1. SCOPE OF PROGRAM
The program defines checks and tests to be carrier out on individual materials and
electrical system during installation or on completion.
Checks and tests aim at determining any abnormalities that may have occurred during
transport, installation and assembly and at establishing the efficiency o: systems and
circuits and feasibility of components.
These checks and tests do not aim at repeating inspections carried out at the supplier's
premises and therefore, at verifying the performance and correct construction of
materials.
The program described on the following pages allows for the Client's requirements and
has been defined by considering that every check and test has a specific intrinsic value
with regard to data or characteristics to be established. However, this value varies
depending on the role played by the system, circuit or component to which it applies and
this role is linked to implications concerning malfunction and safety of personnel and
equipment.
Therefore, depending on the importance of the circuit, checks and tests may be carried
out only on a sample of identical or similar circuit components (e.g. motor starters).
The program has been prepared by subdividing checks and tests as follows:

Duties and responsibilities relating to checks and tests are as indicated in "Data Sheet for
duties ant responsibilities of checks and tests of electrical] installations".
The following prescriptions shall also apply:
3.1. Inspector
Tests and/or checks outlined with code (P) on Data Sheet for duties and responsibilities
entrusted to c qualified engineer who will be responsible for the organization of checks
and tests and whose instructions must be complied with by all persons for whatever
reasons they may be present.
The above engineer is the "Inspector" and must therefore sign all documents associated
with checks and tests
The Employer shall agree with the Contractor on the schedule and procedures for the
execution of checks ant tests.
All duties connected with the Contractor's responsibilities shall be at his own expenses
(e.g. labor equipment, instruments, documentation, etc.)

5. DESCRIPTION OF PROGRAM
Before being installed materials must undergo a "visual examination" to determine any
damage or breakage to prevent the installation of materials that will require replacement
at a later stage.
This check will generally be carried out at the warehouse.
However, for some materials which must be transported to the place of installation in their
packing (e.g. panels) it can be carried out on site.
N.B.: In doubtful cases instrument checks and/or tests can be carried out.
5.2. Checks and tests for the correct mechanical execution of installations
Checks and tests must be carried out during construction or when systems or a
constituent part of them are mechanically completed to ensure that the equipment and
individual components are installed in accordance with design requirements, suppliers'
instructions, technical codes and accident prevention codes and that there is no obvious
damage or breakage.
In the case of areas with potentially explosive atmospheres, checks must be carried out
to ensure that the whole system and individual components are installed in compliance
with appropriate codes.
More particularly, checks and tests listed below must be carried out.
In the case of parts of systems or materials which are not indicated below, checks and
tests must be carried out by analogy with those of materials indicated and in accordance
with the supplier's instructions.
5.2.1. Checks and tests for the correct mechanical execution of POWER TRANSFORMERS
c) The oil level (or other dielectric liquid) in the conservator corresponds to the level
prescribed with regard to the oil temperature read on the dial thermometer.
NOTE: If the level is too low add new oil which has bean treated.
If the conservator is fitted with a water collecting trap, drain it using
the drain valve.
d) Air bubbles have been evacuated by opening and closing appropriate breather plugs
in the tank, radiators and insulators.
f) The oil level in the air dryer sump corresponds to that marked.
g) Silica gel (silicon oxide) of the air dryer is dry (if blue: dry; if purple: 20
-30% humidity;
if pink: damp-saturated).
NOTE: It can be regenerated and ot do this the silica gel enclosure must be
removed with the air intake pipe blocked: the silica gel must then be
spread on to a sheet and heated to 180-200°C until it turns blue.
Before turning the dryer upside down to remove the silica gel the
oil sump at the bottom of the container must be unscrewed.

h) The oil filling plug on the conservator is closed at the transformer breathes only
through the silica gel dryer. To this end, the seal of the connecting pipe preceding
the dryer or automatic rapid relief valve must have been checked.
i) Isolating valves in the oil line and radiators open and close correctly.
j) The tap-selector switch moves correctly in all positions. The safety plug or blind
flange has been removed from the rapid discharge gate valve.
l) The pressure valve or bursting disk are not blocked in the "closed" position and can
operate freely.
The diaphragm consists of very thin tin foil (approx. 0.1 mm.).
m) The level of the compound or oil in the cable terminal box corresponds to that
prescribed.
n) Cables of bus-bars connected to the transformer are supported in such a way that
there is no weight or stress on bushing insulators.
There are no safety short-circuits on terminals.
p) There are no loose or missing screws or nuts. Accessories are well fixed.
Earth conductors are suitably fixed to appropriate terminals.
t) Other checks to verify the correct mechanical execution as specified by the supplier
have been carried out.
5.2.2. Checks and tests for the correct mechanical execution of POWER SWITCHBOARDS
AND EQUIPMENT
a) Switchboards are clean and there are no foreign bodies or dust in them.
This must be established by carrying out a test with a megaohmmeter but without
recording values measured.
N.B.: If dust is found then cleaning must be carried out using a vacuum cleaner and
rags.

