Introduction
Haryana Shahari Vikas Pradhikaran (HSVP), formerly Haryana Urban Development Authority
(HUDA) is the urban planning agency of the state of Haryana in India.
HSVP will schedule and conduct an Auction for different categories plots like Commercial,
Residential, Parking, etc. The bidder can register himself/herself using this application. Then
registered bidders will participate in these auction by paying EMD and bid for these plots. Once
auction is over, H1 bidder will get notified. Then H1 bidder will have to pay remaining amount.
Bidder can see all the reports in this application.
Bidder Module
Bidder Registration:
1. Open the site by entering the URL of Site - https://hsvp.bidx.in/app in browser.
2. Click on “Bidder Registration” hyperlink.
7. Enter OTP and Click on “Verify OTP” Button, button label will change from “Verify Mobile”
to “Mobile Verified”
In the below screenshot the name of button has changed to “Mobile verified”
10. After submitting form bidder will get “Register Successfully” message on screen. Click on
“OK” button to close the registration page and get back to sign in page.
11. Once bidder registered himself/herself, he/she will receive one unique user id on his/her
registered email id and mobile number.
Bidder Login:
Login:
1. Open the site by entering the URL of Site in browser.
2. Sign In page will be displayed.
3. Enter registered Email Id and Password.
4. Click on Login button to sign in.
5. On login page, there is “E- Auction Notices”. In this you can find all the notices related to
auction.
6. There is another block that shows you details about “Current Auction”, “Upcoming Auction”
and “Past Auction”.
Forgot Password:
1. Click on Forgot Password hyperlink.
Dashboard:
The four blocks:
1. On successful sign in, system will take bidder to the Dashboard.
2. Dashboard has four widgets viz “Current Event”, “Upcoming Events”, “Payment Status”and
“Winning Auction”.
3. Dashboard has Username and Dropdown button at top-right corner. Dropdown contains
Change Password and Logout option.
1. Current Events: This widget will show the information about the auction which is going on.
Bidder can in participate in ongoing auction by clicking on “Bid Here” button.
2. Upcoming: This widget will show the information about the upcoming auctions for whom the
Registration has started
3. Payment Status: This widget will show the status of EMD payment.
4. Winning Auction: This widget will show the information of plots that bidder has won.
Change Password:
Change Password has three mandatory fields viz Old Password, New Password and Confirm
Password.
User has to enter Old password (i.e. current password) in Old password field.
User has to enter New Password in New Password field and same password in Confirm New
Password field.
Click on “Submit” button to change the password.
EMD Payment:
1. Once registration time started for particular auction, that auction will appear in “Upcoming
Events” block.
2. To pay EMD, click on “View” button.
5. System will take bidder to Auction Details and Instruction Page. Here bidder can check all the
Auction details.
8. Here Bidder can enter Joint Holder details by clicking on “Add Joint Holder (If Any)” button.
It is optional.
9. Enter all the mandatory details and click on “Submit” button.
10. Bidder can add multiple Joint Holders. List will appear on same page.
25. Once bidder selects number of properties the system will automatically calculate EMD
amount and processing fee and show the “Total EMD Amount” for those properties.
28. Click on “OK” button to go ahead or click on “Cancel” button to cancel the payment.
29. Once bidder clicked on “OK” button, system will take bidder to payment gateway page.
30. Here the Bidder can choose to make payment “online” or via “Challan at their local Bank”
In “Online Payment”
31. Enter the remarks and click on Pay.
32. System will take bidder to bank page.
33. Fill all your required details in “Billing Information”, card details in “Payment Information”
and click on make payment button.
34. System will take bidder to “Authenticate Transaction” page of thebank of card which you
have entered the details and an OTP will be sent to your registered mobile number at bank.
38. If bidder wants challan copy on mail, just enter Email ID and click on Generate Challan
button.
39. Bidder will receive Challan copy on entered Email.
45. Once EMD payment is successful for particular auction(s), then that auction(s) appears in
Payment Status block on Dashboard.
46. In case of challan payment EMD payment status will remain in Processing till challan
payment lands in HSVP account. Once payment lands in HSVP account status will change to
success.
Note:
If Auction has been withdrawn by HSVP then EMD as well as Registration Fee both will be
refunded.
Auction Process:
Bidding Process:
1. Auction will run in multiple rounds fashion.
2. Very first will start from Actual Base Price.
3. The first round of auction will start on 10:00 AM on scheduled date and will end after thirty
minutes. In first round, bidding will start from actual base price mentioned in catalog.
However in case any bid is received within last ten minutes before closure of first thirty
minutes, then the time of closure would be extended automatically by five minutes in addition
to auction ending time reflecting on the e-auction portal. The process of time extension of five
minutes will continue till no bide is received in the last such extension of five minutes each.
4. The bid for a group of similarly situated properties in same sector of same size and base price
will be floated in one group. The Highest Bidder (H1) will have to select and submit his/her
preference for a particular property within 10 minutes of closure of that round. If H1 bidder
fails to select the property within the stipulated time of 10 minutes, the system will randomly
select one site from the available plots/sites/buildings in the group and same will be allotted to
the H1 bidder.
5. In the subsequent round of bidding, the 2nd highest bid i.e. H2 of the previous successful
round will become base price for this round and the bidding will start from this base price. All
the eligible bidders will have the option to outbid the said price within 20 minutes of start of
subsequent round. In case of outbid, the closing time of said round will be extended by 5
minutes. However in case no bid is received within the stipulated time, the subsequent round
will start with the bid amount of H3 and so on of subsequent rounds. Number of round will be
equal to number of properties in the auction. No fresh round will start after 6 PM of that date
of e-auction. However, the fresh round for balanced properties (if any) will start at 10 AM on
the next working day.
6. The bidder can bid in multiple of minimum bid increment value. Bidder can outbid his own
bid by giving bid in minimum bid increment value.
7. The minimum bid incremental value will be as below:

8. EMD of all the bidders except H1 bidder will be refunded back to their accounts in stipulated
time (normally 3 days).
9. The H1 bidder will have to deposit the 10% amount of his quoted bid (including EMD
already deposited) through the application using pay link for every property in following time
period:

10. After that system will check whether the quoted bid is above the reserve price or not.
11. If quoted bid of H1 bidder is above the reserve price and H1 bidder paid the 10% amount,
then he/she will be the successful bidder.
12. But if bid quoted by H1 bidder is below the reserve price and he/she has paid the 10% amount
then only system will send him/her an email informing about the quoted bid is less than the
reserve price and there is counter offer for him/her.
13. After receiving a mail, respective H1 bidder login again and there will be a link or button to
accept or reject counter offer in front of respective property name of particular auction.
14. If H1 bidder (whose quoted price is less than reserve price) accepts the counter offer by
clicking the accept button then only system will enable payment link for the 2nd time to make
payment of 10% of difference between reserve price and quoted bid. And if he/she makes
payment of above said amount then he/she will be declared as successful bidder. After giving
the counter offer, H1 bidder will have to accept or reject the counter offer and will have to
make payment (in case bidder accepts the counter offer) of counter offer amount within 2
working days.
15. If H1 bidder (whose quoted price is less than reserve price) rejects the counter offer by
clicking the reject button then system will not enable the payment link and all such records
will be available to Admin or Chief Admin screen for the acceptance/rejection of his/her
quoted bid.
16. If H1 bidder (whose quoted price is less than reserve price) fails to accept or reject the counter
offer in 2 days (48 Hours), counter offer link will become disabled and that particular counter
offer for particular property for respective bidder will be automatically considered as rejected
and details of respective bidder will be available to chief admin for approval/rejection.
17. Auction will get finished in following cases:
a. If all plots got sold.
b. If auction will run for number of rounds equal to number of plots in that particular
auction.
18. Below attached screen shots will be more explanatory for auction process.
Participate in an Auction:
1. Once Auction started, Auction will appear in Current Event block.
vii. Click on “+” button to select auction. Bidder can select multiple auctions also.
viii. Once bidder click on “+” button it will change to tick mark sign which indicates
auction is selected.
ix. Click on “Go to Auction” button, then system will take bidder to Auction Floor.
x. Bidder can see single as well as multiple auctions at a time on auction floor. It
depends on how many auctions he/she selected on Auction floor’s dashboard.
xi. During the auction, bidder can go back and change the “Watch list” (auction
selection)
b. Bid Book:
In Bid Book, bidder can see only his/her bid history.
c. Auction Details:
Auction Details will show bidder the date time and increment value
details about selected auction.
xiii. Click on “Bid” button to place your bid.
xiv. System will show the bid increment option 1x to 10x where ‘x’ is the increment
factor (i.e. Tick size).
For example if the increment is Rs. 1000 (i.e. x=1000) then if you click 1X the bid
will get incremented by Rs. 1000 and if you click 2X then bid will get incremented by
Rs. 2000.
xv. Select an option to place the bid.
xvi. Once you select bid option system will ask you for confirmation.
xvii. Click on “OK” button to confirm your bid. And “Cancel” button to cancel.
xviii. Bidder will get “Bid Accepted” message if his/her bid is accepted.
xix. Bidder cannot outbid himself/herself. If the Bidder is try to outbid himself/herself
then system will show message that “Your bid for n is rejected as you are already
H1” where “n” is his/her bid amount.
xx. If Bidder is H1 in an Auction then his bid amount will appear with green colour
background in Bid column as well as in Last bid column.
xxi. Bid amount of bidders other than H1 bidder will appear with red background.
xxii. If any bidder placed bid in last 10 minutes then auction will get extended for 5
minutes. And one message will be displayed on screen that “Auction %auction
name% has been extended for 5 minutes”.
