1. Introduction
Background
BP (and the former Amoco) has been operating offshore Trinidad for over 30 years,
achieving a great deal of success in finding and producing natural gas. The success
continues today, with new finds coming online on a regular basis. Over the course of this
time, there have been a number of studies undertaken to describe the meteorological and
oceanographic (metocean) conditions needed for the safe and efficient design and
operation of both production platforms and drill rigs. While all of these studies produced
useful information for their time, often without the benefit of measured or modeled data,
the progress in recent years with respect to data gathering and, perhaps more importantly,
numerical modeling, has set the stage for a much needed metocean update. The scope of
this study is to incorporate the results of a recently completed wind, wave, and current
hindcast study of the Caribbean Sea, together with data from the first comprehensive
measurement program, into an updated, and upgraded, document containing design and
operational metocean criteria for offshore Trinidad.

Atlantic basin number of roughly 1700 storms in the same period. For the period 19502000, when aircraft reconnaissance began, there were fourteen (14) tropical cyclones,
including one (1) hurricane and thirteen (13) tropical storms approaching close to the
islands. So tropical cyclones are rare for Trinidad and Tobago, but even a storm passing
well to the north can send heavy swell and rough seas to the island coasts.
Waves
The wave climate offshore Trinidad, for the most part, mirrors the wind environment and
is composed of contributions, in varying combinations, of swell arriving from North
Atlantic storms, swell associated with the Trade Winds, tropical cyclone sea and swell,
and seas generated by local winds. With little exception, most of the waves, regardless of
the source, arrive from the east, east-northeast, and northeast. Sea states range from a
low of 0.75 meters to tropical cyclone-generated seas of up to 5 meters, with peak periods
ranging from 5-18 seconds.
Currents
The current regime offshore Trinidad is a mix of several generating mechanisms. The
dominant contributions are wind-driven, the most severe of which are related to tropical
cyclones, and large scale regional circulation, including the Guiana Current and large,
anti-cyclonic rings spun off by the North Brazil Current (NBC) retroflection. These latter
two combine to provide the most extreme currents for offshore Trinidad. Other sources
include tides, generally weak compared to those mentioned above, and internal waves
(solitons), resulting from the stratification of the water column. Anecdotal evidence
suggests that solitons may be important offshore Trinidad and require additional study.
2. Data Sources
The development of design and operational metocean criteria for any location requires
the analysis of a long-tern dataset. It is most desirable to have measured data over a
period of time on the order of the return period of interest, but this type of data is almost
never available and another approach is required. When reliable measured data of a
sufficiently long time period is unavailable, the industry relies on data generated by
historical hindcast procedures using highly calibrated wind, wave, and current models.
Without going into a lot of detail in this report, this procedure begins with the
specification of historical wind fields, for both tropical cyclones and operational winds,
blending global wind estimates from various government weather agencies
(NOAA/NCAR, ECMWF) and any/all available measured data. These wind fields are
generated for a set of historical storms going back 50-60 years and then used to drive
high-resolution spectral wave and hydrodynamic (current) models. While data exists for
tropical storms going back to 1850, the industry metocean specialists have determined
that historical storm data prior to about 1950 is too unreliable to use for extreme value
estimates. The 1950 cutoff date was chosen based on the fact that NOAA and NAVY
reconnaissance flights into tropical cyclones began around that time, providing much
more reliable information on storm size, intensity, and movement.
3. Analysis Procedures
Grid Point Pooling
Grid point pooling is a frequently used method to account for hurricane track variability
when doing extreme value analysis. Site-specific analysis using data from a single grid
point can lead to a result that is either overly conservative, if one or more severe storms
happened to pass directly over the site, or under-conservative, if the site were fortunate to
have been spared any severe storms. If it is accepted that hurricane tracks are a random
process, then it is not reasonable to assume that hurricanes over the next 50 or so years
will occupy the same tracks as the past 50 years. Therefore, some means of smoothing
the information from nearby grid points is required, with care being taken to adequately
account for track variability but not to the point in diluting variations in intensity that
have real physical explanations (bottom friction, shoaling, etc). The pooling approach
was taken for Trinidad cyclonic extremes, which simply involves combining the storm
peaks (Hs and wind speed) from multiple grid points (2 in this case) into a single dataset
prior to the extreme value analysis. This is equivalent to shifting the position of the site
relative to fixed tracks as opposed to shifting the tracks relative to a fixed site.
Extreme Winds
The 1-hour, 10-meter values for return periods of 10 to 1000 years and 1 to 100 years
were calculated through extreme value analysis of peak wind speeds from both the storm
hindcast and the 26-year continuous hindcast, respectively. Additional estimates for
shorter averaging intervals (10-min, 1-min, 3-sec) were derived according to the latest
API guidelines for determining gust factors, wind profile, and spectrum, as detailed
below.
Wind Profiles and Gusts
The design wind speed u(z,t) (m/s) at height z (m) above sea level and corresponding to
an averaging time period t t0 (where t0 = 3600 s) is given by the following:

Waves
Significant wave heights (Hs) for return periods of 10 to 1000 years and 1 to 100 years
were calculated through extreme value analysis of peak Hs values from the storm hindcast
and the 26-year continuous hindcast, respectively. Tp (peak period) values were
obtained by a regression fit (linear or power) to coincident pairs of Hs Tp, with Tz (zerocrossing period) and THmax (period of maximum wave) fixed at 0.74*Tp and 0.95*Tp,
respectively.
The maximum individual wave that may occur in any particular seastate has, historically,
been determined by a single multiplier on Hs which is related to the number of waves
assumed to occur over the given duration of the seastate (e.g. 3 hours). Assuming the
distribution of individual waves in a seastate is adequately described by the Rayleigh
distribution, this multiplier is 1.86. For the normal, operational seastates for Trinidad,
this assumption is deemed valid and was used for the estimation of non-cyclonic Hmax
values.
For the cyclonic storm waves, it has been demonstrated that using the 1.86 multiplier
from the Rayleigh distribution overestimates Hmaz. Forristall (1978) provided an
empirical relationship between the expected maximum single wave and Hs, which again
is a function of the number of individual waves represented by the seastate. The
Forristall multiplier equivalent to the Rayleigh example above is 1.68, or about 10% less.
But is has also been demonstrated that the maximum wave in a storm may be contained
in a seastate other than the maximum seastate, effectively increasing the number of
waves. So storm time history is also a factor in the determination of Hmax. The result is a
spread of multipliers for cyclonic storms from 1.72 to 1.80.
Crest elevations are calculated using a similar approach.
Wave Spectrum
The non-cyclonic waves can be defined with a Pierson-Moskowitz (PM) spectrum.
Cyclonic waves are best described by the JONSWAP spectrum, with varying values of
the peakedness parameter (). The JONSWAP formulation, in terms of Hs and
frequency, is provided below. Note that for = 1, the JONSWAP is the same as the P-M.

The directional distribution may be thought of as the distribution of wave energy for a

