2 Overview
The TTI for an HSUPA service can be 2 ms or 10 ms. Different TTIs provide different benefits:
l When the TTI is 2 ms, a higher throughput can be achieved. If SRB over HSUPA is used,
the theoretical uplink peak throughput can reach 5.74 Mbit/s over the Uu interface. If SRB
over DCH is used, the theoretical uplink peak throughput can reach 2.88 Mbit/s over the
Uu interface. However, when the TTI is 10 ms, the theoretical uplink peak throughput can
only reach 2 Mbit/s over the Uu interface.
l When the TTI is 10 ms, interleaving brings more gains and less power is consumed.
Therefore, wider coverage can be achieved.
The HSUPA TTI Selection function enables the switchover between 2 ms TTI and 10 ms TTI,
which reduces the call drop rate and ensures the quality of service (QoS).
l Set the TTI according to the configured TTI selection rules when an HSUPA service is
being set up or reconfigured. For details, see 3 Initial TTI Selection During Service Setup
or Reconfiguration.
l Adjust the TTI for voice services and best effort (BE) services over HSUPA based on
coverage, service differentiation, and NodeB credit resources. For details, see 4 Dynamic
TTI Adjustment.
If data transmission is abnormal over the Uu interface or a UE sends the RNC a Radio Bearer
Setup Failure or Radio Link Reconfiguration Failure message during the HSUPA TTI selection
process, the UE acts as follows:
l In case of abnormal data transmission over the Uu interface, the call is dropped on the UE.
l After sending the RNC a Radio Bearer Setup Failure or Radio Link Reconfiguration Failure
message, the UE retains the current state.
This chapter describes the algorithms used to select the TTI for UEs that have established an
RRC connection. The RNC determines the TTI according to the rules described in Table 3-1 in
the following scenarios:

CS voice service The TTI is set to 2 ms when all the following conditions are met:
l Both the UE and the NodeB support the 2 ms TTI.
l The MAP_HSUPA_TTI_2MS_SWITCH check box under the
MapSwitch(BSC6900,BSC6910) parameter is selected.
l The CSVoiceHsupaTti(BSC6900,BSC6910) parameter is set to
EDCH_TTI_2ms.
If any of the preceding conditions is not met, the TTI is set to 10 ms.
PS voice service The TTI is set to 2 ms when all the following conditions are met:
l Both the UE and the NodeB support the 2 ms TTI.
l The MAP_HSUPA_TTI_2MS_SWITCH check box under the
MapSwitch(BSC6900,BSC6910) parameter is selected.
l The VoipHsupaTti(BSC6900,BSC6910) parameter is set to
EDCH_TTI_2ms.
If any of the preceding conditions is not met, the TTI is set to 10 ms.

PS streaming The TTI is set to 2 ms when all the following conditions are met:
service l Both the UE and the NodeB support the 2 ms TTI.
l The MAP_HSUPA_TTI_2MS_SWITCH check box under the
MapSwitch(BSC6900,BSC6910) parameter is selected.
l The maximum bit rate (MBR) is higher than or equal to the value of
StreamHsupa2msTtiRateThs(BSC6900,BSC6910).
If any of the preceding conditions is not met, the TTI is set to 10 ms.
PS BE service The TTI is set to 2 ms when all the following conditions are met:
(interactive or l Both the UE and the NodeB support the 2 ms TTI.

