(d) Test and Commissioning Procedure for Burglar Alarm and Security
Installation in Government Buildings of the Hong Kong Special
Administrative Region – 2017 Edition and any corrigendum issued

1.1.1.4 The Contractor shall utilize its knowledge and experience within the industry
to recommend a reliable, scalable, secure and future proof solution that shall
meet or exceed requirements specified in this Specification.
1.1.1.5 Unless specified otherwise, the Contractor shall be responsible for all Works
including, but not limited to, the system design, manufacture, supply and
delivery to Site, erection, installation, connecting up, various site testing and
commissioning (T&C), documentation, training, interface with the affected
systems, and provision of drawings and manuals, liaison with statutory
authorities for obtaining stamps, permits, approvals or the like, etc. of the
system all in accordance with the requirements of this Specification and the
Employer’s Drawings.
1.1.1.6 All reference design drawings referred to herein provided together with the
Specification and all designs and details indicated on the Employer’s
Drawings for elements of the Works are provided for reference only. The
Contractor is at liberty to adopt these reference designs or details or if the
Contractor chooses, however, the Project Manager does not warrant (and
shall not be deemed to have so warranted) the accuracy or completeness of
any such design and/or detail and disclaims any responsibility or liability to
the Contractor or to any other person, firm or company, for the completeness
of, or any error, omission, ambiguity or inaccuracy in, any such design and
detail.
1.1.1.9 The Works in this Contract shall include all of the labours and materials
necessary to form a complete installation, and such tests, adjustments and
commissioning as are prescribed in this Specification, the GMWS and the
Employer’s Drawings and as many otherwise be required to give an effective
working installation to the satisfaction of the Project Manager.
1.1.1.10 The word ‘complete system’ shall mean not only the major items of plant and
equipment covered by this PTS, but all the components and other incidental
sundry items necessary for the complete execution of the Works and for the
proper operation of the installation, with their labour charges, whether or not
these components and items are mentioned in detail in the tender
documents issued in, connection with this Contract, unless expressly noted
otherwise.
1.1.1.11 The Contractor shall liaise and be cooperative with the Project Manager for
detail planning of the services in all areas.
1.1.1.12 The Contractor shall also be responsible for coordination of its works related
to all other contract works for all interface issues.
1.1.1.13 The Contractor shall refer to the Employer’s Drawings for the particular
requirements to be provided to the system, equipment locations and other
details.
1.1.1.14 The Contractor shall be responsible for ensuring all materials and processes
employed in the Works to be compatible with each other.
1.1.1.15 The construction or installation of the proprietary items shall be strictly in
accordance with the manufacturers’ printed instruction, which shall be
copied to the Project Manager for review without objection prior to
commencement of the Works.
1.1.1.16 All materials shall be selected and/or treated to prevent damage from any
possible combination of atmospheric deterioration, corrosion, wet rot, dry rot,
fungi, mould and any other deleterious effect including atmospheric pollution,
saline atmosphere and PH of the atmosphere.
1.1.1.17 All equipment and materials shall be designed and rated for continuous
operation.
1.1.1.18 Unless other specified, all equipment installed in the exposed outdoor
environment shall be provided with suitable weather-proof enclosure by the
Contractor with a minimum standard of IP65 rating.
1.1.1.19 All equipment indicated on the Employer’s Drawings are indicative to show
the design intend only. The Contractor shall coordinate with all respective
parties on site to confirm and finalize the exact locations of these devices.
1.2.1.1 The applicable version of each of the listed standards is that current at the
date of the Letter of Acceptance. Latest version of the standards shall be
adopted due the implementation of this Contract.
1.2.1.2 The Contractor shall refer to GMWS for applicable codes and standards.
1.2.1.3 The standards listed below are referred to in this PTS and/or on the related
Employer’s Drawings:
(f) Code of Practice for Access facilities of Buildings for the Provision of
Telecommunications and Broadcasting Services issued by office of the
Office of the Communications Authority;
1.3.1.1 The Contractor shall be responsible for design, supply, delivery, installation,
setting up modification, integration, configuration, testing and commissioning
all Tide Gauge Systems works as hereunder described, indicated on the
Employer's Drawings, and defined in the PTS, and any work not specifically
mentioned but required to complete the Works.
1.3.1.3 The Contractor shall supply and install cable facilities and fixings such as the
flexible conduits, cable brackets, trunkings and/or trays, conduits and
mounting brackets to implement the system facilities. The Contractor shall
conduct site surveys and other means to identify whether any equipment,
device, cable, cable containment and/or accessories should be deployed.
1.3.1.4 If any system migration and diversion is required, the Contractor shall liaise
with the Project Manager for the related information and coordinate with
other relevant parties to ensure a smooth changeover, migration and
diversion without service interruption. The Contractor shall submit a detailed
changeover plan with necessary fall-back and contingency plans for review
without objection by the Project Manager. The content of the plan shall
contain, but not limited to, the following:
1.3.1.5 The Contractor is required to take up any necessary coordination role with
the suppliers and/or maintenance personnel of the system.
