ON
RUNNING ROOM FACILITIES

The issue of resting facilities and other provisions for outstation rest of running staff has
been engaging the attention of Indian Railways time to time as is evident from the number o f
letters and instructions issued on the subject by the Ministry of Railways and Zonal Railways.
Various Railways have taken up several steps to improve the conditions of Running
Room and made provision of various amenities and recreational facilities. Still there is scope of
improvement at various places.
In view of above CAMTECH has prepared this Report on Running Room Facilities
which shall be useful for Railways to improve the running rooms facilities and environment. The
check list will be useful to pride the missing facility.
Running Room needs pride attention in order to ensure that crew rest is proper &
adequate. Sufficient facilities should be are available for the comfort of the running staff.
Various committees also drew attention of Railways on the subject to create the right kind of
environment for the running staff to take rest at outstation.
. CAMTECH has prepared this Report on Running Room Facilities to make improvement
in the facilities and amenities at Running Rooms. Good work done by various Railways along
with photographs has been incorporated in this report. CAMTECH also added a check list and
its recommendations on the subject.
It is clarified that this report does not supersede any existing provisions laid down by
Railway Board/ Zonal Railways. This report is for guidance only and it is not a statutory
document.
I am thankful to all field personnel who have helped us in preparing this report.
Technological up-gradation & learning is a continuous process. Hence feel free to write
to us for any addition or modification in this report. We shall highly appreciate your

CHAPTER 1
INTRODUCTION
OBJECTIVE
To provide clean and quiet resting place for loco crew and guard along with
necessary messing, boarding and recreational facilities round the clock, Railway Board
has issued guidelines to Zonal Railways for implementation.
1.1 RAILWAY BOARD GUIDE LINES AS PER BOARDS LETTER NO. 2001/M
(L)/467/2 DATED -10.11.03
1. Running room should be classified on the basis of number of users per day:
i. Category A 51 users,
ii. Category B between 21-50 users and
iii. Category C up to 20 users.
2. Basic amenities like:
i. Proper hygiene, adequate toilet facilities and clear drinking water.
ii. Proper ventilation and lighting
iii. Desert cooler
iv. Reading room with magazine and newspaper
v. Cooking facilities to meet the needs of running staff
3. A norm of not more than two beds per room/cubicle should be adopted.
4. Where ever necessary boundary walls/fencing should be provided.
5. Standby power supply arrangement may be provided.
6. Mosquito nets/mosquito repellant etc. should be provided.
7. Railway and DOT phones should be provided.
8. Cooking utensils should be of stainless steel type.
9. Lockers should be provided to the running staff for keeping their personal
belongings/valuables.
10. First aid box and firefighting equipment should be provided.
11. Good quality linens should be provided.
1.2 A Report has been issued by Railway Board with a title High Power Committee to
Review the Duty Hours of Running and Other Safety Related categories of Staff on
August, 2013. Points pertaining to running room facilities are reproduced below for ready
reference:
3. Creation of a separate plan head for safety works including the works for running
room facilities and provision of adequate funds under this plan head. Until the
creation of the aforesaid plan head, works pertaining to running room facilities
should be permitted to be proposed under Traffic facility plan head with
adequate provision of funds.
4. Increase the powers of General Manager for sanctioning works related to running
rooms so that the proposals need not be sent to Board for approval unless the
value is very high.
6. Regular monitoring and the compliance of the complaints made in the complaint
register of running rooms must be ensured.
7. All running rooms should be provided with air conditioning in due course
beginning with running rooms located in humid/ coastal areas, with 100% power
back up arrangements. A phase wise programme may be drawn and within 5
years, all running rooms on IR be provided with air conditioning facilities. Also,
new running rooms may be sanctioned with air conditioning facilities only.
8. The location for new running rooms should be decided taking into consideration
the noise pollution and air pollution. The proximity of running room to the
booking lobby should also be ensured to the extent possible.
9. Proper well lit pathways should be provided from Crew lobbies to running
rooms.
10. Provision of various facilities in running rooms as per the guidelines issued by
boards from time to time. Shoe polishing kit and ironing facility should also be
provided in all running rooms, in addition to what has already been prescribed.
12. Ration based system should be done away with at the earliest.
13. Only the fully subsidized meals should be served to the running staff as is the
practice in civil aviation sector. Also, the catering contract should specifically lay
down the condition of preparing one or two extra dishes for running staff on
demand as per his requirement/ choice, on a token payment. For this purpose,
adequate provision of staff, specially the cooking staff, should be made in the
contract.
14. For catering contract in the running rooms for the supply of pre cooked meals at
subsidized rates, the quality standard should be clearly defined in consultation
with a professional/ hotel management/ catering institute. The standard should not
be lower than that prescribed for AC 2- tier passengers in Rajdhani trains.
15. Estimated rates should be specified for catering contracts which should be
workable and comparable with the meal rates of AC 2 tier passengers in Rajdhani
trains. Also, to ensure the viability of the quoted rates. It should be clearly
stipulated in the tender conditions that the tenderer quoting below the estimates
rates would be disqualified.
16. To maintain the financial viability which, in turn, will ensure consistence in
quality, the accepted rate should be updated every 6 months on the basis of
consumer price index.
17. The selection of the service provider should be on the basis of two packet system
with pre-qualification bid ensuring his professional capability based on past
experience and should financial capacity.
18. Strict penal clauses should be inbuilt in the contract to ensure that there is no
compromise on quality during the execution of contract.
19. A bimonthly feedback system should be introduced. Under this system, the staff
can be asked to give feedback on a 5 or 10 point scale and the contract should be
terminated by giving only one chance to the contractor for improving the quality,
if the feedback is not satisfactory. The feedback forms and their collection boxes
should be kept in the lobby instead of running rooms to ensure fair and frank
feedback.
20. Wherever it is not feasible for the Zonal Railways to outsource the catering
contract due to location or size of the running room, the North Eastern Railway
model of providing the catering facilities through local management committee
may be considered for adoption.
21. The administration control of running rooms should be with the same authority
which controls the majority of running staff on the division/ area.

