ACTION CONTRE LA FAIM (ACF) is an International Non-Governmental Organisation (I.N.G.O.) that is charitable,
impartial, non-political and non-profit, currently implementing humanitarian programs in 45 countries with head
offices in Paris, New York, London, Madrid and Montreal. Dedicated to emergency, post-emergency and relief
assistance, ACF is specialised in the fields of Nutrition, Food Security & Livelihoods, Water/Sanitation and Health.
Since 1994, ACF-Myanmar has been providing assistance to vulnerable populations in the Republic of the Union
of Myanmar.

As an international humanitarian organization involved in emergency programs all ACF staff have to be available
at anytime in order to respond to any emergency work, should the need arise.
We are seeking:
Area Manager (Food Security and Livelihoods)
Job Location: Minbya, Rakhine State
Number of position: 1
Duration of the contract: 12 months (Renewable)
Starting date: November 2019
Reporting To: FSL Program Manager
1) GENERAL ASSIGNMENT
Supervise the implementation of Food Security and Livelihoods activities in the assigned area of
intervention
2) TASKS & RESPONSIBILITIES
Objective 1: Organise and manage the program
Activities:
- Work with PM and other team members in the planning and implementation of the various components
of the project cycle (needs assessments, project design, activities orientation, monitoring)
- Ensure the relevance of the intervention area, the selection of beneficiaries, identification of key
stakeholders
- Ensure the project’s technical follow-up, making sure activities are in line with the appropriate technical
and global standards
- Take into account the project’s global performance: impact, relevance, consistency, effectiveness,
efficiency, sustainability, coherence, kinds and covered groups
- Ensure the project’s external representation where necessary as delegated by PM
- Ensure all materials and equipment are in stock by making the necessary orders are and follow ups
Objective 2: Implementation of the Food Security and Livelihoods activities
Activities:
- Ensure good quality implementation of all FSL program activities (paddy production SRI, Winter
Crop, homegardening, Livestock, Income Generating Activities, VSLA, village development)
- Plan activities according to the agreed/approved work plan of the program
- Identify and anticipate problems or constraints
- Follow the project’s advancement by regular follow up field visits (at least 40% of time in the field)
- Propose solutions or improvements for better performance of the project
- Ensure safety measures are respected on worksites
- Update FSL database
- Ensure data from assessments are stored in a useful manner and that all technical data is well
organized and easily accessible
Objective 3: Manage FSL program budget (in collaboration with PM)
Activities:
- Prepare monthly spending forecasts
- Ensure all programs are in-line with projected budgets

Objective 4: Track progress of activities within the FSL program
Activities:
- Contribute to monthly report on activity progress and issues within the department
- Contribute to the preparation of donor and other external reports
Objective 5: Contribute to FSL program development
Activities:
- Contribute to the development of new proposals for donors as necessary
- Evaluate the program in order to make suggestions for future projects to the PM
- Evaluate and update project needs (HR, financial, logistics)
- When possible, capitalize on experiences of program and write reports on lessons learned

Objective 6: Manage the project team


Activities:
- Supervise the FSL team: FSL Heads of Project (direct supervision), Team Leaders and Technicians
(indirect supervision)
- Participate in the recruitment of the project team
- Identify the training needs – particularly of senior FSL staff – and facilitate trainings
- Conduct regular appraisals

Objective 7: Demonstrate personal commitment in promoting Gender Equality and ACF Gender
Minimum Standards
Activities:
- The Area Manager should demonstrate personal commitment in promoting Gender Equality and ACF
Gender Minimum Standards within the humanitarian and/or development work.

This list of responsibilities is not exhaustive. Some others responsibilities / tasks can be
added, according to the activities and after validation by the Superior.

3) DEGREE AND SKILLS REQUIRED


Diploma / Level of studies: Diploma in agriculture, international development or other fields
relevant to food security, with minimum 3 years of professional experience in implementation of food
security and livelihoods programs. Experience in management positions in INGOs is mandatory.

Required skills and experience: Good knowledge/experience of agricultural practices, Good


organizational skills, Good knowledge of the area intervention, Good communication skill, Good Motivation
Skill, Good team spirit, Good human relationships, Knowledge of local dialect, Diplomacy, Good relational
qualities, Flexibility, Creativity. Personal commitment in promoting Gender Equality is appreciated.

Preferred skills: Proven technical skills in Agriculture. Skills in livestock and/or community
development, and/or economy highly appreciated. Skills in nutrition and health and/or in WASH is
appreciated.- Good knowledge of projects implementation and command of project cycle management
(PCM) tools-Good analytical, organizational, team management and planning skills-Strong communication
and community mobilization abilities -Computer knowledge (Word, Excel).- Flexible, ability to meet
deadlines-Can work in emergency contexts-Capacity to train and build capacity-Willingness and interest
to work in IDP context-Good command in English (spoken, read, written) is mandatory.-Personal
commitment in promoting Gender Equality is appreciated

 According to the ACF Myanmar internal regulations
 Flexibility in working schedule may be required, according to project needs and
fixed timeframe
