1. INTRODUCTION
Waha CPF is an oil Central Processing Facilty of Cherouq concession in the Tunisian desert,
operated by OMV AG since February 2011.
OMV is holding a development project for Waha Production facility consisting on enhancing the
production facility infrastructure.
In the frame of this project, OMV Tunisia intended to re-arrange the hazardous waste area.
2. SCOPE
This specification covers the general criteria regarding site preparation, earthworks, filling-in
works, fill materials and sub grade materials, to be performed.
CONTRACTOR shall strictly comply with the local regulations and applicable International rules
and standards even though this is not clearly specified in COMPANY’s documents.
Unless otherwise specified, reference shall be made to the latest edition of the relevant rules
and standards, at the time the related contract will be signed.
Tunisian regulation and law in force. In all cases, the law in force and general requirements of
the competent public authorities on the installation site shall be complied with.
NF P 94-049-1: Soil: Survey and testing – Determination of water content on a mass basis –

4. SITE PREPARATION
COMPANY shall supply CONTRACTOR with fixed boundary markings, which shall be used for
the general site layout.
General staking out consists of marking on site the positions defined in the layout documents
(axes for each section) and all the points necessary for the project.
COMPANY shall supply CONTRACTOR with the documents required for this staking out
operation.
CONTRACTOR shall proceed with the setting out of numbered stakes, which he shall solidly
drive into the ground, protect, maintain and replace if necessary.
When works are to be carried out near underground networks, CONTRACTOR shall perform,
after COMPANY approval, a special marking along the location of the underground networks.
Preliminary site preparation concerns borrowing areas, storage and maintenance areas, site
tracks and works areas shall be defined by Contractor and submitted to COMPANY for
approval.
Obstructions like gates, fences, trees, shrubs, stumps, roots, hedges and the like shall be taken
down or grubbed up and removed immediately from the site.
During the performance of these works CONTRACTOR shall take all the necessary precautions
to ensure that overhanging lines, underground cables, conduits of any sort and nearby
constructions are not damaged.
4.3.1 Scraping
CONTRACTOR shall carry out topsoil scrapping over the project area. The scraping (removal of
topsoil) shall be carried out according to its nature and thickness.
Deposit areas for topsoil shall be defined by COMPANY and CONTRACTOR shall insure good
storage conditions. Soil that cannot be used shall be disposed in waste areas. These works
shall only be carried out with COMPANY’s approval and shall be checked.
All soils situated under the fill, having been scraped, shall be scarified, moisture conditioned and
compacted to an average density of 95% of the normal optimum proctor, with no individual test
results less than 90%.
In case the soil under the fill is made of compressible materials, measures shall be taken to
ensure the stability of the fill after COMPANY’s approval.
CONTRACTOR shall submit before the starting of works any earth movement proposal for
COMPANY approval. This shall show the relationship between:
The earth movement works shall meet with the following requirements:
Topsoil coming from ground not suitable for reuse shall be permanently removed,
Topsoil that is to be re-used on slopes shall be temporarily put aside and stored for
later use.
CONTRACTOR shall distinctly show in his earth movement project, two types of
transportations:
Wherever the deposit area may be, CONTRACTOR shall avoid running transport vehicles
over topsoil.
When using borrow areas for earth, the following considerations shall be made:
The positioning of these provisional deposits shall be arranged in agreement with COMPANY
and preferably free project areas shall be selected. They shall not hinder water flow.
CONTRACTOR shall be responsible for all permanent deposits. This applies not only to soils
that are not suitable for re-use as fill-in material but also for excess soil.
Site areas where project works are not to be undertaken may possibly be used for such
deposits. This shall depend on COMPANY’s approval and on the condition that the deposits do
not hinder water flow and drainage structures.
5. EXCAVATION WORKS
5.1 GENERAL
This chapter covers the definition of the types and methods of excavation.
The material and methods of execution shall take into account the geological and geotechnical
conditions of the soil in the site area.
