AUTHORIZING THE CONDUCT OF ONLINE ORAL EXAMINATION OF REGISTERED


ELECTRICAL ENGINEERS TO PROFESSIONAL ELECTRICAL ENGINEERS (PEE)
AND PROVIDING GUIDELINES THEREFOR

WHEREAS, Section 4 (d) of Republic Act (RA) 7920 or the “New Electrical Engineering Law”
empowers the Professional Regulatory Board of Electrical Engineering (Board) to prescribe,
amend or revise the requirements for professional electrical engineers, subject to the approval of
the Commission;

WHEREAS, Section 4 (e) thereof further authorizes the Board to register successful applicants
for professional electrical engineers and issue the corresponding Certificates of Registration and
professional licenses;

WHEREAS, Section 16 of the said law states that any person applying for registration as
professional electrical engineer shall establish, to the satisfaction of the Board, that on or before
the date of registration, he possesses the following qualifications:

(a) He is a citizen of the Philippines;

(b) He is of good reputation with high moral values;

(c) He has not been finally convicted by the court of an offense involving moral
turpitude;

(d) He is a holder of the degree of Bachelor of Science in Electric Engineering (BSEE)


from a university, school, college, academy or institute duly constituted, recognized
and accredited by the Philippine government; and

(e) He is a registered electrical engineer with valid certificate of registration and


professional license and with four (4) years or more of active practice reckoned from
the date of his registration as a registered electrical engineer.

WHEREAS, Section 19 of RA No. 7920 provides that as a prerequisite for registration as


professional electrical engineer, the applicant shall comply with the following requirements:

For the purpose of confirming the service record and clarifying the technical report
submitted by the applicant for registration as a professional electrical engineer, an oral
examination or interview shall be conducted on the following documents to be
submitted to the Board:

(1) Certified experience record from the date applicant took oath as a registered
electrical engineer indicating the inclusive dates, companies worked for, description of
specific responsibilities, significant accomplishments as well as the name and position
of immediate supervisors;

(2) Technical paper covering an evaluation, an analysis, a study or a critical discussion


of an electrical engineering project or subject, on one or several technical aspects such
as: design, construction, installation, commissioning, testing, operation, maintenance,
repair, research and the like. The technical paper shall be supported by engineering
principles and data. Published or unpublished scientific paper or treatise on electrical
engineering theories and applications may be considered as complying with the
requirement;
(3) Three (3) certifications signed by three (3) professional electrical engineers to the
effect that the experience record submitted by the applicant is factual and that the
technical paper submitted was actually prepared by the applicant.

The applicant must obtain passing marks on the experience record and on the
technical report in order to qualify for registration as a professional electrical engineer.

WHEREAS, there is a present threat of the spread of the Coronavirus Disease 2019 (COVID-19)
following the declaration of the Office of the President (OP) and the Inter-Agency Task Force on
Emerging Infectious Diseases (IATF) placing the nation to different categories of community
quarantines, imposing travel limitations, and restricting movement of people, thus hampering the
administration of a face to face oral examination for applicants of Professional Electrical
Engineering licenses;

IN VIEW OF THE FOREGOING, to continuously conduct the oral examination in this


unprecedented time, the Board hereby RESOLVES, as it hereby RESOLVED, to authorize the
conduct of online oral examination of registered electrical engineers to professional electrical
engineers and adopt the following procedure in order to carry out the objectives thereof:

I. COVERAGE

This Resolution shall be observed in the online oral examination for applicants of
Professional Electrical Engineer (PEE).

II. LIST OF REQUIREMENTS

1. Technical Engineering Report (TER) Cover


2. Letter of Intent (Annex A)
3. Resume with passport size picture, white background (coat and tie for men; blazer
for women) (Annex B)
4. Introduction/Autobiography (Annex C)
5. Qualification Requirements
 Copy of valid Professional Identification Card (PIC)
 Copy of valid IIEE ID
 Copy of Certificates/Awards/Other Significant Achievements
6. Proposed Title with Description and project Profile with Single Line Diagram.
 Proposed Title
 Project Profile
 Project Description
 Project Photos, Perspectives, or the process of the factory
 Single Line Diagram
7. Certificate of Mentoring (Annex D)
8. Introduction to Oneself thru PowerPoint Presentation (must not exceed 15 slides)
Contents:
 Summary of Autobiography in essay form
 Perspective and Photos relevant to the proposed TER.
9. TER (5-copies of hardbound books and USBs)

NOTES:

1. A PDF copy of the accomplished application form, including copies of all supporting
documents must be submitted using A4-sized paper. Photocopies of documents shall be
reduced to fit A4-sized paper.
2. All documents must be originally-signed by the applicant. Should an electronic signature
be used, the applicant must provide evidence that it had been digitally signed by him.
3. Be reminded of the Board’s activism on “Use of less paper, Recyclable Materials and No
Plastics Advocacy.” Any plastic holders and the like will not be accepted.
4. Item 8 shall be presented during preliminary screening and shall be excluded from printed
materials. Item 9 shall be submitted only when the applicant receives Letter of Approval
(LOA) from the Board.
III. PROCEDURE

