organizations including parastatals, government departments, industrial premises and
homes. Currently, we are providing the same services to organizations like ZIMRA, Tel-One,
Engen, AA Zimbabwe just to mention a few. We are also expanding into various provinces in
the nation.

In our quest for quality service provision, we were awarded ISO 9001:2015 QMS certification
on the 26th of May 2017

1.0 SCOPE OF SUPPLIES

We acknowledge that this document is a request for proposal (RFP) for the provision of
security services for Rural Electrification Fund (REF) offices and sites.

The technical specification section of this document outlines the technical specifications
required for the tender.

2.0 TERMS AND CONDITIONS TO BE OBSERVED IN TENDERING


2.1 Terms and conditions
We acknowledge that the tender and any contract shall be governed by the Public
Procurement and Disposal of Public Assets Act (Cap 22:23) and Public Procurement
and Disposal of Public Assets Regulations, 2018 as amended. Orders will be placed
by and / or contracts entered into by and between the Rural Electrification Fund
(REF) and the successful bidder after approval of the tender in whole or in part by
Rural Electrification Fund (REF). REF shall not accept any liability for any
order/contract(s) which does not bear the authentic signature of anyone of the
authorized signatories at the time of placement of the order/contract. The
authorized signatories are the Executive Director Finance, and the Chief Executive.

We have acquainted ourselves with the “Terms and conditions to be observed in


tendering”. The Purchaser shall not be responsible for any misunderstanding of
incorrect information given in writing by the Purchaser.

2.2 Cost of Tender


We acknowledge that we shall bear all costs associated with the preparation and
submission of our bid.
REF will be not responsible or liable for any such costs incurred by the bidders,
regardless of the outcome of the Tender Process.

2.3 Tender Documents


We have carefully examined the whole tender document. We acknowledge that
failure to furnish all the information required in the bid document or submission
of Tender not substantially responsive to the said document in every respect will
be at the Supplier’s risk and will result in the rejection of the bid.

2.4 Tender Queries and Clarification


We acknowledge that all queries regarding the tender shall be forwarded by us in
writing on duly signed company letterhead by hand to Rural Electrification Fund
7th Floor, Megawatt House, 44 Samora Machel Avenue, Harare, Zimbabwe, not
later than seven (7) calendar days from the closing date of the tender. Clarification
pertaining to the queries received shall be forwarded to all prospective Tenderers
not later than three (3) calendar days from the date the query was received. If a
prospective tenderer sends a query less than the stated days above, the query
shall not be responded. Any neglect, delay or failure on the part of the tenderer to
obtain additional information on the above or any other matters, which the

tenderer considers necessary, shall not relieve him/her from responsibility as a
tenderer.
2.5 Tender Responses
We have submitted three (3) copies of our response in a sealed envelope to the
stated address before the closing time

2.6 Amendment of Tender Documents


We acknowledge that at any time prior to the deadline for the submission of the
tenders, REF may for any reason whether at its own initiative or response to a
clarification requested by a prospective supplier modify the tender document by
amendments. Such amendments will be notified in writing or by e-mail to all
prospective suppliers, who have purchased the tender documents and these
amendments will be binding on them.

2.7 Language
We acknowledge that the tenders and all relevant correspondence and documents
exchanged between the seller and purchaser shall be written in English language.

2.8 Tender Validity Period


This bid is valid for a minimum of sixty (60) days. Our prices
shall remain valid for this period.
2.9 Payment Terms and Conditions
We acknowledge that REF shall pay the winning bidder in local currency only after
one month of service.

2.10 Errors of Extension or addition


We acknowledge that the Rural Electrification Fund reserves the right to adjust
arithmetical in the bid total price. Any adjustments made by the REF to a bid total
price will be stated to the bidder prior to the acceptance of the bid, and will be
made on the basis that the unit price is taken as correct and all extensions and
additions will be adjusted accordingly.

In such cases the effect will be that the total amount of the bid will be altered so
that this amount agrees with the amount arrived at after the errors of extension
or additions have been corrected.

2.11 Delivery Period


If our bid is successful we will start security duties on the date agreed in the
signed contract.

Mr. A. K Ngwena has a wealth of experience in both public and private sectors summing up
to 42 years. He worked in the Zimbabwe Republic Police for 21 years and rose through ranks
to being an inspector. During his career in the Police force, he was Officer in Charge of several
police stations in Zimbabwe, a Public Prosecutor at Bindura Court and Provincial Public
Relations for Harare Province. He then retired after attaining the rank of an Inspector and
joined Markro Security as a Security Manager and later moved to Surgimed Medical Suppliers
as a Stores Manager. From there he went to Stanbic Bank and Royal Bank as a Security
Manager and to ZABG as Group Security Manager. Professionally he is the former President
of the Southern Africa Institute of Security and Risk Management.

He is a holder of Security Diploma and Management Certificates. Currently he is the


Operations Director of Sincere Security and also a devoted Christian.

