Sir,
1. RO Thimphu
Before deploying for the field work, the team wanted to consult with the Chief
Engineers of the two RO’s, to discuss with further proceeding for carrying out the DPR.
The Chief Engineer of RO Thimphu was contacted first and met in person for the status
report. Upon meeting him personally, it was known that roughly 15km road stretch
needs detail surveying to be done as it is still under feeder road standard. Technically it
proved to be of mere possibility for the detail surveying to be completed at the earliest as
the DRP needs to be submitted latest by 7th of February, 2019. For the detail surveying
to be completed for the 15km stretch, it would take almost 50 days (minimum) to
complete. This would mean that for compiling and finalizing the DPR, it would take
more than the given due date.

2. RO Phuntsholing
The team then proceeded with the walk through survey along the Samtse-Haa highway.
Based on the walk through survey, road stretches were described individually for
information.
The Samtse to Halhaly road which is of 25 km in length is of full PNH standard and
hence in need no extra work to be done as of now as it is still in good condition.
Permanent structure need not be proposed here as well. In conclusion, the team found no
necessary work to be implemented along this stretch.
Samtse-Halhaly PNH-25km
The existing road is of GC standard and has a width of 3.5m at present. The road needs
to be of SNH standard so widening is essential here. Widening can be done along the
existing alignment/GC road, may need slight gradient correction. Detail surveying is
needed for road design and estimation.
This stretch has the same condition as the above and needs detail surveying to be carried
out here.
This existing road is already in SNH standard and as per the Site Engineer detail cost
estimate has been prepared (attached in previous IPD)
Submitted for kind information and further instructions from the Headquarter.
Yours sincerely,
Sonam Tshering
Engineer