e) Bus-bar and cable bolts are secure and of the correct size.
g) Doors and panels close properly and there are keys for all locks.
h) Holes that are not used but are planned for future equipment or instruments are
correctly blanked off.
m) "WARNING" tags fitted by the manufacturer for special indications are intact.
5.2.3. Cheeks and tests for the correct mechanical execution of STORAGE BATTERIES
a) Batteries are installed as indicated in the design and in compliance with the
supplier's instructions.
c) There is no leakage of the electrolyte. There are no cracks in the cell enclosure.
d) Connections between cells and blocks are such as to prevent any short circuit.
e) Terminals are clean, well tightened and fitted with protection caps.
g) "WARNING" tags fitted by the manufacturer for special indications are intact.
5.2.4. Cheeks and tests for the correct mechanical execution of ROTATING MACHINERY
b) Conductors are correctly connected to terminals bearing in mind the phase rotation
and direction of rotation. The insulation distance to earth is suitable.

j) No foreign objects have been left inside and wedges installed for transport have
been removed.
k) If there are brushes they are staggered transversally on the surface of the rings
without, however, being in contact with ring corners so that they do not splinter. The
distance between brushes and ring surface is that anticipated by the manufacturer
and the inclination, if any, is correct, i.e. opposite to the direction of rotation.
Brushes move freely, there is even contact with rings and the brush spring pressure
is that specified by the manufacturer. Braided brush leads do not touch the brush
gear.
l) Checks to verify the correct mechanical execution as specified by the supplier have
been carried out.
5.2.5. Checks and tests for the correct mechanical execution of MISCELLANEOUS
EQUIPMENT ON THEIR OWN SUPPORT
d) Earthling and control cable connections are correctly executed and fixed.
i) Boxes are complete with all bolts and are securely closed.

5.2.7. Checks and tests for the correct mechanical execution of ELECTRICAL CABLE
SYSTEMS
a) Trays, supports and protective conduits are correctly fixed to structures, are aligned
and at a distance or shielded from sources of heat. Trays are fitted with sun covers,
if anticipated in the design.
b) The bending radius of conduits is not less than the minimum established.
c) Free ends of conduits have no burrs which can damage the cables.
d) Threaded joints of conduits, fittings and boxes are well tightened and oiled.
e) Flexible conduits, explosion-proof seals and three-piece unions are correctly located
in accordance with reference codes and the design. Cable inlets in panels,
equipment and boxes are well sealed an cable glands hold cables securely.
f) Conduits, and pipes for road crossings, that are not used are internally clean and
plugged.
g) Boxes are well sealed and holes not used are blanked off.
i) Protection against corrosion has been provided and is complete or made good
where necessary.
j) All cable systems are installed in accordance with the types of cables and conductor
sections indicated in the design.
k) Cables are laid in accordance with the layout and spacing indicated in the design.
l) The bending radius of cables is not less than the minimum established.
m) Cables have not been damaged during installation. To verify this, a check with a
megohmmeter must be carried out before backfilling or final fixing and data must be
recorded on the appropriate forms.
N.B.: Insulation resistance values measured are not particularly meaningful if they
are examined individually since they depend on the ambient temperature,
humidity, joints and terminations.
However, they are meaningful if they are compared to those of other cables.
In fact, when all readings have bean carried out, results must be examined
in such a way as to determine individual cables whose insulation resistance
is well below the average value of cables having similar characteristics
(section, type, laying position) even if the value exceeds the minimum value
indicated further on.

These cables must be examined to establish mechanical faults and, if there are
none, they may be heated to eliminate traces of damp.
After this the Ri must be measured again and if no acceptable value is obtained the
cable must undergo an applied voltage test.
Despite these limitations, for cables of up to Uo/U = 6/10 kV, the minimum insulation
resistance value of individual cables or group of cables belonging to the same circuit
must equal:

n) Cables have identification tags (to be fitted before covering buried cables or cables
in trenches).
r) Cables are connected to equipment specified in the design and not to other
components.
s) Cables or bus-bars through walls or ceilings are correctly sealed wherever the
propagation of flammable substances, fire and products of combustion an inlet of
insects, dust, etc. must be prevented.
v) Conductors are correctly connected to panel an, equipment terminal strips and there
is no interruption in conductors forming part of the cable system this must be
checked using a suitable instrument (e.g. buzzer or tester).
5.2.8. Checks and tests for the correct mechanical execute of the LIGHTING INSTALLATION
b) Lighting equipment is as anticipated in specify points of the plant such as those for
operation instruments, stairways, emergency exits, etc.
g) Local lighting panels are suitably welded to the support structure. The mechanical
operation o circuit-breakers is satisfactory.
h) Protection against corrosion has been provided and is complete or made good
where necessary.
i) Poles and floodlights are complete with accessories and are earthed.
5.2.9. Checks and tests for the correct mechanical execution of the EARTHING
INSTALLATION
a) Buried conductors and earth rods are located in accordance with the design.
c) The continuity of the protective conductors (PE), equipotential conductors and other
conductors which form part of the earthing system has been verified.
d) Conductors rising from the floor or ground are protected by means of a conduit
section.
e) Buried joints of conductors are protected against damp with a bitumen or similar
mixture.
f) Earthing and equipotential connections are provided for machines, panels, equipment,
components and structures, including those outside the electrical installation, as
anticipated in the design and in accordance with reference codes. Safety extra low
voltage (SELV) equipment and those with double, reinforced or special insulation
(Class II or ) must not be earthed.
g) Air terminations and down conductors for lightning protection comply with the design.
i) Earthing of concrete reinforcing bars has been carried out, if required by the design.
k) Protective conductors (PE) and earthing conductors are sized in relation to the design
and are correctly fixed and protected.
n) Protection against corrosion has been provided and is complete or made good where
necessary.

DIRECT CONTACT
a) Barriers, screens, guards, rails and protective enclosures against direct contact are
as anticipated in the design and guarantee the degree of protection required.
b) The safety distance between live parts and maximum access for personnel comply
with safety codes.
5.2.11. Checks and tests for the correct mechanical execution of ELECTRICAL SUBSTATIONS,
H.V. SWITCHYARDS, TELEPHONE EXCHANGES, BATTERY ROOMS, ETC.
a) Doors and hatches close properly, are provided with keys and, from the inside, can
be opened using the handle or crashbar only as anticipated in the design.
b) Fencing and boundary limits for keeping persons away from equipment installed
outdoors (e.g. transformers) are correctly installed.
d) Ventilation openings are not blocked off and are fitted with gratings and insect nets.
e) The artificial ventilation system in the panel room and/or battery room operates
correctly.
f) The layout of panels and equipment meets requirements as regards working and
safety space, as anticipated in the design.
g) All parts of civil works are complete and comply with the design. The floor slope is
correct and the drain pit is clean.
h) The floor and walls of the battery room are coated and/or painted with acid-resistant
paint. The floor slope is correct and the drain pit is clean.
l) Fencing and boundary limits for keeping unauthorized persons away are correctly
installed and connected to the earthing system.
o) Warning notices are fixed to access doors, fencing of transformer bays, battery
room door, etc.
p) A set of electrical diagrams is available for whoever must operate the electrical plant.
q) First-aid equipment and fire-extinguishers are suitably positioned and available for
whoever must operate and maintain the plant.

5.2.12. Checks and tests for the correct mechanical execution of CATHODIC PROTECTION
a) Control panels are clean and there are no foreign bodies or dust in them.
h) Cables and conductors are correctly installed. Conductors of the protection circuit
are correctly connected (+: to the anode; -: to the structure to be protected).
i) Holes which are not used but which are anticipated for future equipment and cable
inlets are blanked off.
l) Characteristics of the anodes and reference electrode for the measurements are as
anticipated in the design; in addition, they are well connected to the outgoing
conductor.
m) The number and location, both plan and depthwise, of the anodes and reference
electrode are as indicated in the design.

The following checks and tests must be carried out during construction or on completion
and, in any case, before commissioning to:
More particularly, checks and tests described below must be carried out.
N.B.: It is assumed that checks for the correct mechanical execution as described in
para. 5.2. have been carried out.
5.3.1. POWER TRANSFORMER cheeks and tests to be carried out on all transformers
a) Checking that the gate valves on the oil circuits or circuits with other liquids are open
and that bypasses are closed.
b) Checking the operation and calibration of gas relay (Buchholz), thermometers, level
indicators and other instruments.
c) Checking the operation and correct position of voltage tap selectors, whether of the
off-circuit type or for on-load operation.
g) Under no-load conditions, checking the voltage in the various tap selector positions,
and checking the temperature and noise level.
a) Testing and calibration of all indirect protection relays and application of current and
voltage at the secondaries of current and voltage transformers.
b) Testing and calibration of direct protection relays. The test must be carried out on
10% of the total number of relays. If 5% of those tested do not meet requirements
another 10% must be tested and if 5% of this second group do not meet
requirements all relays installed must be tested. Calibration (setting to values laid
down in the design) must be done for all relays.

