RE.CLASSIFICATION OF THE SUBJECTS NURSING PRACTICE | AND NURSING
PRACTICE Il OF THE PHILIPPINE NURSE LICENSURE EXAMINATION (PNLE)
WHEREAS, Section 9 (h) of Republic Act (R. A.) No. 8981, otherwise known as the
PRC Modernization Act of 2000, grants to the Professional Regulatory Boards the
power to prepare, adopt, and issue the syllabi, tables of specifications of the subjects for
examinations, in consultation with the academe; determine and prepare the questions
for the licensure examinations which shall be strictly within the scope of the syllabus or
tables of specifications of the subjects for examination;
WHEREAS, Section 9 of R. A. No. 9173, also known as the Philippine Nursing Act of
2002, grants to the Professional Regulatory Board of Nursing (Board) the power to
‘conduct the licensure examination for nurses; and to prescribe, adopt issue and
promulgate guidelines, regulations, measures and decisions as may be necessary for
the improvement of the nursing practice, advancement of the profession and for the
pproper and full enforcement of said Act, subject to the review and approval by the
‘Commission:
WHEREAS, Section 14 of the R. A. No. 9173 provides for the scope of the examination
for the practice of nursing in the Philippines which shall be determined by the Board,
taking into consideration the objectives of the nursing curriculum, the broad areas of
nursing, and other related disciplines and competencies;
WHEREAS, the following are the current classifications of the subjects for the PNLE,
with each having one hundred (100) items and percentage weight of twenty percent
(20%):
Nursing Practice | - Basic Foundation of Nursing and Professional
Nursing Practice
Nursing Practice I! - Community Health Nursing and Care of the Mother
and Child
Nursing Practice Ill - Care of Clients with Physiologic and Psychosocial
Alterations (Part A)
Nursing Practice IV - Care of Clients with Physiologic and Psychosocial
Alterations (Part B)
Nursing Practice V_- Care of Clients with Physiologic and Psychosocial
Alterations (Part C)
WHEREAS, Nursing Practice | refers to the basic nursing concepts and skills, nursing
process, communication, leadership and management, research. ethics and legal
aspects of nursing, which component should be integrated in all examination
subjects;

WHEREAS, the components of Nursing Practice Il are: (1) Community Health Nursing
‘which focuses on the care of normal and at risk families, care of population groups and
care of the communities, and (2) Care of the Mother and Child which focuses on the
care of the newbom infant, care of the normal child and those with common
alterationsiilinesses, care of the client with sexuality, reproductive health and fertility
problems, care of the normal pregnant woman going through the various stages of
pregnancy and care of the pregnant woman with complications of pregnancy;
WHEREAS, the curricular content of each of these two (2) components (Community
Health Nursing and Care of the Mother and Child) are so broad and extensive that they
‘ought to be treated as separate and distinct componenvarea
WHEREAS, under the present PNLE test framework, the scope and number of items
allocated for Community Health Nursing and Care of the Mother and Child are not
‘adequate to determine the competence of beginning nurses in such components/areas
of practice;
WHEREAS, the Board initiated consultation with its stakeholders, including the
members of the Association of Deans of Philippine Colleges of Nursing (ADPCN), to
review the current classifications of the subjects of the PNLE, and to recommend the
possible changes or revisions thereto for the consideration of the Commission;
WHEREFORE, the Board RESOLVES, as it is hereby RESOLVED, to reclassify the
examination subjects in the PNLE as follows:
1. The Nursing Practice | on Basic Foundation of Nursing and Professional
Nursing Practice shall no longer be treated as a separate and
independent component of the PNLE, but instead will be subsumed or
integrated in all the PNLE examination subjects;
2. The Nursing Practice | shall be reclassified and renamed as Community
Health Nursing, and which shall be assigned with a relative weight of
‘twenty percent (20%);
3. The Nursing Practice Il shall be reclassified and renamed as Care of
Healthy/At Risk Mother and Child, and which shall be assigned with a
relative weight of twonty percent (20%);
REOLVED FURTHER, that the classification and descriptions of Nursing Practice Ill, IV
and V shall be retained. The listing of the reclassified subjects of the PNLE is hereto
attached as Annex A.
‘This Resolution and its Annex shall be applied starting the November 2017 PNLE and
its succeeding schedules,
‘This Resolution and its Annex A shall take effect after fieen (15) days from publication
