The Asset Standards Authority (ASA) is an independent unit within Transport for NSW (TfNSW)
and is the network design and standards authority for defined NSW transport assets.
The ASA is responsible for developing engineering governance frameworks to support industry
delivery in the assurance of design, safety, integrity, construction, and commissioning of
transport assets for the whole asset life cycle. In order to achieve this, the ASA effectively
discharges obligations as the authority for various technical, process, and planning matters
across the asset life cycle.
The ASA collaborates with industry using stakeholder engagement activities to assist in
achieving its mission. These activities help align the ASA to broader government expectations of
making it clearer, simpler, and more attractive to do business within the NSW transport industry,
allowing the supply chain to deliver safe, efficient, and competent transport services.
The ASA develops, maintains, controls, and publishes a suite of standards and other
documentation for transport assets of TfNSW. Further, the ASA ensures that these standards
are performance based to create opportunities for innovation and improve access to a broader
competitive supply chain.
This standard aims to provide general principles and performance requirements for interior and
exterior lighting for TfNSW passenger rolling stock to satisfy the passenger comfort and security
needs and contribute to passenger safety in the event of an emergency.
This standard has been prepared by the Asset Standards Authority in consultation with TfNSW
agencies, and industry and supplier representatives.

This standard provides general principles and performance requirements for interior and exterior
lighting for TfNSW heavy rail passenger rolling stock under all operating and emergency
conditions.
Requirements for interior and exterior lighting for TfNSW passenger rolling stock have
previously been contained within fleet-specific procurement specifications.
This standard points to international and national standards as normative references and
provides detail on their exceptions and application to TfNSW passenger rolling stock.
2. Purpose
This standard aims to satisfy reliability, satisfy passenger comfort and security needs and
contributes to passenger safety; minimising risk to life in the event of an emergency.
2.1. Scope
This standard details the minimum performance requirements for the interior and exterior
lighting of TfNSW passenger rolling stock.
This standard does not include information on lighting installed in instruments or controls.
This standard does not contain information regarding lighting power supply and systems, which
is contained in T HR RS 10001 ST Electric Auxiliary Power Supply and Battery System for
Passenger Rolling Stock.
Human factors requirements and information about human interactions are contained in
T MU HF 00001 ST Human Factors Integration – General Requirements.
2.2. Application
This standard applies to new TfNSW passenger rolling stock and refurbishment or modifications
to existing TfNSW rolling stock assets.
Contracts and tenders for new or modified passenger rolling stock released before the standard
effective date are exempt from the requirements of this standard unless otherwise directed by
the TfNSW contract administrator.

Interior light enclosures shall have a level of protection of at least IP55 as defined in AS 60529.
Exterior light enclosures and switches shall have a level of protection of at least IP66 as defined
in AS 60529.
Interior lighting for passenger rolling stock shall comply with the specific requirements on
lighting in the Disability Standard for Accessible Public Transport.
6. Interior lighting
In passenger areas, the lighting design should provide an ambience that promotes a sense of
passenger security and shall be of a sufficient illumination to enable internal surveillance to the
required clarity.
The tasks and activities expected to be carried out by crew, other personnel, and passengers
shall determine the interior lighting quantity and quality.
The design and type testing shall consider the operational life, ageing, and degradation of the
system.
The interior lighting design shall include maintained illumination values across the life of the
vehicle.
The interior lighting illuminance, uniformity and light quality features shall comply with
EN 13272. For the purpose of applying EN 13272, passenger rolling stock shall be classed as
'high speed and conventional trains', as defined in EN 13272.
The minimum value of average illuminance levels defined in EN 13272 shall not apply to the
following areas, but shall increase to the values shown:
seating areas where no additional reading lights are provided shall have an average
illuminance greater than or equal to 300 lx
vehicle access steps for exit and entrance doorways shall have an average illuminance
greater than or equal to 150 lx

The guard's blue light shall operate when a guard occupies the cab.
Unauthorised access to the cab shall cause the guard's blue light to flash.
The guard's blue light shall provide an average illumination of 40 lx measured 1 m from the light
source.
Coupler lights should have a minimum illumination of 20 lx on the top and sides of the coupler
head, and at any coupler manual release point.
7.3. Headlights
Headlights shall comply with: ESR-0001-600 (RSU 650).
8. Emergency lighting

The emergency lighting system shall provide light necessary to enable people to safely move
inside the vehicles and leave the vehicle and in particular recognise the presence of obstacles
and obstructions.
Emergency lighting shall allow for the continued occupation of passenger and crew areas and
safe egress from the vehicle including the exit routes.
Emergency lighting specifications should consider circumstances of reduced visibility due to air
borne particles, such as dust and smoke that could occur in emergency situations.
The minimum value of the average illuminance of the emergency lighting in the passenger and
crew areas in the train shall not be less than 75 lx measured in accordance with EN 13272.
Each doorway that acts as an emergency exit shall have emergency lights.
Emergency doorway lights shall operate automatically on opening of each local emergency
access door.
Emergency lighting shall operate automatically in the event of failure of the power supply and
shall make provision for the following:
