The minutes of previous site meeting No. 22 were accepted as a true record/ with the following

SAFETY / SECURITY

15.1.1

Mr. Choi and Mr. Huu are now on site for half a day each.
However, Mr. Choi will be on site full time from 7th September
2009. Mr. Dieu with an Electrical background is now on site full
time.
Security will need to be adopted such that Kumho take over entire
site mid September 2009 partial take-over will happen from 6
September.
Kumho to raise issues regarding handover at coordination meeting
on Thursday.
Kumho have submitted details of security company to HBP for
review however full security plan by that company is required.
Promised by Friday 4th September.

Kumho to carry out site safety induction courses on a weekly basis


for their staff / workers.
As the previous dry run for Site Induction had in fact been more of
a presentation of a Safety Plan, the dry run to be re-done Thursday
3rd September at 15:00.
All staff on to be re-run again Monday 7th September 2009 at 8
a.m. in site office car park area. Once workers have been
inducted, they are to wear a blue cross on their safety helmets.

The Site office separation from the actual site. Initially by a chain
link fence installed by 4 Sept 2009. The Kumho proposed long
term alternative will be completed by 25 Sept.
Kumho will also have to provide some separation at GL-11, prior
to their start of other works in the area GL-11 to river boundary.
Electrical safety is abysmal plastic bags being used to protect
cable joints. Kumho have said that this will improve
The Electrical Engineer had a meeting with Ray at 14:00 Friday 21
Aug, where the problems of previous electrical safety were
highlighted.

20.1.3

Safety statistics board to be erected (safe manworking hours, lost


time accidents, etc.). Shop drawing to be submitted for approval
Wednesday 26 August (at the latest still not received), along
with method for calculating statistics. To be installed by Friday
4th September

21.1.1

NVL instructed Kumho that their general workers are not to use
the office toilets. To this end Kumho to submit logistical plan for
workers toilets location, when arrival, etc. Received.
Kumho informed they would arrive on site 14 September.
NVL/HBP stated this is too far too late as workers arrive on site 7th
September.

21.1.3

Kumho and HBP asked that NVL discuss with Him Lam to have
both access roads / barriers open, so as to reduce the factors, which
may cause an accident. This also included designated pedestrian
access.

21.1.4

NVL instructed Kumho to submit full details for ventilation of the


basement during excavation. Currently only minimum details /
sketches have been included in the method statement. This to
include equipment, calculations. Kumho informed that they are
waiting for details from their sub-contractor.

22.1.1

Kumho were instructed that the shown safety team is far too small.
This particularly so given the top down construction, different

Kumho were instructed to submit their proposed pass system by


Monday 31 August. To show pass levels, access system to various
locations. This had been forwarded to HBP by e-mail. NVL
requested a copy.

Kumho were instructed to have their Clinic operational by start of


work Thursday 3 September.

NVL instructed that Kumho is to have full PPE for their workers.
HBP stated that this should include proper ear protection, not just
ear plugs.
HBP also asked if any of this had yet been purchased, as it is
required as from 6th September, 5 days away.

Kumho M&E Staff


CVs had been submitted, but by e-mail rather than formally as
instructed.
HBP pointed out that CVs for M&E staff did not show the
persons specific specialties
Kumho had informed that the Electrical Manager will be on site on
14th August to start shop drawings for ground slab. Kumho
confirmed this is now full time from the beginning of September.
1 x Electrical Engineer is now on site. As Kumho would have to
install temporary electrical works as from 7th September the full
time presence of MEP staff is now urgent. This is also required
for temporary fire fighting systems.
From the MEP meeting that morning, Kumho had started
submitting some paperwork.

23.1.2

Kumho advised that a nurse had been interviewed the previous


day. HBP asked on the progress of the Clinic, which is now

NVL instructed that there is now 2 pages of safety issues. If they


are not in place by the morning of Saturday, 5th September Kumho
will be instructed to stop the works and this at their costs.

