The Good Governance Practices of Barangay Officials in Barangay Dacu

Abstract

This study assessed the good governance of Barangay officials in Barangay Dacu.

Barangay governance plays a role of being the good model. The researcher employed

Quantitative design using the survey questionnaire. Results showed that the higher of

survey questionnaire 100 percent can improve of barangay officials and have an contribute

in barangay Dacu. The study conclude that barangay officials wasn't do anything unnerve

in Barangay Dacu.

CHAPTER 1

The Problem

Introduction

Governance is an act or process of governing with authoritative direction or control. It is

also a leaders continuous exercise of authority over and the performance of functions for a

political unit like the barangay. It refers to the organization, machinery or agency through which

a political unit is exercise, authority and perform functions with distribution of powers to official

or governing body.

According to Lipson (1965), Politics involves the fundamentals of social order with the

formation of groups. Society is a system of groups which are the breeding grounds for politics.

Good governance can foster public participation in policy- making and promote inclusion in

decision - making processes. A society that is well governed should provide maximum

opportunities for every individual to realize his full human potential. Thus by practicing good

governance in a basic political unit such as the barangay officials. This inquiry notes that good

governance of a barangay can be affected by the lack of capabilities of officials; indeciveness

during assumption of duties as officers in change.

The purpose why the researcher conducted this study because the researcher was curious on

how to be a leadership of the barangay officials in Barangay Dacu. If they good and deserve to

be a official in Barangay Dacu.

Background of the study

As the basic political unit, the barangay serves as the primary planning and implementing

unit of governance programs, basic services, projects and activities and as a forum in which the

collective views of the people in the community may be crystallized and considered. The

barangay is the smallest body politic use for governance in the country being a political

subdivision of the national government.

The researcher seek the information's of the Barangay officials. The respondents can proved

that the good governance of Barangay Officials was good or not.

Statement of the problem

This research study was to assess the good governance practices of barangay officials in

Barangay Dacu. The study was guided by the following questions:

1. Does good governance have an contribution of Barangay officials in Barangay Dacu?

2. Are the challenges facing good governance in Barangay Dacu?

3. Does the Barangay Officials are deserve in Barangay Dacu?

Theoretical Framework

Numerous scholars have come up with definitions concerning the concept of governance.

The unified interpretation seems to be, despite the multiple perspective of the definitions, that as

a term governance refers to the political field and political activity as the Vidal task of every

national government. At the outset, however, we would like to emphasize that the terms

government and governance are not same. That is, government and governance are not synonyms

terms, although both share goals oriented objective. Government occurs when those with legally

and formally derived authority and policing power execute and implement activities; by contrast,

governance refers to the creation, execution and implementation of activities backed by the

shared goals of citizens and organizations, who may or may not have formal authority or policing

power ( Rosenau 1992 in Bangham et al. 2005, p. 548 )

The input shows the findings of information that the researcher will do before the conducting.

Then the process shows what the researcher will do, will survey the questionnaire and after that

to analyse the data gathering. Lastly is to representing the data analysis, the percentage and the

Hypothesis and Assumption

This hypothesis are focused on how good governance of barangay officials manage in

Barangay Dacu. If the Barangay Officials have difference in other barangay.

Scope and Delimition

This study focuses on determining the good governance practices of barangay officials in

barangay Dacu. The respondents will be ask through the use of questionnaire to gather data about

the good governance practices of barangay officials in barangay Dacu. This study ,if the

barangay officials have the challenges on how being a leadership in Barangay Dacu.

Significance of the Study

This study will benefit policy makers and committee responsible of the barangay officials in

Barangay Dacu. It will be of great importance to the barangay officials under study since it will

make the management aware of their position in terms of good governance and help them to

know how best govern it. The finding of this study would give insights that are beneficial to the

following people:

Barangay Officials

They will be able to determine the good governance and to aware what is happening in

barangay.

The people in Barangay Dacu

They can help to good governance of barangay officials.

Future Researcher

Will be able to get the information's in conducting research.

Barangay officials - have been given the right to govern their constituencies.

Dacu - a place that the researcher will conducting.

Good Governance - an administration to which each constituency is entitled.

Related Reading Literature

This part of the study shows the different information's coming from different

researchers who already conducted the study about Good Governance Practices in Barangay

Dacu. This chapter explains the different findings of the researcher from the different authors.

Based on Mardiasmo(2005) said that "the Good Governance implementation and

international alignment of economic and political transition, decentralization and regional

autonomy regime, bureaucracy culture, and political history is analysed to reflect the degree of

good governance implementation and level of convergence to international good governance

standards." The study about the role of good governance practices in enhancing service delivery

in public institutions is the relationship between good governance and service delivery. This

study is to improve the service delivery at TANESCO, the management should ensure and all the

staff are aware of the principles of good governance and adhere to them in their day to day

activities. It was suggest, TANESCO to pay attention to staff and human resources development

strategies with appropriate training package to enhance knowledge of too governance.(Sad Ali,

1990). According to Masagca J. et am.(2002 enhancing governance of the barangay: reflections

of academics is selected in local governances of the barangay. This inquiry that good governance

of basic political unit (BPU) can be affected by the lack of capabilities of in charge, influence of

their siblings and family relatives and sensitivity of the issues and concerns being addressed.

