1. GENERAL

Tan Son Nhat International Airport (TSNIA) has four-storey Terminal covers 99,648 square
meters, with eight airbridges and state-of-the-art equipment and have a capacity of 8 to 10 million
international passengers per annum. The Fire Protection System of the new Terminal was designed
to operate without failure continuously for 24 hours a day, 365 days a year without any
interruption for maintenance.

This document contains advice on the use, care and servicing requirements and explains the basic
operations necessary for operating and maintaining the Fire Protection System of Tan Son Nhat
International Airport. It also outlines the operating functions & provides instructions on how to
operate the various components/equipment forming part of the overall system.

2. SYSTEM OUTLINE OF FIRE PROTECTION SYTSEM


2.1 Overview of TSN International Airport Fire Protection System
The whole area of the Building is protected by the Fire Protection System comprising the
following sub-systems and categorized as follows;

1. Water-Based Fire Suppression System

2. Special Hazard System

The Fire Protection System has two main sources of fire water
1. Fire Water Tank Located in pump room area and has an actual capacity of 2908m 3
of which 675m3 is dedicated for Fire Protection System. Fire Water Tank has two
manholes with ladders for maintenance and cleaning purposes.

2. Pillar Stand Located at ground floor of Passenger Terminal Building gridline L-11
& L-22, these pillar stands connected directly from the main water pipe of City Water
& Environment Joint Stock Company and it is capable to supply water for special
fire trucks.

The water replenishment tank located at the roof top of the Passenger Terminal Building
between gridline D-E with a capacity of 2.25m 3 is supplying initial water to the Internal Fire
Hydrant and External Fire Hydrant System.

1. Portable Fire Extinguishers is 4 kg capacity ABC dry power fire extinguishers and 2.3 kg.
Capacity carbon dioxide (CO2) extinguisher as specified in the drawings.

2. Wheeled type fire extinguishers are 25 kg. capacity ABC dry powder extinguishers and 25 kg.
capacity carbon dioxide (CO2) extinguisher.

3. Special Fire Extinguishing System the quality of the extinguishing agent is class 2 of JIS K
1107 and the purity of nitrogen is more than 99.99%. The quantity of the fire extinguishing
agent is more than 0.52 m 3 per 1m3 of the protected space volume. The density of the
extinguishing agent in the protected area is within 40.3% to 52.3%.

2.3 System Interface/Integration

Mainly the control panel is keep continuous action without operating the starter when the source of
electrical power changes from the city power supply to the emergency power supply by generator.
The following devices is provided in the control panel, switch for starting and stop and indicator of
necessary status and alarms.

This following terminal for interfacing with the Fire Alarm Control Panel (FACP) of Fire Alarm
and Detection System (FADS) and the Building Management System (BMS) is provided in the
control panel, i.e., input terminal for starting, priming water tank low level alarm input terminal,
pump operating signal output terminal, ground terminal etc., all sensors, relay and accessories are
required for status and control is also been provided.

3. FIRE PROTECTION SYSTEM OPERATION
This section details the basic operation of Fir Protection System of Tan Son Nhat International
Airport. The details of operation of individual fire protection equipment are explained in the
manufacturers manual/instruction on Chapter 7 of this manual.

A. Main components of Internal Fire Hydrant System

Fire Water Tank a part of the water tank in the water receiving tank is being used
as fire water for Internal Fire Hydrant System. The required effective quantity is
54m3.
Fire Pump Unit The fire pump for the Internal Fire Hydrant System is consist of
centrifugal pumps, electric motor, priming water tanks, relief pipes, performance
testing devices, pump starters, control panels and accessories. The Internal Fire
Hydrant System has two pumps, one duty pump and the other one is for standby and
the rated discharge flow is 600 liters/min.

Internal Fire Hydrant Cabinet the fire hydrant cabinet has three types, the
embedded or recessed type with painted steel body (Type A) and exposed/surface
mounted (Type B)

Each internal fire hydrant cabinet is equipped by the following;

1. 65mm and 50mm hose valves


2. 2 nos. 50mm x 20m long hoses

3. 50mm x 13mm hose nozzle

4. 4 kg capacity ABC dry powder portable fire extinguisher

And also featured the following items;

1. Manual push button alarm and pump started


2. Red flashing indicator light

3. Alarm bell

4. Addressable manual call point (jack for emergency telephone)

Internal fire hydrant cabinets are distributed in the whole area of Passenger
Terminal Building with design protection coverage of 25m.

