After examining the briefs and appellate record, this panel has determined
unanimously to honor the parties request for a decision on the briefs without oral
argument. See Fed. R. App. P. 34(f). The case is therefore submitted without
oral argument.
In 1992, Defendant was convicted of armed bank robbery, in violation of
18 U.S.C. 2113(a) and (d), and of using a firearm during a crime of violence, in
violation of 18 U.S.C. 924(c)(1). He was then sentenced to 322 months