DRA_BASE_ADM_CE_BE_TTI_L2_OPT_SWITCH,
DRA_DCCC_SWITCH, and
DRA_BASE_ADM_CE_BE_TTI_RECFG_SWITCH check
boxes under the DraSwitch(BSC6900,BSC6910) parameter are
selected.
l When parameters are configured as follows:
– The DRA_BASE_RES_BE_TTI_RECFG_SWITCH,
DRA_BASE_RES_BE_TTI_INIT_SEL_SWITCH and
DRA_DCCC_SWITCH check boxes under the DraSwitch
(BSC6900,BSC6910) parameter are selected;
– The PS_RAB_DOWNSIZING_SWITCH check box under the
PsSwitch(BSC6900,BSC6910) parameter is selected.
– The RAB Downsizing at Admission Control license for the
WRFD-010507 Rate Negotiation at Admission Control feature
has been activated and the switch controlling this feature is set
to on.
– For UEs using the UL Layer 2 Improvement feature, the
DRA_BASE_RES_BE_TTI_L2_OPT_SWITCH check box
under the DraSwitch(BSC6900,BSC6910) parameter is
selected.
The following conditions must be met:
– If the RTWP check box under the ResourceOption
(BSC6900,BSC6910) parameter is selected, the Uu resources are
sufficient.
NOTE
l When the HSUPA DCCC feature is disabled, the MBR equals the maximum rate on the RNC side.
l When the HSUPA DCCC feature is enabled, the MBR equals the smaller one of the maximum rate on
the RNC side and the initial access rate of the HSUPA BE service. The maximum rate on the RNC
side can be obtained as follows: The RNC compares the MBR assigned by the CN, the maximum rate
supported by the UE, the maximum rate supported by the serving cell, and the rate specified in the
license file, and selects the lowest of these four values. The RNC uses the lowest value as MBRrnc.
The RNC then maps the MBRrnc onto a typical traffic rate and uses the typical traffic rate as the
maximum rate on the RNC side. The initial access rate of the HSUPA BE service is set by using the
HsupaInitialRate(BSC6900,BSC6910) parameter in the SET UFRC command.
l The coverage-based initial TTI selection for PS BE services can be performed based on the Ec/No or
RSCP. If the RSCP is valid, the TTI selection should be performed based on the RSCP whenever
possible. The reasons are the same as those for dynamic TTI adjustment described in 4.3 Coverage-
based Dynamic TTI Adjustment for a Single BE Service over HSUPA.
Each service in a combined service is assigned a TTI during service setup or reconfiguration.
The combined service is assigned the 2 ms TTI if one of the services is assigned the 2 ms TTI.
Otherwise, the combined service is assigned the 10 ms TTI.
This chapter describes the algorithms used to dynamically adjust the TTI for UEs that have
established an RAB.
4.1 Overview
After an HSUPA service is set up or reconfigured, the RNC dynamically changes the TTI from
2 ms to 10 ms or from 10 ms to 2 ms to improve network performance.
Compared with the 10 ms TTI, the 2 ms TTI enables the UE to achieve a higher peak rate and
a shorter scheduling delay. However, the 2 ms TTI needs to be switched to the 10 ms TTI to
increase coverage and system capacity and to improve the fairness for differentiated services in
the following scenarios:
Figure 4-1 illustrates the classification of the HSUPA dynamic TTI adjustment algorithms based
on the usage scenario.
If the algorithm of coverage-based BE service fallback from E-DCH to DCH is applied, the
algorithm of coverage-based dynamic TTI adjustment of BE services is automatically disabled.
For details about this algorithm, see the State Transition Feature Parameter Description.
The RNC can perform dynamic TTI adjustment for a single BE service only when the HSUPA
dynamic channel configuration control (DCCC) function is not applied. For details about
HSUPA DCCC, see the DCCC Feature Parameter Description.

Push to Talk Feature Parameter Description.
The TTI adjustment principles for dual-carrier HSUPA (DC-HSUPA) UEs are the same as those
for HSUPA UEs. When the TTI for a DC-HSUPA UE is changed from 2 ms to 10 ms, the UE
falls back to an HSUPA one. When the TTI for an HSUPA UE capable of DC-HSUPA is changed
from 10 ms to 2 ms, the UE is directly reconfigured as a DC-HSUPA one. The dynamic TTI
adjustment algorithm triggers the reconfiguration signaling procedure, which may fail and cause
call drops if UEs are located in a weak coverage area.
Failure rate of the reconfiguration signaling procedure triggered by the dynamic TTI adjustment
algorithm = (VS.HSUPA.TTI2to10.Att - VS.HSUPA.TTI2to10.Succ)/

