Client overview

Government e-Marketplace (GeM) is a one stop platform to facilitate online procurement of common use Goods & Services
required by various Government Departments. This landmark Digital India initiative will holistically transform the public
procurement of goods and services by the various Central & State Government agencies. GeM aims to enhance
transparency, e ciency and speed in public procurement. It provides the tools of e-bidding, reverse e-auction and demand aggregation to facilitate
the government users achieve the best value for their money. It will act as a public procurement platform between suppliers and buyers, by
providing them a common, uni ed, and transparent Government to Business (G2B) portal for supply and procurement of goods and services
registered with GeM.

Requirement

Following had been envisaged as the goals of the GeM platform

Increased variety of the products and services to choose from.


Assurance of reasonable price o erings to the buyer.
Stabilizing the variation between demand and supply.
Re-engineering the processes with cross functional mapping
eliminating the procedural ine ciencies.
Revamping the payment mechanism in order to eliminate buyer-
supplier interaction, this was the cause of various malpractices.
Encouraging competition between the suppliers through an open
marketplace, this will put an end to cartelization and fraud in the
supplier community and make sure that only genuine qualities of
products come onboard.
Developing a centralized procurement system through GeM for
government buyers across the country so that they have a broader market outreach. Functionalities like demand aggregation could be
introduced, which would help in maintaining an equilibrium between demand and supply throughout government buyer and supplier
community covering all the states.

Product / Solution provided

Intellect will enable the transition of the existing GeM 2.0 system, Operation and Maintenance, enhancement, upgradation and implementation and
building the next phase of GeM 3.0. The responsibility also includes Contact Centre Management, Technical Helpdesk, Business Intelligence and
Analytics of Historic Data, prediction of future trends, automated price determination to keep eProcurement transparent and honest – all hosted in
a secure cloud environment as per MeitY guidelines.

Intellect consortium will also be responsible for supporting the GeM SPV on Seller & Buyer Management, Product & Service Management, Purchase
Order & Contract Management, Catalogue & Logistics Management, imparting training, Education Workshops, Marketing & Promotion Campaigns
to boost the transaction volumes, Inspection & Quality Testing, Deployment of Resources, Project Management and Governance.

Outcomes of the project

The Government e-Marketplace or GeM serves as a single one stop shop to ful ll end to end Central & State Government Department procurement
of goods and services.

1. Addressing the erstwhile DGSD functions including Supply and Quality Assurance as well as support functions like Administration, Training
Directorates, Litigation, Registration, Vigilance, Complaint and Public Relations, Planning and Coordination, Management Information Services,
Market Intelligence Cell and Computerization as well as new functions like Marketing and Promotions.
2. Enabling buyers, supplier registrations with product and service registration

All government departments/ units with procurement requirements of goods and/ or services are able to service them post registration on
the GeM
A single window where Suppliers can transparently showcase and sell their products and services at competitive market determined rates
Product categorization, catalogues, search and price comparison facilitation

3. Enabling the best and transparent price determination all government procurements.
4. Powering e-Procurement capability to handle plain buy, plain L1 buy, e-tendering, reverse and forward auctions and e-Contracting
5. Resolving procurement queries and issues through telephony and CRM solution for both inward and outward calls and support via web, email,
SMS and voice calling backed by IVR.
6. State of the art analytics for better decision making via Business Intelligence and Analytics tools for continuous monitoring and improvement of
GeM operations, real-time dashboards and decision enabling reports to improve performance.
7. Product and supplier ratings based on buyer ratings, history of successful undisputed transactions and on time and in full ful lment
performance.
8. Supporting key modules such as training and learning management solution, document and content management, e-Payment, single sign on
enterprise security layer and email and SMS integration
9. Implementing a single API / Web services gateway with all external systems such as PFMS, Banks (including bank wallets), Payment Gateways,
NPCI (UPI based integration),MCA, Tax agencies like Income Tax Department, GSTN, CBEC and State Tax Departments, UIDAI for Aadhaar
services, Credit rating agencies, etc. to check the pro le authenticity during stakeholders on-boarding and integrating with agencies such as
CBEC, Aadhaar, and MCA.

1. Portal revamped and new portal commissioned within 6 months from the date of award of contract
2. 4 fold Increase in procurement value on the portal with a span of 12 months
