Adverting to the subject cited above, it is to submit that the work
“Construction of Flyover at Marriguda Junction km 13/6-14/0 on NAM Road in
Nalgonda District” was sanctioned by Government of Telangana vide reference
1st cited above, the Work was entrusted to M/s M. Venkat Rao Infra Projects
Pvt.Ltd, Vishakapatnam vide reference 2nd cited above.
In this regard, many structures and open plots were falling in the
required boundary width for construction of Flyover. As Such Joint Inspection
was conducted by the R&B Department and Nalgonda Muncipality with the
Land Loosers and directions were issued regarding issue of TDR to the affected
portion of their Land/Structure and directed to furnish the same to take further
necessary action in this matter.
In this Connection, I herewith submit the Affected area Particulars of the

1st cited above, the Work was entrusted to M/s M.Venkat Rao Infra Projects
Pvt.Ltd, Vishakapatnam vide reference 2nd cited above and the work is
progress.
In this regard, it is to Submit that reach from km.13/400 to 13/900 has

Right of Way (ROW) of 100 Feet and from km.13/900 to 14/300 has 150 Feet
ROW. For formation of Six lane Flyover along with Double-lane Service Road
and Drain required ROW is 150 Feet. Hence Sincere efforts were made to get
ROW of 150 Feet (from existing 100 Feet) from km.13/400 to 13/900 via
Nalgonda Muncipality by implementing Master plan by way of offering TDR
(Transferable Development Rights) to the affected portion of their land and
required ROW was obtained at many stretches in the above reach.
However, Some of the land loosers approached Hon’ble High Court of
Telangana, requesting for compensation to the affected portion of land instead
of TDR and requested to direct the respondednt authorities not to dispose or in
any matter interfere with the possession and enjoyment of the petitioners and
to pass such orders as Hon’ble High Court deems fit and proper in the
circumstances of the case.
As such it is submitted to bring to your kind attention regarding this

matter and awaited for further necessary action.

Working Estimate as per approved design - Regarding.

In this regard, it is to Submit that designs for the work was approved and
working estimate is duly prepared considering the approved designs. Apart
from those other items which are necessitated are as follows.
1. Initial Technical Sanctioned estimate was prepared duly considering Box

type PSC girders for superstructure, but these were changed to I type PSC
Girders (which were already approved).Hence its associated items were
included in the working estimate.
2. Length of Approach Road is from km.13/485-13/720 & 14/105-14/185 =
405m as against sanctioned length of 321m and also the length of Service
Road is Km.13/485-14/185 (Flyover Portion) , 13/200-13/485 (Merging
Towards Narketpally) & Km.14/185-14/350 (Merging Towards
Mederametla)= 1150m as against 821m Sanctioned, Hence its related items
such as Embankment, GSB,WMM, DBM and BC got increased.
3. Various Electrical Lines and poles are in ROW, which needs to shifted away
from the road boundary, hence estimate for shifting of poles is obtained
from electricity department for an amount of Rs. 67,93,516/- and the same
is incorporated in this Working estimate.
4. In addition to the above electrical pole, there exists 132KV Line across the
proposed flyover whose existing vertical clearence is only 10m which
considerably decreases when flyover is constructed (Level increases by
about 6m) above the Ground level, there by decreasing the vertical
clearence to 4m , the issue is brought to the notice of the local electrical
department(TRANSCO) and joint inspection was conducted by both the
parties and it is proposed to lay intermediate towers on both sides of the
road to maintain sufficient vertical clearence.Hence provision is made in this
working estimate after confirming the amount.
5. DI Water Supply pipelines, Airlines, Gate Valves were obstructing the
Service Road and are at shallow level in service road portion, these needs to
be shifted away from the service Road.Hence provision for the same is
made here.
6. GST is revised to 18% instead of 12% w.e.f 18.07.2022, Hence provision for
extra 6% is made here.
7. The Actual Right of Way (ROW) required for the Project in RE Wall Portion
and Viaduct Portion is 150 Feet.The Scope of work of the Flyover is from
km.13/200-14/350 in which Required ROW of 150 Feet is available from
Km.13/900-14/350 towards Mederametla and the balance reach from
Km.13/200-13/900 has ROW of 100 Feet. Discussions were held during the
initial stages of project submission for Administrative sanction and the same
issue regarding insufficient ROW has been identfied earlier and decided to
compensate for the loss by way of offering Transferable development Rights
(TDR) and the proposal has been submitted to the government and the
project was sanctioned for an amount of Rs.45.00 Crores without the
Provision for Land Aquisition. Due coure of time, work was awarded, the
agency has commenced the Service Roads along with Side drains. The land
loosers in the reach Km.13/200-13/900 has been identified and notices were
served from Muncipal Commisioner,Nalgonda Muncipality duly requesting
to handover the land by way of offering TDR (Transferable development
Rights) U/s 254 of TSM of ACT-2019 read with TDR Rules as per GO Ms. No
330 Dated:28/12/2017 to the affected area. Initially 44 out of 63 Land
owners agreed orally to handover the land by accepting TDR but on request
to submit the KYC documents to process the TDR , no response is obtained
from them. Meanwhile, 17 of the land loosers approached Hon'ble High
Court stating that U/s 254 of TSM of ACT-2019 acceptance of TDR is
voluntary and one cannot entitile TDR on his/her name without their consent
and requested for payment of compensation instead of TDR. In response
Hon'ble High Court has directed the respondents (R&B Department) to
follow the due Process of Law for aquisition of the said land (i.e to Pay
Compensation). As Such amount required for Payment of compensation as
per Market value for land and compensation for structures is calculated in
as seperate sheet and provision is made in the estimate for the same.
As Such working estimaye is duly prepared by including all this provisions

