PREFACE
PETRONAS Technical Standards (PTS) publications reflect the views, at the time of publication,
of PETRONAS OPUs/Divisions.
They are based on the experience acquired during the involvement with the design, construction,
operation and maintenance of processing units and facilities. Where appropriate they are based
on, or reference is made to, national and international standards and codes of practice.
The objective is to set the recommended standard for good technical practice to be applied by
PETRONAS' OPUs in oil and gas production facilities, refineries, gas processing plants, chemical
plants, marketing facilities or any other such facility, and thereby to achieve maximum technical
and economic benefit from standardisation.
The information set forth in these publications is provided to users for their consideration and
decision to implement. This is of particular importance where PTS may not cover every
requirement or diversity of condition at each locality. The system of PTS is expected to be
sufficiently flexible to allow individual operating units to adapt the information set forth in PTS to
their own environment and requirements.
When Contractors or Manufacturers/Suppliers use PTS they shall be solely responsible for the
quality of work and the attainment of the required design and engineering standards. In
particular, for those requirements not specifically covered, the Principal will expect them to follow
those design and engineering practices which will achieve the same level of integrity as reflected
in the PTS. If in doubt, the Contractor or Manufacturer/Supplier shall, without detracting from his
own responsibility, consult the Principal or its technical advisor.
Subject to any particular terms and conditions as may be set forth in specific agreements with
users, PETRONAS disclaims any liability of whatsoever nature for any damage (including injury
or death) suffered by any company or person whomsoever as a result of or in connection with the
use, application or implementation of any PTS, combination of PTS or any part thereof. The
benefit of this disclaimer shall inure in all respects to PETRONAS and/or any company affiliated
to PETRONAS that may issue PTS or require the use of PTS.
Without prejudice to any specific terms in respect of confidentiality under relevant contractual
arrangements, PTS shall not, without the prior written consent of PETRONAS, be disclosed by
users to any company or person whomsoever and the PTS shall be used exclusively for the
purpose they have been provided to the user. They shall be returned after use, including any
copies which shall only be made by users with the express prior written consent of PETRONAS.
The copyright of PTS vests in PETRONAS. Users shall arrange for PTS to be held in safe
custody and PETRONAS may at any time require information satisfactory to PETRONAS in order
to ascertain how users implement this requirement.

The crane shall be a complete operating unit, including all ancillary equipment, necessary for
safe and reliable operation at an exposed location with environmental conditions as stated
herein. Vendor shall be responsible for design, procurement, fabrication, painting, assembly
and testing in accordance with this specification and the referenced codes, standards and
specifications.
2.0 GENERAL
The following codes, standards and specifications are referred to this requisition in this
specification.

2.2.1 The Vendor shall furnish all components and ancillary equipment to make a complete,
safe and operable deck crane.
2.2.2 The Vendor shall provide a fully qualified representative to conduct the following:
Area Classification will be determined by Purchaser and relevant information will be included
in purchase requisition.
Vendor to provide four lifting eyes with sufficient capacity to allow the entire boom to be
lifted in a two-point lift.
The hook shall be of the swivel safety lock type, rated as applicable for main hoist. It shall be
of sufficient weight to prevent unraveling of cable on the winch drums during unloaded
lowering operations.
3.4.1 The main, auxiliary, and boom winches shall be driven by hydraulic motors.
Operations of the boom shall be completely independent from all other line
operations. Duration of controlled power lowering shall be no longer than one minute
from minimum to maximum radius.
3.4.2 Main and auxiliary hoist winches shall also be power lowering, and be capable of
providing the following minimum hook raising speed under Load:
3.4.3 Section 5 of API Spec 2C provides a minimum strength factor of 3.5 for line or running
ropes that wind on drums or pass over sheaves.
For this crane specification, the "total force applied to the rope system" shall include:
The force resulting from the effects of 1.33 times the rated load.
The force equivalent to the maximum bending stress on each wire in the rope
multiplied by the cross sectional area of steel in the wire rope.
3.4.4 Wire rope supplied with the-crane shall be. non-galvanized, non-rotating, and be
suitable for the high humidity and salty atmosphere.
3.4.5 Both load hoists shall have sufficient rope capacity to lift loads from sea level with the
boom at minimum radius, with at least two full wraps left on each winch drum. A boom
foot pin height of 100 feet above sea level shall be assumed.
