TARGET GROUP/BENEFICIARIES
The proposed project is located at the peace and development zone of the
Municipality of Jabonga – Barangays Bangonay, Cuyago, Baleguian and
Maraiging. And, more specifically, the proposed project is situated at CADT 134
where a total of 1,208 indigenous peoples [IP] – Mamanua and Manobo – are the
direct beneficiaries who are also part of the total population of the peace and
development zone barangays which is at 7,609, as of 2018, comprising 1,523 total
number of households.
RATIONALE
This proposed project has its reference on and in compliance with EO 16, enjoining
all government agencies, instrumentalities and LGUs to adopt the 2017-2022
National Security Policy, and EO 70, institutionalizing the whole-of-nation approach
in attaining inclusive and sustainable peace, and is aligned with the 2017-2022
Philippine Development Plan [PDP].
Jabonga has fifteen [15] barangays where five [5] are armed conflict-affected and
ten [10] are vulnerable barangays. This proposed project traverses across the
conflict-affected barangays and within the CADT area, where government security
forces always have had encounters with the CPP-NPA-NDF [CNN] combatants
aside of the assaults on the Patrol Bases and Command Posts. These led to the
displacements of residents in the area. Presently, two [2] companies of the 29
Infantry Battalion are stationed at two [2] conflict-affected barangays – Bangonay
and Cuyago. It is on this part of Northeastern Mindanao region where Front 16 has
its heavy stronghold.
Potentials for agro-forestry products are on this proposed project site which are not
fully harnessed thereby do not contribute significant impact to the socio-economic
well-being of the people because of the presence of the CNN. Biodiversity loss and
watershed destruction are rampant due to Illegal logging, illegal small-scale mining
and illegal trade of wildlife species.

PROJECT IMPACT
The proposed project shall be managed by the local government unit thru the
Office of the Municipal Engineer, Municipal Planning and Development Office and
the Office of the Municipal Administrator. These offices shall also be augmented by
personnel from the security sector – the 29th Infantry Battalion and the Philippine
National Police – specifically during construction phase to provide security needs of
the equipment.