23.2.0

PROGRESS / PROGRAM STATUS

1.2.1

Preliminary Master Construction programme To be noted that


the mass barrette piling is advancing ahead of programme and now
the area from GL-11 to the River Boundary will be available from
6 September. Kumho advised they would start Monday 7th
September.
Kumho to present a sequence of joining the kingposts in that area

Kumho kingpost programme All 36 kingposts now on site. 221


No. kingposts have been installed. The manufacture of the main
body of kingpost is now complete - 72 extension pieces with shear
studs are now have been fabricated. 10 have been extended. 10
spare on site with 22 more arriving evening Sunday 6th September.

9.2.1

The three party agreement Kumho / BSV / NVL for kingpost


installation has now been signed and distributed to all parties.
Vietnamese version has been modified and is ready for signing.

NVL requested that Kumho change their construction sequence to


match the selling strategy of NVL this has been investigated by
NVL and reissued as the target programme for the structures.
Kumho to develop an overall target master construction
programme for the structures based on the current 3 month rolling
programme and the NVL targets for the structures as above.

Further to this As Plot X is due to start early July 2010:


1. NVL propose to move their Sales and Administration from
the current building on plot X into levels 1 to 5 of tower V5.
2. Kumho to do a program of how this can be achieved.
3. Interiors basically completed.
4. At that time exterior facades must be finished. MEP can be
temporary if necessary.
18.2.1

Kumho submitted detailed three month lookahead programme on


5th August. This has been reviewed and commented on twice by
HBP / NVL. Kumho have resubmitted just before the meeting
today 26th August 2009.
A quick glance by NVL noted that several items had slipped by up
to 2 weeks, which is unacceptable.
To be updated and re-submitted 7th September
Kingpost extensions 10 posts have been completed 2 in
progress. Kumho must improve their planning and organisation
for this work. Bachy Soletanche / HBP / NVL are continuing to
criticise the Kumho performance on this item this must be
addressed to ensure Kumho can continue to advance these works.
Reports had been received for NDT on the first 2 completed, the
reports on the test for the next 4 to be submitted. The testing of
welding for 10 to date had been received by HBP to be
forwarded to NVL.

Rebar the T40 is now ready for delivery. Kumho advised that all
rebar for the capping beam would arrive at Plot W, 7 & 8 Sept.

their suppliers about tentative quantities.

Official handing over of installed kingposts from BSV to Kumho


Handover process to start 3rd September. Any kingpost, which
Kumho are unwilling to accept to be discussed between
NVL/HBP/Kumho.

21.2.5

Formwork NVL instructed Kumho to submit full details where


manufactured, who designing, when design will be completed,
manufacture times, when on site, Kumho person responsible.
Still required.
The 2 proposed subcontractors for Sub-structure had done
presentations at 09:00 and 11:00 respectively on Friday 27 August.
Kumho assured that while each was supplying their own
formwork, it is the same type.

NVL expressed real concerns about Kumho progress to date.


Many, many items are not being addressed.

23.2.1

Capping Beam NVL asked Kumho to inform:


Man-power who many workers for various activities? start on rebar 8th September.
Rebar percentage cut & bent each day? for capping beam
complete 10th September.
In Plot W when electricity on for machines 7th September
pad being poured 3rd September.
Kumho to submit program, procurement schedule, manning
schedule at meeting 11:00 Thursday, 11th September

MEP for Capping beam both shop drawings and material


submittals required urgently.
MEP Engineers need to be on site so as to discuss with HBP the
systems required within the capping beam.

REQUEST FOR INFORMATION SCHEDULE

19.4.1

Kumho did not submit schedules of outstanding RFIs at this


meeting. To be done after meeting
Previous submittals were not updated as per Peters discussion
with Kumho. Also item 20.4.1 below was not complied with, as
all RFIs were on the one register.
The real concern is that no MEP RFIs have been received on the
DD drawings. Kumho to reply on this 26

7.6.1

Registers for shop drawings, material approvals, RFIs, were


submitted by Kumho at meeting. See item 19.4.1 above
A weekly QA / QC meeting to be held each Friday at 10:00. Each Friday
Kumho M&E Engineer/manager to attend.

14.6.1

Kingpost out of position in barrette P7-BR01 Arup have


requested further info (position at B2) available after
excavation. Needs input from Archetype also.

17.6.1

QA / QC personnel Manager Mr. Park now on site full time.


Draft ITPs are slowly being submitted by e-mail for comment.
ITP for legal requirements (decree 209) had been discussed at
QA / QC meeting held at 2pm on Friday 14th August 2009.