3.4.6 If more than 3 layers are put on the drum, the wire rope shall have an independent
wire rope core (IWRC), in which case the fleet angle shall be restricted to 2° and
correct spooling shall be provided.
3.5 Structural
3.5.1 All structural components connecting the crane's rotating superstructure to a fixed
pedestal shall be designed such that they are fully capable of carrying all loads,
moments, etc. generated by the crane. Two lifting eyes symmetrically located about
the crane's centre of gravity for offshore handling and installation of the crane shall be
included in the design.
3.5.2 This lift system shall be designed with an impact factor of 200 percent for installation
of the crane superstructure onto the platform pedestal.
3.5.3 The Vendor shall submit with his proposal a drawing showing all details relating to the
installation/welding-out of the crane onto the section of pedestal provided as part of
the Purchaser's offshore platform, including steel and welding specifications
applicable. In addition, the design parameters necessary for the Purchaser to
complete the design of the pedestal shall also be supplied by the Vendor when
submitting his proposal (e.g. forces, moments, etc., all in the lbs and ft lbs system). All
structural welding shall be in accordance with AWS D1.1.
3.6 Rotating Superstructure
3.6.1 The crane superstructure shall be capable of rotating 360 degrees with a swing speed
of 0 to 1.5 revolutions per minute. Manually adjustable bell warnings shall be provided
which can be used to alert the operator when pre-set limits of swing arc are
approached.
3.6.2 The superstructure shall be fitted with an explosion proof collector ring to provide
electric power to the superstructure and boom. Special note should be made of
section 3.10 relating to hazardous area classification.
3.6.3 An open, onboard, operator station shall be provided on the right hand side of the
unit, to give a seated operator full view of the main hook in all operating positions,
including operations at sea level and at the maximum height of the boom, and any
obstructions above and to the rear of the superstructure.
3.6.5 The prime mover shall be a General Motor's or Purchaser approved equal heavy duty
industrial-diesel engine, naturally aspirated, equipped with spark arresting exhaust,
and electric starter. An emergency shutdown shall be provided to allow the operator to
positively stop the diesel engine without leaving his seat.
3.6.6 A back-up, totally self-contained hydraulic starting system shall also be provided for
engine starting, capable of providing 6 start attempts. The engine shall also be fitted
with a Barber "Fail Safe" Rig Saver on the air inlet.
3.6.7 Engine cooling system shall be adequate for continuous full power operation in
ambient temperature of 92 °F. Radiator fan shall be driven from engine shaft, and
shall have aluminium or fiberglass blades.
3.6.8 The engine shall be furnished in accordance with the attached data sheets.
3.6.9 The remote power package shall be installed on the utilities deck of the living quarters
and away from the rotating superstructure.
3.7.1 Minimum instrumentation shall consist of engine tachometer, engine oil pressure
gauge, ammeter, engine jacket water temperature gauge, and engine hour meter. A
boom angle indicator graduated in 5º increments with corresponding load radius shall
also be provided. All of the foregoing shall be readily visible to a seated crane
operator. Controls shall be designed for two hand-controlled manoeuvres, i.e., boom
hoist or swing drive or either load hoist operated together as an "any two"
combination, without loss of any other operation. The engine shall be controlled by a
foot throttle.
3.7.2 All control levers shall be of the "dead man" type, automatically returning to neutral
position when released by the operator, disengaging power to the relevant winch(es)
and applying a brake. Brakes shall also engage automatically on engine or winch
failure or on hydraulic line rupture.
3.7.3 The boom hoist shall be provided with a device to disengage power and apply a brake
when the boom approaches minimum operating radius. The unit shall have a
mechanical boom elevation stop with a built-in shock absorbing feature.
3.7.4 Crane should be equipped with an automatic brake which will engage whenever the
control handle is returned to neutral.
3.7.5 Main hoist travel stop feature shall be provided to prevent the operator from pulling
the hook into the boom. Tripping of the stop feature shall initiate an alarm horn. A
manual horn shall also be provided for operator use.
3.7.6 A complete lighting system shall be provided for the crane, being powered from an
alternator driven by the crane diesel engine. The following is required:
The Vendor shall procure and be responsible for the fitting, calibration, etc. of a Wylie DL
Automatic Safe Load Indicator to the crane to monitor main and auxiliary loads and boom
angle/radius. The console shall be mounted on the superstructure conveniently located for
ease of reference by the operator. The warning system shall be set for 85 percent and 100
percent of rated load.
