1.1 This method of measurement provides a uniform basis for measuring bills of quantities
for works of construction. More detailed information than is required by this document
may be given to define the precise nature of works or the circumstances under which it
is to be carried out.
1.2 Amendments to this method of measurement for use in a particular locality or adopted
for work not envisaged by this document shall be stated; an appendix is to be provided
for such amendments.
1.3 This method of measurement may be applied equally to the measurement of proposed
works and of complete works.
2. Bills of Quantities
b. to provide a basis for the financial control of a project, in accordance with the
conditions of contract.
c. All quantities shown in the bill of quantities are approximate and the purpose of
such quantities is to obtain a close estimate of the value of the tender contract.
However, the contractor shall be paid for the actual amount of work carried out in
accordance with the contract as determined by direct measurement during the
progress of the works whether the actual quantities are more or less than those
shown on the bills of quantities. Those quantities are not intended to be used by
the contractor for the materials take-off and ordering.
2.2 Bills of quantities shall describe and represent the works to be carried out; work which
cannot be measured accurately shall be described as approximate or given in bills of
approximate quantities.
2.3 Conditions of contract, drawings and specifications shall be provided with the bills of
quantities.
2.4 The section headings and classifications do not impose restrictions upon the format
and presentation of bills of quantities.
3. Measurement
3.1 Works shall be measured net as fixed in position and each measurement shall be
taken to nearest 10 millimeters; this principle shall not apply to dimension stated in
descriptions.
3.2 Unless otherwise stated, no deduction shall be made from items required to be
measured by area voids of less than 0.36 m2.
3.3 Minimum deductions of void shall refer only to voids within the edges of measured
areas; voids which are at the edges of measured area shall always be deducted,
irrespective of size.

3.4 These principles of measurement may be used with other units of measurement but the
particular amendments shall be stated.
4.1 Unless otherwise stated, all items shall be fully inclusive of all that is necessary to fulfil
the liabilities and obligations arising out of contract and shall include:

5.1 items which are required to be enumerated, or for which an item is required, shall be
fully described.
5.2 Items which are to be measured by length or depth shall state the cross-sectional size
and shape, girth or ranges of girths or such other information as may be appropriate.
5.3 Items which are to be measured by weight shall state the thickness or such other
information as may be appropriate.
5.4 Items which are to be measured by weight shall state the materials thickness or such
other information as may be appropriate
5.6 The description of items in bills of quantities may refer to other documents or drawings
and any reference to such information shall be understood to fulfil any requirement of
this method of measurement, alternatively, reference may be made to published
information.
6. Dayworks.
6.1 The cost of labor in dayworks shall be given as a sum; alternatively, a schedule of the
different categories of labor may be given containing a provision for hourly rates.
6.2 The cost of labor included in a sum or schedule shall include wages, bonuses and all
allowances paid to operative directly engaged on dayworks (including those operating
mechanical plant and transport) in accordance with the appropriate employment
agreement or, where no such agreement exists, the actual payments made to the work
people concerned.
6.3 The cost of materials in dayworks shall be given as a sum; alternatively, a schedule
may be given containing a provision for pricing different materials.
6.4 The cost of materials included in a sum or schedule shall be the net invoiced price,
including delivery to site.
6.5 The cost of constructional plant employed exclusively in dayworks shall be given
containing a provision for hourly rates for each category.
6.6 The cost of constructional plant included in a sum or schedule shall include fuel,
drivers, consumable stores, repairs, maintenance and insurance of plant.
6.7 An item shall be given for the addition of establishment charges, overheads and profit
to each of the sums or schedules of labor, materials,, or plant.
7. Conditions of Contract
7.1 The Tenderer is deemed to have covered in his unit rates all the requirements of the
Conditions of Contract.
8. Specification
8.1 The Tenderer is deemed to have covered in his unit rates all the requirements of the
technical specifications.
9. Restrictions
9.1 The tenderer is deemed to have covered in his unit rates for Restrictions, which shall
include