Test Valve test valve is installed at the end of the piping of the internal fire
hydrant for testing operation of the system.

Fire Department Connection Siamese fire department connections is being
provided at the places which may easily be approached by the fire engines which is
located at the GF gridline K11 & K22. A sign above the fire department connection
is placed indicating that it is fire department connection for internal hydrant system
and the range of the water supply pressure which greater < 10kg/cm 2 .

Water Replenishment Tank the tank capacity is 2.25cm3 and this tank is
equipped by float valve, electrodes, ladders & access manholes.

Control Panel indicator of necessary status and alarms for Internal Fire Hydrant
System. Control Panel is interfaced with the Fire Alarm Control Panel (FACP) to
Building Management System (BMS).

B. System Operation Start-up and Shutdown Instruction of Internal Fire Hydrant System

Basically in a normal operation, keep the piping system of Internal Fire Hydrant System and the
replenishment tank full of water.

In the Central Plant, the Internal Fire Hydrant System water reservoir is divided into two
categories, the treated water tank & the raw water tank.

Basic instruction for valve operation at the Fire Pump room before normal operation; illustration 4
is provided below for reference.

1 Gate Valve at suction pipe location of treated water tank always keep open and valve at
2 Raw water tank suction pipe always keep close and it will be open when the water is
already treated.

3 Gate Valve at discharge pipe location of pump always keep open

4 Drain Valve of water priming tank always keep close. This valve can be open during the
maintenance or repair works.

5 Gate Valve of water supply piping from water priming tank to internal fire hydrant pump
always keep open.

6 Gate Valve of test pipe must always keep close; usually this valve will be open during the
testing of pump.

7 Gate Valve of water supply system to water priming tank always keep open.

In case of fire, these are the basic step by step start-up procedure on how to operate the Internal
Fire Hydrant System in auto mode condition;

1 In case of fire - smoke/heat detector relay alarm signal to Fire Alarm Detection System
Monitor. The FADS monitor displays the exact location of fire.
2 Call local fire department to standby and position the fire truck accessible to the Siamese
connection and pillar stand.

3 Go to the nearest fire cabinet at the fire location as indicated in the FADS monitor.

4 At the fire hydrant cabinet, push the start-up button to start the pump. The pump start
button is located at the upper part of the cabinet similarly to the telephone jack,
addressable manual call point, red indicator lamp and emergency bell. Red indicator lamp
always operates in order to recognize the internal fire hydrant cabinet on both daytime
and night time.

Internal Fire Cabinet Details

When pressing the start-up button of internal fire hydrant pump, signal will be relay to
center control panel of Fire Alarm and Detection System. From this panel, it will send
signal to the control panel of fire pump to start the pump run.

Normally in case of fire, two people are required to operate the internal fire hydrant
cabinet. Person A will open the fire hydrant cabinet and pull the fire hose and position it
to the fire location and person B will open the fire hydrant valve and press the start-up
pumps button.

To shutdown the internal fire hydrant system, in the control panel turn switch 15 into manual
mode and then press button 12 to stop fire hydrant pump and then close all fire hydrant valve
at the fire hydrant cabinet, please refer to the control operating instruction in this section.

5 In case that the pump start-up button at the fire cabinet is malfunction, you can directly
operate manually the fire pump at the control panel located at fire pump room. See
Internal Fire Hydrant Pump Flow chart.
6 If case that pumping system is malfunction or breakdown, you can instruct the fire truck
from the local fire department to supply water in the internal fire hydrant piping system
via Siamese connection. Please refer to Internal Fire Hydrant System Flow Chart.

A. Main components of External Fire Hydrant System

Fire Water Tank a part of the water tank in the water receiving tank is being used
as fire water for External Fire Hydrant System. The required effective quantity is
324m3.
Fire Pump Unit The fire pump for the External Fire Hydrant System is consist of
centrifugal pumps, electric motor, priming water tanks, relief pipes, performance
testing devices, pump starters, control panels and accessories. The External Fire
Hydrant System has two pumps, one duty pump and the other one is for standby and
the rated discharge flow is 1800 liters/min.

