wiring layout for all the floors of the
proposed building.
8.2) Schematic diagram showing emergency power supply system / central battery systems
connected to life safety equipment.

8.3) Schematic diagram for fire telephone / emergency communication systems / emergency
voice evacuation systems.
8.4) Block diagram for multiple buildings showing the external routing with supervising station
being served by a main fire alarm control panel (as applicable).

9.0 FIRE COMMAND CENTER / FIRE PUMP ROOMS / GENERATOR ROOMS (IF PROVIDED)
9.1) Location of the Main Fire Alarm Control Unit/Panel, Main Indicating Mimic (Graphic
Annunciation) Panel, Two-way Fire Telephone Communication Systems, Mass Notification
(Public Address) System and related fire emergency systems.
9.2) Heat detector shall be provided in fire pump room if there is a diesel driven fire pump; fire
telephone directly connected to the Fire Command Center or near the fire alarm control panel.
9.3) Provide blow up drawings for fire command and generator rooms reflecting FACP, panels
and all necessary Fire alarm system equipment.

10 TYPICAL INSTALLATION DETAILS / MISCELLANEOUS DETAILS


10.1) Details on the cable trays or conduits penetrating walls.
10.2) Submit only the required fire safety equipment details (alarm initiating-indicating devices,
Etc.) that will be installed in the proposed building.

11 SUPPORTING DOCUMENTS AND OTHER TECHNICAL REQUIREMENTS


11.1) Fire Alarm Control Unit/Panel specification to verify allowable devices per loop/zone.
11.2) Fire Emergency/Command Center shall comply with related NFPA 72 and 101 standard
requirements (as applicable).

12 CALCULATION REPORTS
12.1) Battery Load Calculation of all the alarm initiating-indicating devices to verify fire alarm
control panel capacity.
12.2) Provide calculation for audible and visible rating of devices.
12.3) Provide lux calculation for illumination requirements of emergency lighting system for exit
access and staircase per NFPA 101.