Once assigned to a customer's facility, each Sincere Security guard receives extensive on-site
training specific to their assignment. This training thoroughly familiarizes the security guard
with all of the duties and responsibilities required for his/her particular assignment.
Documentation of this training is contained in the security guard's permanent personnel file.
Throughout their career with Sincere our security guards also receive periodic, specialized in-
service training from professionals to augment their security skills.

We also motivate our security guard staff in various ways, including competitive wages,
funeral policy contributions, performance incentives, and law enforcement training

STATEMENT OF COMMITMENT, TECHNICAL SPECIFICATIONS AND
ADAPTABILITY

I. Direct Compensation
Sincere will surely meet the expense for any losses/burglaries or destruction of
goods/property guarded.

II. Screening of our Security Personnel


Sincere Security is a customer centric organization, which operates with integrity
and honesty. In our quest to satisfy our clients’ needs we go the extra mile to
create mutually beneficial and lasting relationships with all our stakeholders
through personalized attention. We believe that all our customers are our
partners and thereby will provide first class service. As a security concern we will
protect our client’s assets and provide all we can to enhance value to our clients’
business.
Specifically, we utilize the Security Guard Bureau Services division to pre-screen
all prospective security guards. We conduct a variety of background checks, pre-
employment drug testing, drug screening and other continuing-employment
screening products and service therefore all guards are trained and proof of valid
criminal vetting from ZRP can be produced without any fail.

III. Communication
We believe that communication is vital to such an operation has put in place a
24-hour reaction team that will answer to any emergencies. In addition, all our
Directors and Managers are accessible on mobile and landline and will provide
backup when needed. Communication with site staff will be by way of radios
between the site and our security officers. Also note that all border control guards
will have a communication radio including the reflective jacket as per the
specification of or client.

IV. Transport
Sincere Security also provides bicycles, motorbikes, patrol vehicles to security
guards depending on the distance. Sincere Security Company also provides a 24-
hour security patrol service in a branded Sincere Security response vehicle. This
acts as a visual deterrent against theft or vandalism and acts as protection to
private property and building sites. Our security personnel are also given detailed
briefings on each individual site including each sites' access points and

vulnerabilities. We believe that knowledge is the key ingredient to a successful
security patrol system. Security patrols are tailored to each individual site and
can range from drive-bys and perimeter checks at regular intervals, to full access
patrols which thoroughly check the entire premises.

V. Dress Code
Sincere Security ensures that the security staff is properly dressed. They
should therefore wear appropriate gear for all weather with common identity
like trench coats in winter. This is important for common identity and
standard. Guards should also have safety shoes or boots because they will not
shape-up to the challenge if they have to chase up with the burglars.

VI. Insurance
Sincere Security is fully insured and will review its cover from time to time in line
with market movements.

VII. Our Operations


Our security guards will be checked by supervisors a minimum of three (3) times
every 12 hours. The security supervisors will equally be subject to check by our
security officers, who will also physically check sites. The security officers will
also be checked by the security manager.

All cases of indiscipline will be dealt with swiftly and immediate replacements
made available. A comprehensive approach is taken in the development of the
duties, responsibilities and expected performance levels of the security guards
assigned to your facility. With the aid of our computerized scheduling database,
we match each security guard profile with your specific client specifications. This
approach further enhances your investment in us and in your facilities. In order
for us to remain close to our customers, we believe in effective
communication with clients. To that extent, we propose the following:

i. Monthly meetings with clients.


ii. Random undercover operations of at least twice per week.
iii. Weekly checks of access records (twice).
iv. Advice on current fraud and criminal trends.
v. Continuous review of our prices for continuous improvements.
vi. Daily monitoring of guard force details.

VIII. Managers and Supervisors’ Responsibilities:
• Ensuring that quality manpower is deployed.
• Ensuring that, using our profiling techniques, the correct caliber of staff
befitting a specific security sensitive area is deployed.
• Ensuring that all guards are security screened.
• Implementation, where necessary, discipline in accordance with NEC code of
conduct.
• Ensuring that night and day supervision of our staff is undertaken.
• Ensuring that all points are covered as per the contract.
• Ensure that random checks are carried out regularly.
• Ensure that our guards are routinely changed to enhance security.

IX. Risk Management Plan


Sickness, absenteeism, transport problems etc will be catered for through a team
of guards always on standby for such emergencies. To avoid problems associated
with industrial action, our guards have been and will continue to be paid at rates
prescribed by Government or above. Additional staff requirements at short notice
will be provided within two hours of request.

Additionally, the security guard team at Sincere works around the clock to ensure
that our client's most valuable property and assets are protected at all hours of
the day and night. Our team is on-call and always available at a moment's notice
to begin staffing a new site security job or increase the security at a client's site
as needed. Your security is our passion, and our team is ready to protect your
business, property and assets whenever the need arises.

