Invitation for Bids (IFB)


1.
This Invitation for Bids follows the General Procurement Notice for this Project that appeared
in Development Business, on 11 January, 2011
2.
The Islamic Republic of Afghanistan, Ministry of Energy & Water has received a grant from
the International Development Association toward the cost of Irrigation Restoration and Development
Project, and it intends to apply part of the proceeds of this grant to payments under the Supply of 13 Digital levels

Bidding will be conducted through the National Competitive Bidding (NCB) procedures
specified in the World Banks Guidelines: Procurement under IBRD Loans and IDA CreditsJanuary 2011, and is open to all bidders from Eligible Source Countries as defined in the
Guidelines.

Interested eligible bidders may obtain further information from Eng. Nasir Ahmad
Ahadi( Email Add: [email protected]), Acting Director and Procurement Officer,
Project Coordination Unit, Ministry of Energy & Water Compound, Darul Aman Road,
Kabul Afghanistan and inspect the Bidding Documents at the address given below from 8:00 to
16:00 Hrs from Saturday to Wednesday and up to 13:00 hours on Thursday.

Qualifications requirements include:


(a)

Financial Capability
The Bidder shall furnish documentary evidence that it meets the following financial
requirement(s):

The Bidders shall furnish documentary evidence of their financial standing to


demonstrate that they are financially capable of executing
the order.
Alternatively, Bidders shall include a letter from a reputed bank indicating their
financial status which will indicate their ability to perform the contract of the
magnitude equivalent to the quoted price

(a) Experience and Technical Capacity


i) The bidder shall be either manufacturer of the equipments or a duly authorized
dealer/distributor/partner/channel partner/agent/reseller or bidder may produce valid
Manufactures authorization as per ITB 19.1 (a). Manufactures authorization
obtained from a dealer is not acceptable. However, if total number of qualified

bidders is less than 3, Manufacturers Authorization obtained from a genuine


regional/country distributor for Afghanistan may be considered on its merits.
(ii) Bidders must provide evidence of having executed at least one contract of supply of
similar Equipments with similar or larger magnitude within the period of last five
years.
(iii) Spares Part and after sales services must be available in Afghanistan or confirm
that the bidder will establish the above services within 30 days of notification of
award.
7.0 All bids must be accompanied by a Bid Securing for 85,000 Afghani valid for at least 88 days
after deadline date of bid submisson.

A complete set of Bidding Documents in English may be obtained by interested bidders on the
submission of a written Application (or a request through email) on payment of Afs 2,500 to the
address below. The Bidding Documents shall be collected by the bidders from the address below or if
requested, will be sent to them through email.
9.
The bids must be delivered to the address below at or before 10 AM Afghanistan time on -25
April, 2016 (if the submission date was announced an official holiday, then bids must be submitted
next working day at the same time and venue). Electronic bidding shall not be permitted. Late bids
will be rejected. Bids will be opened physically in the presence of the bidders representatives, who
choose to attend in person at the address below at 10 AM Afghanistan time on 25 April, 2016 The
