Building Permit Checklist
To apply for a building permit, you must be a licensed contractor or the legal property
owner. (Commercial permits can only be obtained by an owner if the job does not
exceed $75,000) Electrical, Mechanical, Plumbing and the Roofing subcontractors
must be listed at the time of application. All listed contractors/subcontractors must be
registered with the Building Department. The permit application must be signed by the
licensed contractor - Powers of Attorney are NOT accepted for the application.
All documents submitted MUST be original no photo/fax copies will be accepted.
If you apply as an owner/builder, the building must be for your own use and occupancy.
It may not be for sale or lease. If you sell or lease the building you have built as an
owner builder within (1) one year after construction is completed, the law will presume
that you have built it for sale or lease, which is a violation of Florida State Statute
489.103 (7).
It is the owner/builders responsibility to make sure the employees working for them
have the required licenses from the state and/or county municipal licensing ordinances.
Any person working on the building who is not licensed must work under the
owner/builders direct supervision and must be employed by them. The owner/builder
must provide workers compensation as prescribed by Florida law as well as comply
with the IRS requirements concerning F.I.CA. and withholding taxes.
You may not hire an unlicensed contractor to perform the work.
Homeowners who hire unlicensed contractors face several potentially costly penalties.
The Department of Business and Professional Regulation can issue an order to stop
construction and can levy a five-thousand dollar ($5,000.00) fine for aiding and abetting
unlicensed contractors.
Copies of state license, county license, city license, workers compensation or
exemption, and general liability must be submitted for ALL state licensed contractors
involved in the construction before the permit can be issued.
You must comply with your homeowners associations regulations. These are
NOT enforced/regulated by the City of Palm Coast.

Two (2) driveway detail plans equivalent in detail to the City of Palm Coast residential
culvert detail available on the city website. (DWG NO 002-270605).
Three (3) sealed topographic surveys/lot grading plan (see Stormwater req.) The survey
should include the driveway width at the property line and at the edge of pavement and the
distance from the proposed driveway flare to the edge of pavement of any road intersection
within 75feet.
Grade elevation profile drawing is required when the proposed structure is on a saltwater
canal lot.
BEFORE VERTICAL WALL CONSTRUCTION BEGINS, (AFTER SLAB IS POURED) THE
BUILDER SHALL SUBMIT A FOUNDATION SURVEY TO THE STORMWATER
DEPARTMENT AND THE ZONING DIVISION FOR APPROVAL.

A flat roof is not acceptable for saltwater canal, golf course, or highly visible areas.

If the slab is existing, a letter from an engineer must be submitted verifying the existing slab is adequate
to support the new structure.

All pools must meet the state barrier requirements with a screen enclosure or a 4 fence.

filed in a master file. This will eliminate the need to submit signed and sealed drawings
individually when submitting for a permit.
Two (2) sets of enclosure plans if the pool is to be enclosed. Signed and sealed drawings for the
aluminum enclosure may be filed in a master file. This will eliminate the need to submit signed
and sealed drawings individually when submitting for a permit.
Two (2) site plans indicating the size, deck dimensions, the overall deck square footage (including
the pool area) and setback dimensions from pool deck/enclosure to the property lines. Plans must
include all equipment pads, landscaping and tree protection requirements (include plant types,
sizes, quantities, and locations, sodded, mulched and undisturbed areas).
Right of Way Access Application
Two (2) signed and sealed topographic surveys lot grading plans (less than 12 months old) to
comply with Stormwater Requirements effective November 1, 2007.

lines. If a privacy fence is to be included with the permit, the location and height of fence must be
included on the site plan. In addition, the water meter pit, pep tank panel and pep tank are to be
noted on the site plan as to existing location.

Two (2) site plans which indicate the property lines, all existing structures, and proposed fence
locations with the setback measurements to the property line. Site plan must include landscaping
(when required) and indicate any trees that are to be removed. The water meter pit, pep tank and
pep tank panel locations must be indicated, blocking these items is prohibited.
Walls will require two sets of plans signed and sealed by a licensed Florida Architect or Engineer.
Plans must include the linear square footage, dimensions, column spacing and finished cap.
Construction Lien Law affidavit (provided by contractor if job is valued over $2500.00)
One (1) copy of a recorded warranty deed it must be recorded.
Tenant Affidavit if property owner is NOT the applicant.

The finished side of all types of fences must face outward (towards street or neighbors).
Chain link fences including gates and any portion of the fence are required to be black.
Saltwater Canal Lots step down fences or black chain link fences will be considered for approval. If
the fence is to be located along the waterway property line, only open style will be permitted, it must
be located a minimum of 5 to 8 inside the property line, with a gate, and a landscaping plan which
aesthetically enhances and screens the fence.
Landscaping is required on all corner, canal, golf course, thoroughfare and highly viewed areas
to aesthetically enhance their addition. Plans must indicate the plant types, sizes, quantities and
locations. Include existing natural vegetation areas to be maintained, which can be manicured

In accordance with the Palm Coast Restrictive Covenant and Easements you may not extend into the
waterbody more than 12 unless such waterbody is 100 or more in width. If so, same may extend
16, in both instances as measured at right angles to and from the property line abutting the waterbody.

scale, showing all types of materials, sizes, dimensions and locations. Include any other details
necessary to convey design/construction intent. Brochures or photographs which include all
dimension and material information are acceptable to show design. ALL DOCKS MUST HAVE
A HIP STYLE ROOF.
Two (2) sets of the site plan which must include a drafted to scale professional drawing to show the
lot, property lines, proposed structure location and width of the canal. All dimensions must be
included on the site.

