HOSPITAL PROFILE
I. Background
Southern Leyte Provincial Hospital component of the Integrated Provincial Health Office is
a Provincial Hospital situated in Maasin City. It has metamorphosed from on obscure 12-bed
municipal hospital known as Maasin Emergency Hospital, some 42 years ago to a now 100-bed
hospital with 70% beds allotted for charity patients to the public on November 25, 1960, or more
than four months when Southern Leyte became province.
The year 1984 marks the era of integration of the hospital and public health services.
This is in pursuance to Executive Order No. 852 which provides for the reorganization of the
Ministry of Health. The integration of the hospital and rural health services was officially
implemented nationwide in January, 1984. The local code of 1991, otherwise known as R.A. 7160
ushered in a new socio-political change which marks the devolution of health services which means
the transfer of power and authority from the national government to local government units. The
transition of devolution created apprehension among health workers in terms of career path and
disintegration of health workers. Nevertheless, the support of the local government units through
the year gradually erased these apprehensions away.
Today, Provincial Hospital as the component of the Integrated Provincial Health Office
through the consistent support of the Provincial Government, in coordination with the municipal
and linkages with non-government organization have been able to continue serving the constituents
of Southern Leyte in line with its Vision - “Quality Integrated Health Services with Priority to the
Marginalized Sector of Southern Leyte”
Mission – “To provide improved promotive, preventive, curative and rehabilitative health
which are affordable, accessible, attainable and sustainable delivered by committed health workers
through a strengthened, district health system with active partnership of all sectors in the
community.”
In May 26, 2006, the name of the Provincial Hospital was changed to SALVACION
OPPUS YNIGUEZ MEMORIAL PROVINCIAL HOSPITAL by virtue of Ordinance 2006-03
renaming the Southern Leyte Hospital as such.

The hospital has been devolved to the local government unit of Southern Leyte by
virtue of the Local Code of 1991, otherwise known as R.A. 7160. It has a total force