External Fire Hydrant Cabinet the fire hydrant cabinet has three types, the
embedded or recessed type with painted steel body (Type A) and exposed/floor
mounted (Type B) made of stainless steel.

Each internal fire hydrant cabinet is equipped by the following;

6. 2 nos. 65mm x 20 m long hoses

7. 65mm x 19mm hose nozzle

8. 4 kg capacity ABC dry powder portable fire extinguisher

And also featured the following items;

External fire hydrant cabinets are distributed in the whole area of Passenger
Terminal Building with design protection coverage of 50m.

Test Valve test valve is installed at the end of the piping of the External Fire
Hydrant for testing operation of the system.

Fire Department Connection Siamese fire department connections is being
provided at the places which may easily be approached by the fire engines which is
located at the GF gridline K11 & K22. A sign above the fire department connection
is placed indicating that it is fire department connection for External Hydrant
System and the range of the water supply pressure which greater < 10kg/cm 2 .

Water Replenishment Tank the tank capacity is 2.25cm3 and this tank is
equipped by float valve, electrodes, ladders & access manholes.

Control Panel indicator of necessary status and alarms for External Fire Hydrant
System. Control Panel is interfaced with the Fire Alarm Control Panel (FACP) to
Building Management System (BMS).

B. System Operation Start-up and Shutdown Instruction of External Fire Hydrant System

Basically in a normal operation, keep the piping system of External Fire Hydrant System and the
replenishment tank full of water.

In the Central Plant, the External Fire Hydrant System water reservoir is divided into two
categories, the treated water tank & the raw water tank.

Basic instruction for valve operation at the Fire Pump room before normal operation; illustration 7
is provided below for reference.

1 Gate Valve at suction pipe location of treated water tank always keep open and valve at
2 Raw water tank suction pipe always keep close and it will be open when the water is
already treated.

3 Gate Valve at discharge pipe location of pump always keep open

4 Drain Valve of water priming tank always keep close. This valve can be open during the
maintenance or repair works.

5 Gate Valve of water supply piping from water priming tank to internal fire hydrant pump
always keep open.

6 Gate Valve of test pipe must always keep close; usually this valve will be open during the
testing of pump.

In case of fire, these are the basic step by step start-up procedure on how to operate the External
Fire Hydrant System in auto mode condition;

1In case of fire is found visually


2Go to the nearest fire cabinet at the fire location.

3At the fire hydrant cabinet, push the start-up button to start the pump and the alarm button. The
pump start button is located at the upper part of the cabinet similarly to the telephone jack,
addressable manual call point, red indicator lamp and emergency bell. Red indicator lamp
always operates in order to recognize the external fire hydrant cabinet on both daytime and
night time.

4Call local fire department to standby and position the fire truck accessible to the Siamese
connection and pillar stand.

When pressing the start-up button of external fire hydrant pump, signal will be relay to
center control panel of Fire Alarm and Detection System, simultaneously it will send
signal to the control panel of fire pump to start the pump run.

Normally in case of fire, two people are required to operate the internal fire hydrant
cabinet. Person A will open the fire hydrant cabinet and pull the fire hose and position it
to the fire location and person B will open the fire hydrant valve and press the start-up
pumps button.

To shutdown the External Fire Hydrant system, in the control panel turn switch 15 into manual
mode and then press button 12 to stop fire hydrant pump and then close all fire hydrant valve
at the fire hydrant cabinet, please refer to the control panel operating instruction in this section.

5 In case that the pump start-up button at the fire cabinet is malfunction, you can directly
operate manually the fire pump at the external fire hydrant control panel located at fire
pump room beside the internal fire hydrant control panel. Refer to illustration 8 of this
chapter for the location of External Fire Hydrant System Control Panel.

6 In case that pumping system is malfunction or breakdown, you can instruct the fire truck
from the local fire department to supply water in the External fire hydrant piping system
via Siamese connection. Please refer to External Fire Hydrant System Flow Chart.