Topsoil removal means the excavation made along the ground profile to an average depth of
0,20 m below ground level, in soils of any nature and consistency excluding rock, to remove the
superficial soil layer. Topsoil removal also includes clearing of bush, grass, shrubs, and other
General excavation means excavation made at any depth, with a horizontal surface area greater
than 150 m² and a minimum width of 3,50 m.
General excavation is carried out for grading and levelling of construction areas, for cutting of
embankments, for construction of yards, roads, channels, ground bearing floors, basements,
pipe ways etc., for foundations of cylindrical vertical tanks, etc.
This means limited section excavation made for footings, continuous foundations, foundations
for machinery, equipment and steel structures, pits, walls, etc.
b) Trench excavation
Trench excavation means limited section excavation for laying of concrete trenches, sewers,
aqueducts, pipes and ducts in general, electric and instrument cables, etc.
Earth excavation means any excavation in soil of any nature and consistency, which can be
carried out without the use of a ripper, even in the presence of stones provided the volume of
individual stones does not exceed 0,50m³.
Soft rock excavation means any excavation in soft rock with uniaxial compressive strength less
than 25 MPa. These rocks can normally be broken by suitable mechanical means and/or by
ripper single cut.
If during works, slopes are not consistent with ground characteristics or if excavation stability is
not insured, CONTRACTOR shall inform immediately COMPANY and take measures in case of
emergency.
6. METHODS OF EXCAVATION
6.1 REQUIREMENTS
The requirements in this specification apply whichever the geological soil nature may be and in
the presence or not of water.
All excavations shall comply with the sizes and elevations indicated in the drawings.
The works shall be set out in accordance with the lines, levels and slopes indicated on drawings.
The bottoms of foundations excavations shall be made horizontal and/or levelled. The
compaction of excavation bottoms and of backfilling relevant to limited section excavation or
general excavation shall be in accordance with the lines, levels and slopes indicated on
construction drawings.
Roots, shrubs, debris, plants, etc. from topsoil removal shall be transported to dumping areas.
6.2 TOLERANCES
Excavation centre line (for limited section excavation) +40 /-40 mm.
The use of materials from excavation, which are considered suitable for immediate backfilling or
their transportation to temporary storage for subsequent use, shall comply with the work
schedule.
If the material from excavation is not used immediately for backfilling, it shall be deposited into a
proper area inside the plant area and/or construction site, for later use.
The materials which can not be re-used or are considered unsuitable for other works shall be
dumped in an authorized area outside the plant.
7. FILLING WORKS
7.1 GENERAL
This chapter covers the methods of execution and finishing of fill and/or embankment.
With materials resulting from excavations and/or existing stock piles in the site
area,
With materials from borrow pits located inside and/or outside the property
area.
Type A Fill: Applies to soil placed beneath foundations, on ground concrete floors.
Type B Fill: Applies to soil placed adjacent to foundations (including backfill around foundation)
under paved areas, culverts, and road sub grades and for tank dikes.
Type C Fill: Applies to areas where a moderate degree of compaction is satisfactory for
immediate requirements and final consolidation is to be obtained by watering. The fill type C
shall be placed in layers not exceeding 0,30m loose measurement or by hydraulic fill,
compaction by bulldozer, grading equipment, or similar treatment shall be sufficient.
Before the execution of fill, the ground forming the sub grade shall be compacted to 95%
maximum dry density unless otherwise indicated on construction drawings.
7.4 MATERIALS
Materials to be used for filling works shall conform to the following table, according to the
requirements of NF P 11-300.

For the formation of fill up to the elevations prescribed by the drawings, materials resulting from
excavations of any kind made during the execution of the works should be generally used.
Should the suitable material from excavation be insufficient, the materials required for filling
works will be taken from borrow pits. The material from borrow pits shall require preliminary
treatment (sieving, crushing mixing or other treatment) before being suitable for use as fill.