A. Preliminary Screening

1. The applicant shall submit a soft copy of complete documentary requirements (Items
1-7, Rule II), in PDF format, to the official email address of the Board at
[email protected] for evaluation. Incomplete requirements shall be sent
back to the applicant informing them of the lacking documents that they need to
submit.
2. Upon receipt of the complete documents, the Board shall accomplish the Action Sheet
and reflect thereon their decision on the applications.
3. The Board Secretary shall send through any available and convenient means a Notice
of Preliminary Screening (ANNEX E) to the applicant concerned. Preliminary
Screening is conducted for the purposes of approving the proposed TER Title of the
applicant.
4. Screening link shall be sent to the Board and the applicants within two (2) days prior
to the scheduled activity. For this purpose, the PRB Secretariat Division (DSPRB) shall
make the necessary arrangements of the video conferencing facility. Microsoft Teams
(MST) shall be used.
5. Within three (3) days after the conclusion of the preliminary screening, the Board shall
issue a Letter of Approval (LOA) (ANNEX F) to the applicant. The applicant may start
writing his/her TER. The deadline of submission stated in the LOA may be extended
upon request and only for justifiable reasons.

B. Final Oral Examination

1. The applicant shall duly accomplish the application form (ANNEX G) available at the
Licensure and Registration Division of the Central Office or in any Regional Offices or
can be downloaded at prc.gov.ph.
2. The applicant shall send the said application form and the TER (5 copies of hardbound
books with its USBs) to the Board through the Archives and Records Division (ARD)
via courier of choice of the applicant. The same must be received by the ARD prior to
the deadline.
3. The ARD shall endorse these documents to the Board within three (3) days upon
receipt.
4. For applicants based abroad, they shall be required to submit their TER to the Board
in PDF through [email protected]. They may use any available archive
file format to make large files smaller and keep related files together, such as but not
limited to ZIP or Google Drive.
5. The Board shall schedule the applicants for online oral examination or notify them
should the application be denied. The schedule of the final oral examination for
registration as PEE shall be coordinated with the Licensure Office through a
Memorandum and be approved by the Commission. Thereafter, a Notice of Final Oral
Examination (Annex H) shall be issued.
6. The DSPRB shall make the necessary arrangements with the applicants for the
availability of the video conferencing facility. Thus, it shall send via electronic mail the
soft copy of the documents of the applicants including the rating sheet (ANNEX I) at
least two (2) days before the scheduled activity to the Board. Similarly, the link details
shall be sent to the Board, the Regional Office, or the Accredited Integrated
Professional Organization (AIPO) foreign chapter concerned.
7. The Report of Rating shall be issued thereafter. The successful examinees shall take
their oath and shall receive their Certificates of Registration and Professional License
as Professional Electrical Engineer accordingly. The established procedure for these
matters shall be observed.

IV. SCHEDULE OF ORAL EXAMINATION AND VENUE

1. The venue for the oral examination of every applicant for registration as professional
electrical engineer shall only be at the Office of the Commission pursuant to Section
15 of Republic Act No. 7920. The Regional Offices may be utilized as venue being an
extension of the Commission.

2. In the best interest of service and fair play, the rule on venue is hereby relaxed so as
to give substantial consideration to those applicants who are based outside the country
and are faced with travel restrictions due to the spread of COVID-19. In this case, the
venue of oral examination may be at the office of the AIPO foreign chapter nearest to
the applicant. The Board hereby authorizes the AIPO foreign chapter to render
assistance in this function.
3. The applicants shall make themselves available on their allotted schedule. The
DSPRB shall ensure proper coordination with the concerned Regional Office or AIPO
foreign chapter.

4. The schedule of the final oral examination for registration as PEE shall be subject to
the approval of the Commission through a Resolution as prepared by the Licensure
Office.

V. PROPER DECORUM

1. The examinee shall maintain formality and solemnity during the screening and the
oral examination. Proper dress code shall be expected from the participants. Stepping
out of the video conference, taking calls, shouting, or doing any other activity that may
cause interruption to the oral examination are strictly prohibited.
2. The examinee shall be required to turn “ON” their video camera during the entire
conduct of the oral examination. Audio should always be “ON”, unless requested by
the Board to be put on “MUTE” mode.
3. For record and verification purposes, the entire oral examination shall be recorded by
the host.

VI. EFFECTIVITY

1. This Resolution shall remain in full force and effect until fully or partially lifted or
withdrawn by the Board and the Commission through an appropriate Resolution.

This Resolution shall take effect immediately following its full and complete publication in the
Official Gazette or any major daily newspaper of general circulation in the Philippines.

Let copies hereof be disseminated to the accredited integrated professional organization and the
PRC Central and Regional Offices for information.