A. Main components of Sprinkle System

Fire Water Tank a part of the water tank in the water receiving tank is being used
as fire water for Sprinkler System. The required effective quantity is 243m 3.
Fire Pump Unit The fire pump for the Sprinkle System is consist of centrifugal
pumps, electric motor, priming water tanks, relief pipes, performance testing
devices, pump starters, control panels and accessories. The Sprinkler System has
two pumps, one duty pump and the other one is for standby and the rated discharge
flow is 1350 liters/min. This pump can be started automatically by pump starter
which detects pressure drop in the sprinkler pipe resulting action of sprinkler head.
In case the on duty pump is out of action, stand-by pump can be operated
automatically by pressure switch and manually at the Sprinkler System Control
Panel.

Jockey Pump The Jockey Pump fill the sprinkler piping system with water and to
keep water pressure in the pipe. There are two units of pump provided in this
system; one is on duty while the other unit is for stand-by. The rated discharge flow
of this pump is 20 liters/min. This pump operated automatically by pressure switch
in order to keep water pressure in the piping system.

Sprinkler Head Sprinkler head is designed with operation temperature about 68C
and distributed to the Terminal Building except kitchen which has designed
operation temperature of 79C. Each sprinkler head has protection coverage of 2.3m.
The upright type sprinkle is used for areas without ceiling.

Water Flow Indicator Water Flow Indicator consists of an automatic alarm valve,
pressure switch and accessories. This will detect action of the sprinkler heads by
water flow and send alarm signal to the fire alarm and detection system.

Test Valve test valve is installed at the end of Sprinkler Piping System for testing
operation of the system.

Fire Department Connection Siamese fire department connections is being


provided at the places which may easily be approached by the fire engines which is

valve must be keep close.
2 Gate valve at discharge pipe of Jockey Pump always keep open.

3 Raw water tank suction pipe always keep close and it will be open when the water is

5 Drain Valve of water priming tank always keep close. This valve can be open during the
maintenance or repair works.

6 Gate Valve of water supply piping from water priming tank to internal fire hydrant pump
always keep open.

7 Gate Valve of test pipe must always keep close; usually this valve will be open during the
testing of pump.

8 Gate Valve of water supply system to water priming tank always keep open.

9 In the Alarm Valve - The gate valve must always keep open and drain valve is always kept
close.

10 Test valve of sprinkler pipe is always keeping close and usually open it during the testing
of Sprinkler System.

In case of fire, these are the basic step by step start-up procedure on how does the Sprinkler
System operates in auto mode condition; please refer to Sprinkler System Flow Chart.

1In case of fire and the room temperature increase, the sprinkler head will explode at the
temperature of equal or greater than 68C except in kitchen area which has a maximum
value equal or greater than 79C.
2The pressure of the Sprinkler piping system at normal condition is 9 kg/cm 2, if pressure drop
is occurs the alarm valve will open (this alarm valve distributed in the terminal
building)and relay signal alarm to Fire Alarm System.

3The pressure switch at the expansion tank at the fire pump room will open and relay signal to
the Sprinkler System control panel to start operation of Jockey Pump.

4The pressure switch for jockey pump in expansion tank is set to pressure range from 8.5
kg/cm2 10.0 kg/cm2. When the sprinkler head burst out and the pressure in the system
continuously decreasing and achieve the pressure of 8.5 kg/cm 2 the jockey pump will
automatically start to build up pressure in the system. If the pressure increases up to 10.0
kg/cm2 jockey pump will stop. Normally Jockey Pumps are alternately running

5The Main pump has a cut-in pressure of 8.0 kg/cm 2. It means that when pressure in the system
drops to 8.0kg/cm2 the main sprinkler pump will run.

6Also the sub-pump has a cut-in pressure of 7.5 kg/cm 2. The sub-pump will run when the water
pressure continuously decreasing up to 7.5 kg/cm2 and main pump will stop.

7The Sprinkler System designed to have pressure regulating valve which is installed at the
discharge pipe of Sprinkler System. This pressure regulating valve set to maintain pressure
at maximum 10.0 kg/cm2. If the pressure is greater than 10 kg/cm 2, the pressure regulating
valve will automatically open and release the excess pressure and maintain 10 kg/cm 2.

