4. Based on trends from internal ELP audit findings, the procedure section for completing entries in the ORB
(Part I or II), has been revised as follows:
Direction has been modified on the quantities entered: Quantities entered should be in cubic meters, as far
as possible to one decimal point, at observed temperature in most cases. Exceptions may be entries in
barrels at observed temperature in ORB Part II if oil quantities are measured, calculated and recorded in
barrels and For ORB Part I entries, quantities obtained from soundings of bilge tanks take precedent over
those obtained by other means.
The handling of maintenance waste has been clarified: Residues/solids as a result of maintenance are
considered maintenance waste and should be dealt with as per the Garbage Management Plan and entry
must be made in the Garbage Log required under MARPOL Annex V with further direction on soot Similarly,
soot collected as a result of economizer washing is considered as maintenance waste and treated/disposed
as garbage in accordance with Annex V. This need not be noted in the ORB.
Transfer of sludge / oily water has been clarified where Any transfer to a tankers slop tanks should be done
during the ballast passage unless authorised by the Ship Team and In case of a transfer of waste water from
the engine room, pumproom or other sources to the vessels slop tank, this should be carried out during a
ballast passage and entered to the ORB Part II under Code (O). (Refer to new example entry O at the end
of the revised document).
To address external environmental auditors concern of the inconsistent use of Line Diagram, the following has
been clarified in the section for Maintaining the ORB (Part 1): A simple line diagram of the bilge overboard /
Oily Water Separator (OWS) system should be affixed to the front inside cover of the ORB. Upon completion
of the SECAT Project a new line diagram reflecting the changes is to be prepared and replace the existing
simple line diagram in the front cover of the ORB. The Surveyor will attend to confirm the SECAT
modifications and stamp the associated drawings as approved, as well as verify that the drawing in the ORB
is compatible with the modified system and stamped. Ensure that any capacities mentioned are the same as
in the form A or B.
5. In the section listing commonly reported failures in ORB record keeping, clarification has been provided on
properly accounting for all oil in the ships oil system: Quantity of sludge generated is dependant on a
number of factors including quality of the bunkers, and effective purifiers going onto to list equations often
used by Authorities to estimate sludge generation which are only indicative.
6. In the list of items to be recorded in the ORB (Part I), the following clarifications have been added
(F) Condition Of Oil Discharge Monitoring And Control System, clarified that This section should only include
failures and breakdowns. Routine maintenance need not be recorded here as it is included in the Planned
Maintenance System.
(I) Additional Operational Procedures And General Remarks, clarified that Under this Code include items that
could be classified as operational, maintenance or as a result of a breakdown; e.g. excessive condensation,
draining of coolers, excessive gland/pipe leakage, etc resulting in excessive accumulation of bilges in bilgewell or bilge holding tank.
7. In the examples of correct ORB (Part I) entries, example 9 additional note included for used oils transfer to
separate bilge oil tank (SBOT): Transfer of smaller quantities of oil that would not affect the tank sounding
need not be included to the ORB.

Purpose
Provides details for the proper maintenance of the ships Oil Record Book (ORB).
Scope
This applies to all vessels that are certified under Teekay Shipping Limiteds Document of
Compliance.
Definition
Oil system
As used in the context of this procedure, includes the measurement and recording of all oils
received on board as part of tracking their movement onto and off the vessel. Besides fuel and
cargo oils, it includes other oils as well as waste oils and their ultimate disposal.
Transfer
As used in the context of this procedure and in line with guidance from Class, transfer means the
movement of liquid quantities both with and without the help of a pump (e.g. draining).
SECAT
Various waste streams (e.g. oil, contaminated and uncontaminated water, soot, etc) are collected in
dedicated tanks and processed separately as part of Teekays Shipboard Effluent Control and
Treatment (SECAT) program thereby minimizing (often eliminating) their accumulation in and/or
contamination of the vessels bilges and optimizing their treatment.
White - box
A proprietary oil content monitoring and alarm system designed to ensure safe overboard discharge
of bilge water with oil content less than 15 ppm. This is housed in a locked cabinet with various
system interlocks to ensure that the sampling is always representative, and also includes a
reference flow-meter and independent recorder for reference purposes only.
Smaller oil quantities
These are small quantities of oil, the transfer of which between tanks does not affect the tank
soundings of those tanks. These quantities are not recorded separately in the ORB, but are entered
in the Tank Sounding Book.

Corrective remark
An entry made to the Oil Record Book under Code letter I or O (depending on ORB Part I or II) to
record the discovery of a discrepancy or serious issue at a later date, such as during an audit. This
is to be made at the next available space in the ORB and set out the circumstances of the discovery
of the error and the correct data (if known). If the matter is the subject of an on-going internal or
external investigation, this should also be recorded. If the ORB with error has been completely filled
then the entry should be made to the front inner cover of that ORB.
This remark is not required for correcting a simple error (e.g. error in coding, clerical mistake, etc)
make during entry when the old entry is to be neatly struck out, initialed and the new entry made.
Background
As part of Teekays environmental policy great focus is placed on the overall accounting of oil,
particularly waste oil, aboard vessels. As part of this policy, it is important to keep track of all oil
movements within the oil system.
Records of oil movements in the ships Oil Record Book (ORB) serve to document management of
the ships oil system. The movement of oils in drums is not recorded in the ORB.
Movement of smaller oil quantities (e.g. dirty lube oil from compressors, generators, governors,
turbocharger, transfer from drums, etc) that are unlikely to be reflected in change to soundings of
waste oil tank/s are currently recorded in the engine room logbook or tank sounding logbook when
implemented.
The ORB consists of two parts:
Part I Machinery Space Operations (All Ships)
Part II Cargo/Ballast Operations (Oil Tankers)
Port State Authorities often inspect ships in order to ensure that overboard discharge of oily
wastewater and the disposal of oily residues have been carried out in accordance with MARPOL
73/78. The ship and responsible staff may be liable to fines and penalties if this is not done. The
ORB can be used as evidence of compliance, and therefore it is imperative that entries are in the
correct chronological order, complete and accurate.