1.3.1.6 Unless specified, the Contractor shall supply and install all secondary cable
containments as required for the connection to the primary containments
(supplied and installed by the Contractor under Electrical Scope of Works)
to the final field equipment devices. This shall include, amongst of, cable
trunks, cable trays, cable ladders, concealed conduits, back boxes,
termination boxes, flexible conduits, etc. All such last-run connections in
conduits shall be concealed unless otherwise specified.
1.3.1.7 The Contractor shall obtain sufficient information from the supplier of the
AAHK Tide Gauge Systems and coordinate with him/her where necessary
to ensure a smooth installation.
1.3.1.8 The Contractor shall submit complete performance test plans and test
schedules for review without objection by the Project Manager before T&C.
1.3.1.9 As a reference, the Contractor shall refer to the Employer’s Drawings for the
quantities and locations of AAHK Tide Gauge Systems devices to be
provided under this Contract.
1.3.1.12 The Contractor shall carry out the Works at the Boat Facility including, but
not limited to, the following:
(a) To install the following hardware and software will all necessary
accessories of AAHK Tide Gauge system:
v. Installation kit;
(b) All the dedicated cables described in above shall be run via the
particular cable containment.
(c) To supply and install secondary cable containment from the main cable
containment (provided under the Electrical scope of Works) to the final
termination frames, equipment in rack and/or field equipment locations,
e.g. outlet, etc., is required.
(d) To supply and install labelling and numbering marker of all laid cables,
installed hardware, e.g. outlets, etc., patching ports and termination
frames in accordance with the equipment identification scheme is
required. Separation between cable labels and marks shall referred to
GMWS and be reviewed with no objection by the Project Manager.
1.3.1.14 The Contractor shall prepare and submit Work Permit (WP) application
documents to the Project Manager for review without objection and
processing prior to commencement of site works.
1.3.1.15 The Contractor shall submit the Method Statement of the Works to detail all
installation and/or system modification activities to the Project Manager for
review without objection and obtain necessary WPs prior to the
commencement of any work.

1.3.1.16 The Contractor shall prepare and submit System Change Request (SCR)
application documents to the Project Manager for review without objection
and processing for any installation work interfaced with the existing system
prior to any work commencement.
1.4.1.1 The Contractor shall supply and install the as-built drawings to the Project
Manager for review without objection. These shall include, but not limited to,
the following:
1.4.1.2 The Contractor shall provide documentation to the Project Manager for
review without objection. These shall include, but not limited to, the following:
(a) Site survey reports;
2.1.1.1 The system shall be used to measure liquid level. The sensor with waterproof
connector shall initial a series of electrical pulses to the acoustic transducer
element, time and store the calibration return echo, and time and store the
liquid level return echo. The microprocessor in the sensor shall be able to
perform calculation and engineering conversions to determine the water
level and store the data awaiting a data request from the data logger.
2.1.1.2 The data logger shall be supplied with a laptop PC for user to check and
export logger configuration files.
2.1.1.3 The sounding tube shall be provided to protect the acoustic pulse from
environmental effects.
2.1.1.4 The system shall display current tide level through the LED display in Boat
Facility for real time display.
2.1.1.5 The system shall be capable to connect and have data exchange with the
third party system. The Contractor shall coordinate the interface with other
parties for the connection of system and transmit data to the third party
system.
(d) The data logger shall be supplied with a port that provides connection
for a laptop PC. It shall be general purpose PC type which is capable
to apply for maintenance and check logger config files. These are
equipped as follows as minimum:
Separate RS232 serial port or USB port for maintenance and
operation
DVD writer
100/1000M Ethernet ports
Installed configuration software for maintenance and
operation of the data logger
Microsoft Windows 10 OS or later version or the latest
available industry
All Category 5E UTP cables installed shall comply with the Electronics
Industry Association / Telecommunications Industry Association (EIA/TIA)
— 568-C Commercial Building Telecommunications Cabling Standard and
the following requirements:
4.1.1.1 The cabling shall be able to support analogue and digital voice applications,
data, local area networks and video on a common cabling platform.
4.1.1.2 The communication protocols and standards supported by the System shall
include, but not limited to, Data Communications EIA-232D, RS-422, RS-
423, IEEE 802.3, IEEE 802.3z (1 Gigabit Ethernet), 10BASE-FL, 100BASE-
FX, 1000BASE-SX, 1000BASE-LX, 10BASE-T, 100BASE-TX, 100BASE-
T2, 100BASE-T4, 1000BASE-T, IEEE 802.3ae (10Gbps), voice
applications, ISDN, analogue video, digital video, video conferencing and
extra low voltage signals.
4.1.1.3 All cable segments shall not be installed with more than one cable joint.
5.1.1.1 The AAHK Tide Gauge System Works shall be inspected, tested and
commissioned to confirm the performance of the all AAHK Tide Gauge
System complied with the requirements of the Contract.
