ACTION CONTRE LA FAIM (ACF) is an International Non-Governmental Organisation (I.N.G.O.) that is charitable, impartial, non-political and non-profit, working under ACF Headquarters in Paris, France. Dedicated to emergency, post-emergency and relief assistance, ACF is specialised in the fields of Nutrition, Food Security and livelihoods, Water/Sanitation and Health. Since 1994, ACF-Myanmar has been providing assistance to vulnerable populations in the Republic of the Union of Myanmar. Action Contre la Faim Myanmar is seeking motivated and experienced MYANMAR NATIONALS for the position of:

Deputy Head of Department (Food Security & Livelihoods)


Job Location: Number of position: Duration of the contract: Starting date: Reporting to: 1) ASSIGNMENT: Under the guidance of the Food Security and Livelihoods Head of Department, ensure the appropriate and professional development, implementation, monitoring and evaluation of ACF food security and livelihoods programs in Myanmar 2) TASKS & RESPONSIBILITIES Objective 1: Technical support of on-going food security programs
Conduct regular field trips to project sites to support FSL HoD in monitoring quality of implementation, discussing constraints on food security program components, reviewing priorities and plans of action. Contribute to the Assessment of program outputs versus objectives as set in proposals and draw conclusions. After a relevant on-the-job training period, ensure that ACF technical positioning is respected, share relevant technical documents and guidelines. Follow-up and through regular field visits, to define activities to be developed in a short-term view in co-operation with the Field Coordinators and Program Managers. Have a proactive role in the promotion and the preparation of new ideas, concepts and methodologies. Support the review and validation of the program sections of donor reports. Support the Field Coordinators in the technical follow up of FSL and FA human resources (identification of training needs, preparation of training sessions, evaluation) in collaboration with the HR HoD. Participate in effective communication and reporting to technical advisor in HQ, through the compiling of field monthly reports, and the APR format. Work with FSL HoD to ensure activities set up are in line with commitments to donors in terms of impact, deadlines, deontology, and objectives. Contribute to integrated program approach between sectors (with WASH and nutrition/care practices) with the ultimate purpose of strengthening the livelihoods of the beneficiary population. By delegation of FSL HoD, act as link between the field team and relevant Paris Technical Departments (FSL and FA).

Objective 2: Team technical capacity building


Work with the FSL HoD to support program managers and their field team through training, counseling and tutoring: define technical training needs, define trainings/workshops curriculums, conduct trainings and on-job support. Support the HoD FSL/HoD HR in finding appropriate external training when needed.

Support the Field Coordinators in appraising their PM and field teams technical knowledge and skills. Support the Field Coordinators in building-up field team capacities for strategic thinking and programming.

Objective 3: Internal evaluation and learning


Support the FSL HoD in organizing regular internal evaluations on food security and livelihoods components by using appropriate participatory evaluation tools including ACF self-evaluation tools. Support the FSL HoD in identifying strengths and weaknesses of ACF implementation. Support the FSL HoD in identifying project lessons learnt and improving implementation guidelines whenever necessary By delegation of FSL HoD, disseminate any relevant capitalization documents within relevant technical forums

Objective 4: Under the supervision of FSL HoD and DCD/P, contribute to program development and FSL strategy and strategy formulation
Based on needs assessments (humanitarian needs, context) support the HoD FSL to define and/or adapt the medium- and long-term policy, orientations and objectives of the FS and FA programmes (in collaboration with the other advisors and the DCD/P, CD). Follow and analyse major changes in agriculture context especially in rice production, market changes and issues of land tenure. Co-lead the writing of all FSL and FA proposals after having identified clear needs with the field teams and potential donors. Support the HoD FSL in ensuring that all the new projects are in line with the national, ACF and FS cluster policy

Objective 5: On ad-hoc basis and upon delegation, representation at capital and regional level on FSL technical issues
Participate in existing technical coordination groups (Food Security Working Group, Chin Working Group, Food Security Information Network, Food Security Agriculture Thematic Group) at capital level and at province level in ad-hoc way Provide technical support/inputs/reports to relevant government departments Get updates on government, other organizations and main donors activities and strategies for food security and livelihoods. Inform other relevant stakeholders of ACFs latest FS publications (FS surveillance bulletins, capitalisation reports, technical documents of external interest) and wherever relevant develop interagency cooperation on specific issues (assessments, FS surveillance).

3) SKILLS REQUIRED
University Degree in Agriculture with experience and advanced training/courses in one or more of the following disciplines: production of staple crops, irrigation agriculture, fish farming, home gardening, income generating activities, food security surveillance, livestock, orchards 4 years field experience in direct implementation of food security and livelihood programs Strong knowledge in English (writing, speaking skills)- Very good writing and reporting skills, Experience in writing proposals for different donors Strong analytical skills Diplomacy and coordination skills Experience in technical advocacy Proven background in staff capacity building and community participation Experience in working on food security recovery and rural development oriented programs Capacity to be flexible and creative to cope with fields constraints Strong computer skills (MS Office, database management) Pedagogic and management skills.

4) WORKING HOURS According to the ACF Myanmar internal regulations Flexibility in working schedule may be required, according to project needs and fixed timeframe