8In case of critical fire condition, call local fire department to standby and position the fire truck

C. Operating principle of alarm valve:

When the fire protection system is initially being pressurized, water will flow into the system until
the water supply and system pressure become equalized and the torsion spring closes the clapper in
the alarm check valve. Once the pressure has stabilized, the alarm check valve is in service and the
centrally located groove in the seat ring is sealed. Consequently, with the alarm check valve set for
service, there is no flow through the alarm port to the alarm devices (pressure alarm switch)
When there is a steady flow of water into the sprinkler system due to a sprinkler operation, the
clapper open. Water is then permitted to flow into the centrally located groove in the seat ring and
out through the alarm port towards the restriction assembly. When the flow through the inlet
restriction of the restriction assembly exceeds the flow through the outlet restriction. The retort
chamber begins to fill. Subsequently, the pressured alarm switch will be actuated. The alarm will
continue to be actuated as long as the clapper remains open. Water in alarm lines will
automatically drain out through the drain orifice in the restriction assembly. When the clapper
closes due to a discontinuation in the flow of water into the sprinkler system.

3.4 FIRE EXTINGUISHERS

Aside from water-based suppression system, Fire Extinguishers is also been provided in
Tan Son Nhat International Airport Terminal Building. The Fire Extinguishers provided in
the Terminal Building consists of four (4) types: ABC (4kg), CO2 (2,3kg), wheel ABC
(25kg), wheel CO2 (25kg), this was distributed in the terminal building for each type and
the locations is defined hereunder;

ABC (4kg) this is located in some areas like corridor, hall, toilets and inside the
internal and external fire hydrant cabinets
CO2 (2.3kg & 25kg) this is usually located at equipment areas i.e., machine rooms,
electrical rooms, BMS control room.
ABC (25kg) this type is located at external building areas i.e., car park, taxi and

3.5. SPECIAL FIRE EXTINGUISHING SYSTEM (NITROGEN GAS)


This system is a total flooding system which uses a fixed type fire extinguishing system. In this
method, the protected room where a fire occurred is closed up tightly and the Nitrogen gas is
discharged from nozzles fixed within the protected room to reduce the oxygen density of the whole
limit.

The Special Fire Extinguishing System consists of a control box, fire detectors, a control panel
for electric control, a speaker for warning, Nitrogen gas cylinders, Nitrogen pilot cylinder for
actuating nitrogen cylinder, 4 line control valves for selecting number of releasing N 2
Storage cylinders, selector valves for selecting discharging room, CO 2 actuating cylinders for
releasing the 4 line control valve, the selector valve and N 2 pilot cylinder, pipes, discharge
nozzles, discharge indicators, a storage battery unit as an emergency power supply and a
pressure relief device for preventing the pressure rise in the protected room by discharging.

In the Cylinder room there are 50 nitrogen cylinders intended for the following location and
allows only to discharge the following amount of nitrogen controlled by line control valve.

A. Functions of Major Equipment of Special Fire Extinguishing System

N2 Cylinder Unit The cylinder unit consists of N2 storage cylinders, an N2 pilot


cylinder, and releasers of cylinder valve, loop pipes, manifold pipes and a frame.

A) N2 Storage Cylinder is used to store nitrogen gas in the pressure of 20Mpa at


35C.
B) N2 Storage Cylinder valve N 2 storage valve is released by the pressure of N 2
pilot gas automatically, the outlet pressure of cylinder valve is controlled
10.8Mpa or less to discharge by the pressure of N2 pilot gas.

C) N2 Pilot Cylinder is used to store nitrogen gas in the pressure of 10.8Mpa at


40C.

D) N2 Pilot Cylinder Valve is released by pressure of actuating gas automatically


and discharging the N2 pilot gas.

E) Pressure Gauge is mounted on the N 2 cylinders, and the pressure of the N 2


cylinder always can be measured. The pressure gauge has the green zone to show
normal condition of the pressure.

Selector Valve Unit the selector valve unit is provided when it is necessary to
select the discharged room and have the storage cylinders in common. The selector
valve unit consists of selector valves, CO 2 actuating cylinders, cylinder valve
solenoid, pressure switches, a terminal box, and an assembly frame.

Selector Valve Unit (SVU)

A) Selector Valve the selector valve is provided for selecting the discharged
room, and opened by a lever that is pushed up by the gas pressure of the
actuating cylinder.
B) CO2 Actuating Cylinder - CO2 actuating cylinder is filled with carbon
dioxide for actuating. A cylinder valve and a cylinder valve solenoid for
releasing it are mounted on the actuating cylinder and the actuating gas
release the selector valve, N2 pilot cylinder and 4 line control valve through
the control pipe.

