On 06/14/2019 at approximately 1635 hours, R/O Sostre #356 was on patrol and
dispatched to Gail Borden Library/270 N. Grove St., Elgin IL 60124 in reference to a F/W
subject who was found unresponsive in a bathroom stall. Upon arrival to the location, R/O
was escorted to the 1st floor women's bathroom by security personnel. Upon arrival to the
restroom, R/O observed a F/W subject laying on the floor of the far left bathroom stall. R/O
attempted to wake the subject up but was unable to do so. R/O observed the subject to be
unconscious but was breathing. R/O then attempted to move the subject onto her back due to
her laying on her left side in the fetal position. R/O observed the subject to be drooling from
her mouth and was not responsive to R/O's touch or voice. While moving the subject, R/O felt
several bulky items inside her boots. R/O then retrieved the items and noted there to be (4)
Platinum 7X, 100ml, 40% proof vodka bottles stuffed inside. All (4) bottles were still full and
sealed.

While on scene, R/O spoke with the fiance of the subject who was identified as Brandon S.
Metz (d.o.b. Metz advised that the unresponsive subject was his fiance, Holly K.
Sathern (d.o.b. 12/30/1983). Metz advised that Sathern was 3 months pregnant with his child.
Metz stated that he did not know Sathern to abuse alcohol and she was not known to
consume illicit substances. Metz stated that he received a text from Sathern asking him to
pick her up at the library at approximately 1619 hours. Metz stated that he was already in the
area because he had just gotten off work and responded to library several minutes later. At
1630 he texted Sathern back to tell her that he was there and waiting for her outside but
received no response. He then called her several times but got no answer. Metz then went
inside and spoke with a library employee at the customer service desk at which time he was
advised that a female subject had just been found unresponsive in the women's bathroom.
Metz then went inside the restroom and positively identified the unresponsive subject as
Sathern. Metz stated that Sathern had gone to library to print some items off the computer
and to check out some books.

Once Sathern was taken out of the restroom and placed onto the ambulance, R/O
searched the garbage cans in the restroom and located (2) empty Platinum 7X, 100ml, 40%
proof vodka bottles and (1) half full bottle in the garbage receptacle in the same stall that
Sathern was located in. R/O collected all of the bottles and later entered them into evidence.

While at St. Joseph's hospital, R/O was advised by hospital staff that Sathern was
confirmed to be pregnant but unsure how far along. After collecting urine and blood samples
from Sathern, it was confirmed that she had a BAC of .501%. R/O was advised that Sathern's
unborn child could possibly be dead due to the high level of alcohol intoxication but several
more tests would need to be conducted. Sathern did not have any obvious signs of bodily
injury or trauma to her person and was still unresponsive at the hospital. R/O was not able to
speak with Sathern due to her high level of intoxication.

It should be noted that Sathern was found by a F/W subject who then alerted security
personnel.

R/O contacted Sgt. Baumgartner #251 of the incident and all information was then relayed
to Major Investigations Sgt. Lullo #186. R/O was advised by Sgt. Lullo to document the
incident for future follow up.

No further action taken.

On 06/18/19 at 08:00 hours, Det. T. Coffield #375 (R/D) was assigned to retrieve security video footage
from Gail Borden Library (270 N Grove Ave, Elgin, IL 60120) in reference to a request made by Det. S.
St. John #282 to the Technical Investigations Unit regarding this case.

On 06/18/19 at 15:15 hours, R/D responded to Gail Borden Library and met with security staff who
granted R/D access to the digital video recorder for the security camera system at the library. R/D noted
that on 06/18/19 at 15:25 hours that the system date/time on the digital video recorder showed to be
accurate. R/D used a USB flash drive to retrieve digital video files from the digital video recorder.

R/D returned to Elgin Police Department where R/D copied the digital video files to a compact disc,
which R/D packaged and submitted into evidence as follows:

On 06/ 17/ 2019 (Monday) Det St. John was assigned intoxicated subject report 2019-37823 for follow up
investigation. Det St. John obtained and reviewed a copy of the general report filed by Ofc Sostre #356.

On 06/ 17/ 2019 (Monday) at approximately 9:21am Det St. John submitted a request, via Elgin PD portal, for
TIU to obtain the video from Gail Borden Library in regards to this case. That video was later collected by Elgin
Police Department Det Thomas Coffield #375 and submitted into Elgin Police Department evidence as item
number three (3).

On 06/ 18/ 2019 (Tuesday) at approximately 5:12pm Det St. John attempted to contact Brandon S Metz via
telephone, He is the fiancé of victim Holly K Sathern as noted in the general report. Det St. John
left him a voice mail message asking him to contact Det St. John regarding this case.

On 06/ 19/ 2019 (Wednesday) at approximately 9:20am Det St. John attempted to contact victim Holly K
Sathern via telephone, 331-234-0343. Det St. John found the call was going straight to voice mail and the
automated system indicated that the voice mail box had not been set up. Det St. John was not able to leave a
voice message.

