Constitution and By-Laws

PREAMBLE

We, the Central Student Government, the highest


governing body of Cavite State University – Imus
Campus, imploring the aid of the Almighty God, in
order to establish a nationalistic, democratic, and
autonomous Central Student Government that shall
truly reflect the needs, ideas, and goals of the CvSU –
Imus Campus students, protect and promote students’
rights, interests and welfare, contribute to the
furtherance of academic excellence and academic
freedom, affirm dynamic and responsible student
leadership, attain a degree of moral, social and
intellectual growth and strength the common ties that
bind us, ordain and promulgate this Constitution and
By-Laws.

ARTICLE I
NAME, AND DOMICILE AND LOGO OF THE
ORGANIZATION

SECTION 1 The Student Council of the Cavite State University – Imus


Campus shall be Central Student Government, herein and
thereafter known as CvSU – Imus Campus Central Student
Government.

SECTION 2 The office of the CvSU–Imus CSG shall be located at Cavite


State University – Imus Campus, Cavite Civic Center, Palico IV,
Imus City, Cavite.

SECTION 3 The logo of the CvSU-Imus Central Student Government Formatted: Font: 13 pt
identifies the colors yellow which symbolizes intellect, optimism Formatted: Font: 13 pt
and honor, and white which classifies sincerity, and the Formatted: Font: 13 pt
emblem of victory and accomplishment symbolized by the
wreath of laurel leaves.

ARTICLE II
DECLARATION OF PRINCIPLES AND POLICIES

SECTION 1 The CvSU–Imus CSG is a nationalist, democratic, and


autonomous students’ council. Power and authority shall
emanate from the student constituency.

SECTION 2 The CvSU–Imus CSG believes that education should promote


the total and well-rounded development of every student in
order to realize a humane existence for all. Thus, it shall
enhance critical thinking including ability to make informed
judgment, free of dogmas and myths.

SECTION 3 The CvSU–Imus CSG shall protect and promote the students’
interests, rights and welfare.

SECTION 4 The CvSU–Imus CSG shall be vanguard of the mechanism by


which students could properly involve themselves in the
management of their activities and in the enhancement of their
education.

SECTION 5 The CvSU–Imus CSG shall develop among the student body a
sense of service and responsibility so that they will utilize
educational opportunities to the maximum for the unity and
welfare of the CvSU- Imus Campus community.

SECTION 6 The CvSU–Imus CSG shall serve as an active forum for the
ideas and sentiments of the students.

SECTION 7 The CvSU–Imus CSG shall seek, generate and support


education reforms along with nationalistic, humanistic and
scientific methods for the development of the human potential
to respond to social realities and to promote academic
freedom.

SECTION 8 The CvSU–Imus CSG shall uphold this Constitution and By-Laws
at all times.

ARTICLE III
MEMBERSHIP

SECTION 1 All bona fide undergraduate students of Cavite State


University-Imus Campus are members of the constituency
represented by the CvSU-Imus CSG.

ARTICLE IV
BILL OF RIGHTS

SECTION 1 Students shall have the right to information on matters


affecting them.

SECTION 2 Students shall have the unabridged right to form organization


or association in conformity with the rules and regulations
adopted by the state university.

SECTION 3 Students shall have the right to enjoy freedom of speech, of


expression and of the press as long as it will not affect the
other student’s rights.

SECTION 4 Students shall have the right to exercise freedom of religious


beliefs, faith and spiritual practices.

SECTION 5 Students shall have the right to undertake research publish


and discuss findings and recommendations in accordance with
the principles of academic freedom.

SECTION 6 Students shall have the right to peaceably for the redress of
grievances and seek speedy action thereof.

SECTION 7 Students shall have the right to appeal any decisions affecting
their rights, interests, and welfare.

SECTION 8 Students shall have the right to enjoy the fullest adequate
facilities and services provided by the state university.

SECTION 9 Students shall have the right to due process of law.

SECTION 10 Students shall not be subjected to exploitation, involuntarily,


servitude, harassment or cruel and/or unusual punishment.

SECTION 11 Student shall have the right to exercise freedom of ideological


and political beliefs.

SECTION 12 Students shall have the right to vote in any matters affecting
their rights, interests, and welfare.

ARTICLE V
DUTIES AND RESPONSIBILITIES OF STUDENTS

SECTION 1 Every student shall observe at all times the law of the land, the
rules and regulations of the university and uphold this
Constitution and By-Laws.

SECTION 2 Every student shall assist college authorized person in


disseminating the rules and regulations of the university and
instructing fellow students and other members of the
community.

