1.Purpose

AL Jaber is committed to a workplace free of injuries. Given the diverse nature of the operations,
each operation will have a Hot Work policy in place which ensures that employees or visitors to the
operation are protected from the potential from related injuries and that site property and product
is protected. It is required that all employees and visitors to our operations familiarize themselves
with our policies and adhere to those policies The purpose of this program is to provide guidance for
persons, including AL Jaber worker and Site managers, who manage, supervise, and perform hot
work operations. The program will establish written procedures and a permit system to prevent fires
resulting from hot work operations involving open flames or operations that may produce heat or
sparks set forth . AL Jaber is committed to the health and safety of all people at the workplace. The
purpose of this procedure is to provide instruction and information to manage risks associated with
hot work.This procedure supports the requirements described in Operational control of AL Jaber
Framework.

2.Scope
The provisions set out in this policy apply to any work done on site using a welder, torch, or any
other facsimile and is to be strictly adhered to by all parties. The use of a Hot Work Permit when
that hot work takes place away from the designated hot work areas is mandatory.

3.Responsibilities
Management
 To ensure that all employees involved in the Hot Work Process are trained (including
Permit Authorizing Individual, Hot Work Operator and Fire Watch).
 Conduct periodic audits to ensure compliance with this policy.
 EHS are to communicate any changes to this policy with respect to regulation and
interpretation.
 Ensure that the policy is reviewed annually and is current with all applicable regulations.

PAI (Permit Authorizing Individual)


 Assess the work area and sign the Hot Work Permit PRIOR to work commencing.
 Post one part of permit at job site and place top copy of permit at the site designated
area. (i.e. permit board).
 Have a designated Fire Watch during Hot Work. This could be anyone who has been trained
as Fire Watch.
 Ensure sprinkler systems are in working order monitoring once per hour for minimum of 6
hours or longer as determined.
 After completion of Hot Work ensure continuous monitoring for minimum of 30 minutes
or longer as determined by the PAI. As well continue by the PAI. This function may be
performed by a designated Fire Watch, Plant Security Guard, Machine Operator or
maintenance person.

Person Performing Hot Work


The person doing the Hot Work must verify that a hot work permit is in place before starting Hot
Work. The permit is issued for one location only and is valid for no longer than 24 hours. It may
become invalid if conditions change (i.e. adverse environmental condition).
The person doing the Hot Work is responsible for complying with all rules and regulations concerning
safe work practices and all requirements stated on the permit.

The Fire Watch


 Assist Hot Work Operator in preparation and clean up of Hot Work area.
 Wet down surrounding areas including lower floors and beams if applicable.
 Assess 35’ radius for potential fire hazards.
 Be alert to any changes and identify changes or concerns to Hot Work Operator.

The Security Guard or Monitor


 At the end of the monitoring period, the completed forms are picked up and delivered to
the designated area. They are stored according to underwriter’s requirements.

Outside Contractors
 Will be trained and held to the same Hot Work Standards as the company employees. The
supervisor who hires the contractor will ensure that this training has taken place prior to
starting Hot Work and audits the process.

4. Hot Work Operations

The following operations have been identified as hot work operations: These are
activities that occur away from the designated workshop.
 Welding
 Acetylene/oxygen metal cutting
 Soldering
 Electric soldering
 Metal grinding
 Thawing pipes

Hot Work Permit: FM Global Hot Work Permit Form issued by a Fire Safety Supervisor to
person or persons when performing hot work in Permit Required Hot Work Areas. Permit
is typically valid for a single days work period but can be extended to longer periods
when conditions warrant. The checklist and precautions appearing on the form will act as
a worksite checklist.

Hot Work Permit Monitor: Person who performed the hot work or fire watch and is
responsible for monitoring of welding area for up to 3 hours upon completion of hot work,
and signs off the Final Check-up section of the Hot Work Permit Form. The duration of
the monitoring period will be established by the Fire Safety Supervisor.

Non-Permit Required Hot Work Area: Spaces within buildings designated as non-permit
required due hot work typically being conducted in the space, construction features
allowing the work, and fire protection systems provided. Examples include sheet metal
shops and similar industrial locations. Areas exterior to the buildings when greater than
50 feet from structures or other exposures such as cylinder storage and propane tanks,
etc.