Responsibility
Master
Be aware of international, local and flag state regulations on the disposal and recording of
disposal of bilges and oily residues.
Checking that oil record book entries have been carried out in a manner that tracks the ships
oil system.
Countersigning and dating each completed page of the ORB when presented. Under law, it is
ultimately the masters responsibility to sign the completed page of the ORB (Part I or II) and he
must seek to do so regularly.

Raising shipboard awareness of the need to manage and accurately record movements to the
ships oil system. Improper actions including falsification of ORB entries will lead to disciplinary
action by Teekay, and may also lead to criminal prosecution by external authorities.
Seeking advice from Teekay management if a serious mistake is discovered in the ORB.
If errors in the Oil Record Book entries are found at a later date, such as during an audit, inform
Teekay Management and take agreed corrective action including making of a "corrective
remark".
Preserving the completed ORB (Parts I & II) for three years from the date of the last entry.
Following any transfer of ownership, provide new management with a copy of the ORB (Parts I
and II) for the last six months only. All pages of the copy should be endorsed by the master by
signature, name, date and ships stamp. The original ORB/s are to be returned to the Ship
Team.
Chief Engineer
Be aware of international, local and flag state regulations on the disposal and recording of
disposal of bilges and oily residues.
Ensuring the tracking and documentation of the ships oil system in the Engine Room is carried
out effectively.
Ensuring that disposal of oily waste is undertaken in accordance with international regulations
and company procedures.
Sanctioning any discharge of engine room bilge water to the sea in strict accordance of
MARPOL 73/78. (As far as possible any such discharge shall only be made during daylight
hours). Refer to Engine Room Bilge Pumping Procedure (SP0432)
Ensuring that only one ORB (Part I) is in use on board and all entries are made to this document
in a prompt manner immediately on completion of the relevant operation.
Ensuring that the ships ORB (Part I) is maintained as per this procedure.
Ensuring that all details of the discharge are properly entered in the ships ORB (Part I). For this
purpose tank soundings and the corresponding quantities are to be used.
Reviewing the ships IOPP supplement A (for ships other than tankers) or B (for tankers) as
applicable to ensure that tanks associated with bilge management are included to that
document. Class approval is required in order to include any tanks to the IOPP supplement. This
is to be coordinated with the ships team.
Reviewing with other engineers, correct ORB recording procedures and insisting that entries
related to bilge water management must not incorporate tanks that are not included to the IOPP
Supplement A or B.

While entries in the table under paragraph 3.3 are voluntary under international regulations, it is
a company requirement to include the identity and details of oily bilge water holding tank/s.
Where it is necessary for a temporary connection to be available for transfer of engine room
bilges to the slop tank/s of a tanker, this other acceptable means is to be noted in the Form B
under section 3.2.4 (or amendment letter for Class NK).
Be aware that any changes to documentation or equipment will need to be coordinated with
the ship team and must not be initiated directly with Class or other third parties by the
vessel.
Refer to the Engineering Change Management Process Map (SP0638) for changes to equipment on
board.
Responsible Engineer
Ensuring the tracking and documentation of movement of the ships oil system carried out
during respective watch hours is carried out effectively.
Carrying out any discharge of engine room bilge water to the sea in strict accordance of
MARPOL 73/78 and making this, as far as possible, during daylight hours.
Entering the appropriate information correctly in the ships ORB Part I, and signing each entry.

Falsification of entries in the ships ORB will have severe repercussions. Similarly,
discrepancies between entries in a tank sounding log and the ORB could also have severe
repercussions.

In case a transfer of sludge or oily water has been made from the engine room tanks to a cargo
tank, suitable details must be entered in both parts of the ships ORB, i.e. Parts I and II. Any
transfer to a tankers slop tanks should be done during the ballast passage unless authorised by
the Ship Team.
In case of a transfer of waste water from the engine room, pumproom or other sources to
the vessels slop tank, this should be carried out during a ballast passage and entered to
the ORB Part II under Code (O).
Identity and capacity of all tanks including incinerator sludge tank, HFO/DO/LO separators
sludge tanks, stuffing box LO drain tank etc. Note:

Bilge water holding tanks are noted in paragraph 3.3 unless a valid waiver of Reg. 16
is available (then see paragraph 2.6.2.).
Note: Fuel oil drain tanks are considered part of the bunker tank system and are not
to be listed here.
Bilge separator throughput as stated in paragraph 2.5 and verified by manufacturers manual
and type approval certificate.
Incinerator capacity for disposal of Oil residue/sludge as stated in paragraph 3.2.1 and verified

A list of pumps in engine room (including their capacities) capable of making discharges to the
sea with the pumps that will be used to discharge/transfer contaminated bilge water to the sea

As part of Teekays environmental policy, there is significant focus on the overall accounting of oil,
particularly waste oil, aboard vessels. Integral to this policy is the tracking of all oil movements
within the oil system by recording them in the Oil Record Book.
Due to some information gaps, the ORB procedure has been revised to add further clarity. To verify
that this additional information is understood and can be applied successfully, the Exercise Book
includes an assortment of questions and scenarios that address the content of Maintenance of the
Oil Record Book (ORB) Procedure (SP0598).

not familiar with SP0598, Engine Room Bilge Pumping Procedure (SP0432) and the related