SECTION 3 Every student shall help promote an academic atmosphere


conducive to peace and harmony among various constituencies
of the university.

SECTION 4 Every student shall exercise his/her rights and responsibilities


with due regard for the right of his fellow students and other
members of the Cavite State University-Imus Campus
community.

SECTION 5 Every student shall elect his/ her respective class


representative.

SECTION 6 Every student shall pay the required fees levied by the CvSU-
Imus CSG.

SECTION 1 The Cavite State University-Imus Campus CSG shall have the
power to implement all policies and resolutions concerning the
rights, interests and welfare of the students.

SECTION 2 The Central Student Government shall be comprised of the


following elected officers, President, Vice President for
Internal Affairs, Vice President for External Affairs, Secretary
General, Treasurer General, Auditor, P.R.O. and the Student
Academic Program (SAP) Ambassadors (9) all of whom shall
be elected by the students of their respective courses.

SECTION 3 The Executive Board shall be composed of President, Vice


President for Internal Affairs, Vice President for External
Affairs, Secretary General, Treasurer General, Auditor and
P.R.O., while the Board of Members shall be composed of all
the Student Academic Program (SAP) Ambassadors.

SECTION 4 The Executive Board shall be appointing Assistant Secretary,


Assistant Treasurer, Business Manager, and Liaison Officer
from the Board of Members. All the Board of Members shall
serve as the mediator between CSG and the Course
Organizations and he/she shall perform other functions and
duties as may be assigned by the CSG President from time to
time.

SECTION 5 Signatories of the Board Resolutions are the members of the


Executive Board and the Advisers including the other higher
signatories needed e.g. SOSCA Coordinator, etc.

SECTION 6 The CvSU-Imus CSG President or his authorized


representative/s shall be rightful representative/s of the
entire student constituency.

SECTION 7 The CvSU-Imus CSG shall consider the general principles of


cooperation and maintenance of order and discipline in the
pursuit of purpose and objective of the students.

SECTION 8 The CvSU-Imus CSG shall plan, approve, and implement


programs and projects within its area of jurisdiction. The
signatories for the Activity/Project Proposals of the Student
Organizations shall include the Project Head, SAP
Ambassador of the Student Organization and other higher
signatories needed e.g. SOSCA Coordinator, etc.

SECTION 9 The CvSU-Imus CSG shall enforce rules and policies


formulated by the University Consultative Assembly.

SECTION 10 The CvSU-Imus CSG shall allocate funds provided for its
university and administer them for the implementation of
projects and relevant to the needs of its constituency aligned
within the budget.

(a) The CvSU-Imus CSG Treasurer and Auditor shall submit a
monthly liquidation report to the SOSCA Coordinator and
OSASA Head.

(b) Proper documents shall be presented such as approved


board resolution, approved project/activity proposal/ letter/
canvassing forms, and valid justification of the disbursement
and reimbursement before allowing the money to be
withdrawn.

SECTION 11 All elected and appointed officials of the CvSU-Imus CSG


shall hold the office for one (1) academic year or until such
time that a new set of officers shall have been sworn to office.

SECTION 12 The general management of the affairs and properties shall


be vested upon the CvSU-Imus CSG.

SECTION 13 The institution/individual who wishes to borrow money from


the organizational fund shall provide a detailed budget
proposal and promissory note.

ARTICLE VII
CAVITE STATE UNIVERSITY-IMUS CAMPUS CENTRAL STUDENT GOVERNMENT
(CvSU-Imus CSG) OFFICERS

SECTION 1 Qualifications of Candidacy

Candidates must meet all the requirements by the deadline to


be eligible to participate in the election which is to be verified
by the COMELEC:

For PRESIDENT, VICE PRESIDENT FOR INTERNAL AFFAIRS, VICE


PRESIDENT FOR EXTERNAL AFFAIRS, SECRETARY GENERAL,
TREASURER GENERAL, AUDITOR, PUBLIC RELATIONS OFFICER,
the following qualifications should be met:

He/She must be a bona fide student of CvSU-Imus Formatted: Normal, Numbered + Level: 1 +

For STUDENT ACADEMIC PROGRAM (SAP) AMBASSADORS,
the following qualifications should be met:

Campus. He must present the original and a photocopy of his/
her identification card and registration form.

(2) He/ She shall obtain certificate of good moral character.

(3) He/ She must not be an officer of any other organizations


and clubs.

(4) He/ She shall have a GPA of at least 2.0 and must not
have failing grades in any subjects for the last semester.