Permit Required Hot Work Area: Spaces and areas within and around structures on
campus that are not declared Non-Permit Required Work Areas. The area around
structures includes a radius of 40 feet and closer at the exterior of structures, unless
declared otherwise.

5. Hot Work Procedures

5.1 Supervisor/Permit Administrators’ Responsibilities

a) Perform site-specific inspections of the hot work area to identify flammable materials,
hazardous processes, or other potential fire hazards that could be present.

b) Ensure the protection of combustibles from the ignition by meeting the following criteria:
 Moving hot work to a location free of combustible materials
 If work cannot be moved, sweeping combustible to a safe distance from the
 operation or shielding from ignition source

c) Provide appropriate PPE based upon a hazard assessment for employees performing the
task .
d) Notify Delta Alarm before disconnecting any fire alarm system. Sprinkler heads or fire
alarm systems shall not be covered or manipulated during hot work operations.
e) Provide appropriate fire extinguishing equipment in the hot work area or locate one in the
building that is reasonably accessible for the duration of the hot work and for 30 minutes
following the task
f) Define if fire watch is required
g) Administer hot work permit for all operations in which it is required

5.2 Employee/Hot Work Operators’ Responsibilities

a) Remove all flammable or combustible materials within a thirty-five foot radius of the hot
work area
b) Remove all combustible debris (i.e. paper clippings, wood shaving, or textile
fibers) from hot work area

c) Shield combustibles in the hot work area that cannot be removed with non-
combustible blankets or other non-combustible materials.
d) Use non-combustible spray such as No-Char or Char-Guard on combustible floors,
walls, or ceiling areas around hot work operations, if possible.
e) Seal all cracks and openings through which hot sparks or slag may enter. A fire
resistant shield may be used to block openings.
f) Place non-combustible or flame resistant screens to protect personnel in adjacent
work areas from heat, flames, UV, radiant energy and weld splatter.
g) Ensure all cutting and welding equipment is in satisfactory condition and good
repair.
h) Ensure employees are suitably trained in the safe operation of equipment and
understand the hot work process.

6. Employee Training

6.1 Initial Training

Initial training will be provided within 30 days of assignment. The supervisor must ensure that
all employees meet the requirements before assignment. The names of each employee shall be
documented on the list provided in Appendix A and documented as record for completion of the
training.

The supervisor will ensure that all new employees receive training before conducting a task that
meets the criteria of hot work operations in the written program. An employee can be utilized
as a helper, prior to receiving the initial training, as long as they work directly under a trained
employee.

The initial training should include the following topics:

 Written program
 Hot work procedures, including how to obtain a permit
 Proper equipment operation
 Handling and storage of welding materials
 Compressed gas cylinder safety

 Fire watch
 Fire precautions
 Fire extinguisher training
 Physical and chemical hazards
 Hazard control
 PPE selection and use

7. Eliminating the need for a hot work permit

Due to the elevated level of risk associated with performing hot work in an uncontrolled
environment, alternate work methods should be considered to eliminate the requirement for a
hot work permit.

The following are examples of alternate work methods that should be considered, where
practical, to avoid the need for a hot work permit:

 removal of equipment to a designated hot work zone


 mechanical fixings / chemical bonding of materials in lieu of welding
 threaded pipe fittings in lieu of soldering
 cold metal cutting equipment.

Should an alternate work method not be practical, and the work cannot be undertaken in a
designated hot work zone, a hot work permit is required.

8. Worker competencies for hot work activities

Workers participating in hot work activities must be competent in:

 the proper use, wearing, storage and maintenance of Personal Protective Equipment (PPE)
 the proper use of fire suppression equipment
 how to work safely in hazardous environments, such as confined spaces
 first aid procedures
 how to access and interpret Safety Data Sheets (SDS) for hazardous chemicals In addition,
the following competences apply to specific hot work tasks:
 welders must hold the welding qualification commensurate with the welding task being
performed
 grinders, thermal or oxygen cutting or heating equipment, or other related heat-
producing or spark-producing equipment must only be operated by workers who are
experienced and competent in using the equipment

9. Completing a hot work permit


The hot work flowchart included in Appendix A of this procedure defines the process to be
followed to complete a hot work permit.

