Subject: Recommended FY 2010 Supplemental Appropriation for the Entrepreneurial


Activities Fund

Recommendation in Brief

Approval is requested to receive and expend, subject to County Council approval, a Fiscal Year
(FY) 2010 supplemental appropriation of $200,000 for the Entrepreneurial Activities Fund. The
supplemental appropriation is required to pay for the ongoing development work for the Online
Curriculum module that will provide curriculum, instructional resources, and professional
development in a collaborative environment through the myMCPS portal. Revenue for the Online
Curriculum module is generated from royalties through technology partnerships. This activity is
included as part of the Entrepreneurial Activities Fund.

Background Information

The purpose of the Entrepreneurial Activities Fund is to organize and market efforts, identify and
mobilize staff and resources and expertise, and plan and implement revenue generating activities
for Montgomery County Public Schools (MCPS). This fund includes the activities of the Taylor
Science Materials Center, Supply Warehouse, Printing and Graphics Services, Student Online
Learning, and the Technology Service.

Through the Technology Service activities within the Entrepreneurial Activities Fund, all current
MCPS curriculum resources were archived centrally in the Online Curriculum Archive. The
archive allows immediate, searchable access through the Internet to new or revised MCPS
curriculum documents previously available only on paper.

A new online learning community, the myMCPS portal, was introduced in school year 2009–
2010, and an integrated curriculum for kindergarten was made available electronically. In school
year 2010–2011, integrated Grade 1 and secondary courses will be added to the portal. This
intuitive collaborative community will enable staff to participate in community forums for

questions and answers, post and provide feedback on instructional resources, create self-selected
planning groups, and receive curriculum and professional development announcements.

The collaborative online community will provide teachers with the resources to embed flexible
materials, techniques, and strategies into instruction and assessment so that all students can
access content and more fully participate in learning. Providing curricular and instructional
resources electronically will facilitate offering multiple methods for engaging students,
presenting content, and assessing learning

Relationship to Ongoing Program

The mission of the Entrepreneurial Activities Fund is to provide supplemental funding to enable
the school system to enhance services and support the instructional program through the sale of
MPCS expertise, services, and products.

Funding for the Technology Service activities utilizes royalties generated through technology
partnerships to provide additional resources to support the completion of initiatives and projects
in alignment with the MCPS strategic plan, Our Call to Action: Pursuit of Excellence. The
royalties generated revenue in FY 2010 totaling $194,704. This amount, along with total net
assets of $126,139 will fund the supplemental appropriation request and the total projected
expenses for this activity of $320,000.

Use of Funds

This supplemental appropriation will provide software development staff augmentation services
for the development of the Online Curriculum module of myMCPS. These services include the
development of software in support of the application as well as knowledge transfer
opportunities for MCPS development staff to effectively operate and maintain the application.
The application will facilitate the creation of a dynamic user experience that greatly contributes
to teaching and learning at all grade levels. Specific technologies that are being used include
Microsoft SharePoint, and .NET development languages. Funds will be used for contractual
services.

Recommended Resolution

WHEREAS, The Montgomery County Public Schools’ Technology Service activity within the
Entrepreneurial Activities Fund will continue to expand and enhance the development of the
Online Curriculum module; and

WHEREAS, The Technology Service activity is providing funds for the continued development
of the Online Curriculum module; and

WHEREAS, Sufficient funds generated from FY 2010 royalties and the fund’s net assets are
available for the projected expenses of the Online Curriculum module; now therefore be it

Resolved, That the superintendent of schools be authorized to receive and expend, subject to
County Council approval, a FY 2010 supplemental appropriation of $200,000 for the
Entrepreneurial Activities Fund;