(5) He must not be a working student while in office. A working


student is a student engaged in work within and outside of the
College. Examples include:

 Student Assistant (SA)


 Fast Food/ Restaurant Crew
 SK Chairman
 SK Councilor
 Department Store Staff

(7) For a transferee and returning student, he must be a


resident of CvSU-Imus Campus for one year or two consecutive
semesters.

SECTION 2 Duties and Responsibilities

The PRESIDENT

(a) He/Sh she shall be the chief executive of the organization


and shall have the duty to supervise its affairs.

(b) He/S she shall guide all the elected officers.

(c) He/S/ she shall preside during the regular meeting of the
CvSU-Imus CSG.

(d) He/ sShe shall have the authority to create any committee,
as it may deem necessary in approval of all advisers.

(e) He/S she shall have the power to appoint members of the
council and other different committees.

(f) He/S she shall have the power to call special/ emergency
meeting whenever necessary.

(g) He/S she shall represent the CvSU-Imus CSG in different


meetings.

(h) He/ sShe shall lead the members of carrying out activities
in attaining the purpose and objectives of the organization.

(i) He/S she shall have the power to direct and supervise the
implementation of any activity that CvSU-Imus CSG may
undertake.

(j) He/S she shall have the power to appropriate funds in the
conformity with the approved budgets allocations.

(k) He/ sShe shall have the power to enforce provision of the
Constitution and By-Laws, and all rules and regulations of the
CvSU-Imus CSG.

The VICE PRESIDENT FOR INTERNAL AFFAIRS

(a) He/S she shall perform the function and a duty of the
President in case of latter’s absence and/or disability.

(b) He/S she shall carefully monitor the performance of the


officers.

(c) He/ sShe shall take charge of the planning of activities of


the Central Student Council.

(d) He/S she shall handle a committee to be assigned by the


CvSU-Imus CSG President.

(e) He/S she shall enforce policies and guidelines formulated


by the Central Student Government together with the
President.

(f) He/S she shall perform other functions and duties as maybe
assigned by the President.

The VICE PRESIDENT FOR EXTERNAL AFFAIRS

(a) He/ Sshe shall create and implement public relations,


marketing and/or communication strategies.

(b) He/ Sshe shall develop fund raising budget plans that
include organizing fund raising events, direct mail campaigns,
corporate donations, and major gifts.

(c) He/ Shshe shall enhance the organization’s public image


and brand.

(d) He/ Shshe shall act as the liaisom in working with other
affiliated organizations of CvSU-Imus CSG outside the
University.

(e) He/ Sshe shall attend all external affairs meeting to carry
out any external affairs work delegated by the President.

(f) He/ Sshe shall assist the president in handling the


organization in latter’s absence or inability to perform his
duties.

The SECRETARY GENERAL

(a) He/ Sshe shall compose all letters/ reports in accordance


with the specifications of content given by the President.

(b) He/ Sshe shall prepare, sign, send and file all the
communication pertaining to the CvSU-Imus Central Student
Government.

(c) He/ Sshe shall post the memoranda and see to it that
announcements are known upon the notification of the
President.

(d) He/S she shall keep the full minutes of all the meetings of
the Central Student Government meetings and consultative
assembly meetings and certify its correctness.

(e) He/S she shall prepare and serve due notice of all
meetings of the CSG and consultative assembly in accordance
with this Constitution and By-Laws.

(f) He/S she shall act as a custodian and maintain all records
and documents of the Central Student Government and
consultative assembly.

(g) He/ sShe shall perform other functions and duties as


maybe assigned by the President from time to time.

(h) He/ Sshe may appoint an assistant secretary if necessary.

The TREASURER GENERAL

(a) He/ Sshe shall act as a custodian of all records and funds
of the CvSU-Imus CSG.

(b) He/ Sshe shall be responsible for prompt collection of all


fees levied by the CvSU-Imus CSG.

(c) He/ Sshe shall exercise supervision and coordination with


all classroom treasures.

(d) He/ Sshe shall receive and disburse funds in behalf of the
CSG as authorized by the President, provided however, that
all disbursement be supported by the necessary documents
which shall be kept as part of his/ her record.

(e) He/ Sshe shall complete accounts and records of all funds
and financial transaction of the CvSU-Imus CSG.

(f) He/ Shshe shall, together with the President, sign all the
instruments, checks and orders for the payment against the
funds or credits in the current savings of the CSG.

(g) He/ Sshe shall perform other functions and duties as


maybe assigned by the President from time to time.