On 06/ 19/ 2019 (Wednesday) at approximately 9:55am Det St. John attempted to contact Brandon S Metz via
telephone, 331-234-4235. A female answered the phone and Det St. John identified himself and asked for either
Brandon or Holly. The phone then disconnected.
Det St. John called the number back and it went straight to voice mail. Det St. John left him a voice mail
message asking for either Brandon or Holly to contact Det St. John regarding this case.

On 06/ 19/ 2019 (Wednesday) at approximately 10:05am Det St. John spoke to Kane County Coroner Chief
Deputy Loren Carrera via telephone. Det St. John advised her of the case and found that there had not been a
fetal demise, as of that time, in regards to this case.

On 06/ 19/ 2019 (Wednesday) at approximately 11:10am Det St. John contacted DCFS via telephone and
generated intake number 13763073 with ‘Emily W’ in regards to this incident and that Holly is pregnant. Det St.
John found that DCFS would only act if Holly has other children who are already born.
Det St. John later had contact with DCFS investigator Amanda Patricoski who took the information. Amanda
advised that DCFS is already working on a case with Holly regarding her other child.

On 06/ 19/ 2019 (Wednesday) at approximately 11:37am Det St. John got authorization from Kane County ASA
Greg Sams, via telephone, to submit grand jury subpoena duces tecum affidavit for the medical records
regarding Holly’s treatment at St Joseph Hospital in regards to this case. Det St. John submitted the affidavit (GJ
number 19GJ239A later provided) and the records will be attached to this case when they are obtained.

On 06/ 28/ 2019 (Friday) at approximately 6:20pm Det St. John and Det Chris Hughes #223 went to 254
Parkwood Road in Elgin attempting to meet with Holly K Sathern. Detectives met with Holly’s father, Robert L
Sathern, who advised his daughter had left the day before and had not returned. He advised that he was going
to file a missing person report (which he later did under Elgin Police Department report number 2019-41199).

Robert was aware of the incident that had happened at Gail Borden library (this case).

On 06/ 28/ 2019 (Friday) at approximately 6:55pm Det St. John and Det Chris Hughes #223 went to 41W475
Silvana Dr in Elgin attempting to meet with Brandon S Metz. Brandon was listed in the general report as the
fiancée of Holly. Det St. John met with a female who reported to be Brandon’s mother. She advised that
Brandon was not home and contact information was left for her to have Brandon call Det St. John regarding
Holly.
Det St. John later received a call from Brandon who advised he did not know where Holly was and he knew
that Holly’s father also did not know where she was.
The missing person report (2019-41199) for Holly was assigned to Det Josh Ziegler #331. Holly was later
located on the weekend of June 06/ 29/ 2019 – 06/ 30/ 2019. It was reported that Holly was back at her father’s
house, 254 Parkwood Road in Elgin.

On 07/ 01/ 2019 (Monday) at approximately 6:10pm Det St. John and Det Chris Hughes #223 went to 254
Parkwood Road in Elgin attempting to meet with Holly K Sathern. Detectives again met with Holly’s father,
Robert L Sathern, who advised his daughter was not home at the time. Robert advised Holly was with Brandon S
Metz (listed as Holly’s fiancée in the general report). Det St. John provide Robert with public intoxication
citation number C0282-000013 to give to Holly in regard to this incident. Det St. John also advised Robert that
accommodations could be made for Holly to be in a program for substance abuse in lieu of paying the fine and to
have Holly contact Det St. John.

On 07/ 01/ 2019 (Monday) at approximately 6:55pm Det St. John attempted to contact Brandon S Metz via
telephone, 331-234-4235. No one answered the phone and Det St. John left him a voice mail message advising
him of Holly’s status and asking him/ her to contact Det St. John.

On 07/ 01/ 2019 (Monday) at approximately 6:58pm Det St. John sent an email to Elgin Police Department
Officer Marie Glasby #338 (adjudication section). Det St. John advised her of the case and request that, if
possible, some type of treatment be sought for Holly K Sathern in place of a fine (this in regards to compliance
ticket C0282-000013 referenced above).

On 07/ 02/ 2019 (Tuesday) at approximately 1pm Det St. John received a voice mail message at extension 2619
from Holly K Sathern. The message had been left on 07/ 02/ 2019 at 9:35am. Holly advised she had gotten the
message to contact Det St. John and provided her contact number (331-234-0343).

On 07/ 02/ 2019 (Tuesday) at approximately 3:20pm Det St. John attempted to contact Holly K Sathern back via
telephone, 331-234-0343. No one answered the phone and the automated system indicated that the voice mail
box had not been set up. Det St. John was not able to leave a voice message.

On 07/ 02/ 2019 (Tuesday) at approximately 4:15pm Det St. John went into the Axon internet system and
found one BWC recording, that being of Patrol Officer Joseph Sostre #356. Det St. John placed an investigative
hold on the category for that BWC recording so that the recording would be preserved pending adjudication of
this case.