d) Removing rubbish, protective casings and coverings and cleaning the works at
completion.
e) Traffic regulations.
f) Maintenance of public and private roads.
g) Drying out the works.
h) Control of noise and pollution.
i) All statutory obligations.
Demolition and alteration items and the like shall be measured as indicated in the bills of
quantities.
All salvage items arising from dismantling items should be stored properly and handed over
to the owner all as per the Engineer's Instructions.
- Clearing away from site as the work proceeds materials arising from the demolition
and alteration work.
- All temporary supports and shoring deemed necessary incidental to demolition and
alteration works.
1. Excavation
Excavation is given in cubic meters. The quantities given are the bulk before
excavating.
- Excavating next to existing services and around existing services crossing excavations
including temporary support, temporarily re-routing, sealing and removing services as
required.
- Breaking out existing materials and hard paving including concrete, reinforced
concrete, brick-work, blockwork, stone work, drains, and coated macadam or asphalt
and the like.
- Extra excavation for working space and to accommodate earthwork support including
additional disposal, backfilling, work below ground water level, breaking out and
earthwork support.
- Disposal of excavated material, on site or off site, including spreading and leveling or
depositing in spoil heaps, providing tip and paying fees and multiple handling.
- Backfilling to excavations around foundations, walls and columns with material arising
from excavations or imported materials including depositing and compacting in layers
and multiple handling.
2. Filling
- Interlocking concrete tiles are given in square meters, the unit rate is deemed to include
sand bed materials and all necessary related works and materials
a- Excavation works, concrete works, formwork, pointing and all necessary related
materials and works.
b- Bedding mortars and other fixings materials.
c- Jointing, grouting and cleaning.
2. The unit rate is deemed to include all necessary preparation works and all related
works and materials.
1. Bar reinforcement
Each class of concrete is given separately, stating the kind of cement and whether
plain or reinforced.
Wall and column kickers are included with the measurement of walls and columns
respectively.
Columns are measured from top of slab to underside of beams or slab above.
Projections, nibs, attached columns and the like are included with the measurement of the
adjacent member .
Columns are only measured as such when their length on plan is not exceeding four times
their thickness.
Details of each type of composite or complex unit and feature are stated in descriptions.
Unless other wise stated in B.O.Q. in situ concrete is given in cubic meters measured net
except that deductions are not made for the following:
- Reinforcement.
- Steel sections of area not exceeding 0.50m2
- Cast in accessories.
- Voids not exceeding 0.05 m3 volume.
- Formwork to all surfaces, edges, sloping, tops, grooves, chamfers, niches, end of
walls, sides of voids, opening and the like.
- Designing mixes.
- Any method of pouring, placing, compacting and curing.
- Pouring on or against earth or unblended hard-core.
- Any thickness, cross-sectional area or number of members.
- Horizontal, sloping and vertical.
Stamped concrete floors are given in square meters, the unit rate is deemed to include
preparation works and all necessary related works and materials
Precast concrete office desk are enumerated, the unit rate is deemed to include
reinforcement steel bars, fixings, wooden works, decoration and all necessary related works
and materials.
04100 - Mortar
04220 - Concrete Masonry Unit
1.0 Generally
1.1 Each kind of hollow and solid block and brick is given separately. Those used in
work constructed as Formwork and with joint reinforcement are each so
described.
1.2 Work of each of the following types is given separately and measured in square
meters:
1.6 Walls, are given in square meters measured on the center line of the material.
No deduction is made for voids not exceeding 0.36m2
Extra materials for curved work, tapering work and for work bonded at back to
other work.
Building against or tying to other work (i.e. not bonded) , including extra material.
Overhand building.
Forming cavities in hollow walls and between wall and other work, including
providing wall ties, and closing cavities at ends, tops and around openings

Grooves, throats, mortices, chases, rebates, holes, stops, mitres and the like.

chases.
Building in or cutting and pinning ends of lintels, sills, bearing bars, steps,
timbers, steel sections and the like.
Templates for forming openings and lift shafts, centering, and temporary
supported protection to built-in frames.
Fixings in position.
Formwork and steel bars reinforcement for lintels, bond beams and stiffener
column.

Special stones, such as external, internal and triangular angles, heads, jambs,
sills…etc.
2.0 Corrugated steel sheet are given in square meters, the unit rate is deemed to include
all necessary bolts, sheets, welding, fixings, fittings, accessories and fire protection
paint.
Steel plates
steel plates are given in linear meters, the unit rate is deemed to include fixings,
fittings, accessories, welding, angles, painting and all necessary related works and
materials.
Steel tubes
steel tubes are given in linear meters, the unit rate is deemed to include fixings,
fittings, accessories, welding, angles, painting and all necessary related works and
materials
Aluminum Canopy
Aluminum canopy are enumerated, the unit rate is deemed to include fixings, fittings,
accessories, welding, angles, painting and all necessary related works and materials.
Steel Stairs
Steel stairs are enumerated, the unit rate is deemed to include fixings, fittings,
accessories, welding, angles, painting and all necessary related works and materials.
- Handrail
Wooden desk are enumerated, the unit rate is deemed to include all necessary,
fixings, fittings, accessories, painting and all necessary related works and
materials.
Kitchen cabinets floors or walls are given in linear meter, the unit rate is deemed
to include drawers, doors, shelves, fixings, accessories, hardware, painting and
decoration and all necessary related works and materials
Wood cladding are given in linear meters, the unit rate is deemed to include
Wooden backing supports, skirting, grooves, fixings, accessories, painting works
“as specified” and decoration and all related works and materials.
Wooden benches are enumerated, the unit rate is deemed to include Wooden
backing supports, grooves, fixings, accessories, painting works “as specified” and
decoration and all related works and materials.
Each kind of thermal and moisture protection items are given separately stating the type of
material.
The thermal and moisture protection items are given in square meters unless otherwise
indicated measured the area in contact with the base. No deduction is made for voids not
exceeding 0.36m2.

