1
In an office XYZ, the weekly report in respect of the TA Section shows a large
number of bills pending for audit and payment with many bills outstanding for more
than a month. Further, during test check of some of the audited bills, the Deputy
Controller (F&A) in charge of TA Section has observed that the stipulated audit
checks as per the TA Regulations including the basic checks in regard to entitlement
of mode and class of travel, have not been carried out.
Please draft a communication from DC(FA) to all officials of the TA Section directing
that the bills pending for more than 7 working days be cleared immediately and that
due care should be taken while auditing the bills to ensure that the payment is made
strictly in accordance with the prescribed rules and regulations

Branch Officer in an office has observed that there is laxity in regard to


punctuality amongst staff and officers of the office. Draft a circular from Director for
all sections of the office with a view to reinforce the punctuality in attendance and
general discipline in working.

Question No.3
The XYZ had approved a proposal from a sub-office for placement of supply order
valuing Rs.1,10,000 for purchase of furniture on Limited Tender Enquiry basis.
Instead of issuing supply order to the supplier, the sub-office sent further proposal for
re-tendering this case stating that they have explored one more vendor who has
quoted Rs.1,10,500. The plea of the sub-office for re-tendering is that the re-tendering
will enhance the competition.

As an DA draft an Office Note for decision of the Director (Finance) evaluating


the new proposal based on the General Financial Rules on re-tendering which is as
under:
"Re-tendering may be considered under the following circumstances:-
(a) Offer does not conform to essential specification.
(b) Wherever there are major changes in specification and quantity which
may have considerable impact on the price.
(c) Prices quoted are unreasonably high with reference to the assessed price
or there is evidence of a sudden slump in prices.
(d) There may be cases when the lack of competition is due to restrictive
specification".
