PROPOSAL
TITLE:
PREPARED FOR:
PREPARED BY:
1
BACKGROUND
1. This project is proposed to help conserve Malaysia’s sea turtles, one of the most iconic symbols of our
country’s natural heritage with collaboration from Sea Turtle Research Unit (SEATRU UMT) at Chagar Hutang,
Redang Island.
2. The organizing committee consists of 4 chemistry students and 10 people from SEATRU team.
3. SEATRU UMT is widely known as one of successful research institute that protect the endangered sea turtles
like green turtle, hawksbill turtle and leatherback turtle. The turtle sanctuary based in Chagar Hutang, Redang
Island received supports from local resorts such as Laguna Redang Island Resort and Redang Pelangi Beach
Resort as well as government organizations namely BERJAYA Group.
4. It is expected that the project will provide volunteer assistance to the long-term monitoring, tagging and in-situ
egg incubation research and conservation project for sea turtles at Chagar Hutang Turtle Sanctuary, Redang
Island. Without this project, the SEATRU team might felt overwork as their small team have to struggle with
the running of the sanctuary.
1. Utilize this section to provide a summary of the situation that your proposal is going to address. This
section establishes the rationale for your proposal. It presents facts and evidence to support the need
for the project (program) you are proposing.
2. Write 3 problems that your proposal attempts to address. Each of the problem should be discussed in
one paragraph. Each paragraph should be supported with evidence and reference.
3. Introduce your team/organization and justify why your team is best suited for the implementation of the
project.
4. Write one proposal statement sentence which clearly outlines the project and suggests how your
proposed project is going to fix the problem.
1. Problem 1: Terengganu is known to be one of the most flood affected states in Malaysia (The Star, 2014).
This is especially true in the Kemaman region. Heavy rainfall from October to March of every year (Northeast
Monsoon) triggers flash floods and forces people to move from their homes. The Director of Malaysian
Meteorological Department, Jailan Simon stated that Northeast Monsoon is expected to increase rainfall from
20 percent to 40 percent in the year 2020.
2. Problem 2: This increases the likelihood of severe flooding which will result in many victims of flood who will
be placed in help centers (Mahmud, 2019). The primary effects of flooding include loss of life, health conditions
that can cause diseases (fever, pneumonia, dysentery), and damage to buildings and other structures,
including bridges, sewerage systems, roadways, and canals (Malay Mail, 2014).
3. Problem 3: Historically, there has always been a lack of volunteers to help implement tasks necessary in
helping victims at relief centers nationwide. This means that the quality of life for the flood victims will be
disrupted. This may cause trauma especially for the children (The Star, 2013). Consequently, costs to manage
flood victims and relief centers have increased four-fold, from RM1.79 billion in 2001 to RM5.81 billion in 2010,
according to the National Disaster Management Agency (NST, 2019). This means that agencies involved to
2
facilitate the care of victims during the expected flood will bear significant costs, and thus will need huge
financial support to reduce their burden.
4. The team, consisting of 20 marketing students from Universiti Malaysia Terengganu, in collaboration with 30
medical students from Unisza, is very capable of handling this project. This is because our fields of study have
equipped us with the expertise and skills required for the execution of this project.
5. Thus, it is proposed that the “Monsoon Comes Again” program is set up to help raise funds to supply flood
victims with their basic needs such as foods, clothes and hygiene kit, in addition to increasing the number of
volunteers necessary for the primary functions of the relief center in Kemaman Terengganu.
PROJECT DESCRIPTION
Write details pertaining to the proposed project. Then, provide a short summary of the project below.
Team members: 20 marketing students from UMT, 10 medical students from Unisza
1. This project will help flood victims in Kemaman, Terengganu by raising funds to supply basic needs such as food,
hygiene kits, clothes and school equipment for children.
2. This project will aim to increase the number of volunteers who carry out tasks at the relief centre.
3. Volunteer work such as cleaning and repairing damaged houses will be handled by all volunteers.

GOALS AND OBJECTIVES
Provide 2 goals and 2 objectives for each goal.
As a guideline, although goals should be strategic, they are broader and more general.
Objectives, on the other hand, are more measurable. They specify how the goals are achieved.
In the table that follows, include all important dates related to the project, broken down by date and duration. The
descriptions shown are for illustration purposes only: replace them with meaningful descriptions related to your project.
Items can include such things as payment and project milestones, schedules, meetings and others.

EXPECTED OUTCOMES
Write 3 expected outcomes/results of your project.
● Marine turtles at the research sanctuary are protected and restored to healthy levels reflecting their intrinsic
values, role in ecosystem functioning and benefits to people.
● This program helps to encourage volunteers to fully utilize their services and skills for a greater cause.
● The volunteers will learn the scientific understanding of turtle population trends, migration, genetics and their
values.
● This program helps to establishing and strengthening protected areas around nesting beaches and critical marine
habitats
OPERATIONAL COSTS
The following table details the pricing for delivery of the services outlined in this proposal. This pricing is valid for ##
days from the date of this proposal:
5
Services Cost Category Price
Marketing RM 10
- Flyers to call for volunteers/local communities
Item Description RM 20
- Additional items for turtle’s tagging
Total RM 30
SWOT ANALYSIS
● STRENGTH: Our team consists of enthusiastic members with passion for conservation of sea turtle.
● WEAKNESS: We lack necessary knowledge regarding sea turtle conservation.
● OPPORTUNITY: Our team effort in assisting SEATRU team may open up the eyes of our peers regarding the
importance of volunteerism especially in conservation of endangered sea turtle.
● THREAT: There may be other volunteers with suffice knowledge on conservation of sea turtle so competition
might occur in order to collaborate with SEATRU UMT.
