1.0 PURPOSE
The intent of this document is to provide a complete Method Statement for the use of materials, equipment,
tools and plants; it includes the manpower and construction methodology in compliance with RC requirements,
drawings and technical specification with safety measures and quality control.
2.0 SCOPE OF WORK
2.1. General description
Repair and rehabilitation of existing community parks using approved material as per RC Guideline and
Specification

2.3. Materials

Material handling and delivery on site
Materials will be delivered and received in the lay down area store room, in secured and controlled
room, or temporary lay down area at site. For the ready mix concrete it will be deliver on site by
transit mixer and it will be poured using a concrete pump.
2.4. Site Planning and Preparation
Encroachment permit will be obtained first before starting of any activity in the site. Once the area is determined
and granted, the safety personnel will established the perimeter barricade to warn others and to prevent the
public from entering the worksite. If rerouting is necessary the safety personnel will establish access roads and
install warning devices to warn passing traffic in the area. Once all necessary equipment is positioned,
commence the preparatory job. This isolation method will be strongly employed throughout the duration of the
project to prevent hazard to the public. Also a Safety watchman will be available continuously for public and
workers safety
2.5. Work Methodology
2.5.1 Repair or Replacement of Existing Concrete Members like Planter Wall, Precast Column, Column foundation
for Wooden Shelter (Trellis), Retaining Walls, Concrete Button Seats, Concrete Game Tables and Seats,
Swing Foundation, Bollards, Concrete Trash Receptacles, Steps, and Concrete Coping etc.
The repair and rehabilitation process of concrete members can be divided into three categories as follows:
Replacement of Concrete member.
Concrete Repair without exposed rebar.
Concrete Repair with exposed rebar.
The each of the above category has been attached in Appendix‐3 of this report.
2.5.2 Waterproofing and Coating for Concrete Members / Steel Surfaces.
A: Coating concrete surfaces below grade level
Surface preparation by filling all pinholes and imperfections in surface with RC approved epoxy filler.
All external buried surfaces (planter wall, foundations and retaining walls etc) will be coated with coal tar
epoxy. A 200 micron plastic sheet will be placed before backfill.
(Refer attached Appendix‐05 for material safety data sheet for Coal Tar Epoxy.
B: Coating concrete surfaces with exposed aggregates with Silane/Siloxane above grade level
Clean the concrete surface by sweet grit blasting.
Surface preparation by filling all pits and imperfections in surface with RC approved epoxy filler.
Apply two coats of the coating as per manufacture’s recommended procedure.
(Refer attached Appendix‐06 for material safety data sheet for Silane / Siloxane coating
C: Steel Surfaces
Grit blasting for the removal of existing coating of steel surfaces as required.
Surface preparation by filling pits and imperfections with epoxy filler.
Application of primer.
Coating of steel surface with RC approved material, matching to the existing coating surface and testing.
2.5.3 Replacement of existing Concrete Pavers / Tiles with New Interlock Pavers
Remove and dispose the existing tiles, bedding mortar and sand up to a minimum depth of 235mm.
Once the area is clean and ready and level, lay aggregate sub base, with a slope of minimum 2 %.
Compact the soil, lay aggregate sub base with minimum slope of 2% with 150mm thickness and compact again.
Lay sand bedding with minimum of 25mm thickness as per RC recommended procedure.
Install pavers and restore the site.
2.5.4 Repair / Replacement of Wooden Shelters (Trellis)
Replace the damaged wooden rafter