The AUDITOR

(a) He/She shall examine shall examine all records of the


finance of CvSU-Imus CSG.

(b) He/She shall coordinate with the treasurer with regards to


the financial status of the council.

(c) He/She shall determine whether the financial position of


the CvSU-Imus CSG is clearly presented in its statement of
account to be presented by him/her.

(d) He/She shall ascertain whether all the funds due to CvSU-
Imus CSG have been properly recorded and whether all
disbursements of funds and/or use of properly have duly
authorized and duly accounted for.

(e) He/She shall submit to the adviser a financial report after


every activity it undertakes.

(f) He/She shall submit a report of CvSU-Imus CSG to the


Dean at the of every semester.

(g) He/She shall evaluate the work of the treasurer and


recommend to the adaptation of corrective procedures to
improve internal control of fund receipts and disbursement.

(h) He/She shall perform other functions and duties as maybe


assigned by the President from time to time.

The PUBLIC RELATIONS OFFICER

(a) He/ She serve as coordinator of the activities of the


Central Student Government and shall see to it that the
activities do not conflict with other important activities of the
entire constituency.P

(b) He/ She shall be responsible for disseminating information
to other organization, clubs, or committee and to all other
members pertinent to the Central Student Government.

(c) He/ She shall perform other functions and duties as maybe
assigned by the President from time to time.

The STUDENT ACADEMIC PROGRAM (SAP)


AMBASSADORS

(a) The Student Academic Program Representatives will be the


voice concern of every member of the courses (BSBM, BENT,
BSPsych, BSHRM, BSIT, BSOA, BSCS, BSE, and ABJRN) in our
campus.

(b) They shall be called the Board of Members and shall serve
as the mediator between CSG and the Course Organizations.

(c) He/she shall perform other functions and duties as may be


assigned by the CSG President from time to time.

(d) The Executive Board shall be electing Assistant Secretary,


Assistant Treasurer, Business Manager, and Liaison Officer
from the Board of Members.

ELECTIVE POSITIONS FROM THE STUDENT ACADEMIC


PROGRAM (SAP) AMBASSADORS

The ASSISTANT SECRETARY

(a) He/she shall perform the function and duties of the


Secretary General in case of the latter absences, disability or
dismissal.

(b) He/she shall be an automatic member of the secretariat


for the documentation aspect of the Central Student
Government.

(c) He/she shall perform other functions and duties as may be


assigned by the CSG President from time to time.

The ASSISTANT TREASURER

(a) He/she shall perform the function and duties of the


Treasurer General in case of the latter absences, disability or
dismissal.

(b) He/she shall be an automatic member of the treasury for


the financial tracking aspect of the Central Student
Government.

(c) He/she shall perform other functions and duties as may be
assigned by the CSG President from time to time.

The BUSINESS MANAGER

(a) He/she shall be responsible in maintaining business


transactions and other programs of activities of the
organization.

(b) He/she shall check and follow-up the documents needed


by the Central Student Government CvSU Imus Campus in
carrying out its functions.

(c) He/she shall perform other functions and duties as may be


assigned by the CSG President from time to time.

The LIAISON OFFICER

(a) He/she shall promptly route and follow-up every letter to


all the signatories prepared by the organization or any of its
members.

(b) He/she shall keep a log of all the documents he/she


received for routing.

(c) He/she shall supply a copy of the approved documents to


all the respective signatories.

(d) He/she shall perform other functions and duties as may be


assigned by the CSG President from time to time.

ARTICLE VIII

SECTION 1 The Advisers:

(a) One (1) adviser shall be selected by the CvSU-Imus CSG


and one (1) adviser shall be selected by the administration.

(b) The Advisers should be a regular faculty of CvSU-Imus.

(c) They shall guide the officers of CvSU-Imus CSG on


decision making and give feedbacks on the plans prepared
by CvSU-Imus CSG.

SECTION 1 The Organizational Consultative Assembly shall be the highest
policy making body of the Central Student Government.

SECTION 2 The Organizational Consultative Assembly shall be comprised


of all Central Student Government officers and President of
different student organizations within the college.

SECTION 3 The Organizational Consultative Assembly shall hold regular


monthly meetings to be presided by the CSG President.
However, the President through his/ her Secretary may call
special meetings or matters of immediate concern.

SECTION 4 The Organizational Consultative Assembly shall determine the


students’ rule and procedure and shall have the power to
subject its member and officers to disciplinary actions as
maybe deemed appropriate and necessary.

