1. INTRODUCTION
The ever-increasing spread of electrical power transmission lines and their interconnection,
as well as the need to guarantee the highest operational safety possible, require improved
systems for protection against the various temporary or permanent failure conditions which
can occur over high voltage lines (short circuit between phases and between phase and
ground, etc.)
The main goal of “selective protection systems” is to identify the nature and location of a
failure in the shortest time and then quickly operate the circuit breakers for the faulty line
section, isolating it from the rest of the power network, which can then go back to normal
efficient operation, keeping the extent and duration of the disservice to a minimum.
The protection devices are usually installed at the ends of each line section and monitor their
operational status signalling any problems such as power overload, groundings, voltage
drops, etc.
The inherent limitations associated with selective protection devices, particularly evident over
long high voltage lines, has lead to the use of teleprotection systems.
A teleprotection system consists of a pair of protection devices installed at the ends of an
electrical line section.

The TPS-NU is manufactured in conformity with the Standard IEC 60834-1 covering
electrical and functional performance.
2.1 DIGITAL SUPPORT APPLICATIONS
Any of the following transmission Interface types may be used:
a) E0 (64 kb/s) data channel with G.703 Interface
b) E1 (2.048 Mb/s)) data channel with G.703 Interface
c) 32/64 kb/s data channel with V.11 Interface
d) 576 kb/s data channel with optical fibre Interface
The software is independent of the Interface type, and is identified by the acronym
ue_seq_r; the transmission period varies depending on the carrier velocity, see below for
more information.

with the messages exchanged between two TPS-NU units, which makes it possible to from
all the combinations between 2+2 and 3+1.

In this case command transmission and reception depend on the Start criterion (see figure)
as described below:
a. Command transmission
When the protection device sends the start command to the equipment, the latter
prepares to transmit the command to the associated teleprotection device.
When the command (or commands) arrive at the protection device(s), the
corresponding command (or commands) is transmitted.
b. Command execution
When command (or command set) event is detected, the actuating relays are
activated, but only if the corresponding start criterion is present.
When there is a great deal of noise present on the line, the event detectors (guard/event)
may not perform the various commutations correctly.
To correct this, a special function is used to drive the relays directly, provided certain
conditions are present:
• High noise level on the line, or guard signal
• Start command present

When the protection device is activated a command is sent to the TPS-NU unit; as it does
not depend on the Start criterion, the latter transmits the event associated with the command.
When the receiver equipment detects the command event it activates the actuating relays
causing the switch to open.

2.3.4 Duplex
In the case of special installation conditions it is possible to send and receive commands in
Full and Half Duplex mode.
Half Duplex mode implies that it is not possible to receive while transmission is taking place,
whereas, in Full Duplex mode it is possible to receive and transmit simultaneously.
In any event, the command is no longer delivered if the RALL alarm (paragraphs 2.5 and
5.1.2) persists for longer than its integration (see “Integrating alarms on US”).

For digital carrier, (optical fiber, G703, V11), which have a large number of available events,
this is not a problem, whereas it could be a problem for analogue carrier, (LF, STE-N, STE-
D), where the events are limited. Furthermore, the fact that carrier wave configurations
occupy one of the channels affects the data channel normally used for other services.

This periodicity must be used carefully, because it periodically occupies the communication
carrier. In case of digital carriers (FO, G703, V11) and analogue LF carrier, it is not a

o RALL (reception alarm): Ground contact or voltage free contact that indicates a
reception alarm
o LALL (local machine alarm): Ground contact or voltage free contact that indicates
local machine alarms and power supply absence
o GALL (summary alarm): Ground contact or voltage free contact that indicates
general alarms. The user may configure which events trigger this alarm
o AL-IND (equipment anomaly alarm): NC solid state relay driven ground contacts
(two fast alarm contacts, and one delayed alarm contact) which are triggered by any
of the alarms mentioned above

The last association ‘command-event’ to be configured has the highest priority. Priorities can
be altered by selecting the command/event association and moving it up or down; this allows
the user to compile the table as required.

The TPS-NU also allows the user to configure “continuous” commands: this type of
command is decided for the single HVU. The difference between a “continuous” command
and a “normal” command is the following: the first needs 2 events, a set for the leading edge
of the command coming from the field, and a reset for the trailing edge. The reset event is
automatically allocated by the configurator, and assigned to the lowest priority level. For
example, if commands A and B in configuration 1) were defined as continuous commands,
the configuration would require 5 events.
Finally, it is very advisable to create configurations with the same events table (
association command – events and type of commands) on both the connected TPS-NU
equipments, to avoid functional operations that can be difficult to be interpreted.