Marking plates giving details of the crane capacity shall be clearly located inside the cab for
ease operator reference, a total of 2 plates being required as follows:
Plate 1: Giving details of main hoist rope data and crane ratings.
Plate 2: Providing a capacity chart for the crane as supplied to comply with this
requisition, i.e., lifting capacities versus radius for main and auxiliary hoists.
Plate 1 shall be kept as small as possible, with Plate 2 being larger and placed in a
predominant position near the operator.
Fixed and loose gear and accessories shall be marked with SWL and identification related to
test certificates.
All electrical components including motors, instruments and ancillary equipment shall be
suitable for operation within the specified hazardous area classification.
Vendor shall paint the crane in accordance with PTS 30.48.00.31-P surface preparation and
painting - Offshore Structures.
Color: B.S. 4800 Code 10.E 53 (Yellow) Boom to be painted with yellow and black diagonal
stripes approximately 3 metres wide.
All pins, bolts and nuts in the boom, hook roller assembly, clutch linkages, where fitted, and all
adjustment mechanisms, as may be fitted, shall be Marchen PT 201, TE coated, or equivalent.
5.1 The responsibility for inspection and testing to ensure compliance with the applicable
specifications and codes rest solely with the Vendor. However, the Vendor shall engage the
services of an independent inspection authority familiar with crane manufacturing. This
authority shall be responsible for preparing a fully documented report on the crane,
including, but not limited to, confirmation of materials specifications, weld acceptability
(ultrasonic, radiographic, magnetic particle, dye penetrant, etc.), coating system dry film
thicknesses,and witnessing running equipment tests, load tests, etc.
5.2 The Vendor shall fully assemble the crane (with all accessories) at his work. The following
tests shall be performed prior to stripping down the crane for packaging and shipment:
Twenty hour functional test with partial load. Load test of the winches shall be at 100 percent
of rated load. Test procedure requires approval of Purchaser before testing commences.
General verification that all operations are working correctly and that all protective equipment
and devices are fully effective. For the boom stop and main and auxiliary hoist travel stop
devices, the testing shall be for the unloaded conditions at maximum line speed.
5.3 The Purchaser reserves the right of access to the Vendor's works at any time for the purpose
of ensuring quality, workmanship and general compliance with this specification.
5.4 Vendor shall provide Purchaser's inspector at least 21 days notice to witness tests as
specified.
5.5 Vendor shall perform the necessary vibration and sound level tests to satisfy the Purchaser's
inspector that they are within the specified limits.
Vendor shall prepare and submit a detailed site acceptance test programme to Purchaser for
approval prior to shipment of crane.
Vendor shall provide two sets of tools required for erection and maintenance of the one (1)
deck crane.
7.0 SPARES
7.1 Vendor shall provide the necessary spare parts lists for the deck crane specified herein for ;
commissioning and start-up, and the first year of operation. Equipment manufacturer's
recommendations must be followed in the preparation of recommended spare parts list. This
list should take into account related factors of equipment reliability, effect of equipment down
time upon production or safety, cost of parts and availability of equipment service facilities.
7.2 All spare parts furnished by Vendor shall be wrapped and packaged so that they will be
preserved in original as new condition under the normal conditions of storage to be anticipated
in Malaysia, and shall be properly tagged and coded so that later identification as to its
intended equipment usage will be facilitated. They shall be packaged separately and clearly
marked as "Spare Parts" and shipped at the same time as the equipment in accordance with
the instructions from Purchaser. Packing lists shall be furnished so that the parts can be
handled without uncrating if desired.
8.0 PACKAGING
Once the crane has satisfactorily passed all tests it shall be dismantled and packaged for
shipment.
9.0 LUBRICANTS
All mechanical equipment for installation and use with this requisition is to be guaranteed by
the Vendor to operate satisfactorily and within their guarantees when lubricants of
PETRONAS manufacture are used in the equipment. It is the Vendor's responsibility to state
on the makers nameplate the specific types and grades of PETRONAS lubricants or equivalent
which are to be used in the operation of the equipment and to ensure that only such lubricants
are used when testing the equipment in his works.
Vendor shall furnish data for proposal, approval, and dossier in accordance with attached
"Vendor Data Requirements."