Vapour barrier is given in square meters, the unit rate is deemed to include fixings and all
necessary related works and materials
Extruded polystyrene thermal insulation are given in square meter, the unit rate is deemed to

Ceramic roof tiles are given in square meters, the unit rate is deemed to include cement and
sand mortar bed, sandfill materials, grouting, jointing and all necessary related works and
materials.
Metal flashing is given in linear meters, the unit rate is deemed to include fixings and all
necessary related works.
Sundries
- Natural gravel bed is given in square meters, the unit rate is deemed to include all
necessary preparation works.
- Cartonal protection board is given in square meters, the unit rate is deemed to include
all necessary fixings.
- Geo-textile separating layer is given in square meters, the unit rate is deemed to
include all necessary fixings.
08700- Hardware
2. The unit rate is deemed to include fixing with screws to match and fixing to
metal and wood doors.
08800 - Glazing
1. Work items in this section shall be measured as the net area covered. Work to
reveals of openings and all other narrow widths shall be included in the
measurement.
h- Grooves if any.
The unit rate is deemed to include gypsum layers, studs, fixings, fittings,
accessories, skimcoats and all necessary related works and materials as
mentioned in BOQ.
f- Skim Coats

1- Work items in this section are measured in square meters as the net
surface area of finish.
Vinyl sheets flooring is given in square meter, the unit rate is deemed to include
preparation works, special adhesive materials, cutting and fixings and all

09900 Painting
1- Painting is given in square meters for the net area covered. Work to narrow
widths will be incorporated in the measurement.
2- Painting for all metal and wooden works shall not be measured separately,
but shall be deemed included with the related measured works.
a- Preparation works.
b- Under coats as per specifications.
c- All necessary related materials and works.
- Boards are given in square meters, the unit rate is deemed to include fixings, fittings,
accessories and all necessary related works and materials
- Toilet compartments are enumerated, the unit rate is deemed to include doors, fixings,
fittings, accessories, handless, hardware and all necessary related works and
materials
10440 – Signs
- Alucobond Signs are enumerated, the unit rate is deemed to include preparation works
and all necessary related works and materials as mentioned in BOQ and as per
specifications
Fire sealants,
Loose keys, tools and spares and the like, except where required to be
given separately,
Plates, labels and tags for the identification of plant, equipment, cables,
switches and the like.
2. ELEVATORS
1. Generally
1.1 Each kind of elevators are given separately, type, size, pattern,
capacity, loading, length, floor served … etc. are stated, where
appropriate.
4. All quantities shown in the Bill of Quantities are approximate, and the purpose of
such quantities is to obtain a close estimate of the value of the works. However,
the contractor shall be paid for the actual amount of work the contractor carries
out in accordance with the contract, as determined by direct measurement during
the progress of the works whether the actual quantities are more or less than
those shown in the Bills of Quantities. Those quantities are not intended to be
used by the contractor for the ordering of materials.
5. The Unit Price and the rates inserted in the Bills of Quantities respectively shall be
comprehensive and shall include for complying in all respects with the
requirements of the Technical Specifications, drawings and all other related tender
documents. This shall cover all the obligations under the contract and all matters
deemed necessary for the proper construction, completion of and remedy of
defects in the works. No claims for additional payment will be allowed for any
error, or misunderstanding of the work involved by the contractor.
6. In the Bills of Quantities, a unit price or rate shall be inserted against its respective
item with quantities only. The value of any item left unpriced shall be deemed to
be covered by other rates and prices entered in the Bills of Quantities.
7. All measurements of the executed works called for in the Contract shall be based
on the unit price stated in the Bills of Quantities and made according to the
specifications. Any work done by the Contractor, but not called for in the Contract
or not requested in writing by the Engineer, shall not be included in the
measurement.
8. The unit rate of the materials and equipment shall be based on the Specification, all
components as required and specified under each item concerned in the
Specifications, Technical Data and Notes on Contract Drawings, and all other
Contract documents.
9. The Bills of quantities are classified under headings and sections with the same
reference numbers and titles as the specifications.
10. Each section referred to in the Bills of quantities shall be read in conjunction with
the respective section and with all other related sections of specifications.
11. The Bills of Quantities, Specifications, Schedule of Equipment and Drawings and
all other Contract documents are complementary to each other.
12. It is the responsibility of Contractor to check the locations and quantities of the
materials and equipment to be executed in accordance with the contract
drawings.
General
4. All civil work required and connected with the electromechanical installations,
such as: equipment concrete bases and supports, cutting through walls and
slabs for passage of pipes and conduits and ducts, pipe sleeves, repatching,
fixing of pipe and duct hangers and supports to structure, wooden frames for air
outlets and louvers and wall mounted fans, excavation and backfilling, riggings,
hosting, water proofing, cleaning, protection and painting..
6. Allowance for cleaning and for proper protection of all equipment plants,
electrical installations and structures during insulation and paintings.

