TARGET GROUP/BENEFICIARIES
The proposed project is located at the peace and development zone of the
Municipality of Jabonga – Barangays Bangonay, Cuyago, Baleguian and
Maraiging. And, more specifically, the proposed project is situated at CADT 134
where a total of 1,208 indigenous peoples [IP] – Mamanua and Manobo – are the
direct beneficiaries who are also part of the total population of the peace and
development zone barangays which is at 7,609, as of 2018, comprising 1,523 total
number of households.
Approximately, 175 hectares of protection and production forest or agro-forest land

are traversed by this proposed project. These agro-forest areas have existing
products such as commercial timbers, ginger, banana, tuber crops, abaca,
bamboo and various varieties of tropical fruits.
RATIONALE
Economic progression in a community cannot be satisfactorily buoyant,

unrelenting, nor wide-ranging without durable and enduring peace. Communities
that experienced armed conflict are frequently among the poorest in the country.
Aside from the desired economic well-being of all sectors, social cohesion should
also be considered especially among vulnerable groups.
This proposed project has its reference on and in compliance with EO 16, enjoining
all government agencies, instrumentalities and LGUs to adopt the 2017-2022
National Security Policy, and EO 70, institutionalizing the whole-of-nation approach
in attaining inclusive and sustainable peace, and is aligned with the 2017-2022
Philippine Development Plan [PDP].
Jabonga has fifteen [15] barangays where five [5] are armed conflict-affected and
ten [10] are vulnerable barangays. This proposed project traverses across the
conflict-affected barangays and within the CADT area, where government security
forces always have had encounters with the CPP-NPA-NDF [CNN] combatants
aside of the assaults on the Patrol Bases and Command Posts. These led to the
displacements of residents in the area. Presently, two [2] companies of the 29
Infantry Battalion are stationed at two [2] conflict-affected barangays – Bangonay
and Cuyago. It is on this part of Northeastern Mindanao region where Front 16 has
its heavy stronghold.
Potentials for agro-forestry products are on this proposed project site which are not
fully harnessed thereby do not contribute significant impact to the socio-economic
well-being of the people because of the presence of the CNN. Biodiversity loss and
watershed destruction are rampant due to Illegal logging, illegal small-scale mining
and illegal trade of wildlife species.
Management and productivity of protection and production forests in these 175

hectares of agro-forest area are not fully realized. Existing co-management tenurial
instruments – Community-Based Forest Management Agreement [CBFMA] and
Integrated Forest Management Agreement [IFMA] have minimal attributable
economic activities. Realization of 48 megawatt hydro-power project of FirstGen
Corporation, and enhanced and expanded irrigation project of National Irrigation
Administration [NIA] are compromised due to constant extortion and
burning/destruction of heavy equipment by the CNN. Marginal upland farmers do
not have timely access to value chains of their produce due to inadequate
accessibility and connectivity infrastructure especially during rainy season, thus,
minimal economic gains.
This proposed project then is projected to have multi-facet and all-encompassing

positive impact to the target communities and across all sectors, and shall lead for
a significant contribution to the attainment of inclusive and sustainable peace in
Jabonga, in Mindanao and in the country because economic development and
security are inextricably linked and mutually reinforcing.
OBJECTIVES
General Objectives:
1. A conflict-sensitive and peace-promoting 49.8km farm-to-market/access

road at the Peace and Development Zone within CADT 134 - from Bangonay,
Cuyago, Baleguian and Maraiging thru sitio Apa-apa, Palo Doce to Zapanta
Valley down to Tagbuaya to NRJ Bangonay - is constructed and fully
operational by 2022.
2. Reduce poverty and income gaps, create equal economic opportunities,
extend the reach of essential government services and distributing the fruits
of development to the broadest segments of the society especially the
marginalized and vulnerable sectors – children, youths, women, persons with
disabilities and indigenous peoples.
Specific Objectives:
1. Conflict-affected and vulnerable communities are socially-cohesive and

economically progressive;
2. Intensify peace promotion and catch-up socio-economic development
agenda in conflict-affected and vulnerable areas;
3. Provide accessibility and connectivity to value chains and in responding to
emergencies and other security incidents be easier and tactical for security
forces;
4. Demobilize and decrease number of supporters to CNN;
5. Increase agro-forestry productivity and spur economic activities;
6. Intensify the protection and management of biodiversity and functioning
ecosystems;
7. Promote sustainable forest-based [timber and non-timber] industries including
agro-forestry;
8. Strengthen sustainable management of delineated production forest through
appropriate tenurial instruments and management arrangements;
9. Pursue the enactment of peace and security legislations that would
strengthen security sector governance and peace-building efforts;
PROJECT IMPACT
1. Increased agro-forestry production through the use of traditional crop

varieties, indigenous livestock and biodiversity-friendly enterprises and are
aligned with the needs of the market.
2. Decreased poverty incidence among the lowest quintile.
3. Reduced threats of armed conflict within Jabonga CADT 134 and within
conflict-affected areas.
4. Intensified law enforcement against illegal trade of wildlife species, illegal
logging and illegal small-scale mining.
5. Completion of the 48-megawatt hydro-power project of FirstGen
Corporation.
6. Completion of irrigation projects of the NIA.
PROJECT DESCRIPTION
Major components/activities of the proposed project:
1. Conferences/meetings with tribal leaders, Barangay Councils of the peace

and development zone or conflict affected barangays and security sectors
for information and compliance of free and prior informed consent [FPIC]for
legislative support and necessary clearances, respectively;
2. Presentation to the Sangguniang Bayan for concurrence/endorsement;
3. Field Survey
4. Drafting of Detailed Engineering Design, Construction Schedule, and Program
of Works
5. Procurement processes as per Republic Act 9184 otherwise known as the
Government Procurement Reform Act [GPRA].
6. Construction Phases
7. Monitoring and Evaluation
8. Project Turn-over
ORGANIZATION AND MANAGEMENT
The proposed project shall be managed by the local government unit thru the
Office of the Municipal Engineer, Municipal Planning and Development Office and
the Office of the Municipal Administrator. These offices shall also be augmented by
personnel from the security sector – the 29th Infantry Battalion and the Philippine
National Police – specifically during construction phase to provide security needs of
the equipment.
Alternatively, this could also be determined depending on the project institutional

and implementation arrangements between and among the Office of Presidential
Adviser on the Peace Process [OPAPP], the National Commission on the Indigenous
People [NCIP], the Department of Public Works and Highways [DPWH], Department
of the Environment and Natural Resources [DENR], CADT 134 Tribal Leaders, PDZ
Barangay Local Government Units and with the Office of Congresswoman Maria
Angelica Rosedell Amante-Matba.
MONITORING AND EVALUATION
The framework of this section is likewise dependent on the organization and

management arrangement on the project implementation between and among
the OPAPP, NCIP, DPWH, DENR, Congressional District Office of Congresswoman
Matba, Tribal Leaders of CADT 134 and PDZ Barangay and Municipal Local
Government Units.
MAINTENANCE AND SUSTAINABILITY
Responsibilities of all stakeholders for the maintenance and sustainability of project

shall be jointly crafted and collectively agreed upon between and among the
representatives of all stakeholders – Barangay LGUs of the PDZ, Tribal Leaders of
CADT 134, Municipal LGU, the PNP and the 29IB. The collectively agreed
responsibilities shall be documented and be presented in a form of an Agreement
and be supported with legislative act.