The hot work permit is divided into four (4) sections:

 details of hot work


 risk controls to be implemented
 verification of risk controls
 completion of work

10. Designated hot work zone

A designated hot work zone may be established and authorised at a site by the relevant
manager. A hot work permit is not required to undertake hot work in a designated hot work
zone.

In order for an area to be designated a hot work zone, a risk assessment must be conducted and
the outcomes of the risk assessment documented and retained in TRIM to confirm a hot work
zone has been designated. All designated hot work zones are recorded on the Designated Hot
Work Zone Register.

In order for an area to be designated a hot work zone, the following risk control measures must
be implemented:

 Fire suppression equipment must be available i.e. water hose and supply, fire blanket,
appropriate fire extinguishers or sprinklers.
 Fit for purpose furnishings e.g. no wooden / flammable furniture.
 Appropriate screens/barriers in place.
 No flammable liquids or substances stored within the hot work area.
 No combustible materials stored within the hot work area.
 No open drains or other openings within the hot work area.
 Signage that indicates the area is a designated hot work zone.
 Safe access and egress from the designated hot work zone.

Additional control measures, including ducted ventilation may be implemented depending on


the outcome of the risk assessment.

11. Hot work in hazardous areas

A hazardous area is an area in which a flammable atmosphere is, or may be expected to be


present. Hot work in hazardous areas requires special precautions to be implemented before it
can be undertaken.

Examples of hazardous areas that may be encountered at AL Jaber sites include:

 confined spaces
 flammable liquid and gas storage tanks and associated equipment (e.g. release points such
as vents, fill points, dip points, safety relief devices)
 flammable liquid and gas dispensing equipment (e.g. vehicle filling stations, depots, LP
gas filling stations)
 storage areas for flammable liquids in packages (e.g. oil store, store rooms, workshops)
 storage areas for flammable gases in cylinders
 fume cupboards used for flammable liquids and gases
 laboratory areas where flammable liquids are used and stored
 painting booths used for flammable paints and lacquers
 application of flammable sealants and adhesives in enclosed areas
 areas around activities generating fine dusts of combustible material (lime, polymers, dry
organic residues)
 containers such as drums, tanks and pipes that have not been properly decontaminated.

12. Definitions

Term Definitions

Competent person A person who has, through a combination of training, education and experience,
acquired knowledge and skills enabling that person to perform a specific task
correctly.
Designated hot work zone An area specifically configured and provisioned for the safe undertaking of hot work
e.g. workshops or a temporary facility that meets.
Fire ban A ban imposed during a period when conditions are such that fires would ignite
easier, be difficult to control and pose a danger to communities.
Fire bans are issued by Iraq Fire and Emergency Service (IFES) and can be
determined by calling the Fire Ban Information Line on 115.
Fire danger rating index Catastrophic May be uncontrollable and fast moving. The flames will be
higher than rooftops. Many people will be injured and
thousands of homes and businesses will be destroyed.
Extreme May be uncontrollable, unpredictable and fast moving. The
flames will be higher than rooftops. People will be injured and
hundreds of homes and businesses will be destroyed.
Severe May be uncontrollable and move quickly, with flames that
may be higher than rooftops. The fire may cause injuries
and some homes and businesses to be destroyed.
Very High Difficult to control with flames that may burn into the treetops.
Some homes and businesses may be damaged or destroyed.
High Can be controlled where loss of life is unlikely and damage
to property will be limited.
Low-Moderate Can be easily controlled and post little or no risk to life or
property.
Fire watch A person who is designated to watch the work area for the duration of the hot work
activities and maintain a watch on the area for a minimum of 60 minutes after the
cessation of the hot work activities.
Hazard A situation that has the potential to harm a person and/or the environment and/or
damage property.
Hazardous area An area in which an explosive atmosphere is present, or may be expected to be
present, in quantities such as to require
special precautions e.g. presence of vapours or gases, combustible liquids,
dusts or fibres, or other flammable or