Switching the TTI from 2 ms to 10 ms provides reliable coverage for UEs at the cell edge and
reduces the call drop rate.
The 2 ms TTI is switched to 10 ms TTI when the following conditions are met:
l The UE transmit power is higher than the absolute threshold for triggering event 6A1,
indicating the UE transmit power is limited.
l When the VoicePmrMcSwitch(BSC6900,BSC6910) parameter is set to ON, the uplink
packet loss rate is higher than the threshold for triggering event A.
The RNC adjusts the TTI of the service to 10 ms only upon receiving the event 6A1 and event
A reports. However, the RNC does not adjust the TTI after receiving the event 6A1 report if the
event 6B1 report reaches the RNC before the event A report does. Table 4-2 describes events
A, 6A1, and 6B1.
Event A UE packet loss The UE reports event A to the RNC if the packet loss rate
rate exceeds the threshold for triggering event A for two
consecutive measurement periods.
This threshold is specified by one of the following
parameters:
l AmrEventAThd(BSC6900,BSC6910): used when the
UE is processing adaptive multi-rate (AMR) services.
l WAmrEventAThd(BSC6900,BSC6910): used when
the UE is processing wideband AMR (WAMR)
services.
l VoipEventAThd(BSC6900,BSC6910): used when the
UE is processing voice over IP (VoIP) services.
Event 6A1 UE transmit The UE reports event 6A1 to the RNC if its transmit power
power exceeds the absolute threshold for triggering event 6A1
within a period of 640 ms.
This threshold is calculated based on UE services:
l For AMR services: Absolute threshold for triggering

parameter specifies the maximum uplink transmit power.
Event 6B1 UE transmit The UE reports event 6B1 to the RNC when its transmit
power power is lower than the absolute threshold for triggering
event 6B1 within a period of 640 ms.
This threshold is calculated based on UE services:
l For AMR services: Absolute threshold for triggering
event 6B1 = MaxUlTxPowerforConv