xxiii. In ongoing auction, at any point of time bidder can see list of plots with their status
(booked/unbooked) by clicking on “Plot List” button. If Plot status is “Booked” then
bidder can see in which round and for what amount plot has been booked.
xxiv. Once any round of auction is finished then auction will get paused for 10 minutes.
xxv. System will take very few seconds of pause time only to load plot list and reserve
price of next round. System will show “Please wait” message in Time Remaining
field for these few seconds.
xxvi. In that particular round of auction if any bidder is H1, then system will show message
to H1 bidder that “You are H1 in round %n% of auction %auction name%. To book
your plot click on Book Plot button. Book your plot within 10 minutes”.
xxvii. At the same time, system will show message that “H1 of round %n% of auction
%auction name% is booking the plot. Auction will resume in 10 minutes” to all other
non H1 bidders of that same auction.
xxviii. Once plot list for Book Plot is ready, system changed the message in Time Remaining
field as “Paused till %next round’s start time% for booking”.
xxix. Then H1 bidder has to click on “Book Plot” button to book the plot. After clicking on
Book Plot button, plot booking window will open having the list of unbooked plots.
xxx. On this window, bidder can see details like auction name, server timing (forward
running clock), round number, bid amount and some important notes.
xxxi. H1 bidder has to select the plot of his/her choice. Once bidder selected the plot, one
confirmation message will get popped up.
xxxii. Click on “OK” to confirm, else click on “Cancel” to cancel and select other plot.
xxxiii. After clicking on “OK”, click on “Submit” button.
xxxiv. Once bidder clicked on “Submit” button, again one confirmation message will get
popped up.
xxxv. Click on “OK” to confirm, else click on “Cancel” to cancel and select other plot.
xxxvi. Once bidder clicked on “OK”, his/her selected plot will get booked and window will
get closed. And “Success” message will get floated on screen with green background.
Note:
a. Bidder has to select the plot within stipulated time (i.e. within pause time). Bidder
can see till what time he/she can select plot in “Notes- Point No: 1”.
b. Plot once booked cannot not be modified. After booking one plot if H1 bidder
again click on “Book Plot” button to modify the choice, he/she will get blank
window.
c. If H1 bidder did not book any plot, then system will allot any random plot to
bidder.
xxxvii. If H1 bidder click on “Close” button of booking window without booking any plot,
then will give warning message and will ask for confirmation.
xxxviii. Click on “Yes” to close booking window without booking plot, else click on
“Cancel” to close the warning message and book the plot.
Note:
After closing the booking window without booking any plot, if pause time is
remaining and H1 bidder wish to book plot then he/she can open booking window
again and can book the plot before pause time got finished.
xxxix. If bidders other than H1 clicks “Book Plot” button in pause time, they will get blank
window.
xl. Once pause time is finished and auction resumes with next round, bidders other than
H1 will get message that “H1 of round %n% of auction %auction name% has booked
plot %plot name%” on their screen if H1 bidder has booked the plot. Otherwise no
message will be displayed.
xli. Bidder can see list of plots with their status (booked/unbooked), if booked then in
which round and at what price it got booked.
xlii. Even H1 bidder can also check here, whether his/her selected plot got booked or not.
xlv. Once Auction is finished, system shows “Finished” status in “Time Remaining” field.
xlvi. Bidder can see only his/her own bid history in “Bid Book”.
xlvii. Once auction got over, and if bidder is H1 in some number of plots then those plots
will appear in Winning Auction block on dashboard.
Bid History:
1. To check whole auction’s bid history, go back to bidder dashboard.
2. In “Payment Status” block, click on “Bid History” hyperlink in front auction name for which
bidder wish to check bid history.
3. If auction is conducted successfully and bid history available, system will show the complete
bid history for that particular auction.
4. If auction is not conducted or auction is conducted but no bids were placed, then system will
show message that “No bid history available”.
H1 Payment:
1. Once auction got over, and bidder is H1 in some number of auctions then those auctions will
appear in Winning Auction block on dashboard.
2. Bidder has to pay H1 amount (i.e. remaining 8% amount).
Note:
H1 Amount (8% Amount) = (Bid Amount * H1%) - EMD
3. But bidder cannot make H1 payment till “H1 Payment End Date” is not scheduled.
4. Once “H1 Payment End Date” is scheduled, that date automatically appear in “H1 End Date”
column.
7. Click on “Pay” link to pay H1 amount and system will take user to payment gateway page.
8. Further Payment process is same as EMD Payment process.
2. System will show the Bidder’s Winning Price and Counter Offer Price on Accept/Reject
Counter Offer page.
3. After clicking on Accept button, system will ask double confirmation. If Bidder clicks on Yes
button system will take bidder to Payment Page.
4. Click on “Pay” link to pay H1 amount and system will take user to payment gateway page.
5. Further Payment process is same as EMD Payment process.