for an amount of Rs.68.50 Crores as against 45.00 Crores

per approved design are not available due to revision in IS Code 14268 from
1983 to 2022 and requested to permit them to use 12.9mm dia HT Strands
instead of 12.7mm. Hence I submit the original application of the agency duly
recommending to permit the use of 12.9mm Dia HT strands instead of 12.7mm

Progress.
In this regard, it is to state that, 132KV Line is crossing the NAM Road at
Kia Showroom at a shallow height and may pose a severe threat to vehicular
safety due to low vertical clearance once the flyover is constructed. The same
is brought to the notice of TRANSCO department and Joint inspection was held
by both the department officials and decision has been made to lay
intermediate towers on either sides of the road to raise the existing line.
Hence requisition is made to TS TRANSCO to furnish the estimate

towards erection of 2 No’s intermediate towers between Loc No.10 and Loc
No.11 of 132 KV Nalgonda-Narketpally DC Line to maintain road crossing
clearence in view of the newly constructing flyover on NAM road near KIA
Showroom and the same is furnished vide reference 3 rd cited above by them. I
request the Executive Engineer to direct the Agency to takeup the work on
Turnkey basis by Approved Contractor from TSTRANSCO .

approved drawing and only 28 No’s of 25mm dia and 28 No’s of 32mm dia are
Provided in AR1 and PR1 as against 42 No’s Respectively and instructed to
rectify the same vide reference 3rd cited above.
In this Connection Methodology for rectification of the above deficiency
has been obtained from Pragathi Consultancy and hereby proposed to anchor
the bars to the existing Abutment/Pier by way of drilling holes to a depth of
0.9m by Compressor jack hammer and fixing using “FOSROC Lokfix P” type.

km.13/200 to 13/900 is 100 Feet only. Hence requisition is made for additional
50 Feet ROW from km.13/485-13/900 and an average width of 20 Feet need to
be acquired additionally from km.13/200 -13/485 totaling an area of 02 Ac-00
Gt.

Working Estimate to the extent of Administrative Sanction of Rs.45.00
Crores – Approval – Requested - Regarding.

Immediately upon concluding the agreement, Consultant has been

appointed for Geotechnical Investigation and for Design details of Flyover
structure.the Respective consultant has submitted design particulars which
were approved and were eventually submitted to the head office after Proof
checking by JNTU, Hyderabad and the work has been commenced by the
agency.
Working estimate is prepared duly considering the approved designs and

including various other provisions for Electrical line Shifting away from the road
boundary, raising of 132KV Line for sufficient vertical clearance from Flyover,
Compensation for Land acquisition and Structures in the Right of Way (ROW)
required. The final Working estimate is worked out to 66.00 Crores and
Submitted to government for Revised administrative sanction and is pending at
Government level. Meanwhile another Working estimate is herewith submitted
limiting to original administrative sanction of Rs.45.00 Crores duly restricting
the quantities which were required at later stages of the project and including
the items now required for smooth progress of work and for payments to the
agency without any hindrance to the progress of the Work.