The MaxUlTxPowerforConv(BSC6900,BSC6910)
parameter specifies the maximum uplink transmit power.
The uplink coverage can be measured using either of the following methods:
For networks that use method 1 and networks where the initial TTI selection is performed based
on Ec/N0, it is recommended that the measurement method be changed to method 2, because
method 2 enables both TTI switchovers and E2D channel reconfiguration. In this way, UEs in
weak coverage areas can use the DCH for uplink transmission. This decreases the call drop rate,
though the number of HSUPA UEs using the 10 ms TTI is also decreased.
If only TTI switchovers are enabled and E2D channel reconfiguration is not enabled, these two
methods trigger TTI switchovers at different times. Compared with method 1, method 2 leads
to more significant fluctuations in the RSCP and increases the values of the
VS.HSUPA.TTI2to10.Att and VS.HSUPA.TTI2to10.Succ counters. In addition, if the SRB over
HSUPA feature is enabled, UEs periodically send SRBs carrying uplink measurement reports.
Under this circumstance, method 2 increases the denominator used for calculating the
VS.HSUPA.MeanChThroughput counter. That is, the value of the
VS.HSUPA.MeanChThroughput.Times counter increases, and consequently the value of the
VS.HSUPA.MeanChThroughput counter slightly decreases.
For UEs using the 10 ms TTI, the RNC adjusts the TTI to 2 ms only upon receiving the event
6B2 and event 4A reports. However, the RNC does not adjust the TTI after receiving the event
6B2 report if the event 6A2 report reaches the RNC before the event 4A report does.
Event 6A1 UE transmit The UE reports event 6A1 to the RNC if its transmit power
power exceeds the absolute threshold for triggering event 6A1 within
a period of 640 ms.
Absolute threshold for triggering event 6A1 = Maximum
uplink transmit power - BeThd6A1(BSC6900,BSC6910).
Here, the maximum uplink transmit power is specified by one
of the following parameters:
l MaxUlTxPowerforInt(BSC6900,BSC6910): used for
interactive services.
l MaxUlTxPowerforBac(BSC6900,BSC6910): used for
background services.
Event 6A2 UE transmit The UE reports event 6A2 to the RNC if its transmit power
power exceeds the absolute threshold for triggering event 6A2 within
a period of 640 ms.
Absolute threshold for triggering event 6A2 = Maximum
uplink transmit power - BeThd6A2(BSC6900,BSC6910).
Here, the maximum uplink transmit power is specified by one
of the following parameters:
l MaxUlTxPowerforInt(BSC6900,BSC6910): used for
interactive services.
l MaxUlTxPowerforBac(BSC6900,BSC6910): used for
background services.
Event 6B1 UE transmit The UE reports event 6B1 to the RNC when its transmit power
power is lower than the absolute threshold for triggering event 6B1
within a period of 640 ms.
Absolute threshold for triggering event 6B1 = Maximum
uplink transmit power - BeThd6B1(BSC6900,BSC6910).
Here, the maximum uplink transmit power is specified by one
of the following parameters:
l MaxUlTxPowerforInt(BSC6900,BSC6910): used for
interactive services.
l MaxUlTxPowerforBac(BSC6900,BSC6910): used for
background services.
Event 6B2 UE transmit The UE reports event 6B2 to the RNC when its transmit power
power is lower than the absolute threshold for triggering event 6B2
within a period of 640 ms.
Absolute threshold for triggering event 6B2 = Maximum
uplink transmit power - BeThd6B2(BSC6900,BSC6910).
Here, the maximum uplink transmit power is specified by one
of the following parameters:
l MaxUlTxPowerforInt(BSC6900,BSC6910): used for
interactive services.
l MaxUlTxPowerforBac(BSC6900,BSC6910): used for
background services.
Event 4B Throughput The MAC-d measures the traffic volume of RBs in each
measurement period of 600 ms and obtains the traffic
throughput for the period.
If the throughput is below the threshold of event 4B for a
period specified by EdchTimetoTrigger4B
(BSC6900,BSC6910), event 4B is triggered. After event 4B
is triggered, it cannot be triggered again within a period
specified by EdchPendingTime4B(BSC6900,BSC6910).
NOTE
The mechanisms for measuring and triggering these events are the same as those in HSUPA DCCC. For
details, see DCCC Feature Parameter Description.
For UEs using the 2 ms TTI, the RNC adjusts the TTI to 10 ms if the following conditions are
met:
l The time interval from the time the RNC receives an event 4B report to the time the RNC
receives a measurement report containing information about P-CPICH RSCP does not
exceed the value of EcN0EffectTime.
l The calibrated P-CPICH RSCP calculated based on the reported P-CPICH RSCP is smaller
than or equal to the value of BeTTI2msRscpThd(BSC6900,BSC6910).
For UEs using the 10 ms TTI, the RNC adjusts the TTI to 2 ms if the following conditions are
met:
l The time interval from the time the RNC receives an event 4A report to the time the RNC
receives a measurement report containing information about P-CPICH RSCP does not
exceed the value of EcN0EffectTime.
l The calibrated P-CPICH RSCP calculated based on the reported P-CPICH RSCP is greater
than the value of BeTTI2msRscpThd(BSC6900,BSC6910).
The measurement objects and triggering conditions for events 4A and 4B are described in Table
4-3.

The formula used to calculate the calibrated P-CPICH RSCP is described in chapter 3 Initial TTI Selection
During Service Setup or Reconfiguration.
NOTE
RLC is short for Radio Link Control and PDU is short for packet data unit.
However, if the GBR assigned to an HSUPA UE with a gold or silver priority is also 64 kbit/s
and the minimum guaranteed rate for the UE is only 64 kbit/s (lower than that of the UE with a
copper priority), the TTI of the HSUPA UE with a copper priority must be switched to 10 ms
to reduce the UE's rate and ensure service differentiation.
In addition, HSUPA UEs with the same priority and different TTIs may be allocated different
rates. For example, in a network with available HSUPA bandwidth of 500 kbit/s, a 2 ms TTI
HSUPA UE and a 10 ms TTI HSUPA UE of the same priority simultaneously access the network.
The 2 ms TTI HSUPA UE can obtain a minimum rate of 200 kbit/s, whereas the 10 ms TTI
HSUPA UE can obtain only a minimum rate of 64 kbit/s. To ensure the fairness, the TTI for the
2 ms TTI HSUPA UE needs to be switched to 10 ms. When the throughput of the 10 ms TTI
HSUPA UE reaches a certain threshold, the 10 ms TTI needs to be switched to 2 ms TTI to
achieve higher peak rates.
l If this parameter is set to RTWP, TTI adjustment is triggered based on the Uu resources.
l If this parameter is set to Iub, TTI adjustment is triggered based on the Iub resources.
l If this parameter is set to CE, TTI adjustment is triggered based on the CE resources.
l If the Uu resources or Iub resources are insufficient, the range is specified by the following
thresholds:

l If the current uplink received total wideband power (RTWP) in a cell is larger than the
product of MaxTargetUlLoadFactor(BSC6900,BSC6910) and TrigRatioforUlRTWP
(BSC6900,BSC6910), the Uu resources are considered insufficient. The Uu resources are
considered sufficient again once the RTWP becomes smaller than the product of
MaxTargetUlLoadFactor(BSC6900,BSC6910) and RelRatioforUlRTWP
(BSC6900,BSC6910).
l On a logical port of the WMPT (the main control board in the NodeB), if the buffering time
for the user data in a queue is more than 40 ms, the Iub resources in the uplink are considered
insufficient. The Iub resources are considered sufficient again once the buffering time for
the user data in each queue is less than 20 ms.
l If the operator that a cell belongs to has less than eight licensed CE resources left, the CE
resources in the cell are considered insufficient. The CE resources in the cell are sufficient
only when more than 24 licensed CE resources are available.

The 2 ms TTI is switched to 10 ms TTI when both of the following conditions are met:

2. Run the RNC MML command SET UEDCHTTIRECFG. In this step, set the Upper rate
ratio thd of TTI 2ms To 10ms for RTWP/Cover and Rate ratio thd of TTI 10ms To
2ms parameters to 28 and 83, respectively.
3. The Coverage-based Dynamic TTI Adjustment for a Single BE Service over HSUPA
function can use either event 6A/6B measurement based on UEs' transmit power (method
1) or periodic P-CPICH RSCP measurement (method 2).
l Activating Coverage-based Initial TTI Selection for a Single BE Service over HSUPA
1. This function depends on the Coverage-based Dynamic TTI Adjustment for a Single BE
Service over HSUPA function. Therefore, activate the Coverage-based Dynamic TTI
Adjustment for a Single BE Service over HSUPA function before activating this function.
2. Run the RNC MML command SET UFRC. In this step, you are advised to set the Ec/N0
Threshold For BE 10ms TTI Estab parameter to 37.

is performed based on either the P-CPICH RSCP or P-CPICH Ec/N0.

and RRC_RB_RECFG to trace Uu interface signaling messages, as shown in Figure 5-10.
Step 2 Use an HSPA UE to establish an HSUPA service in a cell that has no load. View the
"RRC_RB_SETUP" message from the Uu-interface tracing data. Verify that the HSUPA service
is carried on the E-DCH and 2 ms TTI. Enable more HSPA-capable UEs to access the cell,
triggering handovers from 2 ms TTI to 10 ms TTI.
Step 3 Analyze the traced messages shown in Figure 5-11 and Figure 5-12. The TTI has switched from
2 ms to 10 ms.

if required.
Configure the parameters of a single object before a batch modification. Perform a batch modification
before logging out of the parameter setting interface.
Set parameters on the CME according to the operation sequence in Table 5-11 and Table

processing specifications for users with different uplink
bearer services, for example, HSUPA TTI 2 ms

When serving a large number of users, the system
cannot guarantee that all users can access the network
with the highest service bearer supported by UEs. This
switch controls whether the RNC allocates
corresponding channels for new users based on the cell
capability reported through the NodeB private interface.
When this switch is turned on, the RNC dynamically
selects an appropriate uplink service bearer and
allocates corresponding channels for new users to
maximize the system capacity based on the actual
NodeB processing specifications. When this switch is
turned off, the optimization process is disabled. 18.