Refurbish the repairable wooden rafter by cleaning and then coating with RC approved material
Replace corroded fasteners.
2.5.5 Replacement of concrete column for wooden shelter (Trellis)
A: Replacement of Column and Footing
i. Remove the wooden shelter and store it properly in lay down for refurbishment / re‐installation
ii. Remove the concrete tiles and mortar bedding.
iii. Excavate up to the bottom of footing.
iv. Remove and dispose the existing column and footing. If footing is in good condition, remove the column up
to the top of footing. Dispose all column / footing debris and clear the area for new construction.
v. Compact as per required level and install 200 micron polyethylene sheet as per RC recommended procedure.
vi. Install rebar for column and footing if column is cast in place, install formwork and supports.
vii. Pour the footing concrete C30a with silica fume and Type I cement as per RC specification. (Alternatively, a
precast footing may also be used.
viii. Remove the shuttering
ix. Commence curing immediately by applying two (2) layers of burlap and cover it with polyethylene sheet
(200 micron). Keep the surface wet continuously.
Alternatively, instead of step “ix” above, apply curing compound to retain moisture in concrete for effective
curing. (Refer attached Appendix‐07 for material safety data sheet for curing compound
x. After curing period elapsed, carry out the 2nd pour of cast in place column followed by the formwork and
supports and repeat step “viii to ix” above. Or alternatively, install a new precast column including steel stub
on the top (existing stub also may be reused).
xi. Follow the procedure as described above in Section 2.5.2 for water proofing and coating.
xii. Backfill, clean and restore the grade as required level and finish.
B Replacement of Column Only
i. Remove the wooden shelter and store it properly in lay down for refurbishment / re‐installation
ii. Remove the concrete tiles and mortar bedding.
iii. Excavate up to the top of footing.
iv. Remove and dispose the existing column.
v. Install new epoxy coated rebar by drilling up to splicing length and grouting, if the section loss is more than
20 percent. If the section loss is less than 20 percent, grid blast the existing rebars to clean and coat with
zing rich primer.
vi. Install formwork and supports.
vii. Pour the concrete C30a with silica fume and Type I cement as per RC specification.
viii. Alternatively, a pre‐cast column may be installed over a foundation, provided foundation has a provision for
its installation.
ix. The new precast column must have the provision for installing steel stub on the top (existing stub also may
be reused).
x. Follow the procedure as described above in Section 2.5.2 for water proofing and coating.
xi. Backfill, clean and restore the grade as required level and finish.
2.5.6 Repair / Replacement of Light Poles
Dismantle, remove and transport the light pole to the designated area for repair.
Protect the luminaries and cables as required for re‐use.
Replace the luminaries, cables, anchor bolt and base plates as required with consent of RC Engineer.
Replace the base plate, anchor bolts and lower portion of the foundation as required.
Remove and dispose the existing column and footing as required to match with the size and design. For repair
methodology, refer above section “2.5.5”
2.6 Site clean‐up and restoration:
Properly dispose the demolished materials. Demolished material shall not be allowed to accumulate on site.
Remove and transport debris and rubbish in a manner that will prevent spillage on existing canal adjacent to
the working area.
Leave site clean, neat and order in good condition.

Remove all tools used, equipment and materials from the site upon completion of work.
Level site to required elevation and profile and clean the area.
Clean and repair damages caused by installation and construction activities used for temporary works.
Restore existing and permanent facilities used during construction to original or better condition.
2.7 Site Welfare:
Welfare facility such as shelter, toilet, wash area and potable water shall be provided at designated area on
site.
2.8. Organisation, Responsibility & Supervision
Construction Manager – will be the one to plan and coordinate all the activities in the site and will be
responsible for coordinating with all other departments as well.
Safety Personnel – will be the one to establish all necessary warning signs and barricades establish
the high risk areas in coordination with the Construction Manager and constantly monitor the activity
in terms of safety to all the workers. Furthermore he will give advice on current and forecasted safety
issues and concern.
Site Engineer ‐ will be the one to implement the instruction of the Construction Manager in the site,
he will also directly supervise constantly the manpower and equipment working in the area and
implement all safety regulation and precaution set by the safety personnel.
Quality Control Inspector – Will be the one to inspect and monitor the repaired area before
recommending to RC Engineer for inspection through RFI. (Request for inspection)
Safety Manager – Will be responsible for managing day to day activities and will identify hazards,
evaluate risks, advise safe and best practices for the safety of all personals.
Safety Officer – will report directly to safety manager, and will assist him to organise the site as per
RC approved procedures
Supervisor – will be the one to supervise and assign the works as per schedule.
Carpenters – will be the one to install and remove the shuttering.
Mason – will be the one to perform the concrete works such as patching, surface preparation and to
install grouting.
Technician – will be the one to do application of the water proofing membrane.