items were included in the working estimate.
2.As per Sanctioned Estimate, Substructure for Piers is provided with
M35 grade concrete, but as per design M40 grade is approved. Hence
New Item is included.
3. As per T/s estimate box girders are approved, but in approved design
PSC -I girders are finalised, Hence New item for M50 Grade is included
in this working estimate.
4. Length of Approach Road required as per approved design is from
km.13/485-13/720 & 14/105-14/185 = 405m as against sanctioned
length of 321m and also the length of Service Road is Km.13/485-
14/185 (Flyover Portion), 13/200-13/485 (Merging Towards
Narketpally) & Km.14/185-14/350 (Merging Towards Mederametla)=
1150m as against 821m Sanctioned, Hence the same has been
incorporated in the working estimate previously submitted. But in this
Working estimate Length of Approach Road proposed is 115m as
against 405m required and length of service road proposed is 510m
as against 1150m required.
5. Various Electrical Lines and poles are in ROW, which needs to shifted
away from the road boundary, hence estimate for shifting of poles is
obtained from electricity department for an amount of Rs. 67,93,516/-
and the same is incorporated in this Working estimate.
6. In addition to the above electrical pole, there exists 132KV Line across
the proposed flyover whose existing vertical clearence is only 10m
which considerably decreases when flyover is constructed (Level
increases by about 6m) above the Ground level, there by decreasing
the vertical clearence to 4m , the issue is brought to the notice of the
local electrical department(TRANSCO) and joint inspection was
conducted by both the parties and it is proposed to lay intermediate
towers on both sides of the road to maintain sufficient vertical
clearence.Hence provision is made in this working estimate after
confirming the amount.
Service Road and are at shallow level in service road portion, these
needs to be shifted away from the service Road.Hence provision for
the same is made here.
8. GST is revised to 18% instead of 12% w.e.f 18.07.2022, Hence
provision for extra 6% is made here

including various other provisions for Electrical line Shifting away from the road
boundary, raising of 132KV Line for sufficient vertical clearance from Flyover,

required. The final Working estimate is worked out to 66.00 Crores and
Submitted to government for Revised administrative sanction and is pending at
Government level. Meanwhile another Working estimate is herewith submitted
limiting to original administrative sanction of Rs.45.00 Crores duly restricting
the quantities which were required at later stages of the project and including
the items now required for smooth progress of work and for payments to the
agency without any hindrance to the progress of the Work and without the
provision for Land Acquisition vide reference 3 rd cited above. The deviation
items for the same was approved vide reference 4 th cited above and working
estimate is not concluded yet.
Items actually required and submitted in the previous working estimate

and the present items submitted for approval meanwhile are as follows.

the same is to be raised for safety of commuters. On the request of EE(R&B),
Nalgonda SE, TRANSCO has furnished an estimate for raising of 132kv line vide
reference 5th cited above which is forwarded to ENC (R&B) SR&CRN for kind

complete the work within 18 months i.e by 20/05/2024 subsequently the
agency has applied for Extension of Agreement time (EOAT) vide reference 3 rd
cited above stating various reasons and the same was granted vide reference
4th cited up to 30/09/2024 and the work is in Progress.
Further, it is to submit that, pace at which the work is being carried out is
very slow and its very difficult to complete the balance work within the
extended schedule, hence I request the EE(R&B), Nalgonda to kindly address a
letter to agency to carry out the various items required to be completed for
finishing of the project as listed below.
1. To Erect already Casted girders towards from AR1 to PR1 and AL1 to PL9,
as the existing structures which were obstructing the crane movement has
already been cleared and by laying gravel over existing Mission
Bhagiratha Pipeline for sufficient cushion during crane movement, work
can be carried out.
2. To Lay the deck slabs over girders when erected as soon as possible.
3. To start laying approach roads towards Narketpally, as the structures
obstructing the diversion road has already been cleared.

However Chief Engineer, TRANSCO Rural Zone vide reference 5 th cited
has submitted invoice towards turnkey amount for the supervision of the
subject work for an amount of Rs.2717245/-

Km.13/530 to 13/725 towards LHS (i.e 195m) & Km.13/510 to 13/725 (i.e
215m) towards RHS, however due to limitations in land availability and to
minimize the land to be acquired, it is proposed to reduce the length of
approach road towards Narketpally by about 40m (which will in-turn reduce
length of RE Wall).
Hence, it is hereby requested to redesign the RE Wall and Approach Road

towards Narketpally duly considering the above aspects.

