NARRATIVE REPORT OF THE SEMINAR

Title: Supervisory Development Course Track 1


Type: Supervisory
Date and Duration: November 11-15, 2019, 5 days
Venue: Grand Caprice Restaurant, LKKC, Cagayan de Oro City
Number of Participants: 43 participants from different government agencies

1. Objectives

The Supervisory Development Course (SDC) Track 1 is composed of three


different topics integrated in modules with different objectives, namely:
a. Module 1 – Personal Effectiveness. This was the first topic, it covered the 2 days
of the 5-day seminar and was discussed by Director Saqueton. The Director
discussed this topic in a funny and lively way, relating some of her real
experience in the matter that would take the attention of the listener.
Session Objectives:
i. Discuss the nature and goals of Personal Effectiveness;
ii. Illustrate the critical relationship between achieving desired results and
enhancing ones personal abilities or assets;
iii. Explain the three dimensions of personal effectiveness;
iv. Differentiate effective and ineffective persons in the context of being
internals and externals, winners and losers;
v. Illustrate the three basic characteristics of a personally effective person;
and,
vi. Demonstrate commitment to working towards personal effectiveness.
b. Module 2 – Supervision: A Challenge and a Commitment. This was the second
topic of the seminar, discussed on the third day by the Chief Human Resource
Specialist, Blondy Mutia. A very interesting topic that involves different roles of a
supervisor in order to have an effective organization.
Session Objectives:
i. Differentiate change from transition;
ii. Discuss key changes and major transitions a supervisor goes through;
iii. Explain the rights that a supervisor loses;
iv. Understand the experiences of changes and transitions they have
undergone or undergoing; and,
v. Convert negative transition experiences into a challenge and a catalyst.
c. Module 4 – Communication: The Secret to Organizational Effectiveness. This
was the last topic of the 5-day seminar and it was first discussed by Atty. Mundo,
Director II of the CSC Region 10, on the fourth day and continued by Director
Torres on the fifth day. This topic was fun with many related activities.
Session Objectives:
i. Discuss the nature of communication;
ii. Illustrate the different steps of a good organizational communications;
iii. Understand the faultlines of organizational communication and ways to
minimize them; and,
iv. Demonstrate and illustrate how to become an effective listener.
2. Target Groups

The SDC is generally for all government employees in the rank of supervisor and
up, but it is also for employees that are newly promoted to a supervisory position or who
are aiming to be promoted to such. Most of the participants were already supervisors of
the government agencies they were employed.

3. Description of Methodology

This seminar is deliberately designed as very different from traditional


conferences in which long lectures are given by experts before an audience that might
be granted a question-and-answer period at the end. At any time, audience can ask
questions from the lecturers and there was even an exercise every now and then,
depending on the mood of the lecturers and boredom of the audience.

Additionally, handouts and quizzes were also given to cover critical points of the
lecturer. They helped us participants better understand the material and test knowledge.

Lastly, the lecturers grouped the participants in order to work together and also
for leaderless group discussions and activities.

4. Analysis and Evaluation

The 5-day SDC Track 1 seminar achieved the objectives as planned. Participants
have learned many things, including but not limited to the following:
a. That I have to master my inner world first before understanding others;
b. That there are many ways to cope with stress so that it will not be a hindrance for
success;
c. The supervisors should also adapt with the position and understand his
subordinates in order to have an effective organization;
d. Delegation is a very important to be an effective supervisor;
e. Communicating properly and precisely with the people to have an effective
organization; and,
f. Listening to people is also very important.

Finally, the SDC seminar is very helpful to an everyday working environment. It


helps one understand the people around you and to deal with them in a positive way.