Prevention and control of pests & rodents in railway premises shall be carried out,

Am I fit
There are many methods which help to control the noise pollution.
Construction of sound proof rooms for noisy machines in running room.
Use of horns with jarring sounds to be banned.
Proper law should be enforced to check the misuse of loudspeakers and public
announcements systems.
Growing green plants/trees along roadside to reduce noise pollution as they absorb
sound.
The source of noise must be reduced.
Whereever possible the amount of traffic must be reduced near the running room by
planning diversion etc.
The industries must be built away from the running room areas and the legal laws
must be established and observed to protect the humans from noise pollution.
A general awareness programme to educate the people must be done.

By West Central Railway, Bhopal division white washing and Engg. maintenance
is being carried out through Zonal contract for their Integrated Running Room. Running
Room In-charge also uses imprest to take care of petty engineering repairs if the regular
departmental maintenance is taking time.
4. ILLUMINATION LEVEL
Sufficient illumination level shall be ensured in all areas of running room. The
running room may be provided with T5 and CFL lamps extensively in common areas like
Verandah, Reception, Reading Room, Kitchen, Dining halls, Toilet blocks etc.

13. For different taste of breakfast, lunch and dinner menu may be fixed as per day basis. 1 st
& 3rd week and 2nd & 4th week menu may be kept same. Menu is required as it helps to
plan the contractor of subsidized meals in advance.
14. Lot of energy is being wasted in heating of water for cooking activity.
Arrangement should be made to use pre-heated water by solar energy for
cooking activity.
15. Hot & cold flask may be kept for drinking warm/cold water as per
requirement of weather.
16. Many of the crew is diabetic therefore provision of sugar free tea/special meal may be
made. Tea/coffee vending machine may be provided at running room.
17. Hot water bottle may be kept at reception for those who are
suffering from pain arising out of spondylitis, Sciatica,
arthritis etc.
18. To cater for emergency First aid box including Digital medical equipment like Blood
Pressure, Thermometer, Blood sugar, eye massager etc. may be kept at reception.

near the running room.

25. Many products are available in the market with brand thermocool and similar which
blocks the transfer of heat inwards while applied on roofs. Same may be applied on the
roof of the running room to keep the same cool during summer.

26. Similar arrangement like insert key tag may be provided for
energy conservation and electrical safety.

29. Necessary switches for fan, light, cooler etc. may be provided
on table lamp desk for ease in reach duly taking safety
precaution.
33. At many places cooking gas is in shortage. Possibility of using induction cooker may be
explored.
36. Automatic cut off sensor may be provided to save electrical energy. It has been provided
in Sabarmati running room, Western Railway.

39. Muddy water spills over when plants are watered. Planter may be kept in steel body
case/tray at the entrance/corridor of the running room.
45. If the conventional dust bin gets damaged frequently, covered durable dustbins may be
kept in corridor as well as in common places.
47. Running crew is away from home during festivals also. To instill the feeling of
belongingness, festival may be organized in running rooms. Fasting meal should also be
served if required by running crew.
48. During seminar many in-charges were having opinion to change the name of running
rooms as the same does not give feeling of belongingness. Zonal Railways may initiate
proposal in this regard if desired so. The proposed names of running room are
i. Train crew rest house
ii. Train crew out station home
iii. Running staff guest house
iv. Running staff rest house
Similarly the name of subsidized meal may be changed to Sahbhagi Bhojan, lgHkkxh
Hkkstu
49. The number of female crew is also increasing therefore suitable facilities may be made.
50. Cow catcher may be provided at main entrance to avoid entry of animals in the campus
of running room. Suitable chemical may be sprayed under cow catcher to remove/re
growth of vegetation.
51. To keep the magazine in order wooden/ steel body stand may be provided in reading
room.
53. Many loco pilots complain of not getting sleep. Few running rooms have kept yoga
NIDRA lecture in i-pod to be heard if crew not getting sleep.
54. Industrial vacuum cleaner may be made available for cleaning of carpet in meditation
room.
56. Spot purchase committee for purchasing running rooms should be developed.
57. Wherever possible the same room/bed may be allotted to the loco pilot for sound sleep.