R&B Department has given consent to take-up the work on turnkey basis by
paying turnkey amount of ₹ 27,17,245/- and the same was paid by the agency
M/s Shivasatya Engineering Services Pvt Ltd vide IndusInd Bank DD. No-
158246 Dt:01/10/2024 and requested to authorize ABR Constructions,
Karimnagar for execution of the said work vide reference 4th cited.
Therefore, I herewith forward the application duly requesting to verify

appointed for for Design details of Flyover structure. The Respective consultant
has submitted design particulars which were approved and were eventually
submitted to the head office after Proof checking by JNTU, Hyderabad and the
work has been commenced by the agency.
Revised Estimate is prepared duly including the deviations as per the

approved designs and drawings and the same was submitted for approval,
quantities for the same has been approved vide reference 3 rd cited and
instructed to approve working estimate at SE(R&B)'s level within the available
Administrative sanction of Rs.45.00 Crores. Working estimate-I was concluded
for the above work duly limiting the quantities to get the amount within the
administrative sanction.
Further, Land acquisition was necessitated for completion of the project

towards Narketaplly and various other items such as Raising of 132KV
TRANSCO line , 18% GST as against 12% Sanctioned, Labour cess, Permit Fee
are required to be included in the work as per site requirement and as per
government rules in vogue from time to time. Revised estimate was prepared
duly including the provision for all the above items which is worked out to be
65.00 Crores and sent to government for according revised administrative
sanction and the same was accorded vide reference 4 th cited above.
Apart from earlier approved deviations such as I Section girders in place

of Box Girders, M40 substructure in place of M35, 405m Length of approach
Road against 321m sanctioned, 1150m service road as against 821m
sanctioned, 334m RE wall as against 321m sanctioned,Provision for LT line
Shifting, GST 18% in place of Sanctioned 12% , Labour Cess 1% deviations
various other provisions which are required as per site condition are
incorporated in the Working estimate-II (Modified Estimate) including all and
submitted for revised technical sanction and the same are mentioned below.
1. Provision for compensation towards Land Acquisition and Structures

2. There exists 132KV Line across the proposed flyover whose existing
vertical clearance is only 10m which considerably decreases when flyover
is constructed (Level increases by about 6m) above the Ground level,
there by decreasing the vertical clearance to 4m , the issue is brought to
the notice of the local electrical department(TRANSCO) and joint
inspection was conducted by both the parties and it is proposed to lay
intermediate towers on both sides of the road to maintain sufficient
vertical clearance. Hence provision is made in this working estimate for
the same.
3. Provision for Central median in Approach Road
4. Widening of Pipe Culvert and Box culvert in the existing road to match to
the width of the service road.
5. Various other minor quantity deviations such as M35 in foundation, HYSD
for Foundation & Substructure of Flyover Portion, Mastic asphalt and
bituminous wearing coat which was originally sanctioned was replaced by
BC in previous deviations is kept back are proposed now.
6. Loosening of soil below subgrade in service road is included the estimate,
as the weak soils is to be well compacted before proceeding with
construction of new layers and also embankment quantity got slight
increase as per site necessity to form the approach roads.
7. Quantities GSB, WMM, Prime Coat and Tack Coat, DBM and BC were
slightly increased as the provision is made extra for Approach Roads
towards Nalgonda town as this is being used as diversion of main traffic,
the same is getting badly damaged due to huge quantum of highwat
traffic.
8. Provision is made for dismantling of structures in land being acquired for
flyover construction.
9. In Side drains, Box drain section with wheels loads is adopted for a length
of 60m in the approach road areas, hence HYSD for Box drain increased
slightly.
10. There is an existing pipe culvert at km.13/706 and 13/937 which needs to
be widened for construction of service road, hence pipe widening is done
for 13/706 and box type widening is done for 13/937 as pipe widening is
not possible due to the presence of Water Supply lines. Hence quantities
for these are included in the estimate.
11. Detailed quantities were included for 11KV line shifting and 132kv
TRANSCO line raising and provision is made in Part-B for Turnkey amount
towards supervision and Materials supplied to be paid to respective
departments.
Service Road and are at shallow level in service road portion, these needs
to be shifted away from the service Road. Hence provision for the same is
made here.
13. Detailed quantities for Road Safety interventions is included in this
working estimate.
14. Provision for Permit Fee is made in this working estimate.

on high priority basis and Preliminary Notification was also published,
preparation for final notification is in progress and also revised administrative
sanction was accorded by government of Telangana vide reference 4 th cited
duly including compensation for LA. raising of 132KV TRANSCO Line and
Shifitng of Water Supply pipelines is in progress.
Hence Considering the above reasons, EOAT may be granted up to
30.06.2025 without Liquidated damages and with Positive Price Escalation.
