(e.g. Suppose that Ext-QoS-Subscribed length range is 1 to X in ver x.y.z, but 1 to Y in the latest
MAP version of the same release. In this case, all operators shall implement Ext-QoS-Subscribed
length range as 1 to Y as written in the latest version).