3.0 HEALTH AND SAFETY
3.1. Risk Assessments
Detailed Risk assessment for all activities is provided in the Appendix‐11
3.2. Environmental Safety & Health Contractor Requirements
Section II series 15 (Personal Protective Equipment)
Concrete wash pits will be provided at site for the disposal of concrete.
Skips will be provided at site for garbage collection and will be disposed of properly.
Spill tray will be provided for the genset or compressor in order to avoid oil spill.
Chemical storage area will be set in accordance with RC requirement.
Spill kit will be kept at site

3.3. Protective and Safety Equipment
Hard hat, to be worn at all times
Safety shoes, to be worn all times

Safety goggles, for workers around working equipment‐ (Tinted type for outdoors).
Full Body Harness with Double Lanyard
High visibility vest, especially for workers around machinery, to be worn all times
Ear plugs & Ear Muff.
Mask(N95 Dust Mask)
3.4. Contractual Requirement
SECTION II – 200 SERIES (15: Personal Protective Equipment):
15.1 Personal Protective Equipment shall be considered only as a “last resort of defence” against
potential risks and hazards. Where so ever possible hazards and risk are to be addressed and
reduced by other means.
15.2 Based upon the findings of 3.1.3 Section 1 and 11 above the contractor shall ensure that adequate
stock of Personal Protective Equipment is readily either available on site or issued to personnel.
PPE shall be considered as consumable items.
15.3 All PPE utilised shall be manufactured to a recognized international acceptable standards
3.5. Information to Personnel
All the manual workers that will be working in the site will be informed and reminded by conducting morning
tool box meeting in order to continuously remind them of the existing safety risk and it will be handled by the
designated site supervisor and sometimes with the presence of the safety personnel.
3.6. Emergency Procedure
The following are the safety procedure that will be implemented in case of accident.
In case of traffic accident or person hit by the equipment notify immediately the police and
emergency crew do not engage in moving the person who are injured.
Emergency contact numbers will be prominently posted on bulletin board.

3.7. Permits Requirement
The following are the required permit before implementing the activity:

4.0 ENVIRONMENTAL ISSUES
4.1. Environmental Impact Assessment
One possible risk to the environment is oil spillage may be due to equipment breakdown. If and
when this will happen immediately contained the area of contamination then remove the
contaminated soil. In order to avoid this incident proper maintenance procedure for the equipment
shall be implemented.
Other possible risk to environment is garbage and debris accumulated thru‐out the construction
activity, for this matter collection bin shall be used and proper disposal and housekeeping shall be
done.

Other possible risk is water flow from channel or canal, should not be disturbed, when disposing
excavated soil, washing of vehicles and equipment.
Excess concrete will be dumped in RC designated dumping areas.
In case of minor or major spill into water channel, there is possibility of contamination of water
channel flowing into sea; competent environmental personnel will be brought for advice.
5.0 QUALITY CONTROL
5.1. Contractual Requirements
Prior to the construction activity RC Engineer shall inspect the area to verify the area of the repair.
RC Engineer shall inspect the approved materials which will be incorporated into works.
RC engineers shall inspect hold point release (HPR) and witness points as per ITP.
5.2. Critical Works
The possible critical work for this activity is during the excavation & concrete pouring, could be the
possible cave‐in of excavated area due to softening of sub‐soil or erosion due to water seepage and
the presence of concrete pump & mixer during concrete pouring activities.
5.3. Inspection and Testing
Inspection of Excavation and Backfilling, Concrete works, Grouting, Coating, Water proofing
membrane, Steel railing, Temporary supports and Scaffolding shall be done as per the approved
Inspection & Test Plan (ITP).
Refer Appendix‐1 for complete ITP’s.
5.4. Request for Inspection (RFI)
Request for Inspection of Work (RFI) shall be issued to RC Field Engineer 24 hours in advance. RFI
forms shall be issued.
5.5. Follow up and Evaluation
We intend to follow up and evaluate our performance by constantly implementing strict quality
control as this is the most critical activity that can affect our progress and constantly monitoring it
and implement measures to expedite this activity. The crewing system shall be monitored constantly
in order to meet the required volume installed and any delays shall be recorded and evaluated in
order to implement measures and improvements to augment the productivity.