2.2 The unit rate is deemed to include all necessary steel cover grating
frames, gaskets, chasing, cutting, excavation, backfilling, builders works,
accessories and fittings.
3. Sanitary Fixtures
3.2 The unit rate shall include all mixers, flush valves, flush cistern, angle
valves, flexible hoses, flow restrictors, aerators, escutcheons plates, pop-
up drains, p-traps, brackets, adapters, flexible connection, cutting, chasing,
builders works, wall flanges, wall brackets, WC connectors, fixing kits and
all other accessories as called for in specifications.
4. Water Cabinets
4.2 The unit rate is deemed to include plastic or steel water cabinet boxes,
brass cold and hot water collectors, ball valves, automatic air vents,
brackets, nipples, union, cover, all other accessories as shown on
drawings and as called for in specifications.
5.2 The unit rate is deemed to include fixings, fittings, accessories, electrical
and mechanical connections, pressure relief valve, isolating valves and all
necessary to complete the works.
6.2 The unit rate is deemed to include all necessary fixings, fittings,
accessories, valves, mechanical and electrical connections and as called
for in the drawings and specifications

resilient mountings, skids and hangers, flexible connections on fan inlet
and outlet, filters where required, insect screen, back draft dampers or
automatic shutter, non-overloading backward aluminum inclined fan wheel,
aluminum roof curbs, pulleys with taper locks, inlet guards, belt guards,
lubrication points, sound attenuators to achieve the NC for the served
space and the outdoor, one set of spare belt drives per each fan, electrical
connections and all other accessories as shown on drawing and as called
in specifications.
10.2 Unless otherwise indicated in B.O.Q., the unit rate is deemed to include
metal sheets ducting with all joints, sealant compound, fire retardant
sealants for all ductwork passing through fire rated structures, hangers and
supports and brackets, reinforcing angles, bird screens, volume access
doors and panels, all vanes, volume splitter damper (VSD), regulating
damper, smoke dampers, expansion with rod and lock screws, coating,
painting all joints, adapter and coupling and all accessories as specified
and as shown on drawings and as called for in the specifications.
11. Insulation :
11.1 Duct insulation are given in square meter for the installed ducting.
11.2 The unit rate is deemed to include all joints, sealant compounds, bands,
vapour barrier, and all finishing, coating protection and cladding with all
accessories as called for in the specifications.
12. Air Terminal, Diffusers, Air Grills, Registers and Door Grills, Volume and Fire
Dampers, Flexible Connection
12.2 The unit rate is deemed to include all materials associated and
components, flashing, clips, shims, fastening devices, separating panels,
anchors, painting, frames, flashing, neoprene gaskets, all accessories and
associated works shown on drawings and indicated as per specifications.
13.3 Isolating valves, globe valves, check valves, strainers, pressure gauges,
pressure relief vent, air release valves, flexible connections, vibration
isolators, control panels, concrete base with elastic interlayer for remove
vibrations electrical connections, concrete base and antivibration pad as
shown on the drawings and as called for in the specifications.

of work to be performed during the coming
three months
The Contractor shall submit to the Engineer, in
addition to the monthly report a report at
quarterly intervals which will provide more
general information about the Works
The content and format of all Reports shall be
subject to the approval of the Engineer