SECTION 5 The Organizational Consultative Assembly may summon


student concerns to conduct inquiries as an aid in executing its
duties and functions.

SECTION 6 A simple majority of the Organizational Consultative Assembly


shall constitute a quorum to do business. But a small number
may adjourn from day to day and may compel the
attendance of the absent members in such a manner and
under such penalties as the assembly may provide.

SECTION 7 The Organizational Consultative Assembly by the majority


vote shall approve the appropriation of funds under its
dispensation.

SECTION 8 The Organizational Consultative Assembly approves the


budget recommended by the CSG President for the operation
of the Central Student Government.

SECTION 9 The Organizational Consultative Assembly shall elect the


members of the Constitutional Commission.

ARTICLE XIX
CONSTITUTIONAL COMMISSION

SECTION 1 There shall be autonomous constitutional commission to the wit:


the Commission on Election (COMELEC) and the Commission on
Audit (COA) the members of which shall be nominated and
elected by the Organizational Consultative Assembly.

ARTICLE XI-A
COMMISSION ON ELECTION

SECTION 1 The Commission on Election (COMELEC) shall be composed of


five (5) commissioners all of whom be appointed by OSAS
and one (1) incumbent CSG officer with two faculty members.
The members shall elect a chairperson from among themselves.

SECTION 2 All commissioners shall have the following qualifications:

(a) He/She shall be a bona fide student at CvSU-Imus


Campus.

(b) He/She shall have a GPA of at least 2.0 for the last
semester.

(c) He/She shall have no pending cases.

(d) An incumbent officer shall in case be chosen or elected as


member of the COMELEC.

SECTION 3 The COMELEC shall have the following functions:

(a) For the practical organization of the entire election,


including screening, campaign procedures, polling procedures,
vote counts, and announcement of results.

(b) To promulgate rules and regulations implementing the


provisions of the CSG Student Organization Election Code or
other laws which the Commission is required to enforce and
administer.

(c) To pass the verdict on election complaints concerning


election returns and qualifications of candidates of elective
positions

(d) To take such other measure that may deem proper


consultation with the OSAS Head.

(e) To report the results of election to the OSAA and to the
entre college constituents.

SECTION 4 The Commission may recommend the removal or may take the
disciplinary action against any candidate for violating or
disregarding any of its orders, directives and/ or decisions.

SECTION 5 No suspension of sentence for violation of the laws or rules


and regulations concerning elections shall be meted out
without the recommendation of the commission.

SECTON 6 All the decisions of the COMELEC sitting en banc shall be final.

SECTION 7 The campaigns shall end one day before the election.

SECTION 8 The members of the COMELEC shall set the guidelines and
manners regarding election related protest.

ARTICLE XI-B
COMMISSION ON AUDIT
SECTION 1 The Commission on Audit (COA) shall be composed of the CSG
Auditor as the Chairman and five (5) Commissioners all of
whom to be nominated and elected by the Central Student
Government Consultative Assembly.

SECTION 2 No members of the COA shall be appointed unless he/she has


the following qualifications:

(a) The appointee shall have the GPA of at least 2.50 for the
last semester prior to his/ her appointment.

(b) The appointee shall have no pending cases.

ARTICLE XII
SYSTEM OF ELECTION
SECTION 1 There shall be a definite system to be observed in the election
of certain officers and members of the CSG.

SECTION 2 The system shall be as follows:

(a) The election exercise shall be held for within the period as
specified above.

(b) The Central Student Government officials shall be elected
in a manner provided by section of article respectively of this
Constitution and By-Laws.

ARTICLE XIII
ACCOUNTABILITY OF CENTRAL STUDENT GOVERNMENT OFFICIALS
SECTION 1 All elected and appointed official of the CvSU-Imus Central
Student Government (CSG) and the Organizational
Consultative Assembly shall at times be accountable to the
student body that they should serve with utmost responsibility,
integrity, loyalty, efficiency and patriotism.

SECTION 2 All elected and appointed official of the CvSU-Imus CSG and
the Organizational Consultative Assembly as well as the
members of the Constitutional Commission may be removed
from the office on the grounds of culpable violation of this
Constitution and By-Laws, betrayal, bribery, and graft and
corruption and other high crimes.

SECTION 3 The Organizational Consultative Assembly shall have the sole


authority to initiate proceeding in all cases as mentioned in
Section II hereof filed by any student upon the representation
of any member of the assembly.