HBP had forwarded sample ITPs to Kumho, but only general
construction ITPs. In these the reference to Electrical, Plumbing
& Mechanical only was to ensure the relevant MEP ITPs had
been completed.
Kumho to give urgency in formulating and submitting MEP
ITPs. In progress now.

20.6.1

Concrete trial mixes Holcim, Lefarge, LePhan will be used


mix designs submitted for Holcim and Lefarge (HBP and Arup
had responded with comments). Trial mixes to be batched at the
suppliers yard and samples for heat, slump and cube strength
taken on site. Also to include retention time.
Kumho will set up cube tank on site.
HBP informed that trial mixes need to take place urgently as 28
days was required, before any concrete could be poured on site.
Status as follows:
Lafarge - trial done, but 1 truck rejected because cement
below specified content
Holcim design approved trail 3rd September 08:30.
LePhan design approved trail 4th September 08:30.

Kumho had less than 1 weeks before their main construction


starts. Method statement for top down construction, Kumho had
again resubmitted, but still very little explanative text.

NVL advised that unless respective Method Statements were at


B status, then NVL will not allow Kumho to proceed with the
works. This at Kumhos cost.
11.13.1

A meeting was held with the proposed civils contractor had


submitted brochure for A Sueng. Contract price agreed, with
contract documentation being finalised. Will be signed end
week 4th September.
The structural frame subcontractor - Kumho advised that this
would be split between Doosong and Seoyong. Kumho to
submit: how this will be broken up, how equipment will be
shared, etc.,
Presentation had been done to NVL/HBP Friday 28 August.
This to be followed by the same with NVL board. NVL to

Kumho were advised that part of Plot W would be available to


them until end of 2009, to establish rebar bending yard and
storage. See items under section 2 above.

23.20.0

OTHER MATTERS

2.20.2

Generator and Lift Supply are the main long lead items details
of lifts will be required for cores and basements during the top
down construction to be prioritised in middle of August after
resolution of Substructure / Superstructure Subcontractors
being addressed on three month look-a-head programme.

Kumho to start to submit lists for approval as follows:


1. MEP priority after 2 & 3 submittal mid September??
2. Substructure award currently expected end August 2009.
3. Superstructure award now expected beginning
September 2009.
4. Interior Decoration and Architectural finishes - later.
Kumho must get HBP / NVL prior approval as per section as per
3.1b of the Letter of Acceptance main contract. Now being
shown on 3 month rolling programme.
Kumho to submit details for items 2 & 3 above on morning 7th
September, so they can be discussed between NVL/HBP/Kumho

Action

NVL/HBP stated that the appointment of an MEP subcontractor


is now urgent (shop drawings for the Ground Floor Slab,
materials submittals, site electricity, etc).
Kumho advised that it would be 1 month before they could do
this and that in the interim they would use their sub-contractor
from Asiania Plaza. They were instructed, that if this is the case
they are to submit brochures, CVs, organisation chart by midday
Thursday 3rd September.
Kumho advised that they will propose their permanent MEP
Sub-contractor at the beginning of October.

NVL instructed Kumho to submit their pre-qualification


procedures for selecting the MEP Contractor.

from Kumho support staff. Now require CVs, organisation
chart update, including exactly who is responsible for key

Further topographical survey received 19 August 2009 and has


been distributed by HBP to Kumho, Arup and Archetype.
HBP had compared with both Kumho & BSV to find only
minimal discrepancies. .

Kumho confirmed that one overall local surveyor company will


be employed directly by Kumho for all surveying for the
building to be submitted for approval HBP / NVL.
Bench Marks had been handed over to Kumho in June.

Kumho to submit a detailed Procurement Schedule. This to also


show when items are to be submitted for approval, when to be
approved by, latest ordering dates, where from, shipping times,
when on site, who responsible. Kumho advised this is being
done by Mr. Choi.

22.20.3

NVL advised Kumho that they now need to look at the Curtain
Walling, because of long lead times. NVL to forward e-mail to
HBP about 3 potential suppliers.

22.20.4

Kumho to reply to DLS comments about their insurance.

22.20.5

Because of public holiday, next meeting to be 13:30 Tuesday, 1


September 2009.