5.3.4. STORAGE BATTERY checks and tests to be carried out on all BATTERIES
5.3.5. ASYNCHRONOUS MOTOR checks and tests to be carried out on all MOTORS with the
exception of that specified in f)
b) Checking the rating plate to ensure that the data complies with that specified in the
design.
f) For motors rated more than 1000 V, measurement of specific start-up time (tAS).
g) The machine should be operated on-load as soon as possible and for sufficient time
for it to reach thermal equilibrium. When the thermal equilibrium is reached,
measurement of the winding temperature in the case of motors fitted with
temperature sensors (R.T.D.). Protection devices must then be tripped to check their
operation and calibration.
5.3.6. SYNCHRONOUS MACHINE checks and tests to be carried out on all MACHINES

h) The machine should be operated on-load as soon as possible and for sufficient time
for it to reach thermal equilibrium. During this time appropriate personnel can carry
out mechanical checks and tests (e.g. coupling, lubrication, cooling, bearings,
vibrations, etc.). When the thermal equilibrium is reached, measurement of the
temperature using temperature sensors (R.T.D.) positioned on the machine.
Protection devices must then be tripped to check their operation and calibration.
5.3.7. GENERATING SET checks and tests to be carried out on all SET
a) Appropriate checks and tests anticipated for panels of synchronous machines (see
para 5.3.3. and 5.3.óó).
b) For emergency generating sets, checking the automatic start-up and stoppage and
on-load time.
• all cables with a rated voltage equal to or greater than Uo/U = 8.7/15 kV
• cables with a rated voltage of more than Uo/U = 0.ó/1 kV and for which the
measurement of the insulation resistance was not satisfactory.
N.B.: Whenever possible the test must be carried out on a cable complete with
joints and terminals before backfilling or final fixing.
d) Checking, under on-load conditions, the control and indication circuits (checking of
auxiliary relays, lamps, etc.).
f) Checking the user supply circuits with automatic reacceleration under on-load
conditions.
• In the case of indoor areas the measurement may be carried out in only one
room which must be identical or similar to others in respect of the type of lighting
equipment and characteristics of the room (area, walls, etc.).
• In the case of open areas the measurement must be carried out everywhere.
• In the case of plant areas the measurement must be carried out in the most
important areas such as pump rooms, compressor rooms, compulsory
passageways, etc.
• In the case of roads the measurement may be carried out in only one road
section between one column and the next, and the measurement will apply to all
identical roads lit in the same way.
The measurement must be carried out only in the case of electrical systems with the
NEUTRAL earthed to a separate earth electrode from that of EXPOSED
CONDUCTIVE PARTS and if the total calculated earth voltage (Ut = It . Rt) is
greater than 120% of the maximum allowable value of the pace and touch voltage
(Up and Uc).
The measurement must be carried out only if the total earth voltage (Ut) calculated
or measured is greater than 120% of the maximum allowable value of Uc and Up.
Initially there must be only a few measurement points and they must be chosen
amongst those considered most critical in relation to the configuration of the earth
electrode and location of electrical system components with the neutral connected to
a separate earth electrode such as:
c) Measurement of earth fault loop impedance in systems with the neutral and exposed
conductive parts connected directly to earth utilizing the same earth electrode (TN

In the case of a fault to exposed conductive parts at the end of the cable system or
on the equipment supplied (e.g. motor), the protection device must operate correctly
within the maximum allowable time. In the case of low voltage circuits in accordance
with IEC, the condition to be met is:

If5S = interrupting current in 5 seconds of the protective device
c1) The protective conductor (PE) is part of the power cable (composite conductor)
c2) The protective conductor (PE) is a non-magnetic metal covering of the power
cable (e.g. copper, aluminum, lead, etc. sheaths and shields) or a non
-magnetic
metal conduit (e.g. aluminum).
c3) The protective conductor (PE) is a magnetic metal covering of the power cable
(e.g. steel armouring or sheaths) or a steel conduit.
c4) The power cable has no metal sheath of any type and is not in a metal conduit
and the protective conductor (PE) is not part of it and is installed separately
(spaced away).
On the assumption that protective devices are correctly chosen, that metal sheaths
and conduits are connected to exposed conductive parts on one side and to the
neutral of the electrical system on the other side, the fault loop need not be
measured for circuits mentioned in para. c1) and c2).
For circuits mentioned in para c3) and c4) representative ones will be identified
considering the various types and sizes, bearing in mind that the situation is more
critical:
Initially only a few circuits must be measured and they must be chosen amongst
most critical ones.
If values measured are within allowable limits no further measurements are
necessary.
However, if values measured exceed maximum allowable ones then additional
measurements must be carried out on other circuits starting with those considered
most critical and ending with those least critical.
