CONCEPT NOTE
This course focuses on computer revolution and its impact on legal order. Lord Coke's famous
observation that the law has its "artificial reason" is now, perhaps, totally  superseded by the
artificial  intelligence  of  advanced  computer  system.  Modern  technology  is  inconceivable
without  use of  computer systems;  this is clearly  so in  relation to the frontier technologies,
e.g. nuclear technology, biotechnology, space  technology, military technology.  The advent of
computer systems brings fresh challenges to orderly growth of legal systems in the future. At
the  same  time,  they  render  some  of  the  existing  legal  conceptions  obsolete, or at  least
problematic;  they  also  provide  a  new  terrain  for   violation  of human rights.  Science and
technology  are  forces  which  have  always shaped the nature of the legal order;  in turn, the
latter  has  also  had  a  share  of  impact  on the former. But in the last decades  of twentieth
century,   the   perils   posed   by   hazardous   technology,   unconventional    armament   and
biotechnology,  for example,  to human survival and dignity should alert us to the need fo r a
very close  study of reciprocal interaction between science, technology and legal order.

The  school  considers the  most topical  issues of Intellectual Property Law in the Digital Age,
Information Technology Law, Telecommunications and Data Protection Law, New Technologies
and Internet.  Summer School  on Cyber Law  is  aimed at  assembling  young specialists in the
area  of  IT/IP  law  to  give  them  an  opportunity  to   discuss   common   challenges,   global
development trends, to exchange research results, to establish professional connections.

Participation  in the Summer  School is a  wonderful  opportunity  to  enjoy the atmosphere of
contemporary  academic thought and to master the skills of conducting academic discussions.
Communication  with participants   from different fortrey will facilitate good interaction  and
exchange of ideas.