The “Transmission Time Alarm Test” can be used to check that the overall connection is
working correctly. This test can be run from the terminal, or it can be programmed so that is
executed automatically on a regular basis.
The local terminal sends a test event to the remote terminal. Once it has recognised the test
event, the remote terminal responds by sending the same event. This enables the local
terminal to measure the transmission time. Furthermore, the user can set-up an alarm that is
triggered if this time exceeds a predetermined configured value.
Since the test does not affect the command transmission or execution functions in any way, it
can also be run during normal operation.
The actuator relay drivers includes redundant circuits that ensure that individual failures
cannot generate false commands.
The equipment is equipped with some light-indicators facilitating the operation status
monitoring as well as maintenance. The main alarm criteria are also available as voltage free
contacts.
As has already been stated, each command or alarm is stored by software counters and
time-tagged (accurate to one millisecond): these data are made available at the maintenance
and monitoring terminal, and can be zeroed by using the dedicated terminal command.

4. MECHANICAL CHARACTERISTICS
4.1 GENERAL
The TPS-NU equipment mechanical structure is fully METRIC in accordance with the
Standard ETS 300-119, IEC 917 and DIN 43356.
The equipment is built with aluminium extrudate suitably anodised and assembled.
The materials used guarantee a good electric conductivity and a correct protection against
electrostatic discharge.
4.2 SUB-RACK
TPS-NU equipment can be equipped with 1 type of sub-rack with field connectors on
the rearside of the sub-rack (TPS-NU Sub-rack).

The cards are interconnected through the printed circuit card mounted at the back of the sub-
rack. The field Interface connectors are also mounted on this card. In particular:

The diagnostic window displays the start counter values, the commands received and
transmitted by each HVU group, that can be reset by the user also individually), the card and
alarm state, the BER/SNR value and the transmission time.
The maintenance software carries out a compatibility test between the firmware, the
hardware and the configuration each time an operation is performed; it also allows the
historical analysis of the events recorded on the EEPROM, if this is included in the
configuration.
5.2 MAINTENANCE
The maintenance terminal (Personal Computer) may be used both as testing and checking
terminal for diagnostics during line-up and maintenance, as well as for reading all alarms and
counters of transmitted and received commands.
As described above, the user is informed about any incompatibility between the programmed
configuration and the cards inserted in the equipment by both the Maintenance SW and a
series of visual indications.
Accidental insertion of units into the wrong slots will not, in any case, damage the units
themselves or cause false commands to be transmitted or delivered to the protection
devices.
Nevertheless it’s worth keeping in mind that:
− once a unit has been inserted, you must tighten the upper and lower screws on the front
plate
− to remove a unit, make sure that these same screws have been completely loosened
− unit removal is made easier by slightly pushing the extraction knob
− static-control wrist straps (anti-static bracelets) must always be used when handling the
units
The following accessories are available for use with TPS-NU equipment:

This cable is required to connect the “TPS-NU Service Unit” to a PC serial port (when using
the Maintenance SW during the viewing and/or configuration phase).

BATTERY connector in the sub-rack BATTERY connector, and the other connector,
identified as COMMAND, in one of the COMMAND A, COMMAND B, COMMAND C,
COMMAND D connectors, depending on which HVU unit is to be tested.
4. Activate the off-line test mode on the desired HVU unit using the corresponding
maintenance terminal command

6. TECHNICAL DATA
It’s the time elapsed between the transmission of the command by the local protection
and the delivery of the same command to the remote protection.
This time does not take into consideration the delay introduced by the transmission
bearer and is always calculated based on absence of line noise.
• Dependability
This is defined as the probability that a transmitted command will be recognised, even
under unfavourable conditions (high BER / low SNR).
From an operational point of view, this parameter is calculated as (1-Pmc), where Pmc
is the probability of missing command; that is:
Pmc= Number of missing commands / Number of transmitted commands
The transmitted command is considered lost if it is not received within a max. pre-set
time or if it lasts less than a minimum established time.
To define the dependability it is necessary to plot the Pmc vs. BER / SNR curves for
each maximum recognition time (1.3*T0, 1.5*T0, 2*T0, etc), using 3*T0 duration
commands, and a 1 second delay between each command.
• Safety
It’s the level of probability that a command will not be delivered if not transmitted (a
false recognition can, in fact, occur because of noise present in the transmission
carrier).
From an operational point of view, this parameter is evaluated by introducing a noise
burst (duration = 200 msec, with a 500 msec delay) on the transmitted pattern, and
measuring the false command probability Puc, defined as:
Puc = Number of unwanted commands / Number of sent noise bursts.
To define safety, refer to the Puc peak value on the Puc vs. BER / SNR curve.

The equipment enables the user to program various nominal transmission times T0, in order to
vary the dependability and safety performance. The nominal transmission time and safety level
may be set to different values for each command. The user can also program an Execution
Delay Timer in order to improve safety.
