The purpose of this bulletin is to inform all cockpit crew of the main changes of the Operation policy manual pa rt
A REV 10, concerning transport of lithium batteries carried by Passengers or Crew.
Reference: 9.1.2.6. Dangerous Goods Carried by Passengers or Crew.

Lithium Batteries

Lithium Battery refers to a family -of'batteries with different chemistries, comprising many types of cathodes
and electrolytes. For the purposes of the DGR they are separated into:

Lithium metal ba tt eries. Are generally primary (non -rechargeable) batteries that have lithium metal or
lithium compounds as an anode. Lithium metal batteries are generally used to power devices such as
watches, calculators, cameras, tcmperaturo•data loggers.

Example of Lithium metal batteries

Lithium-ion ba tt eries (sometimes abbreviated Li-ion batteries) are a type of secondary (rechargeable)
battery commonly used in consumer electronics. Also included within the category of lithium-ion batteries
are lithium polymer ba tt eries. Lithium-ion batteries are generally found in mobile telephones, laptop
computers....

Lithium batteries are classified in Class 9 . - Miscellaneous dangerous goods as:
• UN 3090, Lithium metal batteries; and
• UN 3480, Lithium ion batteries
or, if inside a piece of equipment or packed-separately with,a piece of equipment as:
• UN 3091, Lithium metal batteries coritainedin equipment;'or
• UN 3091, Lithium metal batteries packed:with equipment; and
• UN 3481, Lithium ion batteries contained in equipment; or
• UN 3481, Lithium ion batteries packed with equipment.

Amendment effective 1 April 2016:

All lithium ion cells and batteries .shipped :by:themselves (not contained in or packed with equipment)
(UN 3480) are forbidden for transport as cargo on passenger aircraft.
- All lithium metal cells and ba tteries shipped by 'themselves (not contained in or packed with
equipment) (UN 3090) are forbidden for transport as cargo on passenger aircraft.

Portable Electronic Devices (Incluinq Medical Devices

Lithium battery-powered electronic devices may include :


vPortable medical electronic devices:(PMED),: such as automated external defibrillators (AED), po rtable
oxygen concentrators (POC) and continuous positive airway pressure (CPAP)...
Portable electronic devices, suchvas power tools,::video cameras and laptops as, mobile phones,
tablets and power banks ...
The allowance for passengers or crew to have PED in their checked or car ry-on baggage is determined by
the size of the lithium battery as follows::
1. Passengers and crew may have these devices in either checked or car ry-on baggage. Approval of
Nouvelair is not required:
• for lithium metal or lithium alloy batterk 1s a lithium .content of ,not-more than 2 g;
• for lithium ion batteries, a watt- hour rating of not more than 100 Wh.
2. Passengers and crew may have these .devices in either checked or car ry-on baggage, but the approval
of Nouvelair is required;
• for lithium metal or lithium alloy batteries, 'alithium content exceeding 2 g, but not exceeding 8 g;
• for lithium ion batteries, a watt-hour:rating:exceeding 100 Wh, but not exceeding 160 Wh;
3. The device is forbidden from being in either. passenger or crew checked or carry-on baggage.
• for lithium metal or lithium alloy batteries, .a-lithium content exceeding 8 g; or
• for lithium ion ba tteries, a watt-hour.rating-exceeding 160 Wh;

Note: The Watt-hour rating must be marked on'the:outside of the lithium ion battery case. The watt-hour
rating can be calculated by multiplying '.the voltage (V) by the ampere hours (Ah). Where the
amperage is shown as milliampere hours (mAh) divide the mAh value by 1,000 to establish the Ah.

In addition, lithium ba tteries are subjectto:the following conditions:


a. batteries and cells must be of a.lype.that,:meets the requirements of the UN Manual of Tests and
Criteria, Pa rt Ill, subsection 38.3;
b. a rt icles containing lithium metal or lithium ion cells or batteries, the primary purpose of which is to
provide power to another device, e.g. power banks, are permitted in carry-on baggage only. These
a rt icle must be individually protected:to prevert-short circuits by placement in the original retail packing
or by otherwise insulating terminals,,a.g.ty taping over exposed terminals or placing each battery in a
separate plastic bag or protective pouch;
c. if devices are carried in checked baggage the passenger/crew member must take measures to
prevent unintentional activation.
d. electronic cigarettes containing lithium batteries are permitted in car ry-on baggage only (see
paragraph below).

Electronic cigarettes Containing ba tt eries
Electronic cigarettes including e-cigars and other personal vaporizers containing batteries when carried by
passengers or crew for personal use must be in carry-on baggage only.
Recharging of these devices and/or batteries on board the aircraft is not permitted and the passenger/crew
member must take measures to prevent accidental activation.
Spare batteries must be individually protected to prevent short circuits by placement in the original retail
packaging or by otherwise insulating terminals, e.g. by taping over exposed terminals or placing each
battery in a separate plastic bag or protective pouch and carried in car ry -on baggage only.

In addition, lithium batteries are subject to the following conditions:


Each installed or spare battery must not exceed:
1. for lithium metal or lithium alloy batteries, a lithium content of not more than 2 g; or
2. for lithium ion batteries, a watt-hour rating of not more than 100 Wh.

Spare Lithium Batteries


Spare lithium batteries are permitted in • car ry-on baggage only
Spare batteries must be individually protected so as to prevent short circuits (by placement in original retail
packaging or by otherwise insulating terminals, e.g. by taping over exposed terminals or placing each
battery in a separate plastic bag or protective pouch);
Their number is limited to two spare batteries per person for lithium ion battery with a watt-hour rating
exceeding 100 Wh but not exceeding 160 Wh or lithium metal batteries, with a lithium content exceeding 2
g but not exceeding 8 g.(Nouvelair approval is required);

Small Vehicles Powered by Lithium Batteries


Examples of these small lithium battery-powered vehicles-are:- - .airwheel, . solowhee!, • hoverboard, mini-
segway, balance wheel. These devices are not "mobility aids", but they must be treated as "portable
electronic devices" (PED).
It's forbidden to passengers or crew to have Small Vehicles Powered by Lithium Batteries in their checked
or car ry-on baggage.
If cabin crew identify one of these do i es, they should refer to the ground personnel for-proper offloading.

Note:
When moving carry on luggage to the cargo hold (due to insufficient space in the cabin), The following
precautions shall be taken by the Handling personnel.
• For PED carried in checked baggage measures shall be taken to prevent unintentional activation of
the device.
• Electronic cigarettes including e-cigars and other personal vaporizers containing batteries, spare
lithium batteries are permitted in carry-on baggage only.
