Question 1
Almost all modern organisations subscribed to the Weberian model of bureaucracy.
Discuss the main features of the model and assess its significance to the bureaucratic
setup of schools.

Hampir semua organisasi moden menggunakan model birokrasi Weber. Bincang ciri-ciri utama
model tersebut dan taksirkan kesignifikannya kepada susunan birokrasi di sekolah.

Question 2
Hoy & Miskel (2013) suggests a number of strategies that school principals can adopt to
earn teachers’ loyalty and expand the principals’ influence.

Discuss the main sources of power for school principals and evaluate strategies that
principals may resort to, to earn teachers’ loyalty.

Hoy & Miskel (2013) mencadangkan beberapa strategi yang boleh digunakan pengetua sekolah
bagi mendapatkan kesetiaan guru dan meluaskan pengaruh pengetua.

PART B
INSTRUCTIONS: 1. THERE ARE FIVE (5) QUESTIONS IN PART B.
2. ANSWER THREE (3) QUESTIONS ONLY.

Question 1

The module suggests three general theories of learning, namely, behavioural, cognitive
and constructivist theories. The first theory stresses observable changes in behaviours,
skills and habits, while the second focuses on internal mental activities such as thinking,
remembering, creating and problem solving. The third theory looks at how individuals
make meaning of events and activities, hence, learning is seen as the construction of
knowledge.

a. Discuss the main features of any TWO of the three general theories of learning.

b. Discuss several teaching applications of EITHER the constructive OR the cognitive


approach to learning.

Modul kursus mencadangkan tiga teori umum pembelajaran iaitu, teori-teori perlakuan, kognitif
dan konstruktif. Teori yang pertama menekankan kepada perubahan perlakuan, kemahiran dan
tabiat yang dapat diperhatikan, dan yang kedua memberi fokus kepada aktiviti dalaman mental
seperti fikiran, ingatan, ciptaan dan penyelesaian masalah. Teori yang ketiga, memberi
perhatian kepada bagaimana individu memberi makna kepada peristiwa dan aktiviti, dan yang
demikian itu, pembelajaran dilihat sebagai proses pembinaan ilmu pengetahua.

a. Huraikan ciri-ciri utama setiap satu daripada tiga teori umum pembelajaran.

b. Bincang beberapa amalan pengajaran yang mengunakan SAMA ADA pendekatan


konstruktif ATAU pendekatan kognitif dalam pembelajaran.

Question 2

March (2010) suggests that administration is decision making, as it significantly impacts school
operation. Effective decisions help organisations achieve their objectives, increase efficiency,
facilitate innovation and motivate employees to face problems and challenges.

a. Discuss the above statement in relation to the decision making role of school
principals.

b. Discuss the above statement in terms of teacher role in management decision


making in schools.
[10 marks]

March (2010) mencadangkan pentadbiran itu ialah membuat keputusan, kerana ianya memberi impak
kepada operasi sekolah secara signifikan. Keputusan berkesan membantu organisasi mencapai
objektifnya, meningkatkan kecekapan, mempermudahkan inovasi , dan memotivasi pekerja menghadapi
masalah dan cabaran.

a. Bincang pernyataan di atas dengan dikaitkan kepada peranan pengetua sekolah sebagai
pembuat keputusan.

b. Bincang pernyataan di atas dari segi peranan guru dalam membuat keputusan
pengurusan di sekolah.

Question 3

According to the Oxford Advanced Learner’s Dictionary, communication is the act of


“imparting or exchanging information by speaking, writing or using other mediums”. It is
therefore, an activity through which we can exchange and share information, ideas,
thoughts and opinions in such a way that it can produce effective understanding
between two or more people

a. As a communication consultant, describe the general model of communication to


a newly appointed school principal.

b. As a communication consultant, advise the principal on ways to analyse


communication failures and to overcome them.

Mengikut Oxford Advanced Learner’s Dictionary, komunikasi ialah tindakan “menyerah atau
pertukaran maklumat melalui pertuturan, penulisan atau mengguna media lain”. Dengan
demikian ianya satu aktiviti yang membolehkan kita bertukar dan berkongsi maklumat, idea,
pemikiran dan pendapat dengan sebegitu cara yang menghasilkan persefahaman berkesan di
antara dua orang atau lebih.

a. Sebagai seorang konsultan komunikasi, huraikan model komunikasi di atas kepada


seorang pengetua sekolah yang baru dilantik.

b. Sebagai seorang konsultan komunikasi, beri nasihat kepada pengetua tentang cara-cara
menganalisis kegagalan komunikasi dan mengatasi kegagalan tersebut.

Question 4

On organisational culture, Deal and Kennedy (1982) suggest five main cultural
characteristics of successful organisation. One of it is the focus on rituals and
ceremonies to build a common identity.

a. Discuss three other cultural characteristics of successful organisations. (10


marks)

b. According to Theory Z of William Ouchi (1981) organisations are structured and


function to serve the basic values of intimacy, trust, cooperation and egalitarianism.
Discuss three main characteristics or three main core values of Theory Z organisations.

Tentang budaya organisasi, Deal dan Kennedy (11982) mencadangkan lima ciri utama
budaya organisasi yang berjaya. Satu daripadanya ialah memberi fokus kepada ritual dan
upacara untuk membina satu identiti perkongsian bersama.

a. Bincang tiga lagi ciri budaya organisasi yang berjaya.

b. Mengikut Teori Z William Ouchi (1981) organisasi adalah distruktur dan berfungsi bagi
memenuhi keperluan nilai-nilai asas kemesraan, amanah, kerjasama, dan
egalitarianisme. Bincang tiga ciri utama atau tiga nilai asas utama organisasi Teori Z.

Question 5

Hoy and Miskel (2013) are of the opinion that measuring leadership effectiveness is
complicated, multifaceted and subtle and classify leadership effectiveness as having
objective and subjective dimensions.

a. Discuss the concept of leadership. (8 marks)

b. Discuss the three outcomes that can be used to measure leadership effectiveness
as suggested by Hoy and Miskel. One of it is perception of reputation and self-
assessment [12 marks]

Hoy dan Miskel (2013) berpendapat usaha mengukur keberkesanan kepimpinan adalah rumit,
pelbagai dimensinya dan halus dan mengklafikasikan keberkesanan kepimpinan dalam dimensi
objektif dan subjektif.

a. Bincang konsep kepimpinan

b. Bincang tiga hasil yang boleh digunakan untuk mengukur keberkesanan kepimpinan
seperti yang dicadangkan oleh Hoy dan Miskel. Salah satu daripadanya ialah persepsi
reputasi dan pentaksiran kendiri.