C) Cylinder Valve Solenoid the cylinder valve solenoid releases CO 2 actuating


cylinder by the electric signal from the control panel. The cylinder can be
opened manually by removing the knob cover and pulling up the knob of
cylinder valve solenoid.

D) Pressure Switch the pressure switch is operated by the pressure of the


discharge fire-extinguishing agent to flicker discharge indicator and
indicating lamp Discharge. The pressure switch is reset by pushing the
knob back.

4 Line Control Valve The 4 line control valve is provided to


select the number of releasing N2 storage cylinders by one N2 pilot cylinder.

Discharge Nozzle is provided to diffuse fire extinguishing agent over
the protected room uniformly and quickly.

Damper Closing System - this system prevents the leakage of fire


extinguishing agent from opening of the ventilating duct. The system consists of a
piston releaser, damper reset valve box, and area of ventilating duct, copper pipe
and non-return valve.

A) Piston Releaser this is operated to close the opening of ventilating duct by


the pressure of fire extinguishing agent.

B) Damper reset valve box this valve box is installed for the purpose of
resetting the piston releaser after fire extinguishment. When the fire
extinguishing agent enclosed with 4 copper pipe is leaked by operating the
reset valve in the box the piston releaser is reset.

Control Box this box is a device for starting the system and it is provided near the
entrance of the room.

Control Panel the control panel controls start, stop and display warning and
monitoring of the fire extinguishing system consisting of operation unit and
indicating unit. An actuation mode can be set by key-operating the auto-manual
changeover switch on the control box which is provided near the entrance of each
room. In the manual actuation mode, the system is started by operating the control
box. In the automatic actuation mode, it is started by the signals of the fire detectors
or operating the control box.

B. Setting of Actuation Mode

The actuation mode can be changed over the automation or manual by operating the auto-manual
changeover switch of the control panel or the control box. With the switch of control panel, all
protected room can be set to Automatic or Manual and with the switch of the control box;
each protected room can be set it. And the setting mode is lighted by the indicating lamp Auto or
Manual.

CAUTION: When changing the start mode by the Auto-Manual changeover switch of control
panel, the mode of all protected room is changed to Automatic or Manual.

WARNING: When setting the Auto-Manual changeover switch to Automatic position, make
sure that nobody is within the room.

B.1 Automatic Starting by the fire detector working, the control panel operates as follows and
fire extinguishing agent discharges it.

B.2 Manual Starting - Manual actuation by Control Box
In case of fire, operate the control box in the procedure given below and refer to Manual actuation
Mode Operation Flow Chart.
1 Make sure that the control box is for fired room, and then open the door of the control
box.
(a) Broadcast evacuation is started from the speaker.
2 Make sure that nobody is in the room.
3 Strongly press the discharge switch in the control box from the protective cover.
(a) The indicating lamp Actuation on the control box flickers and the
digital indicator counts down the time to discharge of fire
extinguishing agent digitally.
(b) When the digital indicator goes to 00 the cylinders and the
selector valve area released to discharge the fire extinguishing
agent from the discharge nozzle into the room.
(c) The discharge indicator provided above the entrance of the room
flickers to warns people to keep out the room.
4 The same operation is performed as explained in the Automatic Starting.

When the discharge switch has been pushed by mistake, strongly press the stop switch on the
protective cover immediately. If the digital indicator does not reach 00 yet, the system can
be stopped. Besides, broadcast evacuation is not stopped until closing the door of the control
box. Once the fire extinguishing agent begins to be discharged, the discharge can not be
stopped in the middle of operation.

D. Special Fire Extinguishing Control Panel operating instruction


Control panel controls start, stop and display warning and monitoring of the fire extinguishing
system consisting of operation unit and indicating unit. An actuation mode can be set by key-
operating the auto-manual changeover switch on the control box which is provided near the
entrance of each room. In the manual actuation mode, the system is started by operating the
control box. In the automatic actuation mode, it is started by the signals for fire detectors or

This portable device is used to put out fires of limited size. It may go unused for many years, but
they must be maintained in a state of readiness. For this reason, periodic inspection and servicing
are required.