5.1.1.2 The Contractor shall carry out the full functional and operational inspections,
testes and commissioning at any stage with new equipment commissioning
and/or existing equipment decommissioning to confirm the performance of
the systems delivered.
5.1.1.3 The inspections, testing and commissioning shall, in particular but not limited
to, be planned, carried out and documented in accordance with:
(b) The construction quality plans and inspection and test plans prepared
by the Contractor in accordance with the relevant ISO standard and
reviewed without objection by the Project Manager.

5.1.1.4 The Contractor shall assist other parties as necessary for the testing and
commissioning and troubleshooting of the systems.
5.1.1.5 The installation shall be thoroughly tested by the Contractor to ensure every
single point and/or item of system being controlled and/or monitored
correctly as per the contract requirement.
5.1.1.6 The Contractor shall note that no part of the system shall be connected to
the Tide Gauge System in operation without successfully completed the
T&C, system acceptance test (SAT) and obtained prior consent from the
Project Manager.
(a) System self-test and pre-test prior to any formal T&C and SAT.
(b) Independent test prior to any interface test, e.g. FS system, etc.
(c) Comprehensive SAT and system handover for all Tide Gauge systems
with Project Manager and/or Project Manager’s representatives.
5.2.1.1 The Contractor shall ensure adequate test equipment and instrumentation
to be provided for testing and commissioning of the entire system.
5.2.1.2 All test equipment and devices shall be accompanied with valid calibration
certificates issued by authorized laboratory/organization(s), the validity
period of the certificates shall covered the entire testing and commissioning
period and under no circumstances be invalided before the completion of
testing and commissioning of the whole installations.
5.2.1.3 To ensure accurate measurements, all test leads shall be kept to a minimum
standard length. Test plug terminations shall be durable and strictly
controlled for maintaining cable twists and bending radii during testing.
5.2.1.5 For cable faults which cannot be rectified by re-termination, the entire cable
being tested shall be pulled out and replaced by a complete new cable run.
Jointed cables shall not be accepted.
5.2.1.6 All test reports shall be signed and dated for review without objection by the
Project Manager. The test results shall be submitted in Excel spreadsheet
format, in hardcopy and electronically on DVD-ROM and USB memory stick.
6.1 GENERAL
6.1.1.1 The Contractor shall develop and submit a full set of testing and
commissioning plans and specifications comprising test schedules, test
procedures and test forms for each ELV component as the standard testing
document to the Project Manager for review without objection at least three
months prior to the actual commencement of the testing and commissioning
process.
The Contractor shall provide trainings for all AAHK Tide Gauge System in all
operations and all maintenance aspects of the equipment items, such that
the trained personnel are able to competently operate and maintain the
equipment items in every respect.
6.1.1.2 During the Maintenance Period, the contractor shall comply with the
Electricity Ordinance and carry out periodic inspections and tests of the
electrical installation. Corresponding test certificates and test reports shall
be issued accordingly.
6.2.1.2 All training courses provided by the Contractor shall be conducted by fully
qualified training personnel.
6.2.1.3 The Contractor shall submit to the Project Manager for review without
objection a training plan as defined later in this section for each of the training
courses proposed. The training plan shall include the proposed venue and
the names and curricula vitae of the proposed instructors. The training plan
shall be submitted at least six (6) months prior to the completion of the
respective AAHK Tide Gauge Systems installation and testing and
commissioning works.
6.2.1.4 All training course documentation and data shall be in the English language,
but some training may be required to be carried out in Cantonese as directed
from time-to-time by the Project Manager.
6.2.1.6 The Project Manager shall have the right to record all training courses by
use of audio and/or video recording equipment. All recorded materials shall
be used by the Project Manager for other training courses or other purposes
if applicable.
6.2.2.1 The Contractor shall provide training documentation and materials in the
English language, and shall, as a minimum, contain:
(a) Statements of each course's objectives which trainees must achieve
in order to graduate from the course;
(e) Flow charts for fault finding and trouble shooting purposes.
6.2.2.2 The Contractor shall provide one hard copy of the training documentation for
each of the Employer's trainees plus five (5) supplementary hard copies and
one electronic copy, as a minimum.
6.2.2.3 Training documentation shall be submitted to the Project Manager for review
without objection at least three (3) months prior to the scheduled beginning
of training courses.
6.2.2.4 Training aids necessary to run future similar training courses shall be
provided by the Contractor.
6.2.2.5 A list of the proposed aids for the training plan shall be submitted by the
Contractor for review without objection by the Project Manager.
7.1.1.2 All other licenses required for complete and proper functioning of the Tide
Gauge system shall be provided.
7.1.1.3 The Contractor shall note that the equipment of Tide Gauge System shown
on the Employer's Drawings are for indicative purpose only. The Contractor
shall coordinate with the Project Manager for the final locations of the
equipment so they shall be able to integrate with the furniture design and
interior fit-out to the satisfaction of the Project Manager.