4. Non-Cyclonic Conditions
Due to the relative scarcity of tropical cyclones impacting Trinidad, the wind and wave
climate is generally governed by the day-to-day weather, which includes the Trade
Winds, local winds, and North Atlantic storms. The GROW Fine Caribbean 26 year
continuous hindcast was used to derive wind and wave operational statistics as well as
non-cyclonic extremes.
Winds
Non-cyclonic wind extremes are given in Table 2. Wind values represent the N-year
return period values. Appendix B contains annual and monthly wind speed and direction
joint occurrence data, wind roses, and a plot showing monthly exceedance percentage.
Waves
Non-cyclonic wave extremes are also given in Table 2. Wave values represent the Nyear return period values. Appendix A contains annual and monthly joint occurrence
data for Hs - Tp , Hs direction, and exceedance.
Appendix C contains persistence/duration tables for both Hs and wind speed. This data is
useful for defining windows of opportunity, helping to define how often, and for how
long, a particular set of environmental conditions (winds and waves) are either exceeded
or not exceeded.
Currents
The current values in Tables 1, 2, and 3 are based on GROW Fine Caribbean hindcast
data as well as the measured data form 1996-1997. Appendix E contains current speed
and direction joint occurrence data from the measurements. Note that the currents in
Tables 2 are associated values, meaning they are coincident with the N-year wave and
wind but are not necessarily the most extreme.
5. Cyclonic Conditions
While relatively rare, tropical cyclones are responsible for the extreme winds and waves
for return periods of 25 to 1000 years. Results from the GROW Fine Caribbean storm
hindcast were the basis for the extreme waves and winds given in Table 1, following the
analysis procedure outlined above. Wave and wind values in Table 1 represent the Nyear return period values, while the currents are again the associated values.
Winds
Storm peak wind speeds were collected from two (2) GROW Fine Caribbean grid
points and pooled into one dataset for analysis. For reasons previously spelled out,
only data from 1950-2005 was used. This produced the equivalent of a single 112 year
dataset. A peaks-over-threshold (POT) approach was used for the extreme value analysis
with a threshold of 11.0 m/s. Results for 10, 25, 50, 100, 200, and 1000 year return
periods are given in Table 1.
Waves
As with the winds, storm peak Hs values were collected from the two (2) GROW Fine
Caribbean grid points and pooled into a single 112 year database. The POT extreme
value analysis, with a threshold of 2.5 meters, was used to generate the return period Hs
values in Table 1.
Currents
The associated current speeds given in Table 1 are a combination of a wind-driven
component and a tidal component. The wind-driven component was derived from the
GROW Fine Caribbean hindcast by a linear regression of Hs current pairs. The tidal
component is based on analysis of measured data and is taken to be 0.3 0.35 m/s,
coming from the directions bands given in Table 1.
Storm Tide
The total water elevation is an important parameter, particularly with respect to setting
deck heights on fixed platforms. The water surface elevation at any point in time is the
combination astronomical tide, storm surge, and crest height. For the areas of interest
offshore eastern Trinidad, the storm tide (tide and surge components) is estimated to be
1.8 meters above Mean Lower Low Water (MLLW). This value is recommended for all
return periods.
6. Extreme Currents
The design level currents offshore eastern Trinidad are not the result of extreme wind
forcing, but rather the combination of various physical oceanographic mechanisms,
including diurnal and semi-diurnal tides, inertial current, local wind forcing, and currents
associated with large, anticyclonic eddies. The measurement program of 1996-1997
provided an unique opportunity to separate these mechanisms and rank their contribution
to the total current. Analysis revealed the dominant source of energy to be associated
with eddy-like motions with a recurrence interval of roughly 40-60 days. Most of these
ring structures are produced by the North Brazil Current (NBC) Retroflection and are
advected to the northwest, towards Trinidad, by the Guiana Current at speeds of 7-14 km
a day. The rings can be quite large in diameter, up to 250 km, with surface swirl
velocities approaching 1.0 m/s. As the rings pass Trinidad, the western edge of the ring
combines with the Guiana Current to produce currents in excess of 1.5 m/s in water
depths of 60-90 meters, as evidenced by the East Manzilla measured data.
Table 3 provides estimates of the 1, 5, 10, 25, 50, and 100 year return period currents
based on the East Manzilla measurements. Included are estimates of the wave and wind
to associate with these currents.
7. Fatigue Criteria
The wave height directional distribution is extremely narrow, with 97% of waves arriving
from the ENE and E. Appendix F gives the joint occurrence of Hs and Tp for each of
these directions, both annually and monthly. The wave spectrum is be assumed to be
Pierson-Moskowitz (or JONSWAP with =1.0), with directional spreading of cos2 (-p),
where p is the principle wave direction taken as either ENE or E.
Noel Pipeline
The NOEL pipeline is a short segment running from Galeota Point to a new SBM buoy
roughly 3 miles to the SSE. Water depths for the exposed portion of the pipeline range
from 15 to 30 meters. On-bottom stability of the pipeline is a function of bottom
currents, both speed and direction, particularly those generated by large waves. Its
important to understand the transformation that takes place in the wave field as the waves
move from deep to shallow water, particularly the effects of shoaling and refraction.
The GROW Fine Caribbean hindcast was not available for the NOEL criteria
development, so the older CARIMOS hindcast was used. Similar analysis procedures
were followed for CARIMOS data from a grid point in 20 meters of water. The results of
that analysis are provided in Appendix G. The numbers show a significant decrease in
the 1, 100, and 1000 year Hs and Hmax , on the order of 20%-25%, and a much more
narrow approach angle.
Criteria for additional shallow water locations will need to be handled on a case-by-case
basis.

PERCENTAGE POINTS
DURATIONS in hours corresponding to the indicated cumulative percentage levels (10%
to 90%) are calculated from the Johnson fit to the durations of exceedances and nonexceedances. The log normal distribution, used in exceedance tables in previous studies
is unsuitable for series where many runs have duration half a month or more. We have
now adopted a modified logarithmic transformation introduced by N. L. Johnson
(Biometrika, 1949). Johnson posits that the quantity