4. Rack (with railing) It should be provided on the side wall near the
cooking range.
5. Stools Stool should be available as per requirement.
6. Vegetarian and non Separate kitchen should be provided for
vegetarian kitchen vegetarian and non vegetarian food.
7. Cleaning and hygiene i. Cleaning of kitchen shall be done twice a
day.
ii. Menu should be written on board outside the
kitchen daily.
iii. Only branded consumables such as edible
oil, aata, rice, spices etc. shall be used.
iv. Nails of kitchen staff should be properly
clean and well trimmed.
8. Subsidized meal i. Ben Merry, microwave and steam hot case
should be used for hot & fresh meals/ food to
the running staff.
ii. Hot plate should be used.
iii. Subsidized meal should available in all
running rooms.
KITCHEN

exclusive gas room
ii. At many places cooking gas is in shortage.
Possibility of using induction cooker may be
explored.
DINING HALL/ROOM
1. Floor Area i. About 20 Sq.ft/person in lay out for 10 beds
ii. About 15 sq. ft /person in lay out for 50 beds
2. Window Wire mesh glazed window should be provided.
3. Doors Half glazed and half paneled swing type door
should be provided
4. Curtain Blue Cotton curtain on spring curtain rod should
be provided on the glazed portion only.
5. Dining table and chair Suitable size dining table and non-folding steel
type (superior quality) and wooden chair for
extremely cold places should be provided.
6. Mosquito Repellent (All Minimum one number shall be provided. The
out or similar) number can be increased based on area.
7. Light and Fans i. Sufficient illumination level shall be
ensured in dining hall.
ii. Dining hall may be provided with T-5 and
CFL lamps
iii. One fan should be provided for each table.

lavatory.

hooks /hanger
vi. Soap dish holders in sufficient nos.
vii. Liquid soap dispensers should be available
with every wash basins.
viii. Bath rooms soap dispensers should be
available with every wash basins.
ix. Adequate sanitary workers should be
available & earmarked for running room.
x. Arrangement for hanging cloths and towels.

MISCELLANEOUS

5. Female crew Since the numbers of female crew are increasing therefore
suitable facilities may be made.
6. Festival in Running crew is away from home during festivals also. To
running room instill the feeling of belongingness, festival may be
organized in running rooms. Fasting meal should also be
served if required by running crew.
7. Sensor Automatic cut off sensor may be provided to save electrical
energy.
8. Energy saving Similar arrangement like insert key tag may be provided
for energy conservation and electrical safety.
9. Hot & cold flask Hot & cold flask may be kept for drinking warm/cold
water as per requirement of weather.
10. Rubber hot Hot water bottle may be kept at reception for those who are
water bottle suffering from pain arising out of spondylitis, sciatica,
arthritis etc.
11. Diabetic crew Many of the crew is diabetic therefore provision of sugar
free tea/special meal may be made.
12. Energy audit Energy audit of running room can be carried out.
13. Thermocool Many products are available in the market with brand
thermocool and similar which blocks the transfer of heat
inwards if applied on roofs. Same may be applied on the
roof of the running room to keep the it cool during
summer.
14. Induction cooker At many places cooking gas is in shortage. Possibility of
using induction cooker may be explored
15. Closing of Civil authorities should be approached for removing the
liquor shop liquor shop near the running room.
16. Auto sensor in Auto flush sensor may be provided in urinals to avoid
urinals bad odor.
17. Cow catcher Cow catcher may be provided at main entrance to avoid
entry of animals in the campus of running room. Suitable
chemical may be sprayed under cow catcher to block/re-
growth of vegetation.
18. Sound sleep i. Many loco pilot complain of not getting sleep. Few
running rooms have kept yoga NINDRA lecture in i-
pod to be heard if crew not getting sleep.
ii. Wherever possible the same room/bed may be allotted
to the loco pilot for sound sleep.
19. Industrial Industrial vacuum cleaner may be made available for
vacuum cleaner cleaning of carpet.
20. Smoking Smoking should be strictly prohibited in the campus of
running room
21. Training of Contractor staff needs training on customer behavior
contractor staff before deploying on running room.
