Important Terminology
Halal :
Means permissible or lawful.
It is related to object or action which is permissible to use
or engage in, according to Islamic Sharia Law.
In term of consumer goods (foods, cosmetics, medicine,
etc.) basically all things in the world are Halal, unless
there is a prohibition mentioned in Al-Quran or Hadits.

Haram :
Means prohibited or unlawful according to Islamic Sharia
Law.

THAYYIB
Means healthy, hygienic, wholesome.
The Islamic order to consume halal is always
combined with thayyib – HALALAN THAYYIBAN.

Najis/Najasah
Means dirt/filth that cause unlawful worship.
 Object that is exposed to najis material is
called mutannajis.
 Every najis and mutannajis material is haram
to be consumed.
 Mutannajis material can be purified by
removing the najis according to Islamic
purification requirements.

that is not najis :
 Wild animal with fangs and claws : haram to
be eaten but it is allowed to be utilized for
external use
 Carrion of halal animal is haram and najis, but
hair and horn of halal animal carrion is
allowed to be utilized for external use
 Skin from halal animal carrion is haram but
after being tanned it is lawful to be utilized for
external use.

Law No. 33 / 2014
on Halal Product Assurance
 Halal is mandatory for all product (article 4), except for
Haram Product (article 26).
 Product : goods and/or services related to food, beverages,
pharmaceutical, cosmetics, chemicals, biological and GMO,
as well as the goods to be used or utilized by community
(article 1.1).
 Mandatory of halal certification will come into force after 5
years since this law was enacted. Before mandatory halal is
enforced, Government has a right to implement mandatory
halal gradually through Government Regulation (article 67).

CONCLUSION :
 Halal – Haram rule is not only obligatory for global muslims
but also necessity for global masses as to ensure quality,
healthy and hygienic products.
 Halal certificate is vital to give halal guarantee and assurances
to consumers.
 Halal Assurance System is a pre-requisite to get MUI Halal
Certificate.
 Based on Law N0.33/2014 about Halal Product Assurance,
halal will be mandatory in Indonesia. This law will be fully
implemented in year 2019.
 Halal certificate can be implemented on foods,
pharmaceutical products, cosmetics and other consumer
goods, as well as other related services.
