These guidelines have been developed to give writers a starting point for creating a new
specification or ensuring that existing specifications contain all relevant and required
information.
It is recognized that each different type of equipment has its own particular requirements, which
may have different priority levels than for other types of equipment. Some of these suggestions
(such as Clause 2: Definitions) may not be applicable at all and can be excluded. Some areas
such as vendor data requirements may require more than a paragraph within Quality
Assurance.
It is the writer’s responsibility to ensure that all the information required by a vendor is
incorporated and that the Company’s preferences both from an operating and legal stand point
are covered. This document contains things to consider when starting and is not meant to
restrict the writer from entering any other requirements.
1 Scope
Engineering Equipment Specifications are intended to cover the requirements for purchasing a
particular piece of equipment. The Scope typically covers design, fabrication, and inspection.
The Scope should specify what is covered within and in some cases, it should also state what is
not included as well as the service it is intended for. For example, if the industry code for the
particular piece of equipment only covers NPS 6 and smaller, the specification shall only cover
NPS 6 and smaller. Another specification would need to be written in order to match industry
requirements for the larger size.
It must be stated that, “Any proposed deviations from this specification must be submitted to the
Company or designate for approval.”
2 Definitions
If required, enter any definitions here.
5 General Requirements
When applicable, special requirements and considerations should be specified. This may
include, but is not limited to the following:
a) Design Conditions;
b) Area Classification;
c) Notch Toughness;
d) Weldability;
e) Service Life;
f) Power System Data;
g) Grade/Category; and
h) Dimensions/Tolerances.
The importance these categories hold for the particular piece of equipment will decide whether
these clauses are covered as a major heading, a subclause, or even mentioned at all.
6 Design
Once the vendor/manufacturer is made aware of the operating conditions the equipment is
expected to perform in, it must be specified what design conditions are required.
Design requirements are to be in addition to or deviations from referenced codes and standards.
Do not repeat information already included in industry codes and standards, they should be
referenced not rewritten.
The Company often has special requirements for their particular needs that should be detailed
here. Once again, the equipment being specified will determine how much detail is required. For
example, the vendor requires much more additional design information to manufacture a main
line pump than they would a split sleeve.
7 Materials
Any specific material requirements the Company requires over and above or in replace of
referenced codes due to previous experience should be detailed here.
9 Quality Assurance
The Company places a high priority on quality assurance. The Onshore Pipeline Regulations
should be reviewed to gain a general understanding of the basic minimum requirements. The
writer must consider what the vendor needs to provide to the Company.
Subclauses within Quality Assurance may include, but is not limited to, the following:
a) documented Quality Program;
b) workmanship;
c) advance notice of, but not limited to, the following:
i. Production Schedule; and
ii. Production Start.
d) testing;
10 Tendering Information
Required tendering information should be captured. May include, but is not limited to:
a) bid Price;
b) deviations from specification or codes;
c) delivery Time;
d) test facility capabilities and any additional costs for tests requested;
e) location of manufacture;
f) a priced, recommended spare parts list; and
g) approved service shops (include phone number and address).
12 WARRANTY
The Vendor warrants that the items to be furnished will conform with the specifications and
drawings and shall be free from all defects in design, workmanship, and material. All items are
subject to final inspection and approval by the Company. In the event that any items do not
conform to the requirements stated above, the Vendor agrees to properly repair and/or replace,
at its expense, any defective items. The Company reserves the right to reject the defective
items. These conditions shall survive the Purchase Order for a period of one year from the date
the items are placed in service or 18 months from the date of delivery, whichever date shall first
occur. It is the express intention that these conditions are in addition to and not in substitution
for any statutory condition or any other right or remedy which the Company may have.