Borrow pits may also be located inside the property area.
The fill material shall be laid in layers of thickness proportional to the nature of the material used
and the method of compaction. Where hand tamping equipment is used, the maximum
uncompacted thickness of each layer shall be 0,15m; where mechanical rolling equipment is
used; the maximum uncompacted thickness of each layer shall be 0,30m.
The fill Type A shall be placed in layers not exceeding 0,20m and the fill Type B shall be placed
in layers not exceeding 0,30m.
Compaction shall be performed with suitable equipment to work in limited areas and in the
presence of foundations.
Prior to placing fill, the upper 15 cm shall be scarified and compacted as specified herein.
Where the fills are made of rocks, they shall not have any dimensions exceeding 2/3 of the
thickness of the compacted layer.
All voids between rocks shall be filled with graded granular material free of silt, clay and organic
material, so as to obtain a compacted mass.
The larger size rock fragments shall be spread uniformly in the lower part of the fill and those
with size less than 100mm shall be kept for the upper layers.
Each layer shall be compacted to at least 95 % of its modified Proctor maximum dry density in
accordance with NF P 94-093.
The compaction of fill Type A shall be carefully controlled and preferably done with mechanical
tampers or rollers.
Field density tests of each layer of compacted soil shall be taken with sufficient frequency to be
representative of the fill as a whole.
All field density tests shall be made in accordance with NF P 94-049-1, NF P 94-049-2 and NF P
94-50.
Embankment fill shall be carried out with regular and smoothed slopes having well shaped and
aligned edges.
CONTRACTOR shall verify, after compaction, the required maximum density value of each layer
according to NF P 94-093 and the following instructions:
One (1) test every 300m² for fill and/or embankments for foundations of tanks
with or without concrete circular rings.
One (1) test every 500m² for fill for road embankments, excluding road sub-
base.
One (1) test every 1000m² for embankment for tank basin bunds.
CONTRACTOR cannot continue the work without COMPANY’s approval, of the previous
compacted layer.
Consolidation of fill by water flooding or water jetting shall not be used without a specific written
approval of COMPANY.
The execution of fill in plant area of the Type A and Type B may take place in two stages:
In the second stage, after the construction of the foundations and the laying of
the networks the filling-in is completed up to the level of the bottom of the paving,
whether this consists of concrete pavement or a layer of gravel.
7.6 COMPACTION
Gravel and other large materials not adaptable to density tests shall be well
compacted as approved by COMPANY.
Lesser degrees of compaction shall be used where the specified compaction density
would be injurious to the buried structure or piping, and with the approval of
COMPANY.
In-place density shall be determined by one or more of the methods given by NF P 94-
049-1, NF F 94-049-2 and NF P 94-050.
All fill which does not meet the compaction requirements shall be re-compacted or
removed and replaced.
These filling-in works shall be made around and along buried works, which have been protected
previously.
Care shall be taken during back-fill operations to prevent damage to permanent works.
In particular, damage to waterproof membranes and other concrete protection shall be repaired
before back filling is resumed.
Filling-in of trenches opened up for laying cables or conduits shall be carried out with selected
materials or backfill that have been cleared of stones.
For the laying of electrical cables or conduits, a bed of sand, not less than 100mm, shall be
provided. These cables and pipes shall be covered with a sand layer and a warning tape above.
8. EARTHWORK FINISHING
Excavation gradients shall be in accordance with the slopes and tolerances defined in the
project, particularly in the case of rocky ground. The surfacing to be applied shall also be taken
into consideration. The grades shall be carefully cleared of stones and broken rock that are not
stable.
The filling-in slopes shall be made in such a way that the compaction or settlement of materials
results in planned surfaces.
Levels checking shall be made by CONTRACTOR from the planted stakes, according to
COMPANY approved layout plan. Variations found at each point in comparison to the prescribed
dimensions shall remain between -2 and +2 cm.