2.17 Administration Fees for Special Oversight Committee

We acknowledge that the tender is subject to review by Special Oversight


Committee in terms of section 54 of the Public Procurement and Disposal of Public
Assets Act. Accordingly, bidders should pay non-refundable administration fees of
USD 100.00 payable to the Procurement Regulatory Authority of Zimbabwe. Proof
of payment has been attached.

2.18 Contract Administration Fee Payable by the Contractors

We aknowledge that upon winning the contract we shall be required to pay USD
150.00 contract administration fee in line with S.I 5 of 2018 PART V.

2.19 Companies owned by same person


We acknowledge that no bidder may submit more than one bid, eitherindividually or as
a joint venture partner in another bid, evcept as a subcontractorand a conflict of interest
will be deemed to arise if bids are received from more than one bid bidder owned,
directly or indirectly, by the same person.

3 EVALUATION CRITERIA
We acknowledge that the evaluation criteria of the tender shall include the below listed
requirements. Bidders who fail to comply with any of the clauses below shall
bedisqualified from the tender as their bid will not be compliant.

3.1 We have stated bid price payable per month per station (and total bid price) with VAT
shown seperately including the total bid price. We have also stated the hourly rate per
security guard in the same format.
NOTE
• We are VAT registered
• We acknowledge that failure to quote using the given format will lead to
automatic disqualification.
• We acknowledge that this is a fixed price contract and no price variation
will be entertained after awarding of this tender. Only statutory induced
variations shall be considered.

3.5 We acknowledge that REF reserves the right to select the two lots for bidders who submit
more than two lots as required.
3.6 We acknowledge that provincial offices for operations- Bidders must have verifiable
ofices in the province where bidder intends to submit a bid. Bidders must provide

theirphysical address and phone number per provice without fail (REF reserves the right
to visit the offices to verify the existence of the offices).
3.7 We acknoeledge that REF reserves the right to terminate the contracts for the winning
bidder should they neglect or fail to pay their security guards on time (as this compromises
service delivery). We agree with this condition.
3.8 We comply with the deploying of hand held radio or cellphone per each station or point
under guard to ensure efficient communication.

4 FINANCIAL INFORMATION
We acknowledge the following;
• All prices are inclussive of costs required by us to perform the contract as required.
• We are VAT registered and we have shown VAT seperately in our bid.
• The tender shall be awarded to the lowest bidder to specification per station.
5 AWARD CRITERIA
We acknowledge that the tender will be awrded to the lowest priced tender to
specification per lot. REF will advise the succesful and unsuccesful bidders in writing. The
contract to be awarded is expected to run for a two year period.

6 CONTACTING THE PURCHASER


We acknowledge that any effort by us to influence REF in the tender evaluation, tender
comparison, and contract award or order placement decisions will result in the rejection
our bid.

7 CONFIDENTIALITY
We acknowledge that after the public opening of tenders, information relating to the
examination, clarification, evaluation and comparison of tenders and recommendations
concerning the award of the contract shall not be disclossed to bidders or other is
announced. No bidder shall contact the Purchaser on any matter relating to his tender,
from the time of the tender opening to the time the tender is awarded. Any bidder in
possession of confidential tender information will be obliged to reveal the source of
information and/or face disqualification of his or tender.

8 CORRUPT OR FRAUDULENT PRACTICES


We have observed the highest standard of ethics during the procurement process and
shall continue doing so. We have signed and submitted with the bid the attached form
(Annexure 2), that states that she/he has not or will not be involved in corrupt or
fraudulent practises.
We acknowledge that Rural Electrification Fund will reject a proposal for award if it
determines that the tenderer has engaged in corrupt or fraudulent practices in competing
for the contract.
A tenderer who is found to have indulged in corrupt or fraudulent practices will be
automatically disqualified.

9 SUBMISSION OF BIDS

9.1 the tender has been enclosed in sealed envelopes endorsed in the prescibed manner.
9.2 We acknowledge that tenders which are not properly addressed to the Procurement
Administrator in envelopes with the advertised tender number, the closing date and
tender description endorsed on theoutside are not opened until the closing date and time.

9.3 We acknowledge that tenders which are not received by the closing date and time
whether by hand or by courier will be rejected as late tenders.
9.4 We acknowledge that tele-fax and e-mail bids are not accepted i.e electronic bidding is
not accepted.
9.5 We acknowledge that any tender submitted which does not comply with the above terms
and conditions will be rejected without further consideration as will tenders received after
the published closing date.
9.5.1 We have adhered to instructions regarding the prepation and submission of tenders
as those who do not comply will be disqualified.
9.6 We acknowledge that tenderers are free to attend and witness the public tender opening
at the above captioned address. The opening ceremony shall be done on the tender
closing date soon after the closing time.
10 RIGHT FOR ACCEPTANCE OR REJECTION OF ANY OR ALL BIDS
We acknowledge that the Fund reserves the right to accept the whole orpart of the
tender. The Agency reserves the right to accept or reject any bid and to annual tendering
process and reject all bids at any time prior to award of contract/order, without
incurring any liability to the affected Tenderer(s) or obligations to inform the affected
Tenderer(s).
