REPUBLIC OF THE PHILIPPINES

CABANGAN NATIONAL HIGHSCHOOL

WHEREAS, there are reports that some students of Cabangan National Highschool
(CNHS) are not attending their afternoon classes using the lunch break to go out of
the campus;

WHEREAS, the safety and welfare of the students who are outside during school
hours are under the threats of various hazards;

WHEREAS, Art. 218 of the Family Code provides that school, its administrators
and teachers, or the individual, entity or institution engaged in child are shall have
special parental authority and responsibility over the minor child while under their
supervision, instruction or custody;

NOW, THEREFORE, by the special parental authority vested by the law to CNHS,
the same hereby order:

Section 1. Prohibition against cutting-classes- Students are enjoined to return to the


campus on time after the lunch break to attend their afternoon classes. Students
who failed to appear to their appropriate classrooms after the lunch break has
ended are deemed to have committed cutting classes.

Section 2. Sanctions- Any student who committed cutting-classes for the first time
shall not be allowed to resume his/her attendance to his/her classes until and unless
accompanied by his/her parents or guardian in a dialogue with the principal or any
of the latter’s authorized representative. If repeated for the second time, the student
shall be suspended for 3 days, and to be allowed to resume his/her attendance to his
classes, he/she must be accompanied by his/her parents or guardian in a dialogue
with the school principal or her authorized representative. If repeated for the third
time, suspension for 5 days shall be imposed. If repeated for the fourth time, the
student after due notice and hearing shall be expelled.

Section 3. Counseling- The Guidance Counselor with the assistance of the religious
sector shall conduct regular counseling and follow-ups to the students who
committed cutting-classes.