SECTION 4 The Organizational Consultative Assembly by a vote of one-


fifth (1/5) of the members present, may consider a complaint
and thereafter by a vote of two thirds (2/3) of all its
members for conviction.

SECTION 5 Judgments in case of conviction shall not extend further than


removal from holding any office within organization.

SECTION 6 Officers resigned or removed from office shall be replaced


through a special plebiscite to be here within one month after
the occurrence of vacancy. The COMELEC mandated to
promulgate rules or regulation concerning the conduct of
special election.

ARTICLE XIV
MEETINGS
SECTION 1 The schedule of the meetings:

a) Regular meeting shall take place every Friday of the week


or on the vacant time of the officers.

b) General meeting shall take place a week before and a


day after a project and/ or an activity.

c) Special and emergency meetings are held whenever are
held whenever necessary.

SECTION 2 The order of the meeting shall be:

a) Calling the meeting to order by the Secretary.

b) Calling the role by other Secretary.

c) Evaluation of the development on previous matters taken by


the President.

d) Report about unsettled transaction or unfinished activities.

e) Report of the Treasurer

f) Report of the Representatives

g) Announcement

h) Adjournment

SECTION 3 The officer shall follow the formal order.

SECTION 4 The President whenever necessary may call emergency


meeting provided that reasonable notice is served upon the
officers/ members.

SECTION 5 All meetings shall be held at the place, time and date
designated by the President. The notification of which shall be
made by the PRO and Secretary.

SECTION 6 Two-thirds (2/3) of the quorum should always be followed.

SECTION 7 Certain times shall be given for any absence and tardiness in
a particular meeting.

a) Regular Meeting – Php 20.00

b) General Meeting – Php 15.00

c) Special/ Emergency Meeting – Php 10.00

SECTION 8 Food allowance shall be granted every after meeting was


adjourned.

ARTICLE XV
TERMINATION
SECTION 1 The following shall be considered major offenses and shall be
ground for termination:

a) Failure to attend 3 consecutive meeting without valid


excuse;

b) Negligence in the performance of duty;

c) Acting beyond the powers conferred in one’s position;

d) Serious misconduct and wilful disobedience towards the


organization and the institution;

e) Forging, falsifying and/or tampering CvSU-Imus CSG


papers and records or any school document of any kind;

f) Malversation and misappropriation of the CSG Fund;

g) Commitment of a crime.

SECTION 2 The body should provide a letter addressed to the OSAS


Head with the Recommending Approval of the Campus
Administrator. Attached therewith must be a resolution
indicating the termination of the officer.

SECTION 3 A 100% vote of the CvSU-Imus CSG Officers must be


attained to enforce the termination.

ARTICLE XVI
GENERAL PROVISION
SECTION 1 The CvSU-Imus Central Student Government may adopt an
official seal and hymn, which shall both, be truly reflective and
symbolic of the ideals, principles and aspiration of the whole
student body.

SECTION 2 The name of the CvSU-Imus Central Student Government shall


not be used for immoral or unlawful purposes.

SECTION 3 All Student Organizations shall be recognized by the CvSU-


Imus Central Student Government and shall submit a copy of
their respective plan of programs and budget attached to the
previously accomplished programs and budgets, semestral
financial statement to be handled by the CvSU-Imus Vice
President.

SECTION 4 All student organization shall extend support to the CvSU-Imus


Central Student Government in the implementation and
realization of its objectives.

SECTION 5 The CvSU-Imus Central Student Government shall ensure a


medium for informing its constituency of all its activities and
projects.

SECTION 6 General Election shall be held before the closing of the second
semester.

SECTION 7 All elected officials of the CvSU-Imus Central Student
Government shall no case hold more than one (1) position in
any class or non-class organization.

SECTION 8 Service Scholarships. Elected President shall be entitled to


receive a full service scholarship and other elected officers
(Vice President, Secretary General, Treasurer General,
Auditor, PRO, SAP Ambassadors) shall be entitled to receive a
partial service scholarship.

ARTICLE XVII
AMENDMENT/ REVISION
SECTION 1 The Organizational Assembly upon a vote of three-fourth
(3/4) of all its members may propose amendments to or
revisions of this Constitution and By-Laws.

SECTION 2 Any amendment to or revision of this Constitution and By-Laws


shall be valid when ratified by majority of the members of the
constituency in a student plebiscite duly called for the purpose.

ARTICLE XVIII
EFFECTIVITY
SECTION 1 The Constitution and By-Laws shall take effect immediately
upon its ratification by a majority of the votes cast by the
student at a campus wide plebiscite duly called for its
purpose.