The Intracoastal Waterway must require all appropriate state and federal permits prior to permit
submittal (Army Corps. Engineers, DEP, SJRWMD, SFRWMD). In addition, a database search from
Florida Natural Areas Inventory, US Fish and Wildlife Services to list plant and animal species that
have potential to occur on property.

Seawall

The Palm Coast Restrictive Covenants and Easements shall provide for the preservation and protection
of shores and channels by requiring that the owners maintain the land adjacent to non-bulk headed
waterways in good condition. The requirements are summarized on attached exhibits covering riprap
and bulkheads. It should be noted that these exhibits are architectural in nature and are not engineering
drawings.

Two sets of signed and sealed scaled drawings to include detailed construction of the proposed
bulkhead or coquina riprap. The attached sheets are the only acceptable types of bulk
heading/riprap allowed in Palm coast and may assist you in your drawings.

Shed/Accessory Structure
All documents submitted MUST be original no photo/fax copies will be accepted.
Accessory structures are required to match the architectural design, colors an material of the existing
home. On highly visible lots, (golf course, canal, corner, major roadways, or lots that back onto a
thoroughfare) accessory buildings will not be normally permitted, however, will be reviewed on an
individual basis. (If you purchase a pre-fab shed, then neutral colors apply).
Permit Application
Two (2) surveys. The survey/site plan must indicate property dimensions, all existing structures,
and the proposed structure. The site plan MUST include the size, dimension and the location of
the proposed structure including ALL setbacks.
Two (2) copies of the manufactures drawings for the shed assembly, OR two copies of signed and
sealed drawings for an accessory structure (detached garage, gazebo, etc.) Plans must include
height a shed is to be no more than 12 tall. Plans must include diagram for anchoring system
(must meet 120 mph wind load requirements).

signs must include elevation of the building indicating proposed sign. All sign plans must show
the dimensions.

of monument sign with the setback dimensions to the property lines. (required for monuments
signs)
Tenant Affidavit (if required)

construction. An affidavit along with a copy of the notice of commencement can be submitted to
allow one inspection. (only required if project is valued over $2500.00) This is not required to

COLORED RENDITIONS MUST BE SUBMITTED FOR ALL SIGNS WITH ALL DIMENSIONS.
PROVIDE THE CALCULATIONS IN SQUARE FOOTAGE. PLANS MUST INDICATE THE
PROPOSED SIGN MEETS THE REQUIREMENTS OF THE LAND DEVELOPMENT CODE.
If you do NOT meet the requirements of the Land Development Code, you must receive a variance

Right of Way Access application accompanied by four (4) 8 x 11 site plans that depict the
driveway width at the property line and the edge of the road, and the distance from the proposed
driveway to the edge of pavement of any road intersection within 75 feet.
Four (4) site plans which indicate the property lines, all existing structures and proposed driveway
location with the setback dimensions to the property lines. The water meter pit location must be
indicated, pouring a driveway over a water meter pit is prohibited.
Two (2) driveway detail plans - equivalent in detail to the City of Palm Coast residential culvert
detail available on the city website. (DWG002-270605)

Generator

If the gas company obtains the permit, they must list the electrical contractor as a sub. If the electrical company
obtains the permit, they must list the gas contractor as a sub NO EXCEPTIONS

Two sets of plans to include: manufactures specifications including the generator transfer switch, the BTU
rating of each appliance served, the type of pipe to be used, the size of pipe to each appliance and the length
of the pipe run to each appliance.
Two (2) surveys depicting flood zone, size, location, setbacks, dimensions of generator and the concrete
pad. Setbacks must include from house to generator, and generator to property line. Survey must show
proposed gas tank, indicate if it is to be located above / below ground. Shoe dimensions, size, location and
setbacks for the tank. LANDSCAPING IS REQUIRED AROUND ALL GENERATORS

Commercial Additions/Alterations

Engineer) Floor plan to show all areas and specify USE and square footage. Calculate seating area
of indoor and outdoor if applicable.

Permit application
Development Order issued from Community Development Department along with any necessary
paperwork required by the Development Order. If the Development Order was issued with
conditions, those conditions must be met and a clearance letter must be obtained from that
department prior to applying for a building permit.
Two (2) sets of signed and sealed complete engineered construction drawings designed to meet
requirements of the Florida Building Code.

Occupancy Permit
This permit is required for a change of occupancy where there is NO work to be
done on the site that would require a construction permit.
This application is to be reviewed by the Utility, Zoning, Fire and Building Department.
This permit will also require an inspection by each of these departments.