Moreover certain provisions for building upon the hardened achievements of these officials

through budget allocation for the annual programs on merit and recognition of achievements are

also suggested to enhance local governance and community development. " The representations

long both the government and public servants have paid lip service to the crucial issue of

effective and efficient service delivery.(Adejuwon,2012). According to Olufemi, (1991) that

corruption and the challenges of Good Governance in the Nigerian Public Sector, the fact that

Nigeria is still grappling with the problems of bad governance goes to show the level of non -

accountability and ever present manifestations of crude corruption that is open naked,

undisguised and yet legally untraceable because of the system. It is also reveals that many of the

anti - corruption because of the parts of the liberal reforms that are based on the assumption that

corruption is an individual act or personal misuse of public office for private gain. The study of

Good Governance as a new way of Public Administration :Perspectives from Tailand that this is

a good development, government officials continue to face difficulty constantly critisizes their

actions. Finding a solution may not be essay, but willingness to work for public service can lead

to success in good governance. What is needed is a working principle that will result from the

value of public service. Above all the most important factor of public administration is public

service.( Bureekul,2001). Hossen M.(2005), that" the problems and possibilities of good

in terms of political stability and governance. It is observed that we need to strong political

leadership with commitment to fight against deep rooted corruption, non accountability, non

transparency and inefficiency is imperative for establishing good governance and to ensure

sustainable development. This study that the governance and good governance are sustainable

development." The study of Rejeb W.(2012), the impact of good corporate governance practices

to stake holders satisfaction in Tunisian listed companies are demonstrate the good governance

practices. Therefore a factor of a sustainable competitive advantage development in the

developing economics have not active markets and sound external institutions with the power to

establish good corporate governance practices. The article entitled, " Good Governance Social

quality and active citizenship: Gawad Kalinga in the Philippines that in order for reforms to be

successful and sustainable, institutional reforms and active citizen engagement are necessary.

These reforms are key to addressing some basic problems facing nations today, an alarming

decline in trust in institutions and corruption. This contains the process of improving their quality

of life.( Fernandez,2011).

Methodology

In this part of the research paper will discuss the methods that will be use: the design, the

environment of research paper and the informants that the researcher needs. This chapter will

only focus on knowing the informants that needs of the researcher. This explained the techniques

used in developing the data gathering.

Design

The study employed the Quantitative Design using the survey research to evaluate the study

of Good Governance Practices of Barangay Officials in Barangay Dacu. Quantitative Research

use questionnaire to get more data and information from the subjects to conduct research study.

Environment

The study was conducted in Barangay Dacu. It was a household of more than 403, and it is

located on Municipality of Mobo.

Respondents

The respondents of this study are the household of Barangay Dacu. The researcher

respondents that can prove this research study. The researcher is aim to conduct the study in the

area of Dacu that has the household of 403. The researcher used slovin formula to get sample

respondents to test and to answer the survey questionnaire.

Instrument

Self- made questionnaire is the chosen instrument by the researcher for this study. The

researcher that needed is the own questionnaire to gather the data and information's about the

study of Good Governance Practices of Barangay Officials in Barangay Dacu.

Data Gathering

This study, the researcher ask permission to Barangay Captain, using a letter by the

principal and research teacher of the school. The researcher started to survey after getting the

approval of the barangay captain. The respondents also informed about the purpose of the

researcher conducting.

To interpret the data, the researcher will employ the following statistical treatment.

This will employ determine the frequency and percentage distribution of related variables of

the respondents.

 In question number 1, 94.5% said yes that the barangay officials are good in barangay

dacu,while 5.5% said that barangay officials are not.

 Based of the survey in question number 2 that 5.5% said yes then 94.5% said no that they

have not a problems of the members of barangay officials.

 Out of 200 respondents in barangay dacu , 100% said yes that the barangay officials will

improve in their barangay.

 In question number 4, 97.5% said yes that barangay officials are active while said no is

2.5% .

 98% said yes,out of 200 respondents that the members are deserve then 2% said no are

not.

 Out of 200 of respondents 76% said yes in survey questionnaire that the members would

have the bad sides while said no is 28%.

 Based on the survey in number 7 that 3.5% said yes then 96.5% said no that they are not

choose money .

 In question number 8, 100% said yes that barangay officials have contribute in barangay

dacu.

 Out of 200 respondents, 89.5% are barangay officials can manage of the problems in

barangay dacu while said no is 2%.

 In question number 10, 77% have said yes then 23% said no that barangay officials

cannot help of their achievements in barangay Dacu.

Summary, Recommendation, Conclusion

Summary of findings

Good governance in barangay is not easy.The Barangay government is also given

considerable autonomy to manage their affairs, explore any possibilities of raising their financial

resources and utilize them at their own discretion, as long as this will result to the improvement

of the welfare of their constituents.

In this study wants to know how good governance of Barangay officials are did in Barangay

dacu. By the using of survey questionnaires self made of the researcher. The survey

questionnaire was administered to 200 random people of Barangay dacu. The researcher working

it because to know how Barangay officials are good to govern from Barangay dacu.

Recommendation

The barangay should maintain and further enhance participative governance through the

conduct of more frequent barangay assemblies as a way gathering inputs needed in designing

programs/projects that are responsive to the needs of the people. Maintain and further improve

their existing non-human resources because these are instrumental in attaining optimum level

ofperformance.

Conclusion

Majority of the Barangay dacu have an average of 200 per household and random people.

The Barangay officials should be aware what is happening their Barangay because of them the

Barangay become good and a peaceful.
